UNITED WAY OF ERIE COUNTY’S APPROACH TO IMPROVING COMMUNITY CONDITIONS According to the Stanford Social Innovation Review, CI requires a systemic approach to social impact that focuses on the relationships between organizations and the progress toward shared objectives. They identify five key conditions that produce true collaboration and alignment, leading to powerful results:

COLLECTIVE IMPACT Collective Impact (CI) is a framework to address complex social problems. It is an innovative and structured approach to making collaboration work across government, business, philanthropy, non-profit organizations and citizens to achieve significant and lasting social change. United Way of Erie County follows this framework, acting as the backbone organization for initiatives around student success from birth and family stability.

• COMMON AGENDA All participants have a shared vision for change, including an understanding of the problem and joint approach to solving it through agreed upon actions. • SHARED MEASUREMENTS Collecting data and measuring results consistently to ensure alignment and accountability. • MUTUALLY REINFORCING ACTIVITIES CI initiatives rely on a diverse group of stakeholders working together, not all doing the same thing, but undertaking specific activities that support and coordinate with the actions of others towards the common agenda. • CONTINUOUS COMMUNICATION Open and continuous communication with all partners is critical to build trust, assure mutual objectives, and create common motivation. • BACKBONE ORGANIZATION CI requires a separate organization and staff with a very specific set of skills who plan, manage and support the initiative. The expectation that collaboration can occur without a supporting infrastructure is one of the most frequent reasons why CI fails, according to the Stanford Social Innovation Review.

IMAGINATION LIBRARY The Imagination Library is a free book-a-month program, thanks to your financial support, for all children under the age of five living in Erie County. Funds are raised locally and the program is administered locally by United Way of Erie County. 112,244 books were mailed to children throughout Erie County during the 2016 calendar year. 3,153 children joined the Imagination Library in 2016 and by the end of the year, 9,644 children were registered.

Since bringing the Imagination Library to Erie County, United Way has called it a transformational early literacy program. For the first time, we have solid local research supporting this statement.

The Study Purpose: To understand the impact of storybook reading on children and parents receiving Imagination Library books using Clay’s (2013) Concepts about Print and Letter Identification tasks with a parent/caregiver survey about home literacy practices. United Way partnered with Penn State Behrend’s Susan Hirt Hagen Center for Community Outreach, Research, and Evaluation, or “CORE”, to perform an evaluation of the program. Dr. Chad H. Waldron*, then Assistant Professor, Language and Literacy Education at Penn State Behrend, was the Project Lead. The study involved the diverse sampling of 394 young children entering kindergarten from 6 different Erie County schools and focused on examining their early literacy skills.

The Results Young children who received the Imagination Library books performed significantly better on early literacy tasks (letter identification; word and letter concepts within text) than their peers who did not receive the books. Young children who received the Imagination Library books have stronger beginning reading skills—both in the assessments and as reported by their parents. (This improves their success in reading on grade level by third grade.) A very special thank you to our friends at The Erie Community Foundation for being a funding partner in this project, along with PNC, Country Fair and many other supportive people and organizations.

COMMUNITY SCHOOL PARTNERS: PILOT SCHOOLS Community Schools represent a strategy, not a program.

Special thanks to the Erie Seawolves for their generous donation of 3,000 game tickets for children at United Way’s community schools.

The community schools model is a strategy (not a program) for organizing school and community resources around student success. A community school is both a place and set of partnerships that help address health, wellness and the social needs of its students, families and the surrounding neighborhood. Schools become centers of the community, open to everyone, throughout the year, not just during school. Community-based organizations serve as Lead Partners in community schools, helping to mobilize community assets and coordinate resources, in cooperation with school staff. Each community school’s Lead Partner employs a Director who works in close relationship with the principal and the Community School Leadership Team. The hiring of each Director is made possible through Corporate Partner support. United Way’s hope is that one day, all schools in Erie County are community schools. In addition to FacesUnited.org, a large-scale photographic display exhibit made possible by Penelec - A FirstEnergy Company was developed to travel to various public locations and supporting organizations.

American Red Cross Disaster Services program Through your support, United Way of Erie County partners with the American Red Cross to help local individuals and families impacted by disasters, like those affected by the Barnett Building fire in Albion.

Salvation Army Erie Temple Corps’ Youth Social Development program Through your support, United Way of Erie County partners with the Salvation Army Erie Temple Corps to help youth like Malachi strengthen academic skills, practice healthy behaviors and increase their physical wellbeing while in a safe environment.

MEET REESE

Sight Center of NWPA’s Screenings to prevent vision problems in children program Through your support, United Way of Erie County partners with the Sight Center of NWPA to provide vision screenings to Erie County preschoolers like Reese. The screenings aim to prevent, detect and reduce visual impairment and handicap in local children.

YMCA of Greater Erie’s Downtown Y Teen Center Through your support, United Way of Erie County partnered with the YMCA of Greater Erie to open the Downtown Y Teen Center in 2016. The Teen Center provides educational, recreational and cultural programming to help teens like Dahan become contributing adult members of the Erie community.

United Way’s pilot Community Schools initiative with Erie’s Public Schools Through your support, United Way of Erie County partnered with Erie’s Public Schools to launch five pilot community schools in August 2016. A community school is both a place and set of partnerships that help address health, wellness and the social needs of its students, families and the surrounding neighborhood. Schools become centers of the community, open to everyone, throughout the year, not just during school. Sonia works at McKinley Elementary, a community school site, as the Community School Director and Dana is the school principal.

Iroquois Elementary’s Kindergarten Bootcamp Through your support, United Way of Erie County partnered with Iroquois Elementary to screen each incoming kindergarten student, identify “at-risk” students who are lacking kindergarten readiness skills and provide an intense emersion program prior to the start of the school year.

YOUNG LEADERS SOCIETY The Young Leaders Society consists of members age 45 and under who annually invest $500 or more in United Way, as well as individuals under the age of 30 who give between $250 and $499. This dynamic and growing group of United Way supporters is invited to participate in various events and activities that allow them to connect with other emerging and established leaders in our community.
