University of Maryland, College Park Budget Primer Revenue Sources The University’s Operating budget finances the ongoing activities of the University. At the start of the fiscal year (July 1, 2009), the Operating budget for the university totaled $1.575 billion. Approximately 46% of the revenue for the budget comes from ‘non-State-supported’ sources, which mainly represents restricted funds for sponsored research and self-supporting units that survive on their own revenues. The remaining 54% of the budget is referred to as the’ State-supported’ budget, and represents state authorized funding used for Education and General operations (E&G). ‘State Appropriation’ and ‘Tuition and Fees’ are the primary revenue sources for our ‘State-supported’ budget.

Capital Budget The University’s capital budget finances the building of new facilities and major renovations, with projects typically planned many years in advance. By State law the capital budget cannot be used for any other purpose, including the operating budget.


FY2010 Budgeted State-Supported Expense by Program Activity Type - FY 2010 (as of July 1, 2009) University spending is categorized into eight types of functional activities. Our Instructional activities are the most significant expense area for State-supported funds, followed by ‘Operations and Maintenance.’ Many of the other activity areas provide essential support functions for the instructional programs (‘Academic Support,’ ‘Students Services,’ ‘Institutional Support,’ and ‘Scholarships and Fellowships’).

FY2010 Budgeted State-Supported Expenditure Categories (as of July 1, 2009) The majority, or close to 74%, of the State-supported budget is spent on ‘Salary, Wages, and Fringe Benefits.’ The next largest grouping is ‘Grants (Scholarships & Remissions)’ at 9%.
