UN VOLUNTEER DESCRIPTION OF ASSIGNMENT Preamble: The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Organizational Context/Project: Brief Project Description: Partners for Prevention (P4P) is a UNDP, UNFPA, UN Women and UNV Asia-Pacific regional joint programme for the prevention of violence against women and girls (VAWG). The joint programme brings together the combined strengths of UNDP, UNFPA, UN Women and UNV – and a wide array of close partners – in a concerted effort to prevent and reduce the prevalence of violence against women and girls in the region. P4P Phase I was implemented 2008-2013. P4P Phase II will be implemented 2014-2017, focusing on using the evidence and data generated from Phase I to enhance and implement prevention interventions and policy advocacy in selected sites across the Asia-Pacific region. The Ministry of Women’s Affairs, UNFPA, UN Women and UNV Cambodia are currently a implementing a prevention intervention to address violence against women in Kampong Cham, Cambodia. groundbreaking UN Multi-country Study on Men and Violence in Asia and the Pacific, local knowledge and expertise, and global evidence of promising prevention programming. Importantly, the intervention will contribute to local, regional and global evidence bases of violence prevention knowledge. The prevention intervention also builds upon the recently launched Second National Action Plan to Prevent Violence against Women 2014-2018. Primary prevention is one of five priority focus areas, with a range of key activities planned over the next four years aimed at preventing violence before it happens. The intervention ‘Shaping our future: Developing health and happy relationships’ addresses the risk factors identified in the UN MCS. It works with young adolescent girls and boys ages 12-14 years to change social norms around gender inequitable attitudes that support problematic constructions of masculinities, ultimately preventing VAWG. Adolescent caregivers (e.g., parents/guardians, teachers, service providers) are engaged to decrease the use of harsh punishments and increase supportive, positive parenting/caregiving; role model positive behaviour and attitudes; and promote school completion. A community-owned and driven process is expected to build and maintain a healthy, vibrant, and safe environment for all. Organizational Context: As part of its current programme cycle of assistance to the Royal Government of Cambodia (5th Country Programme 2016-2018), UNFPA aims to strengthen the capacity of national and subnational governments, involving civil society, in promoting sexual reproductive health and rights and preventing violence against women and girls. UNFPA has supported the Ministry of Women’s Affairs (MoWA) to adapt a model proven to have an impact on preventing violent behaviours and promoting healthy attitudes and behaviours towards girls and women. The model intervention is being implemented in Kampong Cham province through the Provincial Department of Women’s Affairs. The National Coordination Officer (UNV) will liaise with the UNFPA Gender Program Assistant who is based in MoWA and the MoWA team in Phnom Penh and at the subnational level. UNFPA Cambodia will be the host UN agency in Cambodia for this program. The National Coordination Officer will be also supported by the P4P Regional team based in Bangkok, which is led by the Programme Manager. The regional team consists of programme specialists and the Technical Advisory Group which consists of UN advisors based in Bangkok. The UNV will also liaise with other P4P supported UNVs placed in other countries. 10. Description of tasks: The National Coordination Officer will act as the P4P focal point for the activities being undertaken in Cambodia. The primary task will be to coordinate and oversee the timely and successful implementation of a VAWG prevention intervention at the national and provinciallevel, particularly in Kampong Cham province. The incumbent will be based in UNFPA Cambodia Office and report directly to the UNFPA Gender Analyst with support from the P4P Program Manager in Bangkok. The program is, under the overall supervision of the Deputy Representative of UNFPA Cambodia. The incumbent will liaise with relevant national partners from UN, Government, civil society, including universities and academia, to establish and foster partnerships, build capacity and ownership around the intervention, with technical support from UN agencies at country level and P4P Joint Programme Team based in Bangkok. to foster volunteerism for the prevention of VAWG and transformation of harmful social norms. The aim of the position is to ensure the smooth and timely implementation of an evidencebased prevention intervention in Cambodia, with strong cooperation and collaboration among the relevant partners. The learning from this provincial-level intervention will inform the discourse on effective approaches for violence prevention interventions in Cambodia specifically, but also for Asia and the Pacific region. Under the direct supervision of the Deputy Representative of UNFPA Cambodia, the national UN Volunteer will undertake the following tasks: 1. Management and oversight of intervention implementation • Support the management and successful implementation of an evidence-based VAWG prevention intervention at the national-level; • With technical support from UNFPA and the P4P Joint Programme Team, regularly monitor the implementation of the prevention intervention and support capacity development activities in the target province; • With technical support from P4P Joint Programme Team, support the preparation of the end line data collection of the violence prevention intervention that will be implemented by the selected research institute; • Support the development of knowledge products, including a lessons learned publication and case studies based on learning from the implementation, including volunteerism activities; • Liaise with and report to P4P as the Cambodia focal point for the implementation of prevention interventions and M&E research in Cambodia. 2. Capacity development and coordination • Coordinate and facilitate regular meetings for information sharing and joint collaboration among UN P4P partners (UNFPA, UN Women, UNDP and UNV); • With selected national partners, participate in on-line learning and/or attend regional Community of Practice meetings and share learning from national-level implementation; • Support the dissemination of research results nationally, particularly aimed at promoting policy and programmatic enhancements for VAWG prevention. 3. Promotion of volunteerism and support • Strengthen existing or new networks related to volunteerism, knowledge management and creating opportunities for exchanges; • Plan and implement capacity building activities on nurturing volunteerism and volunteer management; • Contribute articles/write-ups on field experiences and submitting them for P4P and UNV publications/websites, newsletters, press releases, etc. Furthermore, UN Volunteers are required to:

Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Capacity development activities supported in the target province.
Support provided to the preparation of the end line data collection and evaluation of the violence prevention intervention.
With support from P4P Team lessons learned publication developed based on learning from the implementation and M&E of the selected intervention.
Interviews of intervention participants carried out, and other documentation of the violence prevention intervention provided to P4P Team to be developed into case studies.
A story of UNV experience as a volunteer prepared. A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

sociology, social work, public health, international development or relevant field. Experience:
At least 3 years of relevant experience on programme development and/or policy advocacy in the field of public health, gender and/or violence prevention or other relevant topic. Basic understanding of quantitative and qualitative monitoring and evaluation. Experience in coordination and collaboration across among partners an asset. Experience in capacity development or training an asset. Previous experience with the United Nations would be an asset.
Language Requirements:
Excellent communication skills in oral and written Khmer and English. Knowledge of another UN-language or other languages of the AsiaPacific region an advantage.
Age Requirements:
The minimum age for a National UNV Specialist is 22 years.
13. Living Conditions: The incumbent will be based in Phnom Penh. The climate of Cambodia is tropical, monsoonal and is characterized by heat and humidity. The rainy season lasts from May to October and the hot, dry season from November until April. Houses and apartments are available to suit most budgets and preferences. House hunting is not difficult in Phnom Penh. The usual means of locating suitable accommodation is through estate agents/realtors. There are few taxi operators in Phnom Penh, so for daily transportation the cheapest, fastest and most frequent mode of travel is by moto dup (you sit behind a driver of a motorbike). Some UN volunteers chose to purchase their own mode of transportation, be it a car, a motorbike or a pushbike. They are strictly recommended by UN security to wear seatbelts in cars and helmets when traveling on motorbikes, moto dups or bicycling. In terms of health, common diseases in Cambodia are those, which exist in other tropical countries like diarrhea, malaria, dengue and HIV/AIDS. Most of the serious cases have been reported contracted in hilly, rural and densely forested areas. City dwellers like in Phnom Penh can also be at risk due to poor disposal of waste. Generally in cities, people use purified water for drinking and cooking. The recommended vaccinations are those against typhoid, Hepatitis A, Hepatitis B, Tuberculosis and Japanese Encephalitis. While medical facilities in Cambodia are sufficient for the treatment of most routine ailments and minor accidents, illnesses and accidents of more serious nature require medical evacuation, usually to Bangkok or Singapore.

14. Conditions of Service for national UN Volunteers: A 12-month contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to the duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of USD 631 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
