EXECUTIVE SUMMARY The Directorate for Strategy and Policy at the University of Twente (UT) seeks to appoint a new Director to play a pivotal role in strategic developments within the university and help strengthen the Directorate supporting role in in formulating, shaping, monitoring, evaluating and updating the institutional strategy. The Directorate for Strategy and Policy (S&P) is developing into an innovation-oriented directorate with a strong external focus on the outside world. Strategy and Policy anticipates strategic external developments and seeks out appropriate opportunities for the University of Twente. The Director of S&P has the role of setting an example for the rest of the directorate in this regard. The Directorate for S&P enjoys a reputation as a directorate whose employees are both dedicated and professional. The Directorate’s advisers demonstrate increasing versatility while also focusing on a specific area in their work, such as education, research, valorisation or internationalisation. The Directorate helps to shape the further development of the UT’s strategy. The UNIVERSITY OF TWENTE is a young and enterprising research university. Their scientists, lecturers and students are pioneers in bringing together technology, engineering and the social sciences and operate under the approach High Tech, Human Touch. With a proven successful track record as a senior leader, the successful appointee will have a strong focus on identifying strategic developments which could be promising for the UT and then translating these developments into concrete innovations; will have experience in academic organizations preferably at the intersection of universities and the business community; will provide the Executive Board and deans with firm, all-round recommendations concerning policy to be implemented; and will hold an authoritative, balanced personality, a strong sense of responsibility and an enterprising attitude; will provide leadership to independently operating professionals. The desired candidate possesses firm administrative capabilities and political sensitivity, is able to understand the complex governance structure of a university and is able to navigate it in a tactical and determined manner.

The Directorate for Strategy and Policy is developing into an innovation-oriented department with a strong external focus. Strategy and Policy (S&P) anticipates strategic external developments and seeks out appropriate opportunities for the University of Twente (UT). The Director of S&P has the role of setting an example for the rest of the directorate in this regard. The Directorate for S&P enjoys a reputation for dedication and professionality. Translates strategic developments into concrete innovations within the university. In this regard, the Directorate prefers to pursue its own course rather than follow the mainstream; Advises the Executive Board, Deans and Academic Directors with regard to external strategic developments; Ensures broad support is present within the University for policy in connection with education, research, valorisation and internationalisation; Ensures qualitative and quantitative monitoring of the implementation of that policy, including safeguarding the integral nature of the policy in cooperation with the other services of the UT; Bears responsibility for implementing the strategic projects and policy programmes which serve to enact strategic decisions taken by the UT.

APPOINTMENT OF DIRECTOR OF STRATEGY AND POLICY PERSON SPECIFICATION Driven to innovate Focuses on identifying strategic developments which could be promising for the UT and then translating these developments into concrete innovations. Able to effectively advance a lobbying agenda when needed, in consultation with the Executive Board, Deans, Academic Directors and Strategic Business Development. At home in academia Experience in the world of academia; experience at the intersection of universities and the business community is preferred. The ideal candidate is a generalist with experience in research, education and valorisation. Adviser and sparring partner Provides the Executive Board and Deans with firm, all-round recommendations concerning policy to be implemented. Is a ‘critical friend’ and can effectively maintain his or her independence. Internationally-oriented personality The desired candidate has an authoritative, balanced personality, a strong sense of responsibility and entrepreneurship. Besides at the UT, frequently seen in Brussels, The Hague and at the VSNU, for instance. English language skills must be C1 at minimum, relevant work experience abroad is preferred. A bridge-builder within the UT The Director of S&B is a bridge-builder and is able to establish connections between the strategic vision and Faculties, Institutes and other service units. Utilises formal and informal lines of communication in order to bring about change in the interest of the UT. Has proven experience in this area. Provides leadership to professionals Provides coaching-style leadership to independently operating professionals. Keeps sight of each

individual’s personal and professional development. Maintains oversight of all relevant policy topics and projects, in which advisers are expected to show a high degree of independence, pro-active thinking and personal initiative. Administrative skills and tact The desired Director possesses firm administrative capabilities and political sensitivity; he or she is able to look past the hectic nature of a complex organisation such as a university and feels at home in such a setting. He or she understands the governance structure of a university and is able to navigate it in a tactical and determined manner.

JOB REQUIREMENTS The appointee will demonstrate: • A completed academic degree, and preferably a PhD as well; • Experience with and knowledge of policy development and decision-making processes in academia, preferably relating to its intersection with the business community; • Affinity with administrative relationships within a complex professional organisation; • Demonstrable interest in scientific practice, possesses excellent knowledge of scientific education, research, internationalisation and valorisation; • Preferably International experience; • Extensive experience in providing leadership to professionals; • Demonstrable command of the English language (C1 at minimum); • Is in possession of a relevant network or able to establish one quickly; • An endeavour for timeliness and quality; ensuring that agreements made are honoured and safeguarding the balance between pursuing policy work and allowing sufficient space for strategic recommendations to employees. TERMS OF EMPLOYMENT The University of Twente offers an inspiring and challenging international and academic environment. The new Director will be employed in a fulltime position for a period of one year, with the possibility of extension to a permanent position. Salary and conditions will be in accordance with the Collective Labour Agreement (CAO) of the Dutch Universities. Gross monthly salary has been assigned to scale 15/16, in accordance with the job profile of Director of Policy 2 or1, under the University System for Job Classification (UJC). LIVING AND WORKING IN THE NETHERLANDS The Netherlands, with a population of over 16 million, is a constitutional monarchy with a parliamentary system. About the University and Enschede The University of Twente is the only university in

the Netherlands with a true campus. On campus, students can find housing, do their groceries, participate in sports, have a meal, or go out for the evening. Approximately 2,000 students live on campus, and the campus grounds are frequented by some 8,500 students every day. The nearest city to the University is Enschede which comprises 160,000 residents and is the urban heart of the Eastern Netherlands and an epicentre for music, culture and knowledge. The city has a broad range of shops and boutiques all centred around the most convivial public square in the Netherlands; de Oude Market (Old Market Square) that is surrounded by several cafÊs, restaurants, bars and clubs. Taxation Certain categories of international staff can receive tax exemption on approximately thirty per cent of their gross salary. This is to compensate for the extra costs they incur in living abroad, such as having to rent temporary accommodation, etc. In principle, the 30% rule applies to staff who have been expressly recruited from another country and who have a formal contract of employment in the Netherlands.
