South Africa has important and unique experience with the use of strategic foresight and scenario planning. In the 1990s, UNDP collaborated with several African governments on strategic foresight.

A key lesson learned during the African foresight exercises in the nineties, according to Mr. Brito, is the tendency to see the future as 'business-as-usual'. It is a well-known fact, born out by reserach, that people have a conginitive bias to see the future as not significantly different from the past or the present. From this point of view, change is always incremental and manageable. We tend to spend more time and energy on reconstructing reality in these terms then we spend anticipating and preparing for real change, disruptions and shocks. After the presentation and discussions, which gave participants a vivid impression of the amazing range and depth of foresight practice and experience in Africa, it was time to go back to the basics. Peter van de Pol presented some of the basic principles all applications of foresight share and discussed some of the most important implications. He also categorised the most important applications of strategic foresight in three groups: 1) create inclusive visions of the preferred future, 2) strengthen resilient and adaptive planning capacity, and 3) explore opportunities for public innovation. Peter is senior advisor at GCPSE.

... but didn't allow them to become too comfortable. To make the most of foresight, peope's cognitive bias needs to be disrupted to make sure they move beyond the 'used future'. Participants were given 'wild cards' - major disruptive events that are unexpected but plausible - and had to reconsider, once again, the 'scenario' they were settling on.

Next up: Prof. Lorenzo Fioramenti, who made a strong and passionate case for planning beyond such lazy constructs like GDP growth. Lorenzo is Professor of Political Economy at the University of Pretoria (South Africa) and the founding director of GovInn (Center for Government Innovation). He has authored two seminal books How Numbers Rule the World: The Use and Abuse of Statistics in Global Politicsand Gross Domestic Problem: The Politics Behind the World’s Most Powerful Number.

Lorenzo warned us to think twice before we frame our exploration of alternative futures in terms and concepts everybody take for granted, like GDP as a reliable indicator for development. Now that's a thought! Lorenzo gives an example of how to make future thinking more inclusive: make scenarios available through apps and invite people to share their insights and feedback. Traditional experts tend to fall victim to 'group speak' and recreate the 'used future'. Alternative perspectives, knowledge and experiences are needed to truly move beyond the idea of the future as 'business-as-usual'.

The plenary part of the foresightXchange was finished on a high. Afterwards, the international participants visited the premises of CPSI to see some of the amazing service innovations the Center is working on. Although much of the innovation was technology-enabled, the main focus was on the quality of the service experience from the citizen point of view or on exciting news ways to redesign public services.

Afterwards, participants held discussions with representatives of UNDP of how they could pilot or expand foresight activities for visioning, planning and innovation.
