Until 1931 he studied in Munich. An exhibition held in 1934 was cancelled for political reasons, and Franz was planning to escape from Germany in 1940, however this plan failed and he was stationed in the Channel Islands during the German Occupation, and was known to move between Jersey and Guernsey as part of his official duties for the Occupying forces .After the War he returned to Germany and began teaching Art and exhibiting. He was awarded the Order of Merit in 1978.
