Autumn Winter 2013 2014 2013 Since the first-ever UN General Assembly High-level Dialogue on International Migration and Development (HLD) in 2006, the international debate about how best to harness the benefits of migration for development has intensified significantly. Yet migration remains inadequately integrated into development frameworks at national and local levels, and public perceptions of migrants and migration are often very negative. In 2013, a second High Level Dialogue on International Migration and Development will be held, presenting the international community with a critical opportunity to focus its attention on how to make migration work for development and poverty reduction. The HLD takes place at an important time, as the international community is seeking to formulate a new agenda for global development as we approach the target year of the Millennium Development Goals in 2015.

The first three chapters of the World Migration Report 2013 provide an introduction to the chosen theme ‘Migrant Well-being and Development’, present the current global migration situation across four migration pathways and review existing research on the emerging field of happiness and subjective well-being. Chapter four presents original findings on migrant well-being from the Gallup World Poll, looking at outcomes on six core dimensions of wellbeing across the four migration pathways. The final part draws conclusions and makes recommendations for future initiatives to monitor migrant well-being and the impact of migration on development, with reference to the inclusion of migration in the post-2015 global development framework.

The World Migration Report 2013 contributes to the global debate on migration and development in three ways: First, the focus of the report is on the migrant, and on how migration affects a person’s well-being. Many reports on migration and development focus on the impact of remittances: the money that migrants send back home. This report takes a different approach, exploring how migration affects a person’s quality of life and their human development across a broad range of dimensions. Second, the report draws upon the findings of a unique source of data – the Gallup World Poll surveys, conducted in more than 150 countries, to assess the well-being of migrants worldwide for the first time. Third, the report sheds new light on how migrants rate their lives, whether they live in a highincome country in the North, or a low or middle income country in the South. Traditionally the focus has been on those migrating from lower income countries to more affluent ones; this report considers movements in all four migration pathways and their implications for development i.e. migration from the South to North, between countries of the South or between countries of the North, as well as movements from the North to the South.

UNEP Year Book 2013: Emerging Issues in Our Global Environment

The Global Environment Outlook (GEO) is a major publication for all those who are interested in environmental issues. It has brought together thousands of scientists and hundreds of collaborating centres. Using the integrated environmental assessment (IEA) methodology, the United Nations Environment Programme has produced five GEO reports thus far, which have analyzed environmental state and trends at the global and regional scales, described plausible outlooks for various time frames and formulated policy options. Each GEO report builds on the assessment findings of its predecessor reports and draws upon lessons learnt.

This series examines emerging environmental issues and policy-relevant events and developments. It also presents the latest trends using key environmental indicators. This 2013 edition shows that changes in the Arctic will have consequences far beyond this fragile region and that they require an urgent international response. The volume of chemicals in the world continues to grow, with a shift in production from developed to developing countries. To meet the goal of producing and using chemicals in ways that minimize significant impacts on health and the environment by 2020, efforts must be made to reduce the use of toxic chemicals, promote safer alternatives and build capacity for sound chemicals management. Adequate information for minimizing chemical risks is essential to support these efforts.

The Role of Ecosystems in Disaster Risk Reduction The increasing worldwide trend in disasters, aggravated by global environmental change, urges us to implement new approaches to hazard mitigation, as well as exposure and vulnerability reduction. Ecosystem management is a well-tested solution to sustainable development that is being revisited because of its inherent “win–win” and “no-regrets” appeal to address rising disaster and climate change issues. It is one of the few approaches that can impact all elements of the disaster risk equation – mitigating hazards, reducing exposure, reducing vulnerabilities and increasing the resilience of exposed communities. Half a decade since the onset of the Great Recession, the Asia-Pacific region continues to anchor the global economy, but its rate of economic growth remains subdued compared to the pre-global financial crisis period. It is also showing signs of strain, as uncertainty and crisis deepen in the United States and the euro zone. More importantly, the Asia-Pacific region’s growth path continues to leave behind hundreds of millions and to put unsustainable pressure on the natural resource base. The 2013 edition of the Economic and Social Survey of Asia and the Pacific argues that macroeconomic policies can play a key role not only in supporting the economies of the region in the short term, but also in reorienting the region towards a more inclusive and sustainable pattern of development. By carefully designing short-term support measures, it is possible to sustain growth as well as address long-term structural issues.

As an illustrative example, the Survey 2013 estimates, for a number of Asia-Pacific countries, the public investment needs required to deliver a package of policies to sustain growth and to promote inclusive and sustainable development. The policy package comprises a job guarantee programme, a universal pension scheme, disability benefits, increased public health spending, universal school enrolment and universal access to modern energy.

This report identifies developing countries that have done better than expected in human development terms. It analyses the causes and consequences of these achievements and the challenges they face. Each of these countries has its own unique history. Yet they share important characteristics and face similar challenges. They are increasingly interconnected and interdependent and their peoples are demanding to be heard, as they share ideas through new communications channels and seek greater accountability from governments and international institutions. The report identifies policies that could promote greater progress. With fresh analytical insights and clear proposals for policy reforms, the report helps chart a course for people in all regions to face shared human development challenges.

The Survey finds that most countries can finance such a package without jeopardizing macroeconomic stability, although least developed countries would also require global partnership and development cooperation. The analysis underlines the need to move forward the regional development agenda from a discussion on the future we want to the means of implementation to realize that future.

In general terms, the region’s economy proved resilient, despite the global economic downturn. The monetary policy was slightly expansionary during 2012, the fiscal position deteriorated in most of the countries, but fiscal policies remained predominantly prudent, employment and wages rose, with unemployment falling more among women than among men. The economic outlook for Latin America and the Caribbean depends heavily on how the global economy will evolve in 2013.

The Universal Declaration of Human Rights, adopted by United Nations General Assembly on 10 December 1948, is the first international agreement setting out freedoms, rights and entitlements for all humanity to claim. It emphasizes the inextricable relationship between fundamental freedoms and social justice, and their connection with peace and security.

In 2004, the African Gender Institute ran a continental research project, Mapping Sexualities, among the objectives of which was the development of a research methodology suited to carrying out in-depth case studies of the dynamics of gender and contemporary sexual cultures in Ghana, Nigeria, South Africa and Uganda. This book is the result of that research. The chapters cover broad-ranging issues and include questions about what it means to research topics that are unpopular or fraught with the sense of the taboo that underpins much work in sexualities and gender studies. Human Rights Indicators: A Guide to Measurement and Implementation

This bibliography is the second edition to be published by the UNICTR legal Library and Reference Centre. It continues to show how the ICTR has inspired researchers. An index in English, French and Spanish of all substances under international control reported to have been actually manufactured during the year appears at the end of the publication, indicating the country or countries in which manufacture took place and the manufacturers involved.

No area of the world faces a greater challenge with regard to resource-related conflict than Central Africa. The violence and instability in the region has cost millions of lives, ranking among the most deadly in recent history. All those presently indicted by the International Criminal Court come from Central Africa, broadly defined, and more children are exploited in armed conflict in Central Africa than in any other part of the world. While the causes of the conflict are complex, there can be little doubt that resource theft and smuggling have enabled armed groups and perpetuated an environment of lawlessness and impunity. This publication assesses the mechanics of how contraband and resource smuggling fuel conflict, prolong instability and retard development.

This edition of the Information Economy Report highlights the growing importance of the software industry for developing countries, building on earlier United Nations Conference on Trade and Development (UNCTAD) work on the promotion of the ICT sector in general and the software industry in particular. It highlights the role of free and open source software for the development of a local software industry, reviews selected country case studies and presents policy options.

This book offers a synthesis of the results and implications from a series of business process analyses of procedures involved in importing and exporting goods to and from selected Asian countries. It aims at deepening the understanding of the nature and significance of the procedural bottlenecks associated with intra-regional trade. It provides a unique set of micro-level information on the time and cost of trade procedures, complementing the more macro-level and cross-country trade facilitation indicators already available in the literature. This publication presents the latest data and analysis of trends in foreign direct investment (FDI) and related policies. The report analyses the sharp decline in global FDI flows in 2012, which was particularly marked among developed countries. As a consequence, developing economies received more FDI than developed countries for the first time ever. Moreover, developing countries were the source of almost one third of global FDI flows. Over the period 2013–2014, FDI flows are projected to rise moderately. However, a number of potentially destabilizing factors may add to the uncertain outlook for the global economy and thus constrain the pace of FDI recovery.

This report focuses on trends and developments in the economies of Asia and the Pacific in their post-recovery from the 2008-2009 crisis and trade collapse. The report finds that after the initial promising signals of a recovery in 2010, exports from Asia and the Pacific are again facing a risk of deceleration. Pressure in the euro zone and the rising threat from a slowdown in the emerging economies have raised the fear of trade and investment contractions. The growth of goods exports in developing Asia and the Pacific countries, in real terms, was expected to drop in 2012, while import growth was projected to fall. Export opportunities continues to depend on the growth of intraregional demand and the ability of developing countries to deal with various external shocks.

The World Drug Report aims to improve understanding of the illicit drug problem and contribute to more international cooperation for countering it. The World Migration Report 2013 contributes to the global debate on migration and development in three ways: First, the focus of the report is on the migrant, and on how migration affects a person’s well-being. Many reports on migration and development focus on the impact of remittances: the money that migrants send back home. This report takes a different approach, exploring how migration affects a person’s quality of life and their human development across a broad range of dimensions. Second, the report draws upon the findings of a unique source of data – the Gallup World Poll surveys, conducted in more than 150 countries, to assess the well-being of migrants worldwide for the first time. Third, the report sheds new light on how migrants rate their lives, whether they live in a highincome country in the North, or a low or middle income country in the South. Traditionally the focus has been on those migrating from lower income countries to more affluent ones; this report considers movements in all four migration pathways and their implications for development i.e. migration from the South to North, between countries of the South or between countries of the North, as well as movements from the North to the South.

The first three chapters of the World Migration Report 2013 provide an introduction to the chosen theme ‘Migrant Well-being and Development’, present the current global migration situation across four migration pathways and review existing research on the emerging field of happiness and subjective well-being. Chapter four presents original findings on migrant well-being from the Gallup World Poll, looking at outcomes on six core dimensions of wellbeing across the four migration pathways.

The final part draws conclusions and makes recommendations for future initiatives to monitor migrant well-being and the impact of migration on development, with reference to the inclusion of migration in the post-2015 global development framework.

Violence against women is an obstacle to achieve equality, development and peace. It violates human rights and fundamental freedoms. In all societies, women and girls are subjected to abuse that cuts across lines of income, class and culture. Data on various forms of violence against women, the causes and consequences of violence, are the starting point for developing effective mechanisms at policy levels to eradicate this phenomenon. Properly designed and executed, surveys produce the most reliable data on the prevalence of violence and shed light on the scope, nature and consequences of such violence. Surveys also collect information on circumstances surrounding violence, health consequences and the actions women took to seek help.

Guidelines on Integrated Economic Statistics

This publication presents time series statistics and indicators on economic and social issues in all fourteen Arab Region member countries. In this publication it is argued that one nation–one vote decision-making in most United Nations agencies fails to reflect the distribution of power in the world at large. Hence, nations are reluctant to endow the UN with the authority and the resources it needs. It is proposed that systemic improvements, largely through weighted voting formulae that balance the needs of stakeholders in diverse UN agencies be introduced. It indicates ways by which the interests of regions can supplement those of nations. It also proposes that NGOs and ordinary citizens be given a greater voice. The aim is not to create an unrealistic utopia, but rather to establish a workable world where law supplants force and where sustainable development prevails.

Post-conflict Reconstruction and Development in Africa: Concepts, Role-players, Policy and Practice

The present report reveals backsliding on a number of commitments covered by Millennium Development Goal (MDG) 8 in the past year, and some progress in others. Official development assistance has fallen for a second year in a row and the multilateral trade negotiations remain at an impasse, but duty free access for exports from developing countries has improved. While the use of information and communication technologies increases, the costs remain higher in developing countries and essential medicines remain insufficiently accessible. Thus, there are some signs that political momentum for advancing international development cooperation has weakened. However, some governments have consistently pursued their commitments despite domestic austerity policies.

During the 1990s, nine out of ten of the bloodiest conflicts occurred in Africa. Despite some twenty peacebuilding operations in Africa in the last 25 years there is still a significant lack of cohesive strategy to target key areas in the regeneration of a conflict-ridden country. An Afrocentric perspective is therefore a suitable starting point for researching strategies for post-conflict peacebuilding. This book explores South Africa’s policy imperatives to integrate development projects and peace missions, involving the military as well as civilian organizations. It intends to foster understanding of the particular processes required to develop a sustainable and cohesive post-conflict peacebuilding strategy within the African environment.

The 2010 Revision constitutes the twenty second round of the global population estimates and projections produced by the Population Division since 1951 and it breaks new ground in the production of population projections. For the first time, projections are carried out up to 2100, instead of 2050 as previously. In order to extend the projection period to 2100, a new method for the projection of fertility was developed. The method used in the 2010 Revision is based on the advances made in projecting fertility since the 2000 Revision, advances that have been combined with a probabilistic approach to yield the future paths of fertility used in producing the medium variant of the 2010 Revision. The full results of the 2010 Revision are presented in two volumes. The first volume provides comprehensive tables displaying key demographic indicators for each development group, major area, region and country for selected periods or dates within 19502100. The second volume contains demographic profiles presenting time series and plots covering the period from 1950 to 2100 for selected indicators for each country with at least 100,000 inhabitants in 2010 as well as for development groups, major areas and regions.

The Survey finds that most countries can finance such a package without jeopardizing macroeconomic stability, although least developed countries would also require global partnership and development cooperation. The analysis underlines the need to move forward the regional development agenda from a discussion on the future we want to the means of implementation to realize that future.

As an illustrative example, the Survey 2013 estimates, for a number of Asia-Pacific countries, the public investment needs required to deliver a package of policies to sustain growth and to promote inclusive and sustainable development. The policy package comprises a job guarantee programme, a universal pension scheme, disability benefits, increased public health spending, universal school enrolment and universal access to modern energy.

ECONOMIC AND SOCIAL SURVEY OF ASIA AND THE PACIFIC 2013

The 2013 edition of the Economic and Social Survey of Asia and the Pacific argues that macroeconomic policies can play a key role not only in supporting the economies of the region in the short term, but also in reorienting the region towards a more inclusive and sustainable pattern of development. By carefully designing short-term support measures, it is possible to sustain growth as well as address long-term structural issues.

Half a decade since the onset of the Great Recession, the Asia-Pacific region continues to anchor the global economy, but its rate of economic growth remains subdued compared to the pre-global financial crisis period. It is also showing signs of strain, as uncertainty and crisis deepen in the United States and the euro zone. More importantly, the Asia-Pacific region’s growth path continues to leave behind hundreds of millions and to put unsustainable pressure on the natural resource base.
