Vancouver Parks and Recreation has implemented a resident and non-resident fee approach for all classes and activities. If you live INSIDE the City limits, you will see fees drop in most cases. If you live OUTSIDE the City limits, you can expect to pay a little more. You’ll notice that each activity has two fees – first the City resident fee and then the non-resident fee. See page 38 for more details. Consider purchasing an annual resident card if you live outside the City limits. An annual resident card is available by paying a one-time $70 fee. This provides resident rates on all activities for everyone in your household for 12 months. This includes program registrations as well as passes. We are in need of community members to give back through volunteerism and help create a strong, vital and healthy community. Volunteer opportunities range from one day to multiple days. Volunteer are needed to adopt parks, support youth sports, help at special events, and become a park hero by picking up litter, pulling weeds and spreading mulch in local parks.

Junior Development Tennis Lessons We offer a full range of high quality; professionally run junior tennis lessons for entry level, intermediate, advanced and high performance level kids, ages 4-18. Public Swim
Non-swimmers and children under 7 (with or without lifejacket) must be within arm’s reach of a parent or a responsible adult at all times. One adult in the water for every three children under 7. Non-toilet trained children must wear swim diapers and plastic pants.
The entire pool and slide are available for play time! Children under the age of 7 must have a responsible adult in the water with them at all times.

Note: Appropriate water safety skills are taught in each swimming level by Water Safety Instructors. Children must be the appropriate age by the first day of class, no exceptions. This competitive club team is parentsupported and an affiliate of Oregon Swimming, Inc. and United States Swimming. VSC is a year-round program promoting competitive swimming. Practices are held at Marshall Pool. Tryouts are held on or near the 1st and 15th of every month. Pool Rules Vancouver Parks and Recreation and the Washington State Health Department have developed safety rules for the safety and well-being of our patrons. Please help us maintain a fun and safe environment by following the rules posted at each aquatic facility. Failure to follow these rules can result in suspension of swimming privileges.

Infant & Toddler Lessons
Preschool Lessons Ages 3-5 years
Pre-Beginners (Salamanders) Starting point for children ages 3-5. Adjust to the water and become comfortable putting face in the water.
Pre-Level 1 (Turtles) For children who have completed prebeginner and/or are comfortable putting their face under water. This class will help your child be comfortable swimming on their back and stomach for 5 feet independently, and rolling over from one side to the other side.
Pre-Level 2 (Hippos) For children who have completed prelevel 1 and/or are able to swim on back and stomach independently. Students will progress to moving through the water with armstrokes and kicking in preparation for side breathing. *Once children pass pre-level 2 they progress to Level 2, regardless of their age.
Youth Lessons 6 years+ Note: Deep water swim lesson requirements are only taught at Marshall Center Pool.
Level 1 (Walruses) Starting point for children 6 and up. Students learn to become comfortable in the water and progress to swimming on front and back for 7-10 feet and rolling over independently.
Level 2 (Frogs) For children who have completed level 1 and/or who are able to swim comfortably on front and back without instructor assistance. Students will progress to
Level 5 (Flying Fish) For children who have passed level 4 and/ or are able to swim 25 yards of front crawl, back crawl, and elementary backstroke. Students will progress to swim a distance of 50 yards front crawl, back crawl and elementary backstroke and learn breaststroke and sidestroke.
Level 6 (Gators) For children who have passed level 5 and/or are able to swim 50 yards front crawl, back crawl, and elementary backstroke and 25 yards breaststroke and sidestroke. Students will refine all 6 strokes, learn conditioning skills and complete a 500 yard swim and 5 minutes of treading water.
Adult Lessons Adult Beginning Swimming This class teaches basic swimming and safety skills for the adult beginner. Floating, streamline position and introduction to armstrokes and backstroke.
New Class! Adult Intermediate After getting comfortable in the water, this class will get you swimming longer distances and introduce you to the breaststroke and beginning endurance work.
Adult Stroke Improvement If you need to increase the efficiency of your swim stroke, this class is for you! Work on long distance swimming, stroke refinement and efficiency.

Ballet classes encourage physiological, emotional and cognitive development, in addition to promoting social skills and cooperative participation with a group. Youth Baseball Leagues are recreational with no stats. Leagues offered are: T-Ball, Coach Pitch, and Machine Pitch. Players must provide their own glove; cleats are optional. Teams bat the whole line-up, except for the last four games in machine pitch leagues. Weekday games between 5:30pm-8pm and Saturday games between 9am-3pm. Machine pitch games run 90 minutes. Practices vary depending on the age, 30-90 minutes. Teams practice once per week for the entire season. Fee includes team t-shirt. Rise above everyday life and be YOUR best! With 23 routes to explore, the sky’s the limit at Firstenburg’s climbing wall, Sadri’s Summit! The climbing wall is 27 feet high, 50 feet wide, with natural features including cracks, overhangs, dihedrals and arêtes. The bouldering wall is 13 feet high and 20 feet wide. The majority of the routes are geared toward beginner and intermediate climbers. About a quarter of the routes are for advanced climbers. Open Climb General Information: • All climbers must fill out a waiver form. A parent/guardian signature is required for climbers under age 18. •

Mountain Goats on the Rock To obtain a Sadri’s Summit belay or boulder card you must complete a certification lesson with a partner or schedule a skills test before or after an open climb by calling 487-7029. Certified climbers may boulder during unscheduled times on the wall with a partner. To belay during unscheduled times Monday-Friday from 9am-4pm you must be a Firstenburg Community Center certified belayer and a pass holder. Rentals may occur at any time. Belay and boulder cards must be purchased within 60 days of completing a class or skills test, cards cost is $5/$6 each.

Belay and Bouldering Certification Climbing Lesson Ages 14+. Learn how to belay a climber on top-rope to better utilize open climb. This beginning lesson includes harness safety, belay training, climbing commands, route finding and basic technique. This lesson prepares you to pass Sadri’s Summit belay and bouldering skills test. Must have two people to schedule a lesson, 3 hours. $48/$55
Belay and Boulder Certification Climbing Skills Test For those ages 14+ who are proficient in belaying a climber on top-rope. Must know harness safety, belay technique with a Gri-Gri, climbing commands, and lowering technique. Adult Basketball Leagues are a seven game season played at the Firstenburg Community Center on nonofficial sized courts. The top four teams in each division move on to single elimination playoffs. Register according to your preference in days. You will be asked about your team’s level of play. Follow this chart: Level A/B= University, college
or high school basketball experience. Level C= Some organized basketball experience. Level D= Recreational, backyard ball or casual pick-up game experience. Referees and scorekeepers provided. Teams must have matching T-shirts or jerseys with 6 inch numbers on the back. Women are eligible to play. Players must be 18+, out of high school. After registration, the league coordinator will mail or e-mail the league rules and team roster, which is due at the 2nd game of the season if you haven’t already submitted a roster to get the 10% discount. Q. How do I know if I am a City resident? A. A resident is defined as an individual or business that occupies a permanent residence within the Vancouver city limits. While you may have a Vancouver mailing address, you may not live within the Vancouver city limits. Note, the 15% discount previously provided to Community Center pass holders is no longer being offered. With the implementation of resident and non-resident fees, we are no longer able to offer this discount. We have lowered almost all of our base fees to help off-set the impact. Non-residents can purchase an annual residency card to help offset this impact.
City of Vancouver residents pay a little less for passes and programs in acknowledgement of the financial support they provide through their taxes. Non-resident rates are approximately 15% higher than the rates for residents. Daily drop-in fees for recreation facilities are not subject to a resident/non-resident fee. This approach recognizes that City residents help underwrite a portion of the cost to provide these programs through their taxes paid to the City.
Frequently Asked Questions Q. Why pursue the resident/nonresident approach? A. Vancouver is committed to offering a wide range of affordable parks and recreation services for the entire community and appropriate user fees are an important part of maintaining core services and keeping our facilities open for use. Having a non-resident rate is a way to ensure individuals living outside of Vancouver contribute to the funding of services on an equal basis with residents who pay City taxes.
Q. How was the amount for the differential determined? A. A typical household contributes approximately $70 annually in general city taxes that go to support Recreation services. This equates to an average fee differential of 15%. Q. Do I need to do anything new in order to register? A. If you have an existing account with us, you are ready to register – online, in person or via phone. We have reviewed the address we have on file for each account to confirm the correct residency status for each. If you need to set up a new account, see details below in the registration section. Pass Type Descriptions Youth: 18 years of age or under. Adult: 19 to 59 years of age. Couple: 4 to 59 years of age plus spouse, partner or family member permanently living in the same household. Senior: 60 years of age or older (65 or older at Vancouver Tennis Center). Senior Couple: 60 years of age or older plus spouse, partner or family member in the same household. Family: Two adults (spouse, partner or family member) and their children 22 and under permanently living in the same household.
Policies Residency: A resident is an individual or business that occupies a permanent residence within the Vancouver City limits. Individuals creating a new account with Parks and Recreation will need to provide proof of residence. Acceptable proof includes a driver’s license, recent utility bill, property tax statement, rental agreement, or a pay stub with your name and current address. Refunds/credits: Cancellations, credits or transfers must be requested a minimum of five working days (Mon.-Fri.) prior to the start day for classes or camps; three weeks prior to first scheduled game for sports leagues; and 24 hours for personal training or massage appointments. No exceptions other than personal emergencies. All credits and refunds will be subject to a $5 processing fee. A credit will be issued to your account unless you request a refund (registration must be greater than $20 to request refund). Refunds take approximately 10 working days to process. Credits will remain on your account for one year, at which time you will receive a refund for any amount over $20. Remaining
credits will be allocated to the scholarship fund. Registration and Cancelation: Registration will continue first come, first served until classes begin or are full. Please register early to ensure a spot. Payment is required at the time of registration. If it is necessary to cancel or postpone a class, the total fee will be credited to your account. A refund check can be issued if requested. Photos: Participants may be photographed for public relations purposes related to the Vancouver Parks and Recreation. Present a written note to the program director if you do not wish to be photographed or if you do not want your child to be photographed. Child Pick Up: Parents are asked to bring their ID when they pick up their child. A written note to the program director from the parent is required when a friend or relative is designated to pick up a child.
