The University of Chichester has two campuses at Chichester (Bishop Otter) and at Bognor Regis. The Bognor Regis campus lies to the north east of the town centre and in close proximity to the Butlins holiday centre situated to the south east of the site. The campus is bounded to the north by Hook Lane and open recreational space, Upper Bognor Road to the south, Felpham Way to the east, and Mead Lane and Brooks Lane to the west. The character of the site generally is low density and low rise buildings set within a parkland landscape. The campus is located within the ‘Upper Bognor Road and Mead Lane Conservation Area’. There are several listed buildings across WKH FDPSXV LQFOXGLQJ WKH KLVWRULF Âľ'RPHÂś IRU ZKLFK SURSRVDOV IRU WKH UHIXUELVKPHQW DUH LQFOXGHG ZLWKLQ WKH ÂżUVW SKDVH of the masterplan. The masterplan, shown right, (prepared by Stride Treglown) was approved by the University in March 2009 with a view to providing a strategic framework for development, consolidation and enhancement of the University’s facilities. DUH SUHVHQWHG KHUH IRU WKH ¿UVW SKDVH RI WKH UHGHYHORSPHQW RI WKH %RJQRU 5HJLV FDPSXV DV SDUW RI WKH ORQJ WHUP YLVLRQ (over 20/30 years) to enhance the learning experience for those studying, working and living there and to improve the long term sustainability of the site. The masterplan was developed at a time when the University was planning for an expansion of 1000+ students. However, the freeze in Government funded growth in the Higher Education sector means that planned expansion for %RJQRU 5HJLV ZLOO QRZ EH DSSUR[LPDWHO\ VWXGHQWV RYHU WKH QH[W ¿YH \HDUV DOWKRXJK WKLV ZLOO UHPDLQ XQGHU UHYLHZ should further funding become available. The University is currently planning to take forward only the elements of the masterplan to which funding has been allocated in phase 1 of the campus redevelopment (over the next 6 – 10 years). These are the plans being presented here for consultation.

The LRC Site - Currently Tennis Courts Hotham Park

Phase 1 of the Bognor Regis Campus redevelopment includes the construction of a new Learning Resource Centre (LRC) on the disused tennis courts within the centre of the campus and the refurbishment of the Grade 1 Dome building for the School of Enterprise Management and Leadership (SEMAL). The Science Block will be demolished as part of the project to make way for the new Campus Green creating an external gathering space adjacent to the LRC.

In addition, we will convert the ‘Old’ Student Services Building to Business Incubator 8QLWV DQG UHIXUELVK WKH Âľ2OGÂś /LEUDU\ IRU VWDII RIÂżFHV DQG WHDFKLQJ VSDFH ZKLFK ZLOO replace accommodation lost from the Dome and the Science Block. A Detailed Planning Application with Listed Building Consent was submitted for the refurbishment of the Dome building on 21 January 2010. The Learning Resource Centre will be: A signature building that promotes the University and encourages learning A learning resource for both staff, students and the local community A student focused building with a single point of access for advice information and guidance - a ‘One Stop Shop’ for the campus A café environment that encourages social learning open to the community A building that is both welcoming and fully accessible for visitors and students A highly environmentally sustainable building, achieving a BREEAM ‘Excellent’ rating A learning building for the 21st Century. The building will link to the existing BMITS building, which will also to be partially refurbished. The new building is shaped to maximise the southerly aspect of the site and draws together pedestrian routes from other buildings across the campus. The southern façade will form DQ DFWLYH HGJH WR WKH EXLOGLQJ ZLWK TXLHWHU RI¿FH DQG WHDFKLQJ and study spaces to the northern residential edge. Seating, lighting and wireless internet connections will enable the campus green and areas close to the LRC to be used as an outside extension of the LRC.

The Lea r n i n g R e s o u rc e C e n t re The massing of the building places a two storey portion to the southern edge facing into the campus, which steps down to a single storey to the respond to the northern, residential boundary. 7KH VRIWO\ FXUYLQJ VRXWKHUQ IDoDGH GH¿QHV D VWURQJ connection with the landscape within the heart of the campus. The building is shaped to maximise active use of the building’s perimeter and strengthens the connection between activities inside and the rest of the campus. A key feature of the building is the oversailing roof canopy which reinforces the presence of the LRC within the campus and protects the interior space from solar heat gains. The entrance to the new LRC is located centrally within the southern facade and connects with pedestrian routes across the campus. LRC Environmental Section

The refurbishment of the Dome and the construction of the new LRC provide a great opportunity to enhance sustainability and environmental aspects of the Bognor Regis campus. A BREEAM (BRE Environmental Assessment Method) Pre-assessment for each building has already been carried out; some of the key features are listed below:

Campus Overview


The Do m e - H i s to ry o f t h e Bu ild ing The Dome building was built in 1792 by Sir Richard Hotham who was instrumental in the development of Bognor Regis as a seaside resort. It is Grade 1 listed and forms the centre piece to a crescent of listed Georgian buildings including Mordington House and St. Michael’s House. The buildings are set in a landscaped garden with many mature trees. Originally the ‘Dome’ as it is known was constructed as three separate houses which were later converted into one larger building. The building was last refurbished during the 1970’s. A total reconstruction of the building was carried out replacing the internal structure RI WKH EXLOGLQJ ZLWK QHZ ÀRRUV DQG ZDOOV ZLWKLQ WKH SHULPHWHU ZDOOV 2I WKH RULJLQDO EXLOGLQJ only the external walls and original ‘party’ walls between the three houses remain.

Given the listed status of the building the proposals presented here concentrate on new works to the interior. The only change to the exterior will be the addition of a new lift to enable access for all into and within the building to comply with the Disability Discrimination Act.

$Q H[WHULRU OLIW ZDV VHOHFWHG IROORZLQJ D IHDVLELOLW\ VWXG\ WKDW H[DPLQHG WKH WHFKQLFDO DQG DHVWKHWLF EHQH¿WV DQG FKDOOHQJHV to provide full access to a Grade 1 listed building. The plans have been developed in full consultation with English +HULWDJH DQG WKH /RFDO $XWKRULW\ 3ODQQLQJ &RQVHUYDWLRQ 2I¿FHU

The exterior of the Dome is built of red brick with yellow and grey brick dressings, with painted timber windows. The sides of the roof, which was replaced during the 1970’s reconstruction, are Welsh slate. The dome itself is clad in lead.

In reference to the listed building the new lift shaft will be clad in red brick with horizontal metal bands delineating each ÀRRU OHYHO $ JOD]HG OLQN ZLOO OLJKWO\ FRQQHFW WKH QHZ VWUXFWXUH ZLWK WKH H[LVWLQJ 'RPH EXLOGLQJ

C o ns tr u ct i on a n d A c c e s s Construction Works It is proposed that construction works will normally operate from 0700 – 1800 Monday to Friday and 0700 – 1600 Saturday. Sunday working will not be permitted. All noisy operations that are likely to cause disturbance to neighbours will be restricted to these hours. 'XULQJ WKH ¿W RXW SHULRG RI WKH ZRUNV H[WHQGHG RSHUDWLQJ hours may be allowed provided that the works only relate to quiet operations that will not cause a disturbance. E,g GHFRUDWLQJ ÀRRU OD\LQJ HWF Overnight working will not be permitted. Site Access - The Dome Construction vehicles will enter the Bognor Regis Campus via the main entrance in Upper Bognor Road. The contractor will be required to provide a marshal to guide vehicles around the University campus. Contractors’ cars and vans will only be allowed to park within the contractor’s site compound at the front of the campus. Site access - Learning Resource Centre Construction vehicles will enter the campus via the second entrance on Upper Bognor Road. The contractor will be required to provide a marshal for large vehicles entering the campus. Vehicles will enter and leave the campus from the West (from the directions of the Butlin’s roundabout). Contractors’ cars and vans will only be able to park in the site compound adjacent to the construction works. Temporary loss of car parking spaces A total of 21 car parking spaces will be taken up by the contractors’ site access routes and site compounds. To compensate for this loss agreement has been reached with Arun District Council to increase the parking provision at the London Road car park for staff and student parking for the duration of the construction works.
