Changsheng Chen, PhD Montgomery Charter Chair Professor Fisheries Oceanography SMAST Dr. Changsheng Chen currently serves as the principal investigator on multiple projects funded by the National Oceanic and Atmospheric Administration (NOAA), the National Science Foundation (NSF), and Massachusetts Institute of Technology Sea Grant and other sponsors. As an oceanographer, Chen’s research interests are on modeling and observational explorations of multi-scale global-regional-estuarine ocean circulation, oceanic fronts, ecosystem dynamics, polar sea ices, and climate change. He is the leader of the Marine Ecosystem Dynamics Modeling Laboratory, and this lab has developed the finite-volume community ocean model (FVCOM) for the ocean community. Designed to simulate the behavior of the multi-scale ocean processes, FVCOM software serves as one of the most widely applied tools for oceanographers and limnologists. The model plays a significant role in marine science research, marine resource development, environmental protection, marine management, and marine disaster prevention. Since its release 15 years ago, the FVCOM’s usage has escalated to 38 countries. “It is used by scientists at academic universities and institutions, government agencies, and private companies,” said Chen. “We have used the FVCOM for ocean rescues, to search for airplanes that have crashed in the ocean, and to determine the initial spread of radionuclides from a nuclear power plant. Users from around the world come to SMAST to learn how to use the model.” Additionally, NOAA has selected the FVCOM as the model to build the US coastal forecast system. In 2007, Chen also co-developed the Northeast Coastal Ocean Forecast System (NECOFS). The system forecasts weather, ocean waves, ocean currents, and sea level in the Northeast region. NOAA recently awarded Chen a five-year grant to support NECOFS operation and improvements. This grant has brought him $281,967 for the years of 2016 and 2017. The primary goal is to develop a model system that is capable of forecasting the storm-induced coastal inundation in the northeastern region, including the Massachusetts Bay-Boston Harbor, Scituate Harbor, MA, Hampton River, NH, and Saco Bay in Maine. “The project also supports the prediction and assessment of the impacts of climate change on resilient coastal hazards,” said Chen. “This information is provided to weather forecasters who can then use it as a reference with their own forecasting system.” Additionally, he has received a $381,366 award from the NSF to develop an Arctic Ocean FVCOM model that will determine why freshwater is accumulating in the Beaufort Gyre of the Arctic Ocean.

Dear Colleagues, When I look back and appraise the University’s research enterprise, I am amazed by the scope and impact of the cutting-edge research that is being conducted by our outstanding faculty in their efforts to advance their disciplines, generate new knowledge, to train the next generation of leaders and scholars. This annual report highlights some of the achievements and creativity of our faculty, staff, and students in Research, Scholarship, and Innovation. Despite the very challenging and increasingly competitive research funding landscape, our faculty continue to push the envelope in conducting groundbreaking research at the intersection of many traditional disciplines which range from the development of coastal inundation models, to the design of arrays of hydrophones, to finding the best way to teach science to English language learners. Our faculty continued to excel in their respective disciplines, as evidenced by the highly competitive and prestigious awards they receive, their roles in leading international teams of researchers, as well as their appointments as fellows in professional organizations.
The University continues to provide seed funding through its Multidisciplinary Seed Funding Program, Summer Research Fellowship Program, and Community Engaged Research Program. Through these vehicles, our faculty strengthen collaborations with colleagues in other disciplines, develop and nurture partnerships with the community, and conduct small-scale research projects that can potentially form the basis for bigger externally funded projects. In Fiscal Year 2017, the University invested more than $200,000 to fund six multidisciplinary projects involving 18 faculty, five summer research fellowships, and three community engaged projects. Our faculty also received approximately $250,000 in competitive grants from the UMass President’s Office. The continued success of our faculty in growing the campus’s research portfolio while providing exceptional educational experiences to our undergraduate and graduate students is key to elevating UMass Dartmouth’s standing as a premier research University. Given our faculty’s quest for excellence and the desire to move the University forward despite many challenges, I am confident that UMass Dartmouth will
continue to solidify its role as a center of excellence in research and as a powerful economic engine for the region. Dear Colleagues, Navigating an environment of constant change in regulations, serving a broad customer base with multiple interests (including external funding agencies, faculty, administration and others), and evaluating different expectations and concerns to find the “sweet spot” have been the main focal points for all SPA staff during the past year. We introduced brand new Core Facilities Guidelines, revised multiple forms, and upgraded the SPA website. We welcomed two new team members: Catherine Palmer, Financial Systems & Reporting Manager, and Deborah Dolan, Pre-Award & Subrecipient Manager. The SPA team is dedicated to supporting the submission of high-quality proposals to attract external funding to support exciting
research and other types of projects happening on campus. Our goal is to contribute to the advancement of knowledge. We strive to efficiently manage these projects and provide a comprehensive customer service — balancing the adherence to the University polices, and federal and state laws as well as other sponsor regulations with timeliness and transparency of internal processing. Our team is committed to integrating the interests of all stakeholders by looking for process innovations to reduce the administrative burden, and ensure all potential risks for the University are mitigated. Keeping the communication channels open promotes understanding and harmony; and ultimately makes us better and stronger as a whole.

Dr. Amit Tandon, Mechanical Engineering, College of Engineering, was awarded a Fulbright scholarship for research to improve long-range weather forecasting by studying monsoons in south Asia’s Bay of Bengal. Dr. Robin Robinson, Sociology, College of Arts & Sciences, has been selected as a Fulbright Research Scholar to conduct research on sexual violence in Hungary. Professor Robinson’s twopart, two-year research project titled “Beyond Obstacles, Toward Justice for Victims of Sexual Violence in Hungary,” will examine underreporting of rape and sexual assault in the central European nation. Dr. Pingguo He, Fisheries Oceanography, School for Marine Science & Technology (SMAST), has been awarded the International Council for the Exploration of the Sea (ICES) Service Award in recognition of his contributions to the organization. Dr. Marilyn Asselin, Adult Nursing, College of Nursing & Dr. June Horowitz, Associate Dean, College of Nursing were awarded a renewed Nurse Faculty Loan Program funded by the Health Resources and Services Administration (HRSA). Dr. Kristen Sethares, Adult Nursing, College of Nursing was elected as a Fellow of the American Heart Association in recognition of her scientific and professional accomplishments and volunteer leadership and service. By earning the right to include the initials F.A.H.A. among her credentials, it lets her colleagues and patients know that she has been welcomed into one of the world’s most eminent organizations of cardiovascular and stroke professionals.

Mark Altabet, PhD Professor & Chair Estuarine & Ocean Sciences SMAST Nitrogen is a chemical element required by all living things. As it cycles through the atmosphere and ocean environments, nitrogen is converted into a series of chemical forms that vary in how they are used by organisms. Dr. Mark Altabet is involved in several projects that focus on how nitrogen cycling occurs both in coastal ecosystems and the open ocean as well as the interactions between global nitrogen cycling and climate change. He is the recipient of a $34,760 award from the University of Washington (second year of a twoyear award totaling $75,399 for the collaborative project “Profiling Sensor to Map N2 Gas Production in Oxygen Minimum Zones (OMZs).” OMZs are important regulators of the ocean’s global nitrogen cycle and the goal of this project is to develop new technology for measuring the loss of bioavailable nitrogen nutrients from OMZs. The National Science Foundation has also awarded Altabet $53,289 for his project “GEOTRACES Arctic Ocean Section, Constraining Nitrogen Fluxes and Transformations using Natural Stable Isotope and Dissolved Gas Tracers,” which uses measurements from shelf and offshore waters to study nitrogen cycling in the Arctic Ocean. The data will determine the importance of the Arctic Ocean to the ocean’s global nitrogen cycle. This is the third installment of the three-year award totaling $174,607. In addition to his research, Altabet is also the developer of a new cost-efficient method for identifying sources of excess levels of nitrates in marine and fresh waters. “Countries around the globe are affected by nitrate contamination,” said Altabet. “The goal of this tool is to aid water-quality improvement in impacted areas around the world.” Altabet earned his PhD from Harvard University in 1984 and joined the faculty of UMass Dartmouth in 1994.

Professor John Buck is involved in a number of projects that concentrate on array processing, underwater acoustics, and animal bioacoustics. Buck’s research attempts to characterize the amount of information carried by underwater sounds, and determine how this information can be extracted and used for remote sensing and communications.

Most recently he was awarded $150,000, the final installment of a $793,742 grant from U.S. Office of Naval Research for the five-year collaborative project “Co-Prime Sensor Array Signal Processing.” The project focuses on new designs for underwater arrays of hydrophones (underwater microphones) to get the same performance as existing arrays with far fewer sensors.
Project: Art All-State Massachusetts Amount: $25,000
“These sensor arrays detect which direction sounds arrive from, by studying the delay between the sound arriving at adjacent sensors,” said Buck, who is working with Professor Kathleen Wage of George Mason University on the project. “By carefully canceling out the loud sounds from one direction, we can find other sounds that were originally overwhelmed by the loud ones.”

Underwater hydrophone arrays prove vital to many areas of ocean acoustics as well as to homeland security in tracking submarines and marine mammals. In the future, these same sparse array geometries may lead to cheaper antenna arrays in cell phone towers, and faster MRIs in medicine. Buck received his PhD from the Massachusetts Institute of Technology/Woods Hole Oceanographic Institution Joint Program in Oceanographic and Electrical Engineering and joined the faculty of UMass Dartmouth in 1996. He has held visiting appointments at the University of New South Wales, George Mason University, Brown University, the Woods Hole Oceanographic Institution, and the University of Illinois.

Christina Cipriano, PhD Assistant Professor Psychology College of Arts & Sciences Led by Dr. Christina Cipriano, the Recognizing Excellence in Learning and Teaching (RELATE) Project is focused on improving the academic, as well as social and emotional learning outcomes for both students and their teachers in traditionally under-served classrooms. Cipriano asserts that student outcomes can be improved by a systematic intervention targeting the wellbeing of the educators in the school. RELATE, which was developed, field tested, and validated by research scientists and practitioners, offers a classroom observation tool and an integrated approach to professional development grounded in culturally responsive social and emotional learning. The project received $155,241 in grant funding from the William T. Grant Foundation and competitions offered through the University of Massachusetts. Based at UMass Dartmouth, the RELATE Project is a multi-university initiative that is working with the Boston, Fall River, and New Bedford public schools, and local alternative schools. It embeds an evidence-based professional development system that promotes high-quality, evidence-based instructional techniques focused on improving outcomes of traditionally underserved populations in the community. “Despite Massachusetts’ status as one of the best states for public education in the country, pockets of students serviced by the public schools, including those requiring extended school-year educational services, fare quite differently,” Cipriano said. “This initiative promotes the health and wellbeing of these students and teachers through systematic research-to-practice community partnerships.”

Robert Drew, PhD Associate Professor Biology Department College of Arts & Sciences Dr. Robert Drew earned his PhD in Biology at Washington State University in 2006, joined UMass Dartmouth in 2009, and has been studying behavioral and physiological adaptions in fish for almost 15 years. Most recently, he’s been studying the mysterious physiological relationship between sea anemones and clownfish. By utilizing newly developed genomic technologies to investigate the genes of clownfish, Drew searches for answers as to why the clownfish seem invisible and are unharmed by the sea anemone stinging tentacles. Previous research has uncovered that the clownfish protection involves a mucous coat, but understanding the uniqueness of clownfish mucous requires further investigation. In 2017, he was awarded the very prestigious National Science Foundation (NSF) CAREER award, which provided $849,863 over five years to fund his work on clownfish and the mutually beneficial relationship with the sea anemone. The award recognizes young, on-the-rise faculty members within their respective fields of education and research. “I’ve been interested in this relationship since I was an undergraduate and now, with access to new technology, we can begin to find answers to a mystery that has persisted, despite more than 50 years of research,” said Drew. “One of the great things about UMass Dartmouth is that I can integrate my research with my teaching,” he said. “I have designed a semester-long teaching lab for my Genetics course in which each student investigates a different gene from anemone fish and, in the process, the student learns about different techniques commonly used in genetic research.”

Michael Goodman, PhD Professor / Acting Chairperson Public Policy Center Dr. Michael Goodman is the Executive Director of UMass Dartmouth’s Public Policy Center and a Professor of public policy at the university. An economic sociologist, he and his team seek to inform evidence-based policymaking through collaborative engagements that are designed to help make communities better places to live, work, and do business. The Center completes research and public service projects in the areas of applied social science research, policy-relevant public service, economic development research, and technical assistance to state and municipal government agencies and non-profit organizations. In Fiscal Year 2017, the Center completed a detailed study of the Massachusetts Maritime Economy, which shed new light on the workforce needs of life sciences firms in Southeastern Massachusetts, and helped the Town of Provincetown align its economic aspirations with its environmental constraints and infrastructure capacity. In addition, the Center worked on 12 projects. Nine of these projects were completed, and three projects continue in Fiscal Year 2018. Collectively, these projects covered education and health policy, housing issues, and regional economic development. The Center’s staff also spends a significant amount of time on pro bono projects for UMass Dartmouth and the regional community that provide a valuable service to the public but are not readily funded by external resources. Over the past two decades, Professor Goodman has authored or co-authored more than 50 professional publications on a wide range of public policy.

Maolin Guo, PhD Professor Chemistry and Biochemistry College of Arts & Sciences The cells within the human body contain thousands of unique types of proteins, and it is estimated that thousands of diseases are caused by genetic mutation and mislocated proteins within cells of the body. The diagnosis of many of these diseases can be very difficult because mislocated proteins and their locations are not visible to the human eye. Dr. Maolin Guo has been awarded $469,548 by the National Institutes of Health to engineer a tool that will genetically incorporate a fluorescent amino acid into proteins. Tagging proteins with fluorescent light will allow protein imaging in live cells and their locations will be observed in real time at a microscopic level. The tool also has a broad capacity for studying protein trafficking, signal transduction, and monitoring mislocated proteins in the cells. “This approach will identify the specific disease-causing genetic mutations identified in studies of various health conditions and expose the origin of diseases suspected to be caused by mislocated proteins,” Guo said. “Finally, additional proteins within the same affected pathway can be identified and linked with a disease state, providing clinicians with additional diagnostic targets and risk factors, which can ultimately improve patient care.” The way protein-based pharmaceuticals are absorbed, distributed, and metabolized in the body can also be tracked. This data may ultimately prove beneficial for clinicians in terms of reaching the best therapeutic strategies for patients.

Shakhnoza Kayumova, PhD Assistant Professor STEM Education & Teacher Development College of Arts & Sciences Learning science and math is challenging enough for many grade school and high school students. Trying to understand algebra, biology, chemistry, and physics while also learning to speak and read English presents an additional layer of complexity. Dr. Shakhnoza Kayumova received a grant for $778,770 from the National Science Foundation (NSF) CAREER Award for Faculty Early Career Development to address this problem. The grant will support her research into the best ways to teach English-language learners the language of science — while they are still learning the language of instruction. In addition to teaching at UMass Dartmouth, Kayumova is involved with the Kaput Center for Research and Innovation in STEM Education. She expects the results of her work to help educators, policymakers, and researchers design instructional programs that support long-term achievement among students who are diverse in race, ethnicity, culture, and language. “Through this grant we hope to develop strategies for English-language learners to succeed in science, math, and related subjects,” Kayumova said. “This is a big challenge in communities such as New Bedford, Fall River, and Taunton. The success of these students in developing the knowledge and skills for 21st century jobs will lead to economic success for these communities.” The NSF CAREER Program is designed to support early-career faculty who have the potential to serve as academic role models in research and education and to lead advances.

Metrics Patent Applications & Licenses The Office of Technology Commercialization and Ventures (OTCV) had a productive Fiscal Year 2017. We received a total of six new invention disclosures for the full year, from investigators in Bioengineering and Chemistry/Biochemistry. All told, UMass Dartmouth filed nine new patent applications in the fiscal year. Congratulations to Chancellor Professor Yong Kim and retired faculty member Armand Lewis, both of the Bioengineering Department, for receiving U.S. Patent No. 9,440,413 on September 13, 2016, for the first issued patent covering their breakthrough technology for Flexible Energy Absorbing Materials (FEAM); and to Professor Dan MacDonald of Civil Engineering, for U.S. Patent No. 9,581,128, issued February 28, 2017, covering an improved device for wave energy conversion. As of the end of the fiscal year, UMass Dartmouth had 23 issued U.S. patents, with another 15 applications pending. OTCV continues to make progress in moving UMass Dartmouth inventions to the market. In October 2016, we signed a license agreement with User Friendly Recycling LLC of Norwood, Mass. for a novel technology for metal recycling invented by Dr. Chen-Lu Yang of the Center for Innovation and Entrepreneurship and the Bioengineering Department. And as the fiscal year ended, we closed negotiations on an agreement to grant an exclusive license to DSM Dyneema of an issued patent of Professor Qinguo Fan, Chair of Bioengineering, covering an improved method of applying dyes to fabrics. The Office also supports the campus’s research and teaching missions in several ways that go beyond traditional patent and licensing activities. During FY17, OTCV supported the efforts of several faculty members who were applying for translational research grants for promising technologies, resulting in successful grant awards to Dr. Patrick Cappillino of Chemistry/Biochemistry, for support of his research with Dr. Ertan Agar of UMass Lowell on a new class of electrolytes for flow batteries in the grid-scale energy storage market; and to Dr. Chen-Lu Yang for the further development of his metal recycling invention. Among other outreach efforts, David Glass , Director of Technology Commerlcialization and Ventures, served as a guest lecturer in two undergraduate classes during the fiscal year, discussing the basics of intellectual property protection and its application to academic research. System-wide, the five UMass campuses continue to stand out among our peers. During calendar year 2016, the university was awarded 58 U.S. patents arising from faculty inventions, placing UMass at Number 36 on the June 2017 list published by the National Academy of Inventors (the university ranked 30th among U.S. universities). For Fiscal Year 2017, UMass investigators across all the campuses disclosed 189 new inventions, and the university filed a total of 216 patent applications. During the fiscal year, the system received 65 issued U.S. patents and collected over $35 million in licensing revenue. There were 11 start-up companies formed to commercialize inventions arising from the five UMass campuses.
