The Environmental Crime Crisis: Threats to Sustainable Development from Illegal Exploitation and Trade in Wildlife and Forest Resources A Rapid Response Assessment United Nations Environment Programme Given the alarming pace, level of sophistication, and globalized nature that illegal trade in wildlife has now notoriously achieved, UNEP initiated a Rapid Response Assessment to provide some of the latest data analysis, and broadest insights into the phenomenon. It focuses on the far-reaching consequences of the environmental crime phenomenon we face today, which has worsened to the extent that illegal trade in wildlife’s impacts are now acknowledged to go well beyond strictly environmental impacts. Already recognized as a grave issue in the DRC and Somalia by the UN Security Council, the assessment reveals that the scale and role of wildlife and forest crime in threat finance calls for much wider policy attention, well beyond those regions.

Assessing Global Land Use: Balancing Consumption with Sustainable Supply United Nations Environment Programme Global cropland is expanding with changing trends in both the production and consumption of land-based products increasing pressure on land resources across the globe. This report discusses the needs and options to balance consumption with sustainable production. It focuses on land-based products (food, fuels and fibre) and describes methods which enable countries to determine whether their consumption levels exceed sustainable supply capacities. Strategies and measures are outlined which will allow adjusting the policy framework to balance consumption with these capacities. The report distinguishes between gross and net expansion of cropland. Net expansion is a result of rising demand for food and non-food biomass which cannot be compensated by higher yields. Water and Climate Change Adaptation in Transboundary Basins: Lessons Learned and Good Practices United Nations Environment Programme In many water basins around the world, the impacts of climate change on ecosystems and on society are becoming more and more visible. Many countries have developed national adaptation strategies and plans, and some transboundary basins have started addressing climate change adaptation from the transboundary perspective. However, numerous challenges still persist. This publication intends to illustrate the different steps in developing a basin-wide adaptation strategy with concrete examples and distill some recommendations to take into account in similar efforts in the future. It complements the ECE Guidance on Water and Adaptation to Climate Change (adopted in 2009) by describing experiences in following many of the steps of the adaptation process.

Building Natural Capital: How REDD+ Can Support A Green Economy United Nations Environment Programme Forests and the services they provide are vital to sustainable development and human well-being, and yet, the total yearly forest loss is equivalent to the surface of a football field being destroyed every three seconds. This report examines some of the underlying causes of deforestation and forest degradation. It describes possible solutions in the context of a wider transition to an inclusive Green Economy, which is vital to achieving the emerging post-2015 sustainable development agenda. It is published at a time when the United Nations’ approach for Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (REDD+) is coming into its own. It seeks to improve knowledge about how REDD+ initiatives and a Green Economy transition can better inform each other and contribute towards poverty alleviation and sustainable development. Keeping Track of Our Changing Environment in Asia and the Pacific United Nations Environment Programme Over the last quarter of a century, Asia Pacific as a region has enjoyed rapid economic growth, which has dramatically reduced the number of poor people and improved human development. While the region is less poor, there is social and economic inequality where over 1.6 billion people now live. The rapid economic growth has also come at the expense of environmental degradation. And to compound this, climate change is expected to magnify existing vulnerabilities throughout the region. This report analyzes emerging and persistent development and environmental challenges in the region. It also traces the patterns of economic development and resource use and degradation since 1992 when leaders from countries around the globe made their commitment to sustainable development at the UN Conference on Environment and Development in Rio de Janeiro, Brazil.

Most of the nearly three billion people worldwide who lack access to electricity or to improved cooking facilities live in the developing regions of Asia-Pacific and sub-Saharan Africa. But providing energy is not enough by itself to lift people from poverty. The EnergyPlus approach promotes the productive use of energy, and these guidelines offer comprehensive advice on how stakeholders can collaborate in designing and implementing an EnergyPlus programme. It focuses on both energy and non-energy inputs to help generate development benefits, and highlights essential components, all designed to strengthen capacities for informed planning and decision making, drive change through leadership, and stimulate markets and investment.

Economic Diversification in Asian LLDCs: Prospects and Challenges United Nations This report addresses economic diversification and its impact on structural transformation, building productive capacities, job creation and enhancing competitiveness of LLDCs in Asia. The primary objective of the report is to discuss the prospects and challenges for economic diversification in Asian LLDCs. The 12 Asian landlocked developing countries (LLDCs) share the common challenge of remoteness and isolation from international markets, without direct access to trade by sea, which increases substantially their trade costs. Higher costs reduce the competitiveness of the Asian LLDCs and hinder their ability to harness trade to promote their economic growth and structural transformation. They also create incentives to these countries to specialize in high bulk primary commodities with relative inelastic demand to the trade costs.

Electronic commerce (e-commerce) is rapidly transforming the way in which enterprises are interacting among each other as well as with consumers and governments. For a while, businesses and consumers in developing countries were slow to exploit e-commerce, but changes in the evolving landscape for information and communications technologies (ICTs) has resulted in the rapid growth of e-commerce in emerging markets and developing economies. This publication revisits the potential opportunities and risks of e-commerce, and examines how countries can benefit the most from the phenomenon in today’s Information Society. Using official statistics and private sector data, it provides an up-to-date review of global and regional trends related to e-commerce in view of changes in the ICT landscape. The report analyses a wide range of areas including economic growth, inflation, trade and investment, financial markets, inequality, employment, and environmental concerns. The special theme of Survey 2015 argues that although rapid economic growth in the Asia-Pacific region has been accompanied by significant declines in poverty rates, development is about more than growth and poverty. The report reviews trends and patterns of inclusive growth in the region and motivates why both the private and public sectors should do more to address existing inequalities. Economic Development in Africa Report 2015: Unlocking The Potential of Africa’s Services Trade for Growth and Development The Economic Development in Africa Report 2015 subtitled Unlocking the Potential of Africa’s Trade in Services for Inclusive Growth and Development highlights the catalytic role that services can play in Africa, and the importance of understanding the static and dynamic effects the development of services may have on employment, trade and ultimately growth. The report examines areas where there appears to be a policy disconnect between existing national, regional and global policies that pertain to services trade and proposes recommendations as to how African countries may bridge this divide so that services trade can be better harnessed to address inclusive growth and economic development priorities in Africa.

National Human Development Report 2014: Ethiopia - Accelerating Inclusive Growth for Sustainable Human Development in Ethiopia United Nations Development Programme Over the 15 years since the country’s last National Human Development Report (NHDR) was published, Ethiopia has undergone significant economic and social changes and has recorded some of the highest growth rates in the world-over 10 per cent in some years. However, Ethiopia’s Human Development Index (HDI) and its relative ranking have not moved appreciably during the past decade. Even though Ethiopia is one of the 10 countries globally that has attained the largest absolute gains in its HDI over the last several years, it still ranks 173rd out of 186 countries in the latest UNDP Human Development Report. This report encourages debate and policy discussions on further steps needed to ensure that the goal of inclusive growth and enhanced human development is achieved.

UNITED NATIONS PUBLICATIONS / AUTUMN WINTER 2015-2016

The United Nations Development Programme launched its first global Human Development Report (HDR) in 1990 to raise awareness and generate debate on public issues and concerns. This evaluation was the first such evaluation carried out by the Independent Evaluation Office to assess the global and regional HDRs’ contributions to public policy processes. In approving the evaluation, the UNDP Executive Board recognized the important contribution of HDRs to public debate and public policy. The objectives of the evaluation are to guide UNDP in refining its intellectual contribution to development through the HDRs, and to hold UNDP accountable for the use of its human and financial resources in preparing and disseminating the HDRs.

Global Governance and Rules for the Post-2015 Era: Addressing Emerging Issues in the Global Environment United Nations Attention is increasingly being paid to the conceptualization of the sustainable development agenda that should guide global development efforts beyond 2015. New trends are shaping the international environment, suggesting that the world emerging from the recent economic and financial crisis will probably be very different from the one we have known so far. The emerging issues demand new concerted responses and new international efforts, which will have to be framed by new rules and more democratic and inclusive mechanisms of global governance. This publication provides a unique assessment of global rules and governance; a reflection of how global rules have been shaping development experiences and outcomes; an identification of the shortcomings of current global governance mechanisms; and innovative suggestions for reforming and improving them. This report examines several policy options that have proved to be successful in helping different countries to improve resource productivity in various sectors of their economy. There is growing evidence that decoupling will be one of the next big opportunities for innovation, wise use of resources, and thus for continued economic development. Policymakers along with corporate leaders with vision and an understanding of political realities can take significant steps to benefit from future resource trends and decoupling opportunities. It has become a key issue in the on-going deliberations on the Sustainable Development Goals (SDGs).

Valuing Plastic: The Business Case for Measuring, Managing and Disclosing Plastic use in the Consumer Goods Industry United Nations Environment Programme Plastic is one of the most useful and important materials in modern society, but the environmental impacts of plastic cannot be ignored. The objective of this report is to help companies manage the opportunities and risks associated with plastic use. It articulates the business case for companies to improve their measurement, disclosure and management of plastic use in their designs, operations and supply chains. In order to provide a sense of scale, the report sets out to quantify the physical impacts of plastic use translated into monetary terms. This metric can be used to help understand the magnitude of the opportunities, and the tangible benefits to stakeholders, including shareholders, of using plastic in an environmentally sustainable way.

The world is witnessing the paradox of a simultaneous increase in income and insecurity. According to available data, global average per capita income has increased in recent decades, while at the same time actual and perceived insecurity has also increased. This paradox is true for both developed and developing countries. However, the concrete form and causes of insecurity differs across these two groups of countries. To the extent that income levels in many developing countries are very low, economic insecurity in these countries takes a starker and chronic form. In Financing for Overcoming Economic Insecurity, leading experts examine the causes and consequences of rising economic insecurity and policy measures that can be adopted to overcome insecurity. The volume contains papers addressing issues of economic insecurity pertaining to both developed and developing countries and caused by both economic factors and natural hazards. It also discusses the issues at both macro and micro levels. The volume’s focus on policy measures, such as redistribution and reinvestment of profit income in developed countries and imposition of capital control and promotion of micro insurance in developing countries, should be of much help to policymakers as well as researchers.

In Retooling Global Development and Governance a team of UN experts debate new ideas about how to overcome deficiencies in the ongoing process of globalization and in the existing mechanisms for global economic governance. They do not claim to offer a blueprint, rather a set of ideas that could become the basis for a coherent “toolbox” designed to guide development policies and international cooperation. Promising directions for reform discussed in the book include: • Strengthening government capacities for formulating and implementing national development strategies • New strategies for ensuring that official development assistance is aligned with national priorities • Enhancing international trade and financial systems so that countries with limited capabilities can successfully integrate into the global economy • Creating new mechanisms for dealing with deficiencies, such as specialized multilateral frameworks through which to govern international migration and labour mobility, international financial regulation, multinational corporations and global value chains regulation and sovereign debt workouts. Above all, the book highlights the need for a strong mechanism for global economic coordination to establish coherence across all areas of global economic governance.

The transition from planned economy to market economy is no guarantee for sustained economic growth and poverty reduction. united nations

Taking stock twenty years after the fall of the Berlin Wall, this volume analyses the varied and distinctive experiences of the economies of the former Soviet Union, former Yugoslavia, and other previously centrally planned economies in Eastern Europe. The authors find that the more successful cases have been those countries that accompanied market reforms with active industrial and other economic policies promoting economic diversification and integration. Such strategies helped spread and sustain welfare improvements, much more so than in the transition economies that continued to rely on natural resource exports and low-value added economic activity.

edited by JoMo KwaMe sundaRaM and anis ChowdhuRy

Employing new research and expert analysis, Globalization and Economic Diversification addresses fundamental questions and challenges faced by economies in transition. It is an indispensable volume in making sense of the patchy economic development of the past twenty years and the challenges which lie ahead for these mostly still-precarious economies.

While good governance is a worthy goal, this book argues that it is not a prerequisite for economic growth or development. The book exposes the methodological shortcomings of the commonly-used governance indicators developed within the World Bank. The authors argue that donors should not impose onerous good governance conditions, expecting the developing world to simulate now-developed countries. They contend that most poor countries lack the administrative and financial capacity to achieve these reforms or institutions – so donor conditionality often becomes a recipe for failure.

This book explores the interconnected issues of climate and development, laying the groundwork for just such a new deal. It presents a challenging agenda, and highlights the needs and perspectives of developing countries which may be unfamiliar or uncomfortable to readers in high-income countries. The unfortunate truth is that any large country, or group of mid-sized countries, can veto any global climate solution by refusing to participate, so a solution will only work if it works for everyone.

Writing about climate change often falls into one of two opposite traps – predicting either calamity or apathy – both of which this book avoids. This is not a story of gloom and doom, of inevitable climate catastrophe. On the contrary, it spells out, in more detail than usual, what can and should be done to avert the real risks of disaster. Nor is it one of complacent congratulation for “win-win” initiatives, cautiously incremental steps, and “green” consumer choices. Climate Protection and Development summons us to an endeavour worthy of the resources and ingenuity of the twenty-first century – towards bold initiatives with big costs, and much bigger benefits.

To mark the 25th anniversary of the Convention of the Rights of the Child, the 2015 edition of The State of the World’s Children highlights the work of young innovators who are reimagining the future -- and invites the world to join the movements to advance the rights of the child. This publication is the executive summary of the digital report which can be found at http://sowc2015.unicef.org.

The Economic Commission for Latin America and the Caribbean (ECLAC), which is headquartered in Santiago, is one of the five regional commissions of the United Nations.

Dynamic Asia has overtaken the European Union as Latin America and the Caribbean’s second largest export market, after the United States. However, the region’s exports to Asia remain concentrated in few commodities involved a small number of large firms. This book explores the present and future scope for the participation of small and medium-sized enterprises (SMEs) in biregional trade and value chains and the measures that can be taken to make those chains more inclusive and sustainable. It encourages governments in Latin America to improve the business environment in order to encourage multinational firms to invest, upgrade and innovate in the region.

ECLAC is committed to the development of Latin America and the Caribbean. For the Commission, development is a comprehensive process, originating in and designed for the region, in which economic and social dimensions are closely interwoven with concerns for environmental sustainability. For over 60 years, ECLAC has helped to shape Latin American and Caribbean thinking, drawing on its capacity for analysis and its wealth of new ideas and conducting technical cooperation activities that have directly benefited the countries of the region.

Statistical Yearbook for Latin America and the Caribbean 2014 United Nations This edition of the Yearbook includes information available up to mid-December 2014. It covers demographic and social indicators and continues to reflect special efforts to mainstream the gender perspective in statistical information and to encompass poverty-related topics. It presents economic statistics relating to trade, balance of payments and domestic prices, as well as national accounts. It provides quantitative information available on the environment. Given the abundance of data —often diverse and sometimes conflicting— now accessible to researchers, special attention must be paid to technical aspects specifying the source of the data, their definition and coverage. This information is also provided as supplement to the more specific information contained in the footnotes to each of the tables in this Yearbook.

The World’s Women 2015: Trends and Statistics United Nations This report is the sixth in the series which has been published every five years. It emphasizes that progress towards the goal of gender equality has been made in the last two decades in most areas of concern, although uneven and at low pace. Through a life cycle approach, the publication reveals the challenges and opportunities faced by women during their different stages of life and based on where they reside. The different trajectories of women and men are highlighted in the statistical findings of the analysis undertaken in eight chapters of the report, each representing a broad area of concern: population and families, health, education, work, power and decision-making, violence against women, environment and poverty.

While States establish formal political positions and have the legal and legitimate authority to negotiate, sign and ratify treaties, the ability of organizations and institutions which are independent of a government (NGOs, religious groups, foundations, charities, etc.) to influence these processes is growing. Four delegates from Australia, Costa Rica, Japan, and Mexico, and who worked at the United Nations, share their personal views on the impact civil society stakeholders have had in matters relating to disarmament and arms control.
