Chancellor’s Message

Dear UMSL Graduates,

I am honored and thrilled to be able to congratulate you on the remarkable milestone that is your graduation from the University of Missouri–St. Louis. Today is a day for celebration, tremendous joy and reflection – not to mention well-earned excitement about the future. Please, take it all in. This is your day!

I know that I speak for everyone at UMSL when I say we could not be happier to share in this celebration with you. Please know that everything you’ve overcome, worked for and through has not gone unnoticed. As we recognize your achievements, know that we are in awe of each of our graduates and we are all honored to celebrate the conferral of your degree.

My wish for you, and for your family and friends, is that you are filled with pride today. I hope you feel the recognition you’ve rightly earned, and I hope you feel content in the knowledge that what you’ve achieved in your time here is a foundation for the rest of your future successes. May you go forward ready to transform your life into the one you dream of – and ready to help others do the same.

About Commencement

Banners In addition to the coloring presented in the academic attire, each college is also represented on the university’s commencement banners. The side panels of the banners are red and gold, the colors of the University of Missouri–St. Louis. The color of the center section, which bears the seal of the university, represents the academic college.

Candidates The commencement program is a roster of candidates from the Office of the Registrar, not an official list of graduates. The appropriate degrees and honors will be awarded to candidates who have successfully completed all requirements by the date of commencement.

Commencement This ceremony celebrates a true milestone in each candidate’s life and those of their guests. Excitement, joy and enthusiasm is expected and welcomed!

Degrees with Distinction A degree with distinction in research (RCH), scholarship (SCH) or creativity in the arts (ART) is an honor that recognizes a student for outstanding accomplishments in research and/or other creative endeavors. To graduate with a degree of distinction, students must have obtained 75 credit hours, a minimum 3.5 GPA, a faculty mentor, and have begun research, scholarship or creative endeavors of exceptional quality.

Latin Honors High scholastic achievement for underguate degree candidates is indicated by Latin honors.

To graduate with Latin honors, students must have attended UMSL for 56 graded hours and must meet the GPA qualifications listed below.

The Seal of the University of Missouri The seal was adopted March 31, 1903. The straight perpendicular lines on the printed shield denote courage. The grizzly bear of Missouri is walking leisurely with face turned toward the observer. A new moon is outlined in blue, and in the lower right corner appears the arms of the United States of America. Appearing on an open book is the motto of the university, Salus Populi, The Welfare of the People. Sigill Universitatis Missourien MDCCCXXXIX translates as the seal of the University of Missouri 1839, the year the university was established as the first state university west of the Mississippi River. The seal can be seen on the UM System flag located on the stage, to the right of the American flag.

RIISA RAWLINS holds a BA in political science from Loyola University Chicago and an MSW from the Brown School at Washington University in St. Louis, where she was a Bettie Schroth Johnson Women in Leadership scholar. She is currently pursuing her PhD in political science from the University of Missouri–St. Louis.

Rawlins has more than 20 years of experience in cultural competence and stigma reduction, integration of primary care and behavioral health and positive youth development. She is a trusted partner and voice across several sectors and multi-system collaborations at state and regional levels.

Since 2004, she has served in leadership positions and as an independent consultant for various nonprofits in the area. She also served as an assistant teaching professor and program coordinator for the Behavior Health Workforce Education and Training Program at the University of Missouri–St. Louis School of Social Work.

Currently Rawlins serves as interim chief executive officer for the Regional Health Commission. In this role, she helps to advance the vision of achieving zero health disparities through community and system partnerships, working to dismantle the social and political factors that create and perpetuate unjust access, experiences and outcomes by centering communities that bear a disproportionate impact of negative health and social outcomes.

Honorary Degree Recipient

The first in his family to attend college, WAYNE S. DEVEYDT earned a BS in accounting from the University of Missouri–St. Louis in 1993.

For nearly a decade, DeVeydt served as the executive vice president and chief financial officer of Anthem, Inc. (currently known as Elevance Health), overseeing the financial operations associated with the company’s growth into a Fortune 20 Company. During his tenure at Anthem, he held numerous leadership roles, including chief strategy officer, chief accounting officer and chief of staff to the chairman and chief executive officer. Prior to joining Anthem, DeVeydt was a partner with PricewaterhouseCoopers, LLP, the multinational accounting and consulting firm, with a focus on the managed care and healthcare sector across the United States.

In January 2018, DeVeydt was named chief executive officer and director of the Board of Surgery Partners, Inc. In 2020, he went on to serve as executive chairman of that organization, a role he still holds today. In addition to his professional accomplishments, DeVeydt has had a strong focus on philanthropy throughout his adult life. His earnest ambition to help those in need on a global scale is evidenced in his support of charities with a wide range of focuses from education, medicine and orphan care.

Today, DeVeydt is a managing director at Bain Capital and a member of the Portfolio Group for North America Private Equity. He also serves on the board of directors of Centene Corporation and Zelia.

Daniel Isom, vice president of corporate safety, security and crisis management at Ameren

Introduction read by Andrew Balkansky, dean, College of Arts and Sciences

DANIEL ISOM earned a BS, an MA and a PhD from the University of Missouri–St. Louis, where he studied criminology and criminal justice. He also earned a master’s in public administration from Saint Louis University and is a graduate of the FBI National Academy and the Police Executive Forum Senior Management Institute. He is a 2013 Eisenhower Fellow, studying community policing and police training in Europe, and a 2016 University of Chicago Institute of Politics Fellow, focusing a series of presentations on policing in America.

Isom joined the St. Louis Metropolitan Police Department in 1988, where he rose through the ranks, becoming the City of St. Louis’ 33rd Chief of Police in October 2008, a position he held until his retirement in 2013.

After retirement, he joined the Department of Criminology and Criminal Justice at UMSL as an E. Desmond Lee Professor of Policing and the Community. Isom has also served as an adjunct professor at Forest Park Community College, Harris Stowe State University and Washington University-St. Louis Brown School of Social Work.

He continued his career serving as executive director of the Regional Justice Information Service and as interim director of public safety for the City of St. Louis.

Isom currently serves as the vice president of corporate safety, security and crisis management at Ameren.

KATHY BOYD-FENGER earned a PhD in Education Leadership and Policy Studies from the University of Missouri–St. Louis and is a certified special education teacher and masters level therapist.

She began her career as a teacher at the LOGOS School in 1983. In 1996, after earning her degree in counseling, she served as the director of admissions and a therapist. She continued her journey at LOGOS serving as principal for 14 years before becoming head of school in 2010.

Throughout her 40 years in education, Boyd-Fenger has supported the community by serving on the Board of The Independent Schools of St. Louis and on the University of Missouri–St. Louis

Pierre Laclede Honors College

Students of the Pierre Laclede Honors College pursue any major they choose and complete either a two-year or a four-year honors program. Each student shares in a challenging and innovative curriculum, which occupies one-third of their undergraduate career.

The honors experience also requires independent study under the supervision of individual faculty. These projects include guided reading, supervised undergraduate research and/or academic- or career-related internships and public service projects. To this work, honors students bring their intelligence and a wide diversity of experience and values –among the college’s most precious assets. Completion of the program marks a significant achievement.
