AGA Report 2011 Band Manager Congratula6ons to the Elected Chief and Council, Board of Trustees and Land Management CommiAee members. As usual, our Elec6on proved to be very exci6ng 6mes for the members. There was no shortage of campaigning and elec6on promises presented by the candidates. So on June 3rd, the members set out and made their voices heard, vo6ng for their favourite candidates. The Electoral Officer has reported to us that that 75% of the eligible voters par6cipated in our elec6on process. This is a slight increase from the previous elec6on. The result of the elec6on was that 5 incumbents were re-­‐elected, which shortens the orienta6on and transi6on period as “it’s business as usual”. We have 2 new Councillors, but, mind you, both of these Councillors served on Council previously. There were 3 Appeals submiAed, and the 2011 Appeal Board has reviewed. The Board’s decision was posted and mailed out to all members for their informa6on. We are currently reviewing the approved budget as Chief and Council want to see more focus on educa6on and training, the amendment of our governing documents, and community development. In regards to the amendment and making current of our governing documents, Council will be appoin6ng a cross sec6on of Council, administra6on and membership for this task. In dealing with our con6nuing ‘rental arrears problems’ Council will be moving towards final approval of the new MLIB Housing Policy for full implementa6on. The Housing Coordinator will be implemen6ng the Policy. Once the Policy has been enacted, on-­‐reserve members that have been or will be given No6ce must contact the membership clerk to make payment arrangements. If this does not take place then the next step of the process will be triggered. Right now our Human Resources in Administra6on is very unseAled. There was the sudden and sad passing of one of valued employees, Jamie Lee Ware, whom we remember . We’ve posted, interviewed and hired a Payroll Administrator and will be pos6ng for other vacant posi6ons. Those posi6ons are: Elder Coordinator, Coal Coordinator, Finance Clerk, Interim Educa6on Officer, Employment and Training Officer. Yes, there are vacant posi6ons and we will get those posi6ons filled very soon. We’re very excited about our plan for the new Payroll Administrator as this is a Term posi6on for 1 year. This individual has 1 year to train a band member candidate into the full-­‐ 6me posi6on of Payroll Administrator. The current Educa6on Manager is on an extended Medical Leave of Absence. Administra6on is doing everything to stabilize our organiza6on in terms of Human Resources. We also just hired a new Interim Controller, Helen McRae and the HR Officer, Joy McCaffrey. Both individuals bring lots of experience and skills to our organiza6on and we look forward to working with them in our Administra6on and look forward to the new skills they’re willing to share with us. All the steps for the development of two (2) New Trusts have been completed and any Royal6es coming to the Band will flow through the Trust Accounts. Chief and Council put in these trusts to protect any royalty funds coming to the Band by providing proper management and accountability. Chief and Council must determine which projects these moneys will fund in accordance with the terms of the Trust together with the Board of Trustees. The formula is less aggressive than the original Treaty 8 Trust Account, but the new Trusts will con6nue to compound for future genera6ons. 7


Safety is a big issue in our office, so we will be looking at new ways of keeping our Chief and Council, administra6ve staff and visitors safe in our offices. Some of these ideas revolve around installing a security system and changing the Recep6on area. We’ll be looking at training opportuni6es in health and safety in the workplace. As we’ve reported before, we have a legal obliga6on to developing and implemen6ng safety programs. We’ve made some changes to our wireless internet system to beAer protect our internet services. Last year we had 2 separate incidents when MLIB.CA was blacklisted and we couldn’t send out any emails to any of our business partners. It was very 6me consuming and frustra6ng as we tried to work through these issues. As you are aware, businesses thrive on wireless communica6ons which keep them in touch, so when our system was infected with viruses it made it challenging to keep in contact. Our Computer people came in a changed our system and completely separated MLIB from the Youth Computers and Community Kiosk. In trying to locate the problem, we inves6gated all the office computers. Base on our findings we’ve put in place restric6ons preven6ng access to places on the internet with a high risk of viral infec6on. All this was necessary because the Band cannot afford to be ‘black listed’ again, which is very costly to the Band in terms of both direct and indirect costs. 75% of members par6cipated in the vo6ng this year, which is a clear indica6on that our members are becoming more involved in Band affairs. There is more contact with these members as they call into the office and in most instances they contact any member of the Chief and Council directly. There is lots going on with the Band. We encourage members to aAend the Quarterly Mee6ngs, community mee6ngs hosted by our Chief and Council (not a neighbouring C&C or band member with their agendas); and to stay in touch by our Website, mail-­‐outs or calling in to speak with our staff. We really try to have fun too as we’ve par6cipated in celebra6ons, grand openings, camp outs, community interac6on with other businesses, schools, other First Na6ons, etc. There are ongoing mee6ngs with Governments and Industry. As we begin the Chief and Council’s 3 year Term we look forward to working with the Council, implemen6ng their goals and objec6ves and providing resources and support in order for them to make informed decisions. These con6nue to be very exci6ng 6mes for the Band as the economy is star6ng to show signs of recovery. We look forward to more members either going to work or taking up studies so they can get a chance of to have meaningful jobs. These are some of the priori6es of the Band, educa6on, training and employment. We want to take this 6me to remember all those members that have passed on this past year. July 19/2011 McLeod Lake Public Works

Membership update for A.G.A. 2011 Water 2010-­‐11 has been a busy year for Public Works here in McLeod Lake. In August of 2010 we drilled a well near the water tower across Carp Lake Road. Water analysis shows a high mineral content. A second well was drilled in March 2011on the priority 1 site across Carp Lake Road from the historic site at the intersec6on of the Pak and McLeod Rivers. The water at this site is plen6ful but shows a high level of manganese which can be removed by filtra6on. We are awai6ng a decision by INAC whether a second well will be installed at this site as well as what the treatment system will consist of. The water at McLeod Lake is under threat from Sep6c fields but con6nues to be of excellent quality. Water monitoring and weekly tes6ng shows water quality to be excellent.

Wastewater Public Works been plagued by failed sep6c fields, failed tanks and brush on the sep6c fields. The cost of pumping these tanks is on the rise and requires that we do something about these systems. Previously the sep6c systems have been “no man’s land” where there has been no dedicated funding. Funds to maintain these systems have been taken from Social Housing. In the fall of 2010 I was informed that we were being a part of the pilot project for the implementa6on of the Waste Water protocol. April of 2011 I was contacted by INAC and told that we had been accepted. Of 20 Bands in Canada and 3 in B.C. the McLeod Lake Band was selected and is the only Band in Northern B.C. This was not a contest. The criteria was Bands had to exhibit the ability to get these lobs done, have good knowledge on the ground and have a good repor6ng regiment. Being selected is a complement to all departments of McLeod Lake Indian Band including Public Works. The pilot project will allow us to replace 10 failed systems brush off the remaining systems and provide funds to pump tanks and maintain systems into the future. The project will be spread out over 2 years beginning with the failed systems. Once complete funding will be maintained at 80% into the future. What we do at McLeod Lake will be the template for all other Bands as an example of how these projects can be done. Funds will begin to flow in August. As a requirement of the pilot project all systems will first have to be assessed by an engineering firm which will take place in August. Hopefully we will have opportunity to get the worst systems dealt with before winter with the balance being dealt with in 2012.

Cell booster The beginning of June/11 our cell phone booster went out of service. Investigation by Public Works showed that the problem was not local. CPHP Communications came out to investigate the problem. The internals of the booster had to be removed and sent to the U.S. for repair. The internal protection had to be replaced indicating a lightning strike. Radar sensing equipment on the tower also failed at the same time. The internals were reinstalled on June 17 cell service was returned. Our electrician /Instrument tech. was requested to investigate why the strike had done such damage to our systems. It would appear that the ground for the tower had been disconnected in the past. The only ground was totally insufHicient to handle a lightning strike. The ground was reinstalled and bonded to the tower and cladding.

Capitol Projects The Daycare project was identiHied at 2010 strategic planning as a “do-­‐able” project. Following the identiHication of our well being under threat Heath Canada had to establish that we would be able to allow another septic Hield above gradient from the well. Once we had assurances from Health Canada that a properly built Hield would not be a problem an engineering Hirm was engaged to reHine our design and get the blue prints ready. The project went to tender in August 2010. Construction began early in Oct. 2010 and continued throughout the winter. Daycare opening took place at the end of June /11. Loose ends had to be tied up in June as there were some problems getting material and equipment in due to road bans. There were also some engineering problems that had to be overcome in regard to the dual geothermal system. The daycare features dual geothermal heating and cooling system. A Heat Recovery Ventilator which removes stale air from the building recovers the heat then utilizes that heat to warm the incoming fresh air. The building also has a state of the art intrusion alarm and camera monitoring system. The entire building is built to commercial standard. Looking ahead to the future it became obvious that the community development plan was no longer relevant. Changes to well locations are the biggest factor in determining where facilities could be built without affecting the infrastructure the community had to rely on. It was decided at 2011 strategic planning that the community development plan would have to be updated. This would allow community input into the location of projects in the future and allow Public Works to develop supporting infrastructure. Surveys of existing buildings and facilities are all that exist. In order to expand facilities surveys have to be done. Without a current plan and an idea of which facilities the community wants to prioritize we were at an impasse. The development plan will be complete by August at which time surveys can be done and projects can go to the feasibility stage in order to have shovel ready proposals for installation when Chief, Council and the people of McLeod Lake want them. One project that is now shovel ready is the renovation of the Band Hall. This project is being undertaken to modernize and secure the reception area. This project should have been ready at the end of Feb. till a Hinal inspection by the structural engineer showed a major Hlaw in the hall construction. Collar ties had never been installed in the rafters which allowed the old roof to deHlect. This caused the cracking that had taken place. This had to go back to engineering for correction and is now complete.

Report from Geraldine Solonas, On-­‐Reserve Councillor Dan a che' a. (Hello, how are you.) Sas che. (I am fine) Mussi cho to those who supported me in the Band elections of June 3rd. I congratulate all those elected in any capacity as it is with team effort that we work towards bettering the lives of our people. It will be my honour to serve you as Band members in working towards a positive future for all of our people, including future generations. I must say that I had to take this position pretty much running. We had two Council meetings as well as a budget review meeting in June, plus there were the community meetings on June 23rd to 26th starting in McLeod Lake, then Prince George, then Vancouver and followed by Edmonton. McLeod Lake and Prince George meetings were well attended, Vancouver had about ten people and for Edmonton, no one showed although we were told that people had confirmed their attendance for there. It would be better for the Alberta meeting to be held in Calgary instead in the future. I attended my final Board of Directors meeting on June 9th and my Board position was posted immediately, another Band members must fill that position. Throughout this time, I made myself available to assist with the Elders program (where I worked previously) as much as possible, including to be available to assist with the Elders trip on July 10th to 14th. On June 21st we had the grand opening of our new Day Care! If you have not seen or taken a tour of this facility, you should whenever possible. It is built to the needs of a Day Care and is a much needed facility for this community and for the benefit of our children. Mussi cho to each and everyone who had a hand in any way in the funding, building and furnishing of this koh. June 21st was also a day to celebrate who we are as a First Nation people! Did you know that that is also the longest day of the year? On June 27th three of us Council members, Fred Jr., Jenine S., I and Band lawyer, attended a meeting at the Ramada in Prince George because there was a posting in the PG Citizen stating a meeting between ML and Nakazdli. If members want to know about the meeting please contact the Band Office. I have attended several community planning meetings in McLeod Lake hosted by Radloff Engineering. Community members have been excellent in coming forward and putting their opinions forward about what they would like to see on our reserve lands from gas station(s), golf course(s), cultural gathering sites, hiking sites, camping sites, residential housing, graveyard, maintenance building(s) and yards, tourist attractions, etc. Mussi cho to Radloff Engineering and everyone working on this. Although these plans may be up to ten or more years into the future, they need to be reviewed every so often (maybe every five years) to ensure that all changes of plans would/could be considered. On behalf of MLIB, I attended an Enbridge meeting on July 6th at the Coast Inn in Prince George along with representation from Lheitli Nation, Initiatives PG, RDFFG and four people from Enbridge including their CEO and John Carruthers. I reiterated to Enbridge that community

consultation must take place for us to give them our opinion on their pipeline and that such meetings are to be at the expense of any business wishing the consultation. The non native businesses expressed their concern about the environment and lack of engagement with First Nations and the lack of public education of the pros and cons for this pipeline in other areas of BC and Canada. Several of us Council members have been contacted by individual Band members wishing to meet with a specific group of Council members to discuss concerns they have. We have been encouraging our Council members to remember that we represent our people as a whole and if anyone wishes to meet with any Councillors, they must attend a Council meeting to discuss issues with ALL Council members present. On July 18th, the Council members met with Stikine Energy Corp. representatives in ML then we went off to Bear Lake to do a helicopter tour of the proposed Frac Sand Mining project, known as the Angus Project, on Mount Aveni, southwest of Bear Lake. They wish to process the shale rock into frac sand which is critical to the drilling of gas resources. Go to www.stikinegold.com for more information on this and their other projects. On July 19th, Council had a meeting with Finavera Wind Energy who then hosted a community meeting at the Band hall. Finavera wishes to have four windmill projects in the Chetwynd and Tumbler Ridge areas in operation by 2015. Please attend community meetings to put forth your concerns regarding any and all projects any Councillor may speak about at any time. For more information on these projects go to www.finavera.com. I would like our Council to move forward as soon as possible on Governance Training; working on MLIB Policies that are in dire need of changes, adherence to those and implementation of others; working on a process to have a distribution available to the children born after 2000, as well as working on economic development with our people involved in the decision making. Mussi cho for taking the time to read this and I pray you are blessed in everything you do, especially with your family/children and health, and my prayers are for summer and fall weather that would last longer than a day at a time. Also, I wanted to encourage people to read Psalm 91 (NIV is easiest version) daily if possible as that has brought miracles to lives. One of the Slave Lake residents said that the recent wild fire did not touch his property, as a matter of fact went around his property. Health Report Can you believe it, summer 2011 is here already….Well it’s supposed to be, I heard a rumor that it’s summer but haven’t seen any proof of it…..I’m hopeful for a beau6ful August. This has been an exci6ng year, one of the highlights has certainly been the Grand Opening of the Daycare. It has been very rewarding to see years of hard work and fundraising come to frui6on. I am very proud of our community and feel that the children who pass through those doors in the years to come will benefit greatly from the beau6ful sepng in which to learn and grow into our future leaders.

Another program offered in our community is the Head Start Program which is a holis6c program which focuses on Educa6on, Parent and Family Involvement, Nutri6on, Culture and Language, Social Support and Health Promo6on. Children in the Head Start Program gain opportuni6es to develop self confidence, a greater desire, a greater desire for learning and an excellent start in the journey towards becoming successful people. Parents guardians and other family members are the most important teachers in a child’s life. The Aboriginal Head Start on Reserve Program encourages parents, families and community members to play an important role in running the program. The program also builds rela6onships with other community programs and services so that children get the best care. Georgina Chingee and Jodi Sharp are the Head Start Workers. This program is en6rely funded through proposal wri6ng.

Another program McLeod Lake Indian Band offers is the Infant Development Program. This program is also en6rely 23


funded through proposal wri6ng. Jolene Solonas is the Infant and Family Development Worker . Jolene has taken training in Gesell assessments and had the opportunity to job shadow at the Aboriginal Infant and Family Development Office in Prince George.

McLeod Lake is also very fortunate to have two full 6me clinical counsellors, ScoA Taylor and Cindy Preece. They offer a variety of counselling both in home and in office. They offer individual , couple, and family workshops and group counselling, including a Recovery Support Group. This group follows the SMART Recovery Perspec6ve. SMART stands for Self Management and Recovery Training. It is a 4 point program that reviews the mo6on to abstain, how to cope with urges, problem solving, cri6cal thinking and how to balance one’s lifestyle. The recovery group runs twice weekly: Tuesdays and Thursdays from 2:00-­‐3:30. Come check it out.

Chris Kaip is our Community Social Worker. She provides support and advocacy to all Members of the McLeod Lake Indian Band. This year she con6nued to provide advocacy and support to band members involved with MCFD. Liazed with other service providers in Mackenzie such as CNC, RCMP, Mackenzie Counselling Services, BC Housing and Northern Health. For instance a Northern Health Mental Health and Addic6ons Clinician came to the community to provide an informa6on session to staff and community as to the effects of trauma and subsequent mental health effects that individuals and communi6es face as a result of the Residen6al School experience. Chris provides referrals, outreach services, and band member assistance to the community of McLeod Lake McLeod Lake Indian Band also has a Youth Program. This is an important program for our youth and children who are living on reserve to have the opportunity to par6cipate in healthy meaningful ac6vi6es. They have homework nights on Monday and Wednesdays, children’s sharing circles youth pride nights, weekly drop in, youth support hours and many fun ac6vi6es. Our youth workers are Tamara Dugan and Nicole Thomas who is new to our team. Welcome Nicole. Tamara’s posi6on is par6ally funded through proposal wri6ng.

Jen Dyble is our Social Assistance Worker. Social Assistance is a program en6rely funded through INAC. INAC has very strict Policies and Procedures that we need to follow. Barb Heine is our Community Health Representa6ve. The overall objec6ves of the CHR program for the McLeod Lake Indian Band Health Services is to deliver health services as per the Health Canada contribu6on agreement and work plan, and to address health concerns of McLeod Lake band members and provide health services that are appropriate, respectul, and enhance the quality of life. As a member of our health team, the CHR liaisons between pa6ents, family, the community and health care providers to ensure pa6ents and families understand their condi6ons and treatment and are receiving appropriate care. Consul6ng and support services are provided to individuals and groups, which encourage preven6on and interven6on when necessary which includes; home visits, workshops and educa6on seminars, one on one care for things such as injury rehabilita6on, blood pressure checks, and First Aid. As well the CHR is responsible for the provision of all medical travel benefits as set by Health Canada policies. Tracy Baldwin is our Long Term Care Aide who works with the vulnerable members of our community providing assistance so they can live independently. This service works closely with the families of Elders and vulnerable members to provide services to members in need.

McLeod Lake is also very fortunate to have the services of Sharon Kennedy bi monthly . Sharon is our community Nurse. Sharon provides services directly to our members in our community and is a huge benefit as it creates a link to Health Services at the Mackenzie Hospital, and it is a comfort to people to recognize a familiar face when medical services are needed out of the community. My name is Meaghan Van Somer and I have had the honor to work in your community for the past 10 years. My posi6on requires ability to respond to a variety of health and social needs for all members to this community and am required to be on call at all 6mes. McLeod Lake Indian Band Development Corpora6on was established in 2002 as an incorporated en6ty en6rely owned by McLeod Lake Indian Band. The Development Corpora6on’s purpose is to conduct business and make investments on behalf of the McLeod Lake Indian Band where an incorporated company is required and to assist individual members in the pursuit of business. We regret the loss of Jamie Ware. She was the part 6me Development Clerk and did important administra6on work for the Board of Directors and the Development Corpora6on. Work of the Development Corpora6on for the fiscal year 2010-­‐2011 includes: 1.Economic Development

For the last fiscal year, the Development Corpora6on assisted in developing Memorandum of Understandings or Joint Venture Agreements with the Band and • Polar Medical Services Ltd for the provision of medical services to the Mt. Milligan Mine; • West Moberly First Na6ons and Black Diamond for the provision of camp trailers for the Mt. Milligan Mine; and, • Western Protec6on Alliance for the provision of security and communica6on services for major industrial opera6ons. The Development Corpora6on also worked with major resource companies to provide framework agreements with MLIB for economic and contrac6ng benefits. These major projects included: • Capital Power Corpora6on’s Quality Wind Farm near Tumbler Ridge • Finavera Renewables for their four wind turbine projects in the Tumbler Ridge and Chetwynd areas. • Aeolis Wind for their Thunder Mountain wind turbine power project near Tumbler Ridge • Peace River Coal Corpora6on for their mines in the Tumbler Ridge area; and • Walter Energy (formally Western Canadian Coal) for their Willow Creek Mine west of Chetwynd, BC. The ESS-­‐MLIB Development Corpora6on Joint Venture commenced opera6ons at Mount Milligan Mine with a service contract to house and feed some 120 persons. This will grow to 400 persons per day or more in 2011. Band members have been hired to work in the project. Financial assistance was obtained for one band member. Technical assistance was provided to two members. Indian and Northern Affairs Canada has approved funding of $30,000 to prepare a comprehensive Economic Development Strategy. This work will research and recommend economic iniEaEves in forestry, mining, and construcEon. We will also look at the viability of establishing a store and gas bar in McLeod Lake and starEng a tourism venture. 1.Real Estate

The McLeod Lake Indian Band is not considered in law to be a legal en6ty and therefore cannot own real estate. Accordingly, this responsibility has been assigned to the McLeod Lake Indian Band Development Corpora6on that acts on behalf of the Chief and Council. Real estate holdings include: a.

Chetwynd Office, Shop and Lands The Chetwynd shop and office is in a metal building comprising of 15,300 square feet and containing 4 units of office and workshops, on 4 acres of land. The units consist of a front office/storefront and an industrial shop with access from a fenced back yard. The facility is well appointed for businesses that repair or store equipment and requires highway exposure. A por6on of 51st Street, which dead-­‐ends behind our building, from the District of Chetwynd has now been purchased and is now consolidated with land containing our shop and office, and two vacant lots located to the south. This amalgama6on has created a large lot for storing equipment and to expansion of the Duz Cho Construc6on opera6ons. In June 2011, abnormally high rainfall created flooding which damaged our building. Fortunately, we had adequate insurance and are able to cover most of the damage. The Development Corpora6on, Land Referral, and Duz Cho Construc6on offices are currently in temporary office space while our offices are rebuilt. Undeveloped fee simple land is owned at Mackenzie Junc6on, Summit Lake, and Chetwynd. The land is suitable for commercial or residen6al construc6on.

SeAlement Lands The Band acquired two parcels of fee simple land in its Treaty 8 SeAlement, one at Summit Lake and the other at Mackenzie Junc6on. The land was cleared of beetle killed trees and awaits development by the Band.

Residen6al Property Four houses were purchased in the Prince George and McLeod Lake areas for rental to Band members. These are provided to Band Members through recommenda6on of the Housing CommiAee. Currently, there are no vacancies.

July 2011 Hello Everyone! The Land Management Department has been busy this year. ! In March, we held a community consultation regarding the new Pet Control Bylaw. The draft bylaw was presented to community members who asked questions and provided their input as to what they wanted to see happen. There was a delicious lunch and door prize draws for some great small appliances. There was also a grand prize of a free spay/neuter. The finished bylaw was presented to Chief and Council and passed. Now, we just have to get the money together to hire someone and run the program. ! There were two more parcels added to the MLIB Land Code; Weston Bay Indian Reserve #20 and Finlay Bay Indian Reserve #21. ! The Land use Plan and Comprehensive Community development Plan are being updated. We held 4 community consultation meetings; 2 in Prince George and 2 in McLeod Lake. We had lots of great food and prizes at the consultations as well as a prize drawn from the names of people who returned community surveys. The finished plan will be presented at the AGA. ! We held the grand opening ceremony for the new daycare on Aboriginal Day in June. We had over 150 people in attendance. Of course, there was lots of great food and door prizes.

MLIB 2004 LAND USE PLAN AMENDMENTS AND SUPPLEMENTS McLeod Lake West and IR #1 x Land Use Designations remain the same -­ Community Development Area, General Resource Development Area and Protected Area. The area covered by each designation on the Land Use Designations Map is changed. x The Community Development Area has been increased to allow more community use along the lakefront, the Protected Area is expanded to emphasize the need for traditional use studies to identify areas for traditional practices. The General Resource Development Area has been reduced. x Development priorities remain the same with emphasis on this being the focus for community residential development, recreation and band management facilities. McLeod Lake East and IR #5 x Land Use Designations remain the same ² Resource Development Area, General Resource Development Area and Protected Area. The area covered by each designation on the Land Use Designations Map is changed. x The Protected Area is expanded onto the steep slope lands in recognition of the desire to prohibit Resource Development until a Traditional Use Study has better identified areas for protection. x Development Priorities continue to recognize that, with the lands bordering Highway 97 and McLeod Lake, there is great potential for Tourism/Commercial development in addition to Traditional Use, Resource and Industrial development. Residential is not noted as a Development Priority in the 2011 Plan however lakefront cabins (the type of residential noted in the 2004 LUP) are identified as an example of recommended development within the Tourism/Commercial development priority. Bear Lake IR #32 x Land Use Designations are amended from just Community Development Area in the 2004 LUP to Community Development Area and Protected Area. The Protected Area has been included on the back portion of the reserve lands. Community members recognize the potential for commercial and tourism development on this site while allowing for traditional/cultural camps. x Development Priorities include the addition of tourism and agriculture and the removal of residential. Residential as a development priority has been removed in recognition of the associated development costs and the community preference to focus residential development on IR #1. Mackenzie IR #19 x Land Use Designation remains the same ² Community Development Area. x Community Development Priorities include the addition of Tourism and Commercial and removed the Recreation. The reserve at Mackenzie provides the Band with excellent tourism and commercial opportunities and a site to promote DQG SUDFWLFH 7VH·.KHQH FXOWXUH and traditions. Residential is a development priority but should be provided for those in need of proximity to emergency services.

Community Tripar6te Agreement In order to make our community a safe community, the Chief and Council signed a Community Tripar6te Agreement (CTA) with the Province and Canada to provide MLIB’s community with enhanced police service through the RCMP. Through this Agreement, MLIB can iden6fy community policing priori6es, iden6fy RCMP services for the community, and finally iden6fy a Community Consulta6ve Group, most of which is commiAed by a LeAer of Expecta6on (LOE) . In our case, the First Na6on Police (FNP) is within the Mackenzie Detachment of the RCMP. The First Na6on Police Constable is Joe Plant. We also want to introduce the Detachment Commander, Sgt. Syd Lecky, whose direct involvement is to assist MLIB to design, implement and provide on-­‐going police service for our community. MLIB is fortunate to have 2 very dedicated individuals who genuinely care about our community and will go the extra mile to help MLIB fix our community issues, bringing those issues to the forefront and iden6fying ways to combat them and make this a safe and carefree community. We have the dedica6on of the Detachment Commander, who by the way is First Na6ons himself, and readily available to speak with any member of Chief and Council, MLIB Administra6on and membership. We want to fully acknowledge and give full recogni6on to both Sgt. Lecky and Cst. Plant for a job well done. For the membership’s informa6on, some of the community priori6es that have been iden6fied are: • Children and Youth Programs – DARE, Bike Safety Rodeo, School visits; • Traffic issues for impaired driving, speeding; • Elders and Community Events – Annual Camping Trip, Cultural Camp • AAendance all MLIB Func6ons and celebra6ons, such as, Aboriginal Day, Elders/RCMP monthly luncheon, community feasts, Quarterly and other community mee6ngs, etc. • Domes6c violence • Assaults (both sexual and common) • Drugs and Alcohol counter aAack • Mischief • Educa6on and workshops on areas of interests such as the preven6on of sexual exploita6on, drug iden6fica6on and effects, Aboriginal Gangs, etc. Again, the development of the LeAer of Expecta6on is s6ll in DRAFT form. Members that want to have input for the priori6es or services they want to see are asked to contact the Band Manager. Other areas we may have influence over under the CTA include iden6fying the First Na6on Police personnel, scheduling, and cross-­‐cultural training for the FNP, monthly police repor6ng, possibly on-­‐site appointments for the FNP, etc. I know members have expressed their dismay for having the police present at our func6ons. However, we should be grateful for our good fortune in having access to this type of police service, provided by commiAed and dedicated people. We need to embrace it fully so we can find solu6ons to some of the nega6ve ac6vi6es that are taking place in our community. As for the funding of the Agreement, Canada and the Province fully fund the Aboriginal Police Program under the CTA. The funds are flowed through the RCMP and not managed by MLIB.

Joe Plant is a member of the RCMP, Joe hasn’t been in the Force very long. For most of his career he was involved as a Conserva6on Officer in various parts of BC. Joe is married and living in Mackenzie BC. Joe is very involved in his career as a regular RCMP member, FN Police member and with the Canine Unit of the RCMP. Joe is very approachable and willing to give assistance to anyone who wants to talk to him. He has a very kind spirit, loves the outdoors and takes genuine interest in learning about the McLeod Lake Tsekhe’ne culture and tradi6ons. We look forward to working with Joe and his Commander and other members of the RCMP.

Hello,

Once Again I would like to thank everyone for re-­‐elec6ng me back into Council. June was a very busy month. The June Quarterly mee6ng went very well. I aAended the grand opening of the daycare which was very well received. A con6ngent from McLeod Lake Indian Band and Council aAended a tour of the Mt. Milligan camp on June 19th, 2011. The camp facility is very nice and I was impressed with our members working at the camp. It is great to see members at the mine and enjoying their work. On July 31st we had a luncheon with the RCMP. The camp out at Carp Lake went very well with the youth, RCMP and elders. The Swearing-­‐In Ceremony took place on July 21st, 2011. I would like to thank the Band Members, Guests and Staff who That’s me aAended the Swearing-­‐In Ceremony for the new Chief and Council. I look forward to the next three years working for McLeod Lake Indian Band and Band Members as a Councilor ounce again. July has not been as busy. We had our regular Chief & Council mee6ng and met with representa6ves of Finevera and S6kine Energy. As we move forward we will discover more opportuni6es for MLIB. I hope to see you at the AGA.
