FEATURES You may not know it yet, but you’ve entered a bit of a wonderland. There’s no mad hatter or Cheshire cat to be found, but there are plenty of unique shops for hat shopping and a vibrant section of town called Ram Cat Alley. Several small towns — each with their own characteristics — dot the landscape between Oconee, Pickens and Anderson counties. The Tigers’ roar from Clemson can be heard in the quaint one-block downtown of Pendleton and has a habit of echoing off the Blue Ridge Mountains near Long Creek and Mountain Rest. To get started on your new adventure in our backyard, we’ve supplied you with some hints and helpful directories. A local government and utility directory will help you tackle mundane things like turning on the electricity and updating your tax forms, but there’s a lot more to the area than initially meets the eye. In the background of everything we do is work. Industrial growth and retention are major focuses of the area, and unemployment numbers have stayed low over the years as large businesses seek out ideal locations for production plants or new retail stores.
With the official opening of the new and expanded Hamilton Career Center in 2020, students are now learning skills to work toward a solid future right in their hometowns. Should secondary education be the goal, there are several campuses of Tri-County Technical College, Christian universities and, of course, Clemson University. There are even options for lifelong learners through the Osher Lifelong Learning Institute.
After work or class, though, is where the fun really starts. If you’re visiting the area for the first time, we don’t think it will be long before you’re back — possibly even permanently — because you’ll get to do nothing but soak up the fun.
There are a variety of restaurants to try, featuring everything from quickgrab lunches to take-out on the trail to multiple-course meals you can enjoy while watching the sun dip behind the mountains
as its colors seem to set the lake on fire with oranges and yellows. Sandwiches, steaks and cuisine inspired from abroad are all available to keep you fueled up for your adventures or help celebrate big moments in life.
With lakes, rivers and mountains nearly everywhere you look, the area is flush with recreational opportunities for residents and visitors alike. A list of parks is included inside, as well as access points for the lakes and rivers. Lakes Keowee, Jocassee and Hartwell offer a variety of swimming, boating and fishing activities, while the Chattooga and other rivers offer rafting, floating and kayaking. For those who enjoy hiking and biking, there are a variety of trails to explore through the county. If none of that is up your alley, there are plenty of scenic overlooks to take in the sights with minimal effort — though it’s always worth a quick walk to some of our more popular waterfalls to cool off in the summer.
To gear up for these adventures, find the perfect birthday present or enhance home décor, there’s plenty of shopping around. Big name brands are available, as well as opportunities to shop small with a variety of businesses that cater their products to the customer base.
Worship and faith are also a big part of life around here, and several dominations allow most to find a church home that suits their needs. A directory in this Resource Guide lists more than 200 houses of worship in the county. Access to health care is important to any community, and that’s no exception here. REC RE AT I ON There are 32 county and municipal outdoor park and recreation facilities encompassing nearly 553 acres in Oconee County. Eleven of the parks and facilities are owned and maintained by Oconee County, eight by the city of Seneca, seven by the city of Walhalla, five by the city of Westminster and one by the town of West Union. Whether it’s one of the three county parks or lakes scattered across the county, Oconee parks, recreation and tourism director Phil Shirley said he can’t choose what location is his family’s favorite to go to. “It really is hard to pick just one,” Shirley said. “We visit a number of places and do love the rivers and waterfalls. Riley Moore is a favorite waterfall of ours. In terms of the amount of people coming here and the revenue, South Cove is definitely the highlight. It’s a jewel here.” When looking for some peace and quiet, Shirley prefers the county’s park in Westminster. “For me personally, I like solitude and it to be quiet and peaceful so we really like Chau Ram and go to waterfalls during the week when they’re not crowded,” he said. “When you look at the county as a whole, you’ve got three county parks that I would put up against any other county in terms of what we offer. We have some of the best camping sites offered across the sSoutheast.”

conee means “land beside the water,” and the county effectively became an island when Duke Energy dammed the rivers and flooded the valleys. Nearly any entrance or exit to the county requires crossing a body of water, whether it’s the Chattooga River between South Carolina and Georgia or Lake Hartwell when traveling between Seneca and Clemson. The three main lakes — Jocassee, Keowee and Hartwell — are popular weekend attractions nearly year-round, though Memorial Day and Labor Day serve as the unofficial start and end dates of the season. Bass fishing remains popular in the cooler months. Lake Keowee is an 18,372-acre Duke Energy cooling reservoir for the Oconee Nuclear Station. Formed by the impoundment of the Little and Keowee rivers, Lake Keowee has a mean depth of 50 feet and a maximum depth of 155 feet. There are nine boat ramps on Keowee for public use, though some are inside county parks and may require a parking fee. Jocassee is a 7,565-acre reservoir with a mean depth of 154 feet and maximum depth of 351 feet. Duke Energy impounded the Whitewater, Thompson, Toxaway and Horsepasture rivers in 1973 as a pump storage facility. Lake
licensing and safety Jocassee is surrounded by approximately 43,000 acres of public land. Anglers can catch an array of fish species, ranging from trout to black bass. The state record spotted bass, redeye bass, smallmouth bass, brown trout and rainbow trout were caught from Lake Jocassee, according to the South Carolina Department of Natural Resources. One of the most popular lakes in the southeast, Lake Hartwell sits on the South Carolina-Georgia state line. The second U.S. Army Corps of Engineers reservoir to be built on the Savannah River, Lake Hartwell has 56,000 acres of water and is surrounded by more than 23,000 acres of public land. Lake Hartwell is a fishing hotspot due to outstanding opportunities to catch three species of black bass, striped and hybrid bass, black crappie and bream. Other recreational opportunities include camping, hunting, and boating. The area is also full of rivers, some with handicap access and others that require a moderate walk. Longer, more strenuous hikes can lead to more of the “wild and scenic” areas of the designated Wild and Scenic Chattooga River. A few boat put-ins are available at various spots along South Carolina highways, as well as from short hikes from forest service roads.
Fishing licenses are available at dnr.sc.gov/fishing.html. Boat registration information and boater safety class information is available at dnr.sc.gov/boating.html. All watercraft — including nonmotorized kayaks, canoes and paddleboards — require an appropriately fitting personal flotation device (PFD) for each person on board, and those longer than 16 feet must have a readily accessible throwable flotation device, according to an Oconee County Sheriff’s Office news release. Any boat with flammable or combustible materials in an enclosed space must carry a Type B fire extinguisher, and those shorter than 65.5 feet long — including non-motorized — require a “device that produces sufficient sound to announce intentions and positioning” on board, the release said. Children under the age of 12 must wear a Coast Guardapproved life jacket at all times on watercraft shorter than 16 feet long. Skiing/wakeboarding is illegal between sunset and sunrise, and participants must wear Coast Guard-approved PFD. A towing vessel must have an additional person or wide-angle mirror to observe the person (s) being towed.

ith more names being added to the ever-growing list, Oconee County and its neighbors are slowly becoming a haven for foods of all kinds. Original sandwiches on homemade bread — have you ever had pepperoni provolone bread? — are served at Oconee County’s first brewery, Keowee Brewing Company. But the limited menu from Pub Blue expands just down the road at the main location, which is close to several other options for small bites, pizza, barbecue or chips and queso — whatever speaks to you in the moment. Fine dining options you wouldn’t expect to find tucked away in towns of this size are right under your nose at Vangeli’s in downtown Seneca and Rick Erwin’s in Clemson. Those options are worthy of mid-week dinners or weekend celebrations, and there are plenty of downhome fixins if comfort food is more your style. It’s nearly impossible to beat a meat and three — especially when you can replace a vegetable with fresh strawberry shortcake or homemade pie. Sunday brunch options abound, and you could viably eat yourself silly if you so choose. Lighter breakfast fare is easy to find, including at Mayberry’s in Seneca, a 2020 addition to the restaurant scene. Owner Kelli Reece put her popular restaurant in a downtown building that she said has stood since 1917, when it was a stable with a blacksmith in the back. “I am in love with this building,” she said. “It turned out better than I had anticipated. The way the seating and the flow of the building is, nobody has to feel like they’re crowded, even when they are at 100 percent capacity. The layout here works much better. I think it’s much cozier. And part of that is just the history of the building.”

t’s easier than ever to shop small, and thanks to community support, local businesses are popping up and expanding across the board in the string of small towns between Anderson, Oconee and Pickens counties. From handcrafted statement pieces to personalized gifts, retailers are catering their inventories to what their customers want. That’s the beauty of small-town living when the business owners know many of their customers by name. Walhalla has given its Main Street a cleanup and put an emphasis on locals and visitors alike being able to spend more time downtown in a safe manner. Boutiques and thrift stores dot the town to provide something for every budget. rea churches faced major challenges in 2020 with the COVID-19 pandemic and a tornado both hitting the community in the spring. But congregations across the tri-county area — and even those from North Carolina and Georgia — rose to the challenge, finding new ways to share their message of faith and hope often outside the walls of a building. The coronavirus left many church buildings closed for months during the year. Even after congregations began to reopen their buildings, several remained closed because of damage sustained from an EF3 tornado that ripped through Seneca on April 13, 2020. Seneca city officials estimated about 2,000 volunteers, most of them from churches and faith-based organizations, responded to help tornado victims in the first week after the storm. “Right now, we can’t meet in our sanctuaries, so we’re doing God’s work out here where we’re able to help people by meeting their physical needs,” said Robbie Lee, a church volunteer from Walhalla.
“We’re doing it to just be the hands and feet of Jesus,” added the Rev. Bill Swindle, care and outreach pastor at Foothills Church in Seneca, which worked on about 100 homes in the first week after the storm. “There’s just a lot of devastation.” There is variety in local houses of worship, as congregations get together in almost every denomination for worship, teaching, service, sharing their faith or just spending time together as a church family. There are small churches with only a handful of people all the way to churches with more than 1,000 in worship each Sunday in the county. Some are more formal, others more traditional. Others are more contemporary and worship loud with singers and a band. Some are quiet and attract little attention, while others are out in the community seeking to share their message with anyone who will listen. And while the people of faith in Oconee County may have differences in the way they worship, preach, teach and live, they have similarities. These are places where people grow together with others who are
on the same path in life or looking for help in living their lives. “We believe there’s ways of creating community that maybe we’ve never thought about before,” said the Rev. Jimmy Boggs, pastor of Ebenezer Baptist near Seneca. “The parking lot ministry has met a great need. There’s more unity in our church than there’s ever been.” The Rev. David Shirley, director of missions for the 63-member Beaverdam Baptist Association, said some of the churches that “may run 60 people on a Sunday” had 300 people watching their services online due to the pandemic, helping further create a sense of community. “Whether it’s Baptist, Methodist, Church of God or whatever the preference may be denominationally, you’ll find it in Oconee County,” Shirley said. “The thing about Oconee County is it is blessed with some amazing pastors who preach and teach and minister to their congregations. It’s a place where there are a lot of churches, there are a lot of options. There are great places to worship in Oconee County.”

ith more urgent care options and a surprising number of “accepting new patients” signs in front of doctor’s offices, there are plenty of places to turn for regular checkups, specialty care or times of medical emergencies. The cornerstone of Oconee County’s health care system is the 155-bed patient tower and hospice house at Oconee Memorial Hospital, located in Seneca. estled in the northwest corner of South Carolina between Atlanta and Charlotte, several industrial parks call the mountain lakes area home. Many existing businesses are eyeing expansions, including American Pharma Machinery, which planned to begin producing 3 million face masks per month in September 2020. The pharmaceutical machinery supplier has invested more than $1 million to open the site on the U.S. Highway 123 Bypass in Seneca. In 2018, Baxter Manufacturing’s expansion at the Oconee County Industry and Technology Park (OITP) invested $5.7 million and created 22 new jobs. Oconee County has also received a commitment for Horton Holdings to invest $22 million into the OITP, which is set to create 125 jobs. The park is also home to the new campus of Tri-County Technical College and the Hamilton Career Center, creating a partnership that allows students to get hands-on experience while participating in dual enrollment opportunities. Oconee County has invested more than
$5 million in acquiring more than 900 acres of property across three industrial parks since 2005 between OITP, Golden Corner Commerce Park and Seneca Rail Park. County officials are confident that continuing to show growth in bringing new industry and business development, partnered with millions of dollars in capital investment, will lead to more jobs coming to Oconee County. Seneca city officials expect the Seneca Industrial Complex to generate $1,035,488 in lease payments this fiscal year, which began July 1. Oconee County looks to continue to attract more investors and can showcase capital investments of $501,376,354 from 2012-2018. In that same time period, 1,591 jobs have been created. To the east in Central, officials are hoping to reap benefits of membership in the South Carolina Main Street Program to improve economic development and con-

I
n a state that ranks near the bottom in education, the tri-county area is blessed to have numerous educational opportunities for children, youth and adults. The School District of Oconee County has an enrollment of more than 10,500 students representing 10 elementary, three middle, three high and three specialized schools. In 2019, its four-year graduation rate was 86.4 percent, which is higher than the state’s 81.1 percent. During the 2018-19 academic year, the school district continued with its implementation of the John Collins Thinking and Writing Program that focuses on reading, writing, thinking, speaking and listening across all subject and content areas. The district has also continued to provide professional development in the area of STEAM (science, technology, engineering, arts and math) and the Hamilton Career Center, the district’s career and technology center, partnered with many of the elementary schools to implement Lego League in their schools and help expose students to coding and engineering. Pickens County has an overall school enrollment of more than 16,000 across its 14 elementary, five middle, four high schools and three specialized schools, as well as the career and technology center.

In 2019, its four-year graduation rate was 85 percent, exceeding the state average of 81.1 percent. In 2018-19, the school district’s Advanced Placement participation increased. The ACT, taken by all 11th-graders in 2018, saw student performance ranked seventh among all school districts statewide. In 2019, Pickens County became one of just five school districts to successfully pilot digital learning days during inclement weather that enabled students to continue their education on snow days to avoid making up those days later in the spring. The school district has also opened two theme-based magnet schools in Central Academy of the Arts and McKissick Academy of Science and Technology. While the area thrives with a number of academically excellent schools from prekindergarten through high school, it also

conee, Pickens and Anderson counties are governed under the counciladministrator form of government, and most municipalities within those boundaries operate with a mayor presiding over council. Most area municipalities operate out of single buildings — with the exception of a few off-site locations — to make government operations seamless for employees and citizens alike. Need to pay a tax bill, ask about building permits and inquire about a possible water leak? It’s a one-stop shop! Oconee County operates out of a former school building and is located right across the street from the county school district. Municipal complexes in Pendleton and Clemson host offices as well as council meetings, as do the city halls of Seneca, West Union and Walhalla. During the pandemic of 2020, most government entities made an effort to increase online security and business so residents are able to conduct large amounts of governmental affairs on the various websites. Most also began creating live-stream videos of their council meetings so residents could stay informed and involved from a safe distance, creating an additional layer of transparency in most municipalities.
