CHANGE OF COMMAND CEREMONY 27 July, 2012

The Ceremony The Change of Command Ceremony is not prescribed specifically by U.S. Navy Regulations, but rather is an honored product of the rich heritage of naval tradition. It is a custom wholly Naval, without an equivalent counterpart in the Army or Air Force. Custom has established that this ceremony be formal and impressive, designed to strengthen that respect for authority which is vital to any military organization. Parading all hands at Quarters and public reading of official orders stem from those days when movement of mail and persons was a slow process. This procedure was designated to ensure only duly authorized officers held command and that all aboard were aware of its authenticity.

The heart of the ceremony is the formal reading of official orders by the relieving officer and the officer to be relieved. Command passes upon utterance by the relieving officer, “I relieve you, Sir (or Ma’am).” The officer being relieved responds, “I stand relieved.” This simple procedure is duplicated hundreds of times daily throughout the Navies of the world as each watch officer passes responsibility to his or her relief in the conduct of each ship’s routine.

Rear Admiral C. Forrest Faison III Commander, Navy Medicine West Commander, Naval Medical Center, San Diego

A native

of Norfolk, Virginia, Rear Admiral Faison received his Bachelor’s Degree in Chemistry from Wake Forest University and his medical degree from the Uniformed Services University of the Health Sciences. He completed post-graduate training in General Pediatrics at Naval Hospital San Diego and fellowship training in Neurodevelopmental Pediatrics at the University of Washington. He is board certified in Pediatrics and has several publications on neurodevelopmental outcome of premature infants and is a senior member of the American College of Physician Executives.

Rear Admiral Faison became the Commander of Navy Medicine West and Naval Medical Center San Diego on 20 August 2010. His most recent assignment was to the position of Deputy Chief, Bureau of Medicine and Surgery, for Current and Future Healthcare Operations. In this capacity, he was responsible to the Surgeon General of the Navy for policy and coordination of Navy Medicine healthcare facilities and operations worldwide as well as coordination of medical support activities to Navy and Marine Corps operational forces. Before this assignment, he was Commanding Officer of Naval Hospital Camp Pendleton, Navy Medicine’s fourth largest medical facility.

Rear Admiral Faison’s previous assignment was the Commander, U.S. Medical Task Force - Kuwait and the Commanding Officer, U.S. Expeditionary Medical Facility - Kuwait. As Commander of a Joint Medical Task Force, he led a team of Army, Navy, and Air Force personnel delivering healthcare services and support for the Kuwait, Qatar, and southern Iraq theaters of operations. Prior to Kuwait, he was Deputy Commander, Naval Medical Center, Portsmouth. Before that assignment, he was the Chief Information Officer for Navy Medicine and Clinical Executive Assistant to the Navy Surgeon General.

Other assignments include Group Surgeon, 3d Force Service Support Group, Fleet Marine Forces, Pacific; Director, DoD Telemedicine and Technology Integration Support Office; Director of Clinical Services, Naval Hospital Yokosuka; Staff Pediatrician, Naval Hospital Lemoore; Group Medical Officer, Amphibious Group Three; and Radiation Health Officer/Ship’s Medical Officer, USS TEXAS (CGN-39).

Rear Admiral Faison’s personal awards include the Legion of Merit (5 awards); Meritorious Service Medal (3 awards); Navy/ Marine Corps Commendation Medal, and Navy/Marine Corps Achievement Medal and numerous unit and other awards.

CAPTAIN STEPHEN M. PACHUTA DENTAL CORPS UNITED STATES NAVY

A native of Beckley, West Virginia, Captain Pachuta is a graduate of West Virginia University and the West Virginia University School of Dentistry. Commissioned in May 1985, he reported for duty at 2d Dental Company, Camp Lejeune, NC in July 1985. In June 1986, he was assigned as dental officer 26th MAU (SOC) and deployed onboard USS INCHON (LPH 12). In April 1989 he reported to USS JOHN F. KENNEDY (CV 67) and participated in Operations DESERT SHIELD and DESERT STORM.

In May 1991 Captain Pachuta reported to Branch Dental Clinic, Washington Navy Yard and in June 1992 reported for residency training in Comprehensive Dentistry at the Naval Dental School Bethesda. He completed residency training in July 1994 and concurrently earned a Master’s of Science degree in Health Sciences from The George Washington University. He received the Naval Dental School Seminar of Restorative Dentistry’s Award for Clinical Excellence in 1994.

Captain Pachuta reported to 3d Dental Battalion/USNDC Okinawa in July 1994 and assumed the duties of clinic director of the Camp Courtney Dental Clinic in July 1995. In July 1996 he reported to U.S. Naval Dental Center Guam and following the disestablishment of U.S. Naval Dental Center Guam in July 1997, assumed the duties of Officer in Charge, Branch Dental Clinic Guam. In July 1998, he reported to USS ENTERPRISE (CVN 65) as Senior Dental Officer. While deployed he participated in Operations DESERT FOX and SOUTHERN WATCH in the Arabian Gulf and supported NATO operations in the Mediterranean and Adriatic Seas. In July 2000 he reported to the Naval Postgraduate Dental School as Chairman of the General Dentistry Department, Chairman for Military Dentistry and served as a member of the Presidential Support Team.

In July 2002 Captain Pachuta reported as Executive Officer, 2d Dental Battalion/Naval Dental Center Camp Lejeune. From February to June 2003, he deployed as Officer-in-Charge, 2d Dental Battalion (Forward), supporting Operation IRAQI FREEDOM. From July 2004 to July 2006 Captain Pachuta served as Commanding Officer, 3d Dental Battalion/USNDC Okinawa and as the III MEF Dental Officer. He served as Officer in Charge, Naval Branch Health Clinic Mayport Florida from August 2006 to October 2007. From January to Jun 2008, he deployed to Joint Task Force Guantanamo, Guantanamo Bay Cuba where he served as Deputy Commander, Joint Medical Group; Deputy Surgeon, JTF Guantanamo and Officer in Charge of the Detention Hospital. Captain Pachuta served as Executive Officer, U.S. Naval Hospital Okinawa from August 2008 to June 2010.

Captain Pachuta is a Diplomate of the Federal Services Board of General Dentistry, Board Certified by the American Board of General Dentistry and a Fellow in the International College of Dentists. He is a member of the American Academy of Medical Administrators, the American Dental Association, the Academy of Operative Dentistry, and the Academy of General Dentistry. He is a graduate of the Interagency Institute for Federal Healthcare Executives, the Navy Corporate Business Course and has completed the MHS Capstone Symposium.

His personal awards include the Legion of Merit, Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal (five awards), Navy and Marine Corps Commendation Medal (two awards), Navy and Marine Corps Achievement Medal (two awards) and various campaign and unit awards.

He is designated as a Surface Warfare Medical Department Officer and Fleet Marine Force Qualified Officer.

captain mark D. Turner Medical Corps United States Navy

A native of central Kentucky, Captain Turner is a graduate of the University of Kentucky School

of Engineering (Electrical Engineering) and the University of Kentucky College of Medicine.

CAPT Turner entered the Naval Service through the HPSP program and completed an internship

in internal medicine in 1988. He next served 2 years as a General Medical Officer (GMO) with the 3rd MARDIV in Okinawa, Japan. After this GMO tour, he completed his internal medicine residency at NMC San Diego in 1993 and went back to work with the Marines as a staff internist at NH Camp Pendleton from 1993-1995. He was deployed with Fleet Hospital Six as a solo internist supporting the UN Mission in Croatia where he cared for UN peacekeepers from over 15 countries. He then completed nephrology fellowship at University of California San Diego (UCSD)/NMC San Diego in 1997, and returned to NMC San Diego as a nephrologist, becoming Division Head in 1998. At both NH Okinawa and NMC San Diego he developed innovative IM/IT projects to improve business and clinical management. From 2000-2002, CAPT Turner served as director of business operations at Naval Medical Information Management Center (NMIMC) working to improve clinical workload reporting, MEPRS, and data quality. In 2003, he reported to BUMED as Director of Clinical Operations where he was responsible for credentialing, patient safety, oversight of the clinical quality boards, and BUMED policies related to joint commission. He also co-authored the first coordinate BUMED clinical business plan.

From 2007-10 CAPT Turner served as Executive Officer of Naval Medical Research Unit – 3 (NAMRU-3), Cairo, implementing human and animal research, disease surveillance, and laboratory capacity building in over 20 countries in Africa, the Middle East, and Central Asia in order to improve public health, bio-safety, and bio-security. As a grant-based organization, CAPT Turner was instrumental in increasing the operating budget of NAMRU-3 by 30% during his 3-year tour. In July 2010, CAPT Turner assumed his current duties as Executive Officer of Naval Hospital Bremerton.

Dr. Turner is certified by the American Board of Internal Medicine and the American Board of Nephrology. He is a member and fellow of the American College of Physicians and maintains an outpatient and inpatient clinical practice. He is completing his Masters of Public Health at Johns Hopkins. CAPT Turner’s military awards include the Meritorious Service Medal (5 awards), the Navy Commendation Medal (2 awards), and numerous tour and campaign awards.

司令官交代式

司令官交代式は、米海軍規則に明記されているわけではなく、むしろ海軍の伝統として 引き継がれてきたものに名誉ある地位を与えたものである。 本日の司令官交代式は、陸軍や空 軍には見られない海軍独特の式典である。 どの軍隊にとっても不可欠な権限に対する敬意を高 めるために、この交代式は厳粛な儀式として挙行されるようになった。 整列した部隊の前で公 に命令書を朗読することは、郵便や人の動きが非常ににゆっくりだった時代を彷彿させるもので ある。 この式典の流れは、権限のある士官のみが指揮官を拝命し、すべての乗組員がその権限 を認識するためのものである。

式典の真髄は、着任する士官と離任する士官が命令書を朗読することである。 着任す る士官が「貴官と交代します」という言葉によって指揮官が受け継がれる。 離任する士官は、 「交代を受けます」という言葉を返す。 この応答の後、離任する司令官は上位の司令官に権限 を移譲し、続いて着任する司令官にその権限を移譲する。
