Université Côte d’Azur commitments towards the Sustainable Development Goals

REPORT FOR 2023

In 2023, universities worldwide continue to face both the promise and responsibility of shaping a sustainable future, a mission highlighted by the 235 million students globally whose education and empowerment rely on the knowledge we cultivate, teach, and apply in partnership with society. Now more than ever, universities are not only advancing knowledge but are positioned as key catalysts for transformative change through the Sustainable Development Goals (SDGs). This responsibility compels us to extend our impact beyond academic boundaries and into diverse ecosystems, where the alignment of science, policy, and societal engagement becomes essential for meaningful global progress.

At Université Côte d'Azur, the commitment to SDGs has prompted structural and strategic evolution, ensuring that sustainability is deeply integrated into every facet of university life. Indeed, as presented in the first edition of the SDG report, this transformation is not merely aspirational; it reflects our dedication to fostering interdisciplinary research, promoting inclusive knowledge systems, and building stronger societal partnerships.

In this pivotal moment, we recognize that impactful innovation must be grounded in robust science, requiring not only intellectual dedication but also the patience, resources, and resilience needed to forge sustainable solutions. The urgency of the SDGs is matched by a responsibility to advance solutions that are ethically sound and capable of driving long-term societal benefits. In this second edition of the Université Côte d’Azur Sustainable Development Goals report, we present the strides taken by Université Côte d'Azur in 2023 as we align with the SDGs, remaining steadfast in our commitment to global sustainability and the future we are collectively building.

We also present the evolution of the key performance indicators initially introduced in 2022, offering a comprehensive view of our progress over the past year. These indicators serve as benchmarks, reflecting how Université Côte d'Azur’s efforts have developed to address each SDG and highlighting areas where we have strengthened our impact. Tracking these metrics over time enables us to assess both successes and areas for growth, ensuring that our strategies remain responsive to the complex, dynamic challenges of sustainable development. This continuity allows us to celebrate meaningful milestones, refine our approaches, and uphold a transparent commitment to accountability as we advance toward a sustainable future.

EVALUATION AND KEY PERFORMANCE INDICATORS

SDG 1 NO POVERTY

The need to reduce the living cost for students in Nice

The issue of student living cost has become crucial, as highlighted in Le Monde by 14 university presidents, calling for the creation of a study allowance for all students.

In an interview with the French television channel BFMTV in September 2023, Université Côte d’Azur’s president, Jeanick Brisswalter, expressed his support to this initiative, which could provide 800 euros monthly allowance to all students. The University’s willingness to implement concrete solutions to support its students demonstrates a will to improve their living conditions and promote their academic success, while also raising questions about the budget and funding needed for a possible upcoming implementation. Studies highlighted that Nice is indeed the second most expensive city for students in France after Paris, a phenomenon addressed by Université Côte d’Azur through various initiatives.

The Innovation Centre for Entrepreneurship (ICE) , Université Côte d’Azur’s creativity hub

The Innovation Centre for Entrepreneurship (ICE) is Université Côte d’Azur’s center for entrepreneurship education and support. It is a center of expertise and resources for entrepreneurship and innovation, aimed at local students, researchers and professionals. ICE’s role is to inform, raise awareness, train and support students, PhD students and entrepreneurial researchers in their entrepreneurial adventure. To this end, the center brings together all the existing facilities at the university and in the local ecosystem, as well as organizing events, training workshops and support programs.

Each year, UniCA Entreprendre supports over 180 entrepreneurial projects through four programs adapted to different levels of maturity. It also introduces over 5,000 students to entrepreneurship through more than 80 annual events. In 2023 10 projects were connected to one or more SDGs highlighting the support to projects aligned with our sustainability strategy. Specific workshops on “how to create an impact” are proposed to all student entrepreneurs and sustainable development educational content is added to all educational programs in entrepreneurship.

Supporting students with Social and Excellence Scholarship programs

Université Côte d’Azur keeps developing its scholarship programs for French and international students, based on social criteria and excellence. In fact, the University receives relatively few grant holders from social programs at national level. The cost of living in Nice (France’s second most expensive city after Paris) is often prohibitive for students with limited resources, even with a scholarship.

One of the programs funded and implemented by Université Côte d’Azur and the Initiative of Excellence (IDEX) is the Champions scholarship program, addressed to beneficiaries based on social criteria. They receive a stipend for 4 years from their Bachelor’s degree second year to the end of their Master’s degree if they respect all criteria during that time. In 2023, 27 students received this scholarship. In addition, Université Côte d’Azur awarded 10 IdEx scholarships to the best MSc candidates. Furthermore, agreements for the Cordées de la Réussite UniCA Junior Jedi program, targeting middle schools in priority areas, were signed with four local schools. This program brings together between 40 and 60 middle school students, engaging them in a variety of activities (on Wednesdays and in school holidays) such as laboratory experiments, meetings with university students, campus visits and interactions with researchers. The aim is to proactively prepare them and give them opportunities to become familiar with higher education and ultimately to enroll. Both programmes accounted for 400.000 euros in 2023.

Furthermore, students also have access to the Equal Opportunities Scholarship, a financial support granted only once during the university course. The selected university students with social, medical or disability problems receive a total of 1000 euros. The criteria for obtaining this aid are as follows: to have succeeded the previous year with a good average, to be in social, medical or disabled difficulties.

Many students received a scholarship to support them in the internationalization of their university experience with the Erasmus + scholarship program. In 2023, 351 mobilities were financed thanks to this program, for a total amount of 823.767 €. Amongst them, 103 were for supporting traineeships (SMT) with an amount of 203.274€. 248 scholarships funded Study mobilities (SMS) for a total amount of 620.493€.

More than 1200 students socially involved with The Engagement Center - Université Côte d’Azur

The Engagement Center at Université Côte d’Azur is designed to promote and recognize civic engagement among students. It supports them in participating in activities that serve the public interest, aligning with the university’s values and enhancing their academic experience. For the University, it is also a way to involve students in the local society against poverty, exclusion and environmental issues among many other examples, and to create links with local associations. Students can choose from various missions focused on solidarity, culture, sports, or ecological transition, with the opportunity to earn a «Bonus Engagement» of an additional 0.25 points on their semester average by dedicating a minimum of 20 hours to a partner organization. In accordance with the French law on Equality and Citizenship, the university values different types of student engagement alongside their studies. These include «institutional» commitments, such as roles in the military reserves and volunteer firefighting, «internal» commitments

related to the UniCA community, and «student life» roles, such as participation in student associations and councils. There are also opportunities to engage with civil society through missions co-developed with various partners. In 2023-2024, 1205 students were engaged in social missions.

SDG 2 ZERO HUNGER

Towards Sustainable Agriculture: Insights from the ACROPICS project - Horizon Europe

The ACROPICS project focuses on the agroecological protection of crops through an international co-innovation dynamic. Thanks to the involvement of 15 organizations (including Université Côte d’Azur, 12 academic and 3 nonacademic) with expertise in biology, ecology, and social sciences, ACROPICS develops 12 sustainable agriculture systems (SAS) across 10 countries.

The project highlights 12 local co-innovation initiatives, fostering the engagement of regional stakeholders for the agroecological protection of crops. These initiatives are interconnected with research and innovation teams on a global scale, facilitating personnel exchanges and knowledge sharing. ACROPICS aims to produce scientific evidence demonstrating the sustainability of these agroecological systems while supporting international research and innovation efforts. By promoting these initiatives internationally, the project also contributes to the creation of an intersectoral network of experts dedicated to promoting and training on sustainable agroecological practices.

A busy year for the Auracle Project

In Nice’s local context, the Auracle project aims to understand and assess short food chains supplying the city of Nice from a multitemporal perspective. In a time when the contemporary agri-food model associated with long conventional supply chains predominates, understanding the alternative organization of supply chains based on proximity opens the way to further investigations in connection with the “agri-food transition and challenges related to energy.” In a context dominated by long conventional supply chains, this research focuses on the alternative organization of local food systems, highlighting the significance of short food circuits in promoting food sovereignty and addressing agri-food transitions.

Initiated in 2022, the Auracle project examines the re-territorialization of food systems through consultations with various stakeholders involved in production,

distribution, and consumption. The project employs geo-prospecting tools to analyze agricultural dynamics and the feasibility of maintaining local food supply chains amid the growing democratization of long supply chains.

In 2023, the project team focused on co-constructing geo-prospective scenarios for food sovereignty in Nice. They have developed a comprehensive database through field surveys, providing valuable insights into local food offerings.

Moving forward, the project will assess the potential for sustaining these short food chains and identify vulnerable agricultural spaces in the region over the next decade. This research is a collaborative effort, fostering a rich exchange of data and insights among the many local partners involved.

A partnership with the Crous to fight against food precarity

Université Côte d'Azur, together with Crous Nice-Toulon , actively fights hunger and student poverty on its campuses by managing 9 university restaurants (Resto U) and 12 fast food points, providing over 4,740 dining places across the Alpes-Maritimes and Var regions. Any student enrolled in higher education can have access to these services.

Cheap meal options are proposed to all (starting at €4) and include balanced options such as complete meals with a variety of dishes. For students in need of further support, like students with social scholarship or who experience financial hardship, meals are available for €1. Additionally, the university offers social aid commissions that can provide financial or food assistance, facilitated by social workers.

In 2023, the university's social service supported 1,359 students in need.

FACE06 does everything it can to reduce student poverty

Université Côte d'Azur is a partner and promoter of the Face 06 solidarity restaurant, run by the Face06 student association, which offers a free meal twice a week to students in need. In 2022-2023, the restaurant offered 3,400 free meals to students in difficulty. For more information and to register: https: //face06.org/solidarite/restaurant-solidaire/ . The Federation's social and solidarity grocery shops aim to help the most disadvantaged students by offering them food and hygiene support, as well as being a place to live.

The association has developed AGORAé, a solidarity grocery shop that gives students in very precarious situations access to a variety of healthy and fresh food items. AGORAé offers a monthly food basket of €10 to €22 (equivalent to €65 to €140 in traditional stores). In 2023, 300 baskets per week were distributed to students.

The city of Nice is currently the area of France with the most expensive rents after Paris. FACE06 is therefore proposing the ‘ Apparté Project ’, which so far offers six flats from 29 to 45 m2 for rent, at a price well below the current market. These social and solidarity housing units are available on submission of a detailed application and can be visited during an open day or by appointment.

Erasmus+ Capacity Building in Higher Education: Nematology Education in Sub-Saharan Africa

In its efforts against hunger at the local, national and international scale, the University benefits from the expertise of the Sophia Agrobiotech Institute (ISA) in partnership with the CNRS and INRAE. ISA promotes agriculture that is less dependent on chemical plant protection while preserving its competitiveness within the framework of sustainable development and the preservation of biodiversity.

In this regard, ISA contributes to the Erasmus + funded project Nemedussa. Nematodes or roundworms cause significant damage and yield loss to a wide variety of crops often together with other pathogens. Unfortunately, nematodes are often overlooked or misdiagnosed, resulting in the unnecessary use of unhealthy agro-chemicals. Alternatively, nematodes can be used as biocontrol agents against insect pests and/or as bio-control agents for environmental health and biodiversity. Despite the profound adverse impact PPNs have on agricultural productivity worldwide, it is striking how concealed the discipline of nematology has remained, particularly in Sub-Saharan Africa (SSA).

In March 2023, the 2nd Pan-African Nematology Network workshop (PANEMA) took place in South Africa, as part of the NEMEDUSSA project. The University of Mpumalanga hosted the event, attracting over 120 participants from eight African countries. Co-sponsored by Syngenta, the event focused on training and collaboration among agricultural workers, researchers, and officials. This

kind of events aims to enhance nematology education in Sub-Saharan Africa. The workshop included seminars, hands-on training in nematode identification, and discussions on sustainable agriculture and food security.

From December 11-15, 2023, trainees from four NEMEDUSSA partner institutions— Jimma University (Ethiopia), Kenyatta University (Kenya), Ahmadu Bello University (Nigeria), and the University of Abomey-Calavi (Benin)—participated in the Basic Crash Course in Nematology (BCCN) at ICIPE in Nairobi, Kenya. The program also welcomed plant doctors and people working with nematodes across Africa. This one-week course provided essential training in identifying, quantifying, and processing plant-parasitic nematodes in crops. Participants gained handson experience with beneficial nematodes and soil health indicators, allowing them to conduct practical research in field conditions.

Université Côte d’Azur against Waste

Furthermore, Université Côte d’Azur is also proactive to fight against waste through different initiatives led by the Eco Responsible Mission. In 2023, over 25 actions were implemented, including training sessions on topics such as permaculture and sustainable nutrition, the installation of composting facilities across all campuses, the establishment of several forest gardens, and sustainable cooking classes.

To illustrate the university's commitment to addressing hunger, in 2023, 2,000 kg of compost were produced at composting sites throughout the campuses. When this initiative began in 2019, only 300 kg were collected. Currently, there are 14 composting sites on campus, with plans for 8 more. This valuable organic material is repurposed in the university's permaculture gardens, contributing to a sustainable ecosystem.

In addition, the university organized 20 thematic workshops annually, 9 student villages across 9 campuses, 4 forums addressing key issues, and over 10 workshops related to the mirror COP, all in 2023. These efforts underscore UniCA's commitment to sustainability and community engagement and the rise of the Eco-responsible Mission.

The ACADISCRI inquiry on discriminations

Université Côte d'Azur is taking part in the ACADISCRI survey, which aims to find out more about the working and studying conditions of students and staff in higher education and research. The survey first involved staff, from May 17th to July 18th 2021. It was then launched among students from January 31st to April 15th 2022. The results were presented to the leadership management of the University in 2023.

The survey addresses various discriminatory criteria, including gender, sexual orientation, gender identity, migration background, social origin, health status, disability, and political or union affiliations. The findings from Université Côte d'Azur indicate a significant prevalence of discrimination affecting both students and staff, aligning with results from other institutions involved in the first wave of ACADISCRI conducted between 2021 and 2022, albeit with some unique aspects specific to UCA.

Notably, among the more serious incidents reported, 15.7% of female students and 23.3% of female staff experienced severe sexism. Additionally, one in five immigrant respondents reported experiencing severe racism, with similar rates among racial minorities, and this figure rose to one-third among Muslim students. LGBTQIA-phobia was reported by over one in six LGBTQIA students and one in five LGBTQIA staff, often manifesting through heightened exposure to gender-based violence. The prevalence of ableism was also notable, with one in five respondents with health issues or disabilities reporting discriminatory treatment.

A distinct finding at UCA is the significant reporting of classism among students from disadvantaged backgrounds, with 30.5% acknowledging severe experiences, while such reports were less common among staff. This demographic, heavily represented by immigrants and their descendants, faces intersectional discrimination combining racism and classism. Furthermore, high levels of serious discrimination related to union and political motives were reported, particularly among staff with union responsibilities, where nearly a quarter experienced such discrimination.

The survey results highlight that existing equality policies at Université Côte d’Azur have not yet resonated widely with students, as many are unaware of the Equality Mission, and few have reported their experiences of discrimination within the institution. This raises questions about the effectiveness of current reporting mechanisms and the need for greater awareness and visibility regarding

discrimination issues within the university community. Ultimately, there is a need to empower students to feel legitimate in asserting their rights without fearing repercussions on their academic journey.

Comuting at Université Côte d'Azur - Survey 2023

Université Côte d'Azur's Sustainable Development Department (3DS) carried out a survey in 2023 on the means of transport used by its staff daily between home and work. The aim of the study was to assess the university's carbon footprint, but also to identify areas for improvement, such as the development of telecommuting and the use of sustainable ways of comuting such as public transport, walking or cycling.

The results of the study speak for themselves, showing that daily car use (diesel or petrol) remains high when employees live relatively far from the university. For shorter distances, university staff largely use more sustainable means of transport such as walking, cycling, public transport and, increasingly, electric vehicles.

The possibility of teleworking or working on a second campus reduces commuting distances and thus the university's carbon footprint.

Experiment results on autonomous shuttles

In March 2023, a study on autonomous shuttles conducted from November to December 2022 in the Carros-le-Broc Industrial Zone was published. Employees from Arkopharma, Options, and Aqualung participated in the experiment, which aimed to assess autonomous mobility and gather feedback through surveys.

Carros, the largest industrial zone in the Nice Côte d’Azur area, was selected as a pilot site for the national "Territoires d’Industrie" program. The initiative focused on developing autonomous vehicle services to meet local employee needs, potentially redefining transport models by integrating car-sharing and on-demand services.

The study found strong societal acceptance of the shuttle, highlighting its safety and the need for further research. During the trial, 58 trips were made, covering

1,276 kilometers, with 81% of users expressing satisfaction and a willingness to use the service regularly.

The study sought to validate the technology and economic model for operating autonomous vehicles without onboard operators in an urban setting. With 550 businesses and 10,000 employees, Carros provided an ideal environment for this demonstration.

This type of mobility should be encouraged and represents an interesting way of reducing the university's carbon footprint linked to staff business travel.

MobiliScape or collaborative approaches to Mobility in the Paillons Valley

The MobiliScape project studied potential behavioral changes and mobility infrastructure improvements, such as bike paths and train stations, in the Paillons Valley. Partners included the Communauté de Communes du Pays des Paillons (CCPP) and students from various master's programs at Université Côte d’Azur. The project, which ran from 2022 to 2024, emerged from responses by the CCPP to the annual Call for Expressions of Interest (AMI) launched by OTECCA. Its goal was to provide the CCPP with decision-making tools on mobility issues to support action plans for local municipalities.

During the 2022-2023 phase, an analysis titled "Travel Habits in the Paillons Valley: Understanding Motivations and Behaviors" was conducted by PierreYves Carpentier during his Master’s internship in Social Psychology. This phase involved collaboration with the ACME 06 association and local citizen groups, with OTECCA acting as an intermediary. Co-construction workshops led to the development of six action briefs addressing high-impact mobility issues, which were incorporated into the preliminary reflections for the CCPP’s Air and Environment Action Plan (PCAET). The project resulted in a Master’s thesis, six action briefs delivered to local municipalities, ongoing collaboration with ACME 06, and a comprehensive report.

Renovation of the Marc Chagall mosaic , an exceptional piece of Université Côte d'Azur heritage

The mosaic "The Message of Ulysses" by Marc Chagall was beautifully restored in the "Salle des Pas perdus" at the Faculty of Law and Political Science in Nice. The inauguration of the restored masterpiece took place on November 2023. This iconic piece, which dates back to 1968, was commissioned by Dean Louis Trotabas. The monumental mosaic measures 11 meters long and 3 meters high, composed of around 200,000 pieces.

The restoration, carried out by Marion Menardy from "La Réserve - Gestion des Collections," took a month to complete. Menardy noted significant grime and a thick layer of nicotine on the mosaic, which required meticulous care to restore its vibrancy, particularly since it includes gold and Murano marble.

Chagall, a renowned artist born in 1887 in Vitebsk (now Belarus), settled on the Côte d'Azur in the late 1940s. He was known for his vivid colors and dreamlike imagery. His works often reflect themes of love, faith, and spirituality. The restored mosaic not only enhances the aesthetic of the space but also conveys Chagall's heartfelt dedication to the students: "May this message of Ulysses testify in Nice, after the biblical message of the multiple sources of the Mediterranean soul."

The University actively promotes sustainability by encouraging waste reduction, reuse, and recycling, aiming to minimize its ecological footprint. Central to this effort is the "3Rs" principle—Reduce, Reuse, Recycle—fostering a culture of eco-friendly practices within the university community. Many good practices are encouraged on all campuses, such as the use of water bottles and reusable containers, limiting paper printing, using compost, recycling, repair workshops, etc.

The Sustainable Development Department (3DS) works throughout the year to raise awareness of these new standards.

The Campus and sustainable research unit mission continues its efforts towards waste management!

The Ecoresponsible Mission developed a system of crockery kit loans to limit the waste of resources and facilitate access to reusable crockery. This is a set of crockery made available to the Université Côte d’Azur community (staff, students, members of a laboratory or structures associated with Université Côte d’Azur) whether it’s for an event, a meeting or a conference.

The mission organized every month “Repair Café”. Throw it away? No way! Everyone is invited to come and repair together, in a friendly atmosphere. Volunteers’ welcome students and staff over a cup of coffee to advise and repair the damaged items together (clothing, furniture, lighting, small appliances, computers...). In 2022, 80 objects were repaired accounting for 140 kg of avoided waste over 6 workshops. In 2023, there were 8 workshops allowing repair of about 80 objects as well. Moreover, 8 “gratiferias” were organized and allowed students to salvage all kinds of objects not used by their former owners.

DIY textile workshops are organized on a weekly basis to learn to sew, imagine and create upcycled creations with textiles, wool and tarpaulin.

Workshops on Alternative consumption are also organized throughout the year on all campuses. The aim of these workshops is to help participants make lasting changes to their behavior in order to consume more responsibly and sustainably.

Université Côte d'Azur's Approach to Plastic Reduction

Université Côte d’Azur is actively combating plastic pollution both on its campuses and beyond through a comprehensive “plastic-free policy.” This initiative aims to significantly reduce the use of plastic materials and containers in dining spaces across the university. To support this effort, water fountains have been installed in all campus buildings, encouraging a shift toward more sustainable practices.

The adoption of reusable water bottles has gained momentum among students, faculty, and university staff, reflecting a collective commitment to environmental responsibility. This cultural shift not only helps to minimize plastic waste but also fosters a sense of community among those dedicated to preserving the planet. By prioritizing sustainability, Université Côte d’Azur sets a powerful example for other institutions and reinforces the importance of conscientious consumption in everyday life.

In 2023, Université Côte d’Azur organized visits to promote soil sanitation and biodiversity preservation. Cacao Project, enhancing a local sustainable ecosystem

The Cacao Project emerged from the partnership between Université Côte d'Azur and the University of Costa Rica, aimed at supporting local cocoa producers. Its objective is to market a food product made from organic and fair-trade cocoa, with sales points at both universities, while also exploring other commercialization avenues, such as cosmetic products.

This innovative initiative extends beyond the university settings to have a broader economic impact in the region. It seeks partnerships with chocolatiers, restaurateurs, solidarity cooperatives, and more.

The project's social aspect is equally important. The Cacao Project is committed to working directly with small local producers in Costa Rica, focusing on empowerment, reducing inequalities, and promoting a solidarity economy. Social innovation is central to this approach, fostering cooperation in research and training between the two universities.

By encouraging collaboration among students, supporting joint research projects, facilitating international mobility, and exploring themes for undergraduate and master’s theses, the Cacao Project aims to create genuine synergy between Université Côte d'Azur and the University of Costa Rica.

Some small producers are returning to ancestral methods, using the rare "Criollo" variety of cocoa, which emphasizes environmental, historical, and cultural values. This includes collaboration with AMECUP, an association of women entrepreneurs in Upala, Costa Rica, founded by Vicenta González. Recognized for her work with migrants and refugees, González established AMECUP to empower women through cocoa production. The association produces organic cocoa, which is transformed locally into food and cosmetic products sold under the “Cacaotica” label, ensuring fair compensation for the women involved. Being involved in projects of this kind supporting sustainable cultures and local NGOs and associations is an important part of Université Côte d’Azur’s actions for climate adaptation.

MARRES to the World , our students involved to protect aquatic life

The "MARRES to the World" outreach program was founded by MSC students to promote ocean literacy and raise people awareness on marine issues with the support of Université Côte d’Azur. They created board and digital games (ARREX: The Marine Explorer and Who lives Here), comic books such as "Naïa's Journey", aiming at a younger audience amongst many different projects. They also interview international experts to compare the scientific and socio-economic aspects of Marine Protected Areas (MPAs) in France and Costa Rica, the two countries organizing the next UN Ocean Conference in Nice in 2025. This dynamic group participates as well in local major events such as the « Science Fair » or the « Monaco Ocean Week ». In 2023, overfishing was one of the main oceanic issues studied by the MARRES students during their MSc.

The Monaco Ocean Week, one of MARRES main outreach events

Monaco Ocean Week 2023 was a significant event focused on marine conservation and sustainability, bringing together a diverse group of stakeholders, including scientists, policymakers, business leaders, and the public. The week features every year a series of conferences, workshops, and exhibitions centered on critical ocean-related issues such as climate change, marine biodiversity, and sustainable practices.

Key highlights included discussions on innovative solutions for protecting marine ecosystems, initiatives to combat plastic pollution, and collaborations aimed at enhancing ocean governance. The event also emphasized the importance of education and public engagement in fostering a culture of ocean stewardship.

In 2023, a panel of scientists, students and socioeconomic actors from Université Côte d’Azur, its partners and the MARRES MSc participated Ocean Week by organizing a conference around the concept of " Comprehensive conservation ". It combines the

protection of marine ecosystems with the sustainable development of coastal communities.

From the RECIF project to the FishHEALTH one at the bedside of marine biodiversity

The RECIF project aimed to assess the effectiveness of Special Areas of Conservation (SAC), by realizing a monitoring in 8 of them located in the AlpesMaritimes and Var departments in France. Evaluation studies of ichthyologic fauna diversity, fish density and biomass distributions, and catches from small scale fisheries were realized by underwater visual census and experimental fisheries. Observations were done within each SAC, at its periphery and at a distance from it (control). This enabled the RECIF project team to define, for the most recent areas, a starting point for a historical dataset about the effect of coastal seafloor protection on communities’ diversity, particularly fish stocks. For areas already established for a long time, standardized monitoring has been initiated.

Following the RECIF project, FishHEALTH aims at evaluating the health status of fish populations in three sustainable fishing zones along the French Riviera. With increasing threats from human activities, such as overfishing and habitat destruction, monitoring the health of fish communities is essential for maintaining marine ecosystem functionality and supporting local economies, particularly artisanal fishing. Led by the Ecology and Conservation Science for Sustainable Seas Laboratory (ECOSEAS, CNRS - Université Côte d’Azur), FishHEALTH assesses biodiversity and monitor ichthyological diversity in two Natura 2000 zones in the Var department (Corniche Varoise and Estérel) and one in Alpes-Maritimes (Cap Ferrat). The project includes two sampling campaigns over two years, funded by FEAMPA, and builds on the continuity of the RECIF project. FishHEALTH runs from July 2023 to August 2025.

The project includes a diagnosis of the local food system, geographical economic modeling, and the creation of a serious game for farmers. Aligned with the United Nations' Sustainable Development Goals, particularly Goal 15 and 13, TEFOR has seen progress through ongoing publications, a presentation at an international conference in the United States, and the development of a support tool for local authorities.

Solidarity Refrigerators for Students at Université Côte d’Azur's Georges Méliès Campus

On March 22nd, 2024, were inaugurated solidarity refrigerators at the Georges Méliès Campus of Université Côte d’Azur with the support of the municipality of Cannes. This initiative provides free or low-cost food, dry goods, and hygiene products to students in need, in collaboration with C.R.O.U.S and the association Les Frigos Solidaires.

Managed by student associations, the project relies on local merchants to donate items. This effort aligns with the University’s commitment to supporting vulnerable students, complementing existing resources like affordable housing and a social grocery store.

Launch of a biodiversity mapping of our campuses

Despite having spent much time on its campuses, many at Université Côte d’Azur remained unaware of the biodiversity surrounding them. The university was committed to environmental sustainability through various initiatives led by the Sustainable Development Department (3DS) in collaboration with local institutes.

A new biodiversity inventory project was launched, featuring a participatory approach to enhance knowledge, preservation efforts, and awareness. This initiative aligned with the university's ongoing ecological transition efforts, which included improving energy efficiency, understanding carbon footprints, managing waste, and promoting circular economy practices.

From December 2023 to December 2024, four seasonal inventories were conducted to gather comprehensive data on local ecosystems. The first inventory, focusing on wintering common birds, took place from December 2023 to midFebruary 2024. Students and staff were encouraged to participate, contributing to both local knowledge and a national initiative called Vigie Nature.

The objective of the biodiversity inventory was to establish a reference database on species distribution, helping to identify key conservation actions needed to protect the natural heritage of the university’s campuses. All members of the Université Côte d’Azur community were invited to participate, regardless of their prior knowledge of biodiversity, to collectively enhance understanding of campus avifauna.

Polytech Nice Sophia, a great example of green campus

In 2023, Université Côte d'Azur's Polytech Nice Sophia features numerous green spaces that require maintenance for safety while also allowing local wildlife to thrive. The use of eco-grazing with two donkeys provides a peaceful environment for the installation and migration of birds. As a result, the campus

has been designated a LPO (League for the Protection of Birds) zone for the past three years.

The university also collaborates closely with campus services to implement initiatives that enhance environmental resilience, such as selective waste sorting, prioritizing eco-responsible purchasing, and providing bike repair stations. These efforts collectively promote sustainability and support the local ecosystem.

Polytech Nice Sophia initiated a biodiversity development project, marking a significant step toward sustainability and ecological balance. The campus welcomed the planting of new fruit trees, which will serve as an experimental orchard for sustainable agricultural methods. This initiative aligns with Sustainable Development Goal 15, focusing on protecting, restoring, and promoting sustainable use of terrestrial ecosystems. The orchard not only enhances the campus's green spaces but also contributes to local biodiversity, providing habitats for various species while fostering environmental awareness among students and staff.

SDG 16 PEACE, JUSTICE AND STRONG INSTITUTIONS

U7+ Tokyo Statement on Peace and Security

Université Côte d’Azur is a member of the U7+ Alliance, a coalition of university presidents dedicated to formulating actionable strategies for addressing global challenges in collaboration with government leaders from G7 countries and beyond.

On March 6th, 2023, the Presidents of the U7+ Alliance of Global Universities, comprising over 40 institutions across five continents, affirmed their commitment to collaborate in addressing global challenges in support of the G7 agenda. As the G7 prepared to meet in Hiroshima in May 2023, the alliance highlighted significant threats to peace and security, including armed conflicts, violations of human rights, and the resurgence of nuclear threats. The alliance emphasized the need for innovative approaches to peace, moving from a focus on merely preventing violence to fostering positive peace through strong institutions and social inclusion.

The U7+ Alliance pledges to focus on four key areas to promote peace and security:

1. Preparing the Next Generation of Leaders: Enhancing education on conflict causes and peacebuilding, especially for members in the Global South.

2. Research for a More Peaceful and Secure World: Committing to academic freedom in research, sharing findings with policymakers, and incorporating gender perspectives in peace and security studies.

3. Creating Opportunities for Those Displaced by Conflict: Offering educational opportunities for students and scholars affected by conflict and crises.

4. Public and Multilateral Engagement: Increasing collaboration with G7 leaders and UN bodies to improve public understanding of peace and security issues.

The alliance calls on G7 leaders to prioritize peace and security by investing in education, incorporating research into policy, diversifying perspectives in discussions, and defending academic freedom. By fostering deeper cross-border understanding and protecting the academic environment, the U7+ Alliance aims to become a driving force for innovation in peace and security.

The IDPD , the heart of the University’s work on peace, justice and strong institutions

The Institute for Peace and Development (IdPD) at Université Côte d'Azur is committed to advancing peace and development, in line with Sustainable Development Goal 16: “Peace, Justice, and Strong Institutions.” It adopts a holistic approach, supporting academic training and interdisciplinary research in the social sciences and humanities. IdPD collaborates with various university research laboratories, focusing on critical issues, particularly related to marine resources.

With a strong reputation built over fifty years, the IdPD boasts a robust alumni network and two notable chairs: the Jean Monnet Chair on "The European Union and Crisis Management" and the UNESCO Chair "Peace and Development through Law." These chairs enhance educational initiatives and promote external engagement.

In 2023, the IdPD organized numerous conferences and international colloquia, including a summer school that gathered researchers from multiple European and Canadian universities. It also expanded its training offerings, including a master's degree in International and European Law and new diplomas focusing on "Law and Professions in Diplomacy" as developed below.

The IdPD actively participates in scientific diplomacy, engaging with initiatives such as the Climate COP and the U7+ alliance's "Peace and Security" working group. In October 2023, it hosted a conference in Nice on "Lawfare and the Sectorial Instrumentalization of International Law," addressing contemporary issues in international law. Throughout the year, IdPD members contributed to high-level discussions and publications, reinforcing their influence in public international law and peacebuilding efforts. Under the leadership of JeanChristophe Martin, the IdPD continues to impact national and international governance dynamics.

The LADIE Research Laboratory

Working in close collaboration with the IDPD, the LADIE research laboratory makes a major contribution to the scientific diplomacy of the Université Côte d'Azur and to the work carried out in favor of peace, development and

institution-building. Numerous symposia and seminars were organized in 2023, including the seminar “DEMOCRATIC AND EQUITABLE INTERNATIONAL ORDER - TWENTY YEARS OF AN EQUIVALENT ONUSIAN ASPIRATION”, as part of the “International Order and Disorder” research project, the Conference “Prospects for French Foreign Policy”, by Marc Reverdin, Director of the Brunswick Group, and the Study Day on the European Border Carbon Adjustment Mechanism.

Launch of an executive Program dedicated to careers in diplomacy

Against a backdrop of growing international tensions, the Executive Program “Droit et métiers de la diplomatie” (Law and Diplomacy carriers) is the latest addition to our range of training courses in the service of peace and development. In particular, it responds to a two-fold need expressed by the French Ministry of Europe and Foreign Affairs: on the one hand, to reconstitute, after several decades of budget cuts, a diplomatic network capable of effectively representing the interests of France and its nationals throughout the world; and on the other, to diversify the profiles of future diplomats in order to deal with increasingly technical and complex issues, combining geopolitics and international relations with law and knowledge of new technologies.

To that end, the courses are taught jointly by lecturers from Université Côte d'Azur and career diplomats.

Presidential election year for Université Côte d’Azur

In 2023, the campaigns for the election of the President of Université Côte d’Azur were carried out in the respect of the democratic process. They led to the reelection on first ballot of Jeanick Brisswalter with 26 votes out of 36.

Furthermore, Université Côte d'Azur guarantees democratic representation on its governing bodies. For example, the proportion of seats on the Université Côte d'Azur Board of Directors filled by direct election is going to be higher than that recommended in the ordinance. All categories of the university community are represented by elected representatives.

The UNESCO Chair EVA organizes a conference on Artificial Intelligence and education to democracy

This international conference reflected on the conditions under which we can think of an ethics “with” artificial intelligence that is also a “care” “with” artificial intelligence, i.e. one that enables us to care for each other and the democratic

institutions that bind us together, as defined by Joan Tronto in her book Caring Democracy. In other words, it focused on questioning the relationship between artificial intelligence and education for democracy as not a program but rather a project, to use Jean-François Lyotard's (1993) distinction, i.e. not predetermined, but rather speculative, opening up the field of possibilities, and enabling us to try out new ideas, without imposing them, or imposing certain predetermined worldviews.

SDG 17 PARTNERSHIPS FOR THE GOALS

Over the years, Université Côte d’Azur engaged in a deep transformation of its structures to better address the challenges set by the SDGs. This transformation aligns with the three main areas of transformation Higher Education Institutions (HEI) must explore according to the UNESCO Global Independent Expert group on the Universities and the 2030 Agenda in their report on Knowledge-driven actions: Transforming higher education for global sustainability. These recommendations (REC) are the following:

• REC 1 : inter- and transdisciplinary in education and research.

• REC 2 : foster epistemic dialogue and integrating other ways of knowing.

• REC 3 : stronger presence in society through policy advice and involvement in societal projects.

Indeed, since its inception, the transformation of Université Côte d’Azur was led by the firm belief that Universities constitute vectors of knowledge and providers of solutions, thus holding out the promise of a future to the younger generations and, more broadly, to civil society. However, their impact is interlinked with its capacity to develop efficient and diversify partnerships with different stakeholders.

To do so, the University transformed profoundly its structuration to create:

• Safe spaces supporting inter and transdisciplinary research: the Academies of excellence.

• A continuum between research and training to ensure our students receive the best and most up-to-date training possible: the Graduate Schools and Thematic Institutes.

• Third places at the crossroads between different stakeholders to engage cross-collaborative dynamics: the Science with and for Society (SWAF) Observatories, the Institutes for innovation and partnerships and the Innovation Hub Ageing and Wellbeing.

• Humanistic transversal missions interlinked with SDGs : the Gender Equality mission, the Handicap and Special Needs mission, the Sustainable Behaviors and Campus mission, the Centre for Instructional Design, the Scientific Diplomacy Task Force…

• In 2023, an effort was made to capitalize on these transformational efforts by publishing reports and policies to document and share trajectories and best practices.

Publication of a Policy to collaborate internationally to capture data relating to SDGs

Université Côte d'Azur has developed an ambitious policy in 2023 to enhance its role in achieving the Sustainable Development Goals through international collaboration and data sharing. Aware of the complexity of global challenges, the university emphasizes the importance of pooling resources and expertise on a worldwide scale.

This policy is built on six pillars: promoting global data for global impact, pooling expertise, improving data accuracy, fostering innovation and knowledge sharing, building capacity in regions with limited data access, and supporting evidence-based decision-making.

The university is committed to collaborating with other institutions to gather diverse datasets, enabling a comprehensive understanding of the SDGs. It aims to enhance data reliability through standardized collection methods and to share best practices and innovative solutions.

A key initiative within this framework is the RADAR observatory, which brings together eight European universities from France, Spain, Slovakia, Germany, Montenegro, Finland, Italy, and Austria in the framework of the Ulysseus European Alliance. RADAR serves as a platform for data sharing and monitoring trends related to the SDGs, allowing our university and its partners to adapt to social and economic changes.

Publication of a Report on cross-sectoral dialogue about SDGs with government or NGOs

As shown in this report drafted in 2023, Université Côte d'Azur has recently transformed its approach to sustainable development by adopting an ecosystemic strategy that promotes cross-sectoral dialogue around the Sustainable Development Goals (SDGs). Grounded in values such as excellence, interdisciplinarity, and territorial anchoring, the University collaborates closely with NGOs, businesses, and local authorities to build a dynamic local ecosystem and a leadership on sustainable development.

Université Côte d'Azur's strategy includes the creation of five innovative ecosystems targeting specific societal challenges aligned with the SDGs. This has enabled the university to generate significant economic contributions to

the Provence-Alpes-Côte d’Azur region in cooperation with local and national administrations. Additionally, the University has demonstrated its commitment to innovation through numerous research contracts and partnerships with startups, laboratories, NGOs and organizations working in the sustainable development sphere.

Université Côte d’Azur’s institutes like the Mediterranean Institute of Risk, Environment and Sustainable Development (IMREDD) and the Observatory for Socio-Ecological Transition (OTECCA) exemplify the interaction between academia and socio-economic actors. IMREDD aims to anchor academic activities in the socio-economic sphere, while OTECCA fosters relationships with NGOs and local authorities to promote collaborative socio-ecological transitions.

The University also projects its innovative ecosystems internationally through the European alliance Ulysseus, thereby enhancing its impact while sharing innovative practices.

Deployment of a scientific diplomacy strategy providing opportunities to work internationally to develop best practice on tackling SDGs.

Université Côte d'Azur considers that addressing the challenges of the 21st century requires international and multisectoral collaboration. Through its Initiative of Excellence (IdEx), the University prioritizes strengthening scientific diplomacy as a critical tool for global political decision-making, especially towards climate change and needs for a global sustainable development strategy. As such, throughout 2023, Université Côte d’Azur carried out and participated in several initiatives to develop best practices on tackling SDGs. Below a couple of examples:

SDG 16, SDG 13 and SDG 4. In 2023, U7+ decided to focus its work on three main SDGs through working groups gathering institutional experts from over 50 universities located in 15 countries to share good practices and design joint commitments:

SDG4 Access to Higher Education Working Group. This working group aimed at bringing together different higher education institutions to tackle global issues in access to education. Over a series of meetings, the scope of the working group is defined : for instance, access can encompass the full cycle of the student journey from admissions to graduation (from access to success) and through the academic pipeline into all stages of academic research, where diversity of viewpoints are critical for innovation and knowledge sharing. We also refine our purpose and identify areas of collective action at the U7+ Presidential Summit, at the G7 Summit and in the longer term.

• SDG13 Climate Change and Sustainability Working Group. The working group worked towards informing, supporting, and developing programs, resources, and analyses to advance progress on key goals related to GHG emission reduction and enhancing access to sustainability curricula. It was done through activities including sharing policy frameworks and best practices on student engagement; developing a pathway to GHG reduction framework for universities; and convening policy discussions at COP.

• Peace and Security Working Group. The U7+ Peace and Security Working Group was created in preparation for the 2023 G7 Summit, hosted by Japan in Hiroshima. To that end the U7+ Peace and Security Working Group provided leadership in the creation of the Tokyo Statement on Peace and Security: Universities as Engines of Innovation for Peace and Security, which was presented to Japanese Prime Minister Fumio Kishida.

SDG 13. In 2023, the University took part in the COP28 in Dubaï with its partners as co-organizer of the Science for Climate Action Pavilion with IPCC, WMO and the Cortes Solari Philanthropy. In this framework, the University organized and animated dozens of roundtables, ensuring that negotiators and decision makers have direct access to necessary scientific expertise.

SDG 5. In 2023, the Ulysseus Gender Equality task force (eight universities including Université Côte d’Azur) published a best practice guide to better include gender in research and innovation. This guide goes beyond gender equality in projects to provide guidance on how to include

SDG 13. DG2 network Summer School on global climate challenges

Université Côte d'Azur hosted the 2023 Summer School of the DG2 network from June 4th to 9th, bringing together university leaders in governance and management. Universities play a crucial role in understanding global climate challenges and developing innovative solutions through their extensive capacities. However, they cannot tackle these issues alone; a strong and engaged ecosystem that includes diverse stakeholders is essential for addressing the entire value chain needed to meet global challenges.

While universities are already involved in sustainable development to varying degrees, they must now take stronger action in response to climate emergencies. Through their research, education, and societal services, universities can significantly enhance adaptation capabilities to climate-related risks (Goal 13.1) and improve human and institutional capacities for mitigation, adaptation, impact reduction, and early warning (Goal 13.3).

The 2023 Summer School aimed to :

• Share the realities of universities facing climate change.

• Reassess the role of universities in tackling climate challenges.

• Inspire each other through the exchange of best practices.

• Innovate to respond to urgency and drive change in the socio-economic landscape.

• Collaboratively reflect to co-create actionable strategies and a unified stance.
