A Little Known IRS Secret: The In-Service Rollover Distribution BY MELANIE HASTY-GRANT

Most folks think that the only way they can take control of their 401k is after they change jobs or retire. However, many 401k and profit-sharing plans allow for what is called an in-service rollover. In-service rollovers are often poorly understood by both plan sponsors and participants. I have folks call me often with lots of questions and confusion regarding this little hidden rollover opportunity. In this column I’ll hit the highlights about how an inservice rollover works. Then I’ll talk about some of the pros and cons of doing an in-service rollover.

Disadvantages of In-Service Rollovers

Advantages of the In-Service Rollover

There are several advantages to requesting an in-service rollover distribution. The first advantage is having access to a wider array of investments. CDs, stocks, bonds, and other investment options can be used inside of an IRA. By moving your assets out of your employer sponsored plan, you have access to all of these options and are not limited to whatever the plan has to offer. The second advantage is having a professional advisor to help you navigate your investment options. We sit down with our clients face to face twice a year to discuss their individual retirement needs. When our clients call us….they get a real person, not a call tree. Your advisor should also be able to help you develop a plan for how you will use these assets, while in retirement, to replace your employment income. An IRA allows access to more distribution options and is not being subject to the 20% mandatory tax withholding on distributions.

How an In-Service Rollover Works An in-service rollover is a non-hardship withdrawal, and there is no need to prove anything in order to take it. However, an employer-sponsored retirement plan is not required to allow for in-service withdrawals and can restrict the withdrawal amounts. An in-service rollover means that the distribution is directly rolled into an IRA. Therefore, the money is not subject to ordinary income tax nor a 10% federal tax penalty if taken before age 59 ½. In addition, there may be restrictions on which assets within the retirement plan are available for withdrawal, and the employer sponsoring the plan may have other rules concerning employee’s length of participation and how long the assets have to be held prior to withdrawal.

The disadvantages of in-service rollovers include a potential loss of the following: exception to 10% penalty if separated from service after attainment of age 55 and older. If an employee has attained age 55 and older, and then separates from service, they can take distributions for employer-sponsored plans that will not be subject to the 10% early distribution penalty. With IRAs, this option is not available. Most employer-sponsored plans offer a loan feature. Loans from an IRA are not allowed. With an employee sponsored plan, you may have the ability to delay required minimum distributions (RMDs) beyond age 70 ½ if you are still working. Lastly, tax advantages using net unrealized appreciation (NUA) strategy are not available for non-hardship in-service withdrawals. By Jane Zemel When Saint Francis Hospital opens two new Respiratory Care Units (RCU) in the fall, one of the first to show up for duty will be Nicole.

After 10 years on the job she’ll be just as excited as the day she started in the current RCU. Nicole said, “I came here a de-

Saint Francis went above and beyond.” Nicole loves being part of a team that delivers high quality care focused on excellent patient outcomes. She also helps with orientation and education for new nurses and helped create the unitbased council in her department. “Members have a voice in what’s happening in their departments. These committees identify areas to work on and ways to improve customer satisfaction,” she explained. “The return can be opportunities for awards, prizes and praise; something as simple as thanking a co-worker for helping out during a busy night.” Clinical Staff Incentives. Saint Francis is a leader in continuing education for its nurses as well as scholarships for first time RNs. Through the hospital, Nicole has received her advanced cardiac life support (ACLS), CPR and IV nurse specialist training. Saint Francis will have provided over $500 in materials by the time she takes her national certification. Passage of the nurse’s first national certification would then be reimbursed. When her youngest child is a bit older, Nicole plans to get her master’s degree – another cost partly reimbursed by Saint Francis. For now, her 18-month-old daughter goes to daycare at Saint Francis’s on-site center, Ave Maria. “It’s so convenient. I am able to visit her during my lunch break,” Nicole said. “One of the great things about being an employee with Saint Francis Hospital is having my child nearby at Ava Maria.” What’s ahead. Saint Francis’ two new Respiratory Care Units will more than double the patient care capacity. The current unit is

the only designated RCU in Tulsa, and one of a limited number nationwide. Established in 2002 with six beds under the current Clinical Nurse Manager, it grew to 16 beds and will expand to 36 beds. “The demand is there. We have a waiting list,” Nicole said. The RCU offers state-of-the-art equipment and excellent resources, providing an additional level of care between ICU and patient room. The unit serves patients with pneumonia, chronic lung disease, COPD, emphysema, congestive heart failure, lung cancer, or trauma that includes respiratory. “RCU patients get stronger faster than if they were in the ICU,” Nicole said. Patients can do other therapies at the same time, and can be discharged directly to home or another facility. The RCU enjoys a patient to nurse ratio of 3:1. “Currently, it’s a total care unit, which means the RNs provide all patient care. In the new units, nurse techs will help with activities of daily living,” she said. Greater one-on-one care is a plus for nurses and improves patient outcomes. “Many nurses have been here for years. That says a lot about a hospital,” Nicole said. “I’ve worked for other hospitals. I love it at Saint Francis because of the care I’m able to provide and the co-workers with whom I get to work. We’re not like a family – we are a family,” she said.

Why keep your house cool/warm when nobody is home? • Use high efficiency air filters to help your air conditioning system stay clean longer. • Plant trees or shrubs to shade the air conditioning unit, but not so close that they block air flow. • Have your professional air conditioning provider clean your unit’s coils regularly - about every six months – to prevent dirt and dust build-up. • Check the attic, crawl space or basement to make sure it’s properly insulated.

• If installing a new unit, look for a high Seasonal Energy Efficiency Ratio (SEER) number on air conditioners. Some units manufactured about 10 years ago were in the 10 SEER range while many units today are in the 20 SEER range. Going from a 10 to 20 SEER will cut your cooling costs in half. • If installing a new HVAC unit, consider donation or recycling. A unit in working order can be donated and non-functioning pieces can be picked up by your municipal solid waste agency or Steel Recycling Institute. Goodwill’s Southwest Boulevard retail store moves to brand new facility. By Duane Blankenship Goodwill Industries of Tulsa celebrated the grand opening of its new “Route 66” Southwest Boulevard retail store in early July. The new store is located at 3110 Southwest Blvd., just south of Goodwill’s offices and former retail store. Goodwill President David Oliver provided a historical perspective of how Goodwill arrived at this point. In 2002, Goodwill completed an expansion of the existing headquarters facility at 2800 Southwest Blvd. and felt it would be enough space to accommodate the organization well into the future. “But, thanks to the foresight and strategic planning of an outstanding board of directors, and the unwavering commitment of Goodwill’s staff to grow our mission, the future came much sooner than expected,” said Oliver.

From 2002 to 2013, Goodwill has experienced exceptional growth. A total of 21 million pounds of donated items was collected and processed last year, an increase of 63 percent; total store sales increased by 160 percent; the total number of individuals served in Goodwill training programs and Job Connection Program increased by 673 percent; the total number of individuals Goodwill assisted in job placement in the community increased by 408 percent; and total wages paid to employees with barriers to employment increased by 160 percent. The new store represents Phase I of Goodwill’s total project. They will be remodeling the space at existing headquarters that was formerly occupied by the retail store. They will also add much needed training rooms for new initiatives such as collaboration with Union Public Schools to offer GED test

preparation classes at Goodwill, plus collaboration with United Way to offer free tax preparation services. They will also expand the space available for processing donations and improving the convenience for donors dropping off items. “The result of our incredible growth,” said Oliver, “was that we needed to expand and had the opportunity to purchase this site located so close to headquarters. By developing this property, Goodwill was able to expand our presence on Route 66.” Store Manager Jaime Monroe is filled with excitement about the new facility. “It’s a beautiful store with an art deco influence throughout, and it’s full of merchandise at incredible Goodwill prices,” she said. “And we are so excited to be partnering with the Tulsa Shock WNBA team for our grand opening celebration.” Regular store hours for all

The National MS Society educates, inspires and empowers those affected by multiple sclerosis. With an emphasis on mobilizing people and resources to drive research for a cure, the society is one of the largest organizations that advocates on behalf of those affected by the disease. In short, the National MS Society works toward a world free of multiple sclerosis. On September 20 and 21, the society invites everyone to join the cause and participate in Bike MS: The Mother Road Ride 2014, which takes place in Chandler. With local chapters in every state, the society is the largest and most impactful MS-advocate in America. According to the National Health Council, an independent organization that rates charitable entities, the National MS So-

ciety “funds more multiple sclerosis (MS) research and provides more programs for people with MS and their families than any other voluntary health organization in the world.” It is estimated that the society advocates on behalf of more than a third of the million families living with MS. Such an impact, however, can-

not be accomplished by sitting on the couch and talking. The best way to get the word out and raise money for research is to go out in the streets and raise awareness. And what better way to take it to the streets than on a bicycle? Such thinking is what inspired the first event more than 30 years ago. Will Munger, executive director of the Minnesota Chapter of the MS Society, took his 10-yearold son to ride their bikes home to Minneapolis from

Will’s father’s house in Duluth. The two did not make it home in one day and ended up spending the night in a small town about halfway to their destination. When they arrived in Minneapolis the next day, Will figured that if two novice bicyclists like himself and his son could ride 150 miles in two days, it could be a good challenge for others, as well as a fun way to raise funds for the National MS Society. In 1980, 200 cyclists participated in the first Bike MS (formerly

known as the MS Bike Tour or MS 150) from Minneapolis to Duluth, raising $33,000 for the Minnesota Chapter. In 1981, other National MS Society chapters around the country began holding their own Bike MS rides when they heard of the success in Minnesota. By 1985, the society had adopted the ride as an “official” event to be held in every chapter. Today, Bike MS is their most successful fundraising campaign and is held in every state. On September 20 and 21, the Oklahoma holds its local event in Chandler. Bike MS: The Mother Road Ride 2014 is presented by Sam’s Club and challenges participants to 150 miles of Oklahoma. Registration is $50 per rider, and the start and finish location is at the Lincoln County Agri-Civic Center, located at 1179 W. 15th St. in Chandler.

Stopping Predators, Restoring Lives The Demand Project directs efforts, resources and energy toward the eradication of sexual exploitation of children.

By Duane Blankenship In 2004, Jason and Kristin Weis were living in “the perfect world” when a headline story gripped their hearts and changed their lives. The horrific report, unfortunately, tells the story of too many children in our country. A father had raped his threeyear-old daughter, videotaped his brutal crime and downloaded it onto the Internet. The devastating act attracted thousands of people who logged on to watch. At that monumental moment, Jason and Kristin asked, “How can we continue our safe life when so many children are living this type torture?” They then dedicated their lives to eradicating child sexual exploitation and received training to fight a battle for freedom for sexually abused children. Jason and Kristin co-founded The Demand Project with a mission to direct efforts, resources and energy toward eradicating sexual exploitation of children. Whether victims of trafficking, forced prostitution, online enticement, or child pornography, their mission is to end all sex crimes by targeting the demand (predator) side of sexual exploitation.

The couple’s organization works with, and in support of, ICAC (Internet Crimes Against Children), a federal program under the jurisdiction of the OSBI. They work with OBN (Oklahoma Bureau of Narcotics) by providing financial support and manpower. They support the Tulsa Police Department and have provided them with a high-definition camera and microphone to use when performing on-site interviews. The Demand Project assists Homeland Security by working to investigate and prosecute online predator and human trafficking cases. The four principle areas under which The Demand Project concentrates are prevention, prosecution, rescue and restoration. Prevention: to be in readiness. The Demand Project educates, equips and empowers the community on how to stay safe against child predators seeking to harm children. They do so by providing in-depth presentations, giving insights on how predators operate, how to keep our children safe online, and how to stay educated on technological trends. Prosecution: the process of

pursuing formal charges against an offender to final judgment. The Demand Project supports efforts of law enforcement’s key role in stopping child predators, protecting children and rescuing victims. “We have strategic relationships with law enforcement agencies that target child predators and individuals who commercially traffick people against their will,” says Jason. Rescue: to free from confinement, danger or evil. The Demand Project has built relationships between VAST (Victim Advocate Support Teams) and key law enforcement agents across Oklahoma to assist in the rescue of trafficked victims. Restoration: to bring back into existence. “Rescuing a victim from sexual exploitation is only the beginning of an extensive process for a victim to become a survivor,” said Kristin. “Donated community resources are imperative to successful survivor recovery once they transition out of a shelter and reintegrate into the community. GGolf Tournament Benefits Children with Cancer While fighting his own battle, firefighter launches “Hydrants of Hope” charity. By Carol Beck-Round When the elevator doors opened at M.D. Anderson Cancer Center in Houston, Texas, Mark Meyer came face to face with a small child. She was bald. A cotton ball was taped to the inside of her arm. The now retired Tulsa firefighter, who’d just received his own cancer diagnosis, said, “It’s not fair. The children battling cancer should have been out playing ball or participating in a dance recital. Instead, they were sick and spending time in the hospital undergoing chemo and other treatments.” Later, as Mark encountered more children fighting cancer, he had a revelation. “I’d had a good childhood. I’d had a good long life and I wanted to find a way to help the youngsters, but I wasn’t sure how.” Back in Tulsa, he asked hospital personnel what the cancer patients and their families needed. “I learned many of the families were struggling to pay for gasoline to get back and forth to the hospital or to pay other bills because they were spending money for prescriptions. It didn’t seem right that these fam-

ilies couldn’t even put gas in their car.” While trying to figure out how he could help, Mark was playing with a custom-made piece of jewelry around his neck one day. On the gold chain is a fire hydrant, symbolic of his chosen profession. Out of that desire to help others, “Hydrants of Hope” was born. With the support of others, including fellow firefighters, the non-profit charity has raised $38,000 so far, with all money going directly to families with children battling cancer. Mark’s own cancer story began in March of 2012, when he went for his yearly annual. A lump in his abdomen turned out to be a 32-pound tumor. On September 16, he is hosting a golf tournament at Heritage Hills in Claremore, with all proceeds going to Hydrants of Hope. “My goal,” he says, “is to raise $50,000.” To meet that goal, Mark is seeking 92 people, which is the club limit, to pay a $100 entry fee to participate in the day’s fun. “The sooner you register, the better,” he adds. “The slots are filling up fast.” The cut-off date for registration is September 1, and each participant will receive a free tournament T-shirt and lunch afterward. During a 20-minute intermission, audience members will be able to visit the nonprofit booth of their choice to cast a vote by dropping dollars into a canister. “The People’s Choice will be declared the winner,” says Steve. “A male and female winner will each receive a trophy declaring that they are ‘The Best Dancer in Rogers County, 2014.’” Music will be provided during the voting intermission after all of the dance teams have performed and in the lobby after the awards have been announced. For a $20 admission fee, attendees can embrace local talent and learn more about agencies who are giving back to the community while enjoying an evening of music and dance. Steak Cook-Off Beefed up for 2014 Nearly 4,000 steaks will be prepared in downtown Tulsa August 22-23. Proceeds will benefit TYPros’ community partner, the Tulsa Zoo.

Tulsa’s Young Professionals is partnering with the Oklahoma Championship Steak Cook-Off to bring the Steak Cookoff Association’s U.S. Steak Championship to downtown Tulsa in a two-day steak, music and beer festival benefitting TYPros’ 2014 community partner, the Tulsa Zoo. The Aug. 22-23 festival, which also includes the sixth annual Oklahoma Championship Steak Cook-Off, will summon the top steak cooks to compete in teams for the state and national championships. The event will feature Oklahoma’s largest steak dinner, live music, beer, a car show and numerous children’s activities in an area centered on Sixth Street and Cincinnati Avenue. “We are thrilled to join forces with one of the nation’s largest young professional organizations to bring one of the nation’s largest celebrations of steak to the heart of Tulsa,” said Tripp Haggard, executive director of the Oklahoma Championship Steak

“We’re continuing to love people and serve God,” says Pastor Billy Joe Watts of The Rock Church in Tulsa. The Rock opened doors with an outreach ministry in 2007 under the leadership of Pastors Billy Joe and Theresa Watts. They make it a point to extend their reaching out to others by offering numerous opportunities for self improvement. “We’re still working on our 10 point Master Plan that we established in the beginning,” says Pastor Billy Joe. The plan includes developing a multi-racial, multi-cultural, word-based ministry; a multi-complex center to facilitate all activities of church and ministry; a complex for Christian education and professional training; a gym and fitness center for training and wellness to promote good health; a radio and television ministry; a plan for sending missionaries into the world; a communications skills program; a music school for community kids; affordable housing opportunities for community members; and an outreach center to provide food and clothing to the poor. On September 21, The Rock Church will host a seven-year

Peace University presentation is being scheduled for this fall through The Rock Church. “We’ve added a new member to our team who will serve by enhancing The Rock’s children’s programming,” says Pastor Theresa. Jackie Burns comes to The Rock from Las Vegas and previously ran an orphanage in the Philippines. The Watts met Jackie at the Rhema Bible Training Center, where Jackie graduated in 1996. PPow Wow of Champions The Intertribal Indian Club of Tulsa (IICOT) will be hosting the 37th annual event August 8, 9 and 10, 2014 at the Oral Roberts University Mabee Center. By Lynnetta Blalock

Experience the beauty and richness of Native American culture when the Intertribal Indian Club of Tulsa (IICOT) hosts the 37th annual Pow Wow of Champions August 8-10, 2014. The dance is located at the Oral Roberts University Mabee Center, 7777 S. Lewis in Tulsa. The Mabee Center will come alive in a colorful expression of dance, drum music and song as members of tribal nations throughout the country gather together to honor, strengthen and share traditions with each other and the general public. The dance spectator area will be held in air conditioned comfort. Over 300 dancers, dressed in full Native American dance clothes, will participate throughout the weekend in ceremonies and dances, including Grand Entries, intertribal dances and dance competitions. The Grand Entries mark the beginning of pow wow

sessions, led by the Eagle Staff and the United States flag carried by a Native American Color Guard. The procession of dignitaries and dancers is a brilliant and constantly moving sea of color circling the arena to the rhythmic beat of drum and song. It is a photographers’ paradise; watching the Grand Entry is exciting and awe-inspiring. It is impossible not to move with

the rhythm of the drum and be caught up in the energy. In the competitive sessions, dancers use the whole arena to exhibit their skills with grace and finesse while attempting to catch the judges’ eyes with their personal style, footwork falling on the beat of the music, and striking dance clothes. The Pow Wow of Champions will also feature an Arts and Crafts Mart with an excellent selection of traditional and contemporary jewelry, artwork, beadwork, paintings, and quality handcrafted items, rarely seen in one location. Traditional foods will be a prominent part of this annual pow wow. Fry bread, meat pies, and Indian tacos will be available, as well as many other tempting and tasty items. Step back into time – there is plenty of Free Parking. A souvenir program book that includes information on the different dance styles will be

available for purchase. The doors will open at 5 p.m. on Friday, August 8 with dancing beginning at 6 p.m. Saturday, August 9 and Sunday, August 10, the doors will open at 11 a.m. with dancing beginning at noon. The Pow Wow of Champions is a family event, and is an alcohol and drug free event. Tickets are available at the door the days of the event. IICOT is also inviting all Tulsa Public Schools students to attend the pow wow for free, with one paid adult admission per free student. TPS students must bring either last year’s report card or their student ID to be admitted free.
