Tucumán es la provincia más pequeña de la Argentina. Sin embargo, la fuerza del trabajo, el compromiso y la perseverancia de sus hombres y mujeres, la consolidan como una de las cinco provincias más importantes del país. Somos una tierra que expresa en este presente fecundo, lo mejor de su historia y herencia local, combinadas con todo lo que han traído a este suelo miles de familias provenientes de los rincones más lejanos del planeta, desde hace más de dos siglos. Entre los objetivos y metas principales, desde el inicio de nuestra gestión en el año 2015, nos propusimos posicionar fuertemente a nuestra provincia en el contexto global. Y para ello venimos fortaleciendo los vínculos con otros países, para ensanchar nuestras fronteras a todo el país y el mundo. Nuestras políticas públicas están destinadas fundamentalmente a crear trabajo, bienestar y progreso para todos los tucumanos. Trabajamos en un marco de un Estado planificador, con mirada estratégica y ordenadora de las acciones futuras, que nos permita tener capacidad en forma permanente, de enfrentar los veloces y crecientes desafíos del mundo actual. Though Tucumán is the smallest province in Argentina, it has the fifth largest economy thanks to its workforce and the commitment and perseverance of the men and women who live there. This is the best time in the history of our province—fruit of what thousands of families from the most distant corners of the world have brought here for more than two centuries. Since the time this administration took office in 2015, our primary goals have included positioning the province in the global context. To that end, we have strengthened ties to other countries, reaching out to the rest of Argentina and the world. Our public policies are geared to creating jobs and bringing wellbeing and progress to all the residents of Tucumán. Tucumán está ubicada al noroeste de la República Argentina. Sus 22.000 km2 de superficie y su población de 1.448.200 habitantes la convierten en la provincia más pequeña pero más densamente poblada del país. Se caracteriza por la presencia de llanuras, valles y montañas con altas cumbres ubicadas hacia el oeste y centro noreste de la provincia. Estas ocupan aproximadamente el 45% de la superficie total. Por su pasado y por su presente, Tucumán es el centro económico, científico, tecnológico y cultural del noroeste argentino (NOA), y sede del acontecimiento político y social más importante de la historia del país: en esta provincia se declaró la independencia argentina de la corona española, el 9 de julio de 1816. En un país en el que la inmigración fue masiva, la provincia no fue la excepción. Durante el fin del siglo XIX y comienzo del siglo XX, españoles, italianos, árabes y judíos se instalaron en la ciudad y sus alrededores, sumándose a la población criolla e indígena, e incidieron fuertemente en todos los ámbitos de la vida cotidiana.

The province of Tucumán is located in northern Argentina. With a total surface area of 13,670 square miles and a population of 1,448,200, it is the smallest but most densely populated province in the country. The local geography is marked by plains and valleys, with high-peaked mountains covering about 45% of the province’s total surface area in the west and central northeastern region. Thanks to the province’s past and present, it is the economic, scientific, technology, and cultural hub of northwestern Argentina. Tucumán is where the most important political and social event in Argentine history took place: independence from the Spanish crown was declared in the province on July 9, 1816. Immigrants flowed into Argentina at the end of the nineteenth and beginning of the twentieth centuries—and Tucumán was no exception. Spanish, Italian, Arab, and Jewish immigrants settled in the province’s cities and their outskirts. They, like the local Criollo and indigenous population, had a great impact on every aspect of life.

Tucumán tiene un panorama productivo diversificado, consecuencia de las bondades naturales de su geografía, del trabajo de su gente, de su historia, del crecimiento y de la adaptación a los nuevos tiempos. El clima subtropical con estación seca la convierte en una provincia con un enorme potencial. La disponibilidad de los recursos hídricos superficiales y subterráneos beneficia la diversidad del desarrollo agropecuario e industrial. De hecho, Tucumán tiene la mayor cuenca acuífera del NOA y una importante cantidad de bosques nativos que favorecen el equilibrio medioambiental. Su ubicación geográfica, en el centro de la región, es estratégica y por su peso productivo, la potencian como el gran centro logístico y exportador del NOA. Su red vial permite el acceso a los puertos del Pacífico (en Chile) y el comercio con países vecinos (Bolivia, Brasil y Paraguay). Tucumán es el segundo centro nacional de cargas aéreas con destino internacional, sólo por detrás del aeropuer to internacional de Ezeiza (Buenos Aires). Economic output in the province is diversified thanks to its abundant natural resources, the hard work of its inhabitants, its rich history, and its ability to grow and to adapt to new times. Because of its subtropical climate with dry season, Tucumán has enormous potential. Its surface and groundwater hydraulic resources enable diverse agricultural and industrial development. Tucumán has the largest watershed in all of northwestern Argentina; its large number of native forests brings environmental equilibrium. The province is strategically located in the center of the region. A force in production and in exports, Tucumán is the largest logistics and export hub in northwestern Argentina. Its roadway system provides access to Pacific ports in Chile and trade with neighboring countries like Bolivia, Brazil, and Paraguay. Tucumán has the second largest international air cargo hub in Argentina, smaller only than Ezeiza International Airport in Buenos Aires. The province generates over 70% of northwestern Argentina’s electrical energy.

INDUSTRIA AZUCARERA Nacida en Tucumán, la azucarera fue la primera industria pesada de toda la Argentina y es la actividad agroindustrial más importante de la provincia, con un gran impacto socioeconómico y cultural. Es responsable del 65% del azúcar producido en el país, incluye 269.530 hectáreas cultivadas y más de 6.780 productores (zafra 2017).

SUGAR INDUSTRY The sugar industry, which began in Tucumán, was the first heavy industry in all of Argentina. It is still the province’s leading agro-industrial activity, and its impact, in both socioeconomic and cultural terms, is enormous. Sixty-five percent of all the sugar produced in Argentina comes from Tucumán, and over 6,780 growers plant sugar on over 660,000 acres of land (sugar harvest 2017). Of the fifteen sugar mills in Tucumán, eleven are equipped with alcohol distilleries. Of them, six produce bioethanol, making the province the largest

De los 15 ingenios azucareros establecidos en Tucumán, 11 cuentan con destilerías de alcohol. De esos, seis producen bioetanol, convirtiendo a la provincia en la mayor generadora de bioetanol del país. Tucumán es la principal productora nacional de caña de azúcar. La industria azucarera genera más de 45.000 puestos de trabajo directo y múltiples actividades asociadas y representa el 60% del componente agropecuario del PBG (Producto Bruto Geográfico). INDUSTRIA CITRÍCOLA La agroindustria citrícola constituye la segunda actividad de importancia en la provincia y está fundamentalmente dedicada a la producción de limones. La cadena productiva del limón abarca desde la producción en el campo, donde la fruta de mejor calidad se cosecha en condiciones adecuadas para su comercialización en los exigentes mercados europeos hasta su preparación para ser empacada y transportada en condiciones apropiadas para su exportación. La fruta de menor calidad, en tanto, se destina a industrialización, obteniéndose en plantas que operan bajo rigurosas normas de calidad, diversos tipos de jugos concentrados, aceites esenciales y cáscara deshidratada. En la provincia, 8 fábricas y 32 plantas de packaging generan más de 40.000 puestos de trabajo directo en el sector citrícola. Actualmente hay 40.000 hectáreas implantadas en plena producción. Por todo ello, Tucumán es la primera productora mundial de limón, la primera exportadora de jugos, aceites y cáscara deshidratada de limón; y la segunda exportadora mundial de limón fresco. Entre los principales destinos se encuentran Países Bajos, España y Rusia.

CITRUS INDUSTRY Citrus production—mostly lemons—is the second largest economic activity in the province. The production chain begins with growing lemons—the best quality fruit is harvested in the controlled conditions required by the European market—but encompasses as well lemon packing and shipping for export. The lesser quality fruit is used for the industrial production of fruit concentrates, essences, and dried peels in plants that meet rigorous quality standards. In Tucumán, there are eight citrus fruit-processing plants and thirty-two packing plants, which

FRUTAS FINAS, PALTAS Y VINOS Tucumán es uno de los principales productores de arándanos de la Argentina, con más de 1.100 hectáreas cultivadas. Ocupa el segundo lugar en producción del país y es el primer exportador nacional. La campaña de blueberries genera 15.000 puestos de trabajo, propiciando un impacto en las economías familiares de manera directa. Los arándanos tucumanos llegan, del campo a las góndolas de Estados Unidos, por vía aérea directa y en menos de 48 horas. La provincia ostenta el primer lugar como proveedor de frutilla congelada, principalmente a Brasil. En la provincia existen 6 empaques y plantas de congelado. Tucumán es, también, el principal productor de paltas de Argentina. En los Valles Calchaquíes tucumanos, 18 bodegas producen 30 etiquetas de vinos de primera calidad.

Three wheat mills, two noodle factories, and one formulated feed plant use some 30% of the wheat and corn production. The grain and cereal sector is the province’s third largest export-producing activity, supplying markets in China, Spain, the United States, the Netherlands, Russia, and Italy, among other places. BERRIES, AVOCADOS, AND WINES Tucumán is one of Argentina’s largest producers of blueberries, with approximately 2,700 acres of land dedicated to patches. It is the second largest blueberry producer in the country and the country’s largest exporter. The blueberry sector generates some 15,000 jobs and, hence, has a direct influence on the livelihood of the province’s families. Blueberries from Tucumán reach supermarket shelves in the United States in less than forty-eight hours.

El sector privado, de injerencia clave en el entramado productivo local, genera más de 300.000 empleos genuinos. Tucumán es el principal productor textil del NOA y la tercera provincia más importante del país en diseño de productos de autor (indumentaria, mobiliario, luminaria, etc.). En la provincia existen más de 260 establecimientos de industria metalmecánica que abastecen a las principales compañías locales, regionales e internacionales. Tucumán cuenta con una importante industria de papel, car tón y envases. Además, existen empresas dedicadas a la industria forestal.

Tucumán is the country’s largest exporter of the frozen strawberries, mostly to Brazil. There are six packing and freezing plants in the province. Tucumán is also the country’s largest avocado producer. Its Calchaquíes Valleys are home to eighteen vineyards that produce thirty different labels of top-quality wine. DIVERSIFIED OUTPUT The province’s productive output is diverse, and some one hundred and thirty exporters send some one hundred and seventy products to one hundred and fifty destinations around the world. It is the province with the third largest output of design products (clothing, furniture, lighting, etc.)

PLATAFORMA LOGÍSTICA La ampliación del aeropuerto de Tucumán colocó a la provincia como la segunda plataforma logística y comercial más importante de la Argentina, consolidándose como un fuerte polo exportador. Además de los arándanos, desde el aeropuerto tucumano pueden embarcarse semillas, frutillas, flores, entre otros cultivos. En 2017 la pista se amplió para convertirse en la más larga del país, con una extensión total de 3.500 metros. Desde 2018, Tucumán contará con un parque industrial de 25 hectáreas, que albergará a más de 40 empresas de logística. Dos de esas hectáreas estarán destinadas a una playa multimodal de cargas.

Over two hundred and sixty metallurgical installments in the province supply major local, regional, and international businesses. Tucumán is also home to large paper, cardboard, and bottle industries, as well as forestry companies. LOGISTICS PLATFORM Tucumán International Airport has recently been expanded, making the province the second largest logistics and commercial platform in Argentina and consolidating its position as an export hub. In addition to blueberries, seeds, strawberries, flowers, and other crops are shipped directly out of Tucumán from its airport. In 2017, the runway was extended to become the longest in Argentina (a total of almost 11,500 feet). Starting this year, Tucumán will be home to an industrial park that occupies almost sixty-two acres and provides services to over forty logistics companies. Almost five of those acres will be used for a multimodal cargo terminal.

En Tucumán se conjugan una serie de factores que la transforman en un importante punto turístico del NOA. La provincia ofrece una gran cantidad de bellos paisajes, excelente clima y gran cantidad de áreas naturales protegidas, como así también atractivos culturales e históricos. Las plazas hoteleras de la provincia alcanzan las 10.400, destacándose la presencia de cadenas nacionales e internacionales. Mediante gestiones realizadas por el gobierno provincial se sumaron nuevas frecuencias de vuelos nacionales y se reiniciaron los vuelos internacionales que no operaban desde 2009. A range of factors make Tucumán one of the most appealing tourist destinations in the region. The province offers a wide variety of stunning landscapes, excellent weather, and large number of protected natural areas, as well as many cultural and historical attractions. There are over 10,400 hotels and like establishments in Tucumán, including major Argentine and international chains. Thanks to the efforts of the province’s government, there are now more flights connecting Tucumán to the rest of the country, and international routes that had not been in operation since 2009 have been reopened. For tourists, Tucumán is one of the most varied provinces in Argentina. The distances are short, and each tourism circuit offers visitors a unique experience that combines a historical city and the magic of lush vegetation, dikes, mounts, and valleys. There are five different tourism circuits in the province: the historical city, the Calchaquíes Valleys, Yungas, the Choromoro Valley, and the South. A breadth of landscapes, history, and culture means that visitors can choose between different options, from adventure tourism to a rich art scene with internationally acclaimed musicians, sculptors, painters, actors, and craftspeople. Visitors to Tucumán will take in a unique archeological legacy as well, testimony to the pre-Columbian cultures that form part of the province’s identity. One of Argentina’s most important archeological sites, “Ciudacita” is located in the Calchaquíes Valleys over fourteen thousand feet above sea level. “Ciudacita” forms part of what is called the Inca Trail (Qapaq Ñan), a UNESCO World Heritage Site. Thanks to the province’s sixteen protected environments and one of the largest reserves of drinking water in South America, in Tucumán visitors can come into direct contact with nature, delving into its jungles and exploring its beautiful valleys in the presence of hundreds of species of birds, mammals, trees, and rivers in unpolluted state. The protected natural areas are important for wildlife, and for the flora and fauna. La provincia tiene el mayor sistema de innovación científica del NOA, con más de 2.500 personas dedicadas a la investigación científica y tecnológica. Todas estas instituciones ofrecen y realizan servicios tecnológicos al sector productivo. El centro científico tecnológico de CONICET -el principal organismo dedicado a la promoción de la ciencia y la tecnología en el país- aglutina 18 institutos de investigación del NOA, 15 de ellos radicados en Tucumán, y es reconocido nacional e internacionalmente por el prestigio de sus investigaciones e innovaciones. La Estación Experimental Agroindustrial Obispo Colombres (EEAOC) merece una mención especial. Esta institución centenaria, perteneciente al Estado provincial, fue distinguida por sus investigaciones e innovaciones en el área y apunta al desarrollo agroproductivo provincial. Tucumán es polo tecnológico regional, con 30 empresas de tecnología informática radicadas en la provincia, que producen y exportan software a todo el mundo. Sede del INTA (Instituto Nacional de Tecnología Agropecuaria) y del INTI (Instituto Nacional de Tecnología Industrial), la provincia también cuenta con la Fundación Miguel Lillo, que posee 16 institutos dedicados a la biología, geología, ecología y recursos naturales, y que tiene una de las colecciones zoológicas y botánicas más importante de Latinoamérica.

Tucumán has the largest network of organizations working on scientific innovation in northwestern Argentina, with over 2,500 individuals engaged in scientific and technological research. All of those organizations offer technology services to the productive sector. Of the eighteen research institutes run by CONICET (Spanish acronym for the National Council of Scientific and Technical Research, the largest science and technology organization in the country), fifteen are located in Tucumán. The province is recognized in Argentina and beyond for the quality of its innovative research. The hundred-year-old Obispo Colombres Experimental Agro-Industrial Station (known by its Spanish acronym, EEAOC), a prestigious research institution focused on innovation and research in the agro sector, is run by the province’s government. Tucumán is the region’s largest technology hub, with thirty IT companies that design software exported around the world. Tucumán is the seat of the INTA (Spanish acronym for the National Institute of Agricultural Technology) and of the INTI (the National Institute of Industrial Technology). The province’s Miguel Lillo Foundation with its sixteen institutes dedicated to biology, geology, the environment, and natural resources, houses one of the largest zoological and botanical collections in Latin America.

La educación es prioridad y forma parte de la política de Estado provincial para garantizar los derechos a los tucumanos, reafirmando la soberanía e identidad nacional, y profundizando el ejercicio de una ciudadanía democrática. Tucumán cuenta con 1.877 establecimientos educativos públicos a los que asisten más de 451.000 alumnos y 30.000 maestros que educan y acompañan a los niños y adolescentes tucumanos en cada rincón de la provincia. El modelo de gestión tucumano se basa en la planificación de sistemas estratégicos comprometidos con la educación y con la promoción de la democracia participativa entre docentes y estudiantes. El 99,78% de los niños asisten a jardín de infantes de 5 años. Además, Tucumán alcanzó el 98,7% de cobertura de escolarización primaria y el 89,10% de escolarización secundaria. Education is a priority in our province. It is a central component of the province’s commitment to ensuring the rights of its citizens and to affirming the country’s identity, as well as the exercise of democratic citizenship. There are some 1,877 public educational institutions in Tucumán, where some 30,000 teachers educate and support over 451,000 students in every corner of the province. The educational model is based on strategic planning as well as commitment to education and to democratic exchange between teachers and students. Some 99.78% of the province’s children attend nursery school at the age of five; 98.7% of children attend elementary school, and 89.10% attend high school. Due to our commitment to education and the healthy growth of children and youth, the province has designed a range of extra-curricular activities, among them science clubs, programming contests, choirs, youth orchestras, and media workshops.

Education in Tucumán is connected to the world through Fulbright fellowships for teacher exchange. We run training programs through cooperation agreements with New York University. Thanks to bilateral cooperation between the province and UNICEF, innovative programs that make use of information and communication technologies (ICT) have been developed and implemented in high schools in both urban and rural areas. A system to assess the impact of those programs has been implemented throughout the province. Tucumán is committed to helping students in vulnerable or critical contexts finish high

Tucumán posee un capital cultural y artístico muy valioso, que hunde sus raíces en la historia y que -a largo de ella, a través de la producción intelectual y artística de sus hombres y mujeres- hizo que se constituya naturalmente como polo cultural del NOA. Mucho tuvo que ver en ello la creación de la Universidad Nacional de Tucumán en 1914, con la fundación de la Facultad de Filosofía y Letras y, posteriormente, con la apertura de la Facultad de Bellas Artes, la Escuela de Teatro, el Instituto de Música, la Escuela de Cine y el Conservatorio de Música. Estas instancias académicas de estudio, reflexión e investigación impulsadas por el Estado convergieron con las expresiones con raíces en la tradición popular, como el folklore, dando lugar a diversos movimientos artísticos e intelectuales en la provincia. Todo esto hace de Tucumán una provincia con una intensa actividad artística y cultural que se expresa en una constante producción por parte de sus numerosos músicos, escritores, actores, plásticos, cineastas, editores y diseñadores. Es importante destacar, desde el punto de vista de la industria y el mercado cultural, y como consecuencia de la creación de la Escuela de Cine en 2005, la creciente producción cinematográfica que ha permitido que varios filmes producidos en Tucumán obtengan premios o menciones en festivales internacionales. La variada agenda cultural tucumana ofrece a tucumanos y turistas, espectáculos que van desde el folklore del norte argentino a ópera y ballet de nivel internacional. Festivales internacionales de música, cine y teatro, conforman un abanico multicolor durante todo el año. En sus museos e iglesias, Tucumán registra y conserva invaluables piezas del patrimonio histórico nacional. Sus pintores, escultores, grabadores, artesanos, producen y exponen obras en los principales salones y muestras mundiales.

The province’s vast cultural and artistic wealth is rooted in its history and enjoyed throughout the province and beyond. It is unquestionably the region’s cultural hub. Crucial to the province’s cultural and intellectual life was the founding, in 1914, of the Universidad Nacional de Tucumán with its school of philosophy and literature, and—later—specialized departments in the visual arts, theater, music, and film. There is also a music conservatory run by the provincial government. The combination of public academic and research programs and cultural expressions rooted in folklore has given rise to a range of artistic and intellectual movements in the province. For all of these reasons, Tucumán is alive with art and culture; the production of its many musicians, writers, actors, visual artists, filmmakers, editors, and designers is vast. With the creation of a film school in 2005, the number of films produced in the province has grown, and some of them have been awarded distinctions at international festivals, feeding the province’s cultural industry and market. The province’s varied cultural agenda offers locals and tourists alike concerts of northern Argentina’s folk music as well as international quality opera and ballet. International music, film, and theater festivals provide for a colorful range of choices year round. Tucumán’s museums and churches hold and preserve invaluable works of Argentine historical patrimony. The province’s painters, sculptors, printmakers, and craftspeople show their work at international events.

La provincia cuenta con el más completo y avanzado sistema de salud pública de la región. A lo largo y ancho del territorio provincial funcionan 11 hospitales de alta complejidad, 12 policlínicas (complejidad media) y 292 Centros de Atención Primaria de la Salud (CAPS) integrado por una planta de 18.000 trabajadores y profesionales dedicados a contener y asistir a toda la población. Tucumán encabeza la región del NOA en materia de trasplantes y distribución de órganos y tejidos. En 2017 los procedimientos de ablación crecieron en un 15,3% en comparación al 2016. Estas intervenciones se realizan en el Hospital Ángel C. Padilla, uno de los cinco principales hospitales más donantes de todo el país. Tucumán has the most advanced and comprehensive healthcare system in the region. There are eleven tertiary hospitals, twelve private midlevel care clinics, and 292 primary care centers, known as Centros de Atención Primaria de la Salud (CAPS). Some eighteen thousand people work at a wide range of jobs in the healthcare sector, supporting and servicing the province’s population. Tucumán is the region’s leader in organ transplants and the distribution of organs and tissue. In 2017, the number of organ removals for donation increased by 15.3% compared to 2016. All implant procedures are performed at the Hospital Ángel C. Padilla, one of the five hospitals to receive the most organ donations anywhere in Argentina. Thanks to constant government investment in healthcare, the quality of hospital care has improved steadily.

El sistema se basa en una fuerte política de atención primaria de la salud, en la que se resuelven más del 80% de las prestaciones asistenciales. La salud pública, universal y gratuita, llega a todos los rincones de la provincia y da respuesta tanto en zonas urbanas densamente pobladas, como en zonas rurales o de alta montaña.

Our public health system is the most advanced in northwestern Argentina. It provides a wide range of excellent high-complexity services. Medical staff is trained right here in the province. Tucumán has a fleet of one hundred and twenty state-of-the-art ambulances, a helicopter ambulance, and a network of healthcare partners—over one thousand professionals that travel far and wide to provide services to the province’s neediest families. Primary care is the basis of the system, and over 80% of all health services are rendered at that level. Universal health care free of charge is a reality in every corner of the province, providing care in densely populated urban areas and in rural and mountain regions.

La posición estratégica que tiene Tucumán favorece el comercio internacional, que actualmente se viabiliza a través de la ZICOSUR (Zona de Integración del Centro Oeste Sudamericano), uno de los principales mercados productivos de la región. La ZICOSUR tiene como objetivo principal lograr la inserción de la subregión en el contexto internacional, desarrollando el comercio exterior con los mercados internacionales, promoviendo la integración social y cultural como mecanismo para lograr el desarrollo económico-social de las partes que la integran. Actualmente, está integrada por las regiones chilenas de Arica, Iquique, Tocopilla, Tarapacá, Antofagasta y Atacama; todos los departamentos de Bolivia -excepto La Paz-; las provincias argentinas de Jujuy, Salta, Santa Fé, Chaco, Catamarca, Corrientes, Formosa, Misiones y Tucumán; como así también estado de Mato Grosso, Mato Grosso do Sul, Santa Catarina y Paraná de Brasil; todos los departamentos de Paraguay; y los departamentos del sur de Perú. Tucumán’s strategic location for international trade is furthered by Zicosur (Spanish acronym for the Integrated Zone in the Center West of South America), one of the region’s most important markets. The primary aim of ZICOSUR is to position the sub-region internationally by developing trade with international markets and supporting social and cultural inclusion as mechanisms to further the social and economic development of the participating parties. Current members of ZICOSUR are the Arica, Iquique, Tocopilla, Tarapacá, Antofagasta, and Atacama regions of Chile; all of Bolivia except for La Paz; the provinces of Jujuy, Salta, Santa Fé, Chaco, Catamarca, Corrientes, Formosa, Misiones, and Tucumán in Argentina; the states of Mato Grosso, Mato Grosso do Sul, Santa Catarina, and Paraná in Brazil; all of the departments of Paraguay; and the departments of southern Peru.
