STATUS OF IMPLEMENTATION OF THE NATIONAL STRATEGY OF SUPPORTING THE CIVIL SOCIETY DEVELOPMENT IN UKRAINE UNTIL 2020 (hereunder – Strategy) IN FOUR PILOT REGIONS OF UKRAINE

SUPPORTING CREATION OF AND PARTICIPATION IN THE ACTIVITIES OF THE COORDINATING COUNCILS FOR SUPPORTING CIVIL SOCIETY DEVELOPMENT UNDER THE REGIONAL STATE ADMINISTRATIONS
AWARENESS-RAISING ABOUT THE STRATEGY During April-November 2016, roundtable meetings and presentations “National Strategy of Supporting the Civil Society Development: regional dimension” were held in 4 pilot regions. 113 persons participated in the roundtable meetings and presentations, including: Representatives of regional state administrations – 20, NGO representatives – 86, Media – 7. During May-November 2016, 46 information sessions on popularizing the Strategy were conducted in 46 municipalities and district centres of the pilot regions. Overall, 1336 persons participated in the information sessions, including: CSOs’ representatives – 937, Representatives of the executive authorities and local governments – 386, Media – 13. In KHERSON and ZAKARPATTYA REGIONS, series of workshops were held on civil society development for the representatives of the regional and district state administrations on the basis of the Centres for vocational training of civil servants of the RSA. The total number of the civil servants who participated in the workshops is 170 persons. Highlighting the process of the Strategy implementation in media: 218 information messages, including: f 158 dedicated Facebook posts, 28 publications on Twitter, 52 articles in local and regional media.
Due to the efforts of the UNDP partner civil society organisations, the Coordinating Councils for supporting civil society development were created under the regional state administrations in three pilot regions (Donetsk, Zakarpattya and Kherson). the creation of the Coordinating Council in Dnipropetrovsk region is in process. UNDP partner organisations took part in the development of Regulations about the Coordinating Councils, reviewed the proposed candidates for the membership in the councils, and delegated their own representatives for the membership in the councils. Representative of UNDP partner organisation in Donetsk region – Svitlana Tkachenko – became the co-chair of the Coordinating Council under the Donetsk regional administration. Coordinating Councils in all three councils were engaged in the development of the draft regional programmes for supporting the civil society development.

The Coordinating Council in DONETSK REGION has been using the Facebook-group “Platform for supporting public initiatives of Donetsk region”. Members of this group are 184 persons (representatives of CSOs, initiative groups, charitable organisations, local self-government bodies), including 43 persons – members of the Coordinating Council under the regional administration. The Coordinating Council in Kherson region created a Facebook group “Civil society of Kherson region and the authorities”. The group has 88 members. The draft documents are regularly uploaded and discussed in this group: recommendations collected from the local CSOs, methodological guidelines on elaborating the regional programmes for supporting civil society development, draft documents, minutes of the meetings etc. As of November 2016, there were more than 153 publications and discussions in the group. In DNIPROPETROVSK REGION, in July 2016 the working meeting was held with the leading CSOs of the region for discussing the criteria of the competitive selection of the members of the Coordinating Council under the regional administration from the civil society and the draft of the Regulation on the Coordinating Council was discussed (21 participant). The developed documents and proposals were handed over to the Dnipropetrovsk RSA.
ELABORATION OF THE SUBNATIONAL PROGRAMMES FOR SUPPORTING THE CIVIL SOCIETY DEVELOPMENT UNDP partner organisations together with the Coordinating Councils under the RSAs and representatives of the RSAs jointly facilitated the process of development and public discussion of the subnational programmes for supporting the civil society development in 4 pilot regions. Public discussions of the draft programmes were mandatory in all pilot regions. In ZAKARPATYYA REGION the draft regional programme has passed all stages of the public discussion and was handed over to the oblast council for review and approval in December. In DNIPROPETROVSK REGION, in August 2016 the strategic session was conducted in August 2016 for development of the programme. 130 persons participated in the strategic session, including 120 CSO representatives and 10 officials from the state authorities. The programme was approved by the oblast council’s session in December 2016.
