Apple Cider mix 2 pkg. Hot Chocolate 2 pkg. Instant Oatmeal 3 Pkg. Instant Cup-a-Soup 42 g Trail Mix 1 roll Lifesavers 1 pkg. gum 1 pkg Fruit Snacks (i.e. Fruit Rollups) Fold and staple top of carton. This food supply will o o o o o o o o

Welcome back everyone, Georgina and I hope you had a great summer although the weather could have been a little nicer. We have been working hard putting together language and cultural activities, curriculum and new menu plans for the Grande re-opening of our Head Start program on October 11, 2011 we will be located in the old daycare building and we look forward to working with all of the children, families, elders and community members again. There have been some schedule changes and they are as follows:

Dear Members, It was great to have so many of our Members, Family and Friends, Government and Industry Representa=ves a>end the McLeod Lake Indian Band 2011 AGA. On August 04th (our business day) we had 118 family and members sign the a>endance sheet. On August 05th we had 228 members, family, and staff sign in and take part in a wonderful day of food, fun and laughs. In addi=on, we had 98 Industry Representa=ves par=cipate this day as well. Special thanks to Jeanne Hegel, Barb Hiene, Kelly McEachnie, Stephanie Rocheleau, Jodi Sharpe, Chris Kaip, and Cindy Preece who were the 2011 AGA organizing commi>ee. I would also like to thank everyone else who helped out to make our 2011 AGA a great success. Planning the AGA takes a tremendous amount of team work and the planning process usually starts in April, so great work everyone!! I would also like to acknowledge all our Industry partners who donated to the McLeod Lake Indian Band 2011 AGA. It is your generosity that helps assist McLeod Lake Indian Band to get our Members back to the community and pay for other associated costs for the AGA. Thank You! Since the Elec=on in June 2011 Chief and Council have amended the annual budget to focus on community development projects, outdated policies, procedures, codes, and bylaws. Over the next year we will be holding community mee=ngs and sending out ques=onnaires to gain Membership’s input and direc=on on the McLeod Lake Indian Band Membership Code, Elec=on Code, and Chief and Council’s Code of Conduct. Approval of 2011 Financial Statements. On August 15, 2011 McLeod Lake Indian Band Chief and Council approved our 2011 Audited Financial Statements. I am happy to report our financial posi=on has improved considerably. The McLeod Lake Indian Band Audited Financial Statements con=nue to improve. The 2011 Financial Statements show an increase of 7.8 million dollars in net financial assets (end of year) and annual income (net profit) of 4.8 million dollars. These numbers represent solid management and governance. The 2011 Financial Statements are available to all Band Members upon request. If you would like to request a copy please contact the Band Hall and ask to speak with Band Manager Adele Chingee. Renego=ate Oil and Gas Commission CPA Chief and Council have started discussions to renego=ate our Community Par=cipa=on Agreement (CPA) with the Oil & Gas Commission. The CPA agreement provides capacity funding to run our Land Referral office in Chetwynd as well as revenues from Oil & Gas ac=vi=es throughout our Tradi=onal Territory. In addi=on, the CPA outlines the consulta=on process between McLeod Lake and the Oil & Gas Commission. The CPA was first signed by Chief and Council in 2002, amended in 2003, and re-‐ signed by Chief and Council in 2007. Chief and Council will be appoin=ng a nego=a=ng team on September 12, 2011 and hope to have the CPA finalized by April 2012. 16
Carp Lake Campouts and BBQ On August 15-‐17, 2011 McLeod Lake Indian Band held a camp-‐out at Carp Lake with Elders, Youth , Members and RCMP. This was the second year of the campout and Constable Joe Plant brought the RCMP boat to provide boat rides and fishing for everyone! Thanks Joe! A>endance was down from last year but all who came had a great =me. Social Housing McLeod Lake Indian Band Social Housing program has been running a deficit for a number of years. The two main reasons for the deficit are rental arrears and the CMHC and Indian and Northern Affairs policy. Our housing department expenses are more than our revenues. As a result the Housing Commi>ee and Chief and Council held a number of public mee=ngs in the community to consult and gain direc=on from Members to develop a drag housing policy. The new policy outlines both the Renters and Band responsibili=es in regards to rental payments and maintenance for the protec=on of both par=es. The major impacts of the uncollected rental arrears are that we are not able to build new housing on reserve and monies that could fund other programs go towards covering the housing deficit. It is expected that the Chief and Council will approve the new Housing Policy by the end of September. Treaty 8 Se>lement Trust Deficit Chief and Council and the Board of Trustee’s con=nue to work towards resolving the Treaty 8 Se>lement Account deficit. Due to fluctua=ng world markets the Treaty 8 Se>lement Account has virtually remained the same level that was reported in early August at our 2011 Annual Gathering Assembly. September 2011-‐09-‐28 Jenine Solonas Council Report Dear Members; Hello and welcome back to the beginning of fall, my daughter has been exercising her rights to grade one this month and I can see we have challenges in that alone. ! Also, I would like to acknowledge my brother Shane Solonas for being a great person to the community of McLeod Lake and hope your day is brightened by this!; you certainly deserve to be recognized for your generosity and kindness. Thank you for being my brother. I have been very busy with the mining issues these days. There is so much more to learn as that industry changes everyday. In the beginning of September I a>ended the Bri=sh Columbia Oil and Gas Conference in Fort Nelson, B.C. The agenda had been developed to feature a community perspec=ve on the oil and gas industry integra=ng the theme “Communi=es Leading Change”. The Mayor of Fort McMurray Melissa Blake told her story about the obstacle Fort McMurray has overcome and where the town stands today, this was a great example of Communi=es Leading Change so thanks to Melissa for sharing. Later that day Honourable Christy Clark, Premier of Bri=sh Columbia stopped in for lunch and presented the agernoon speech. She started by her families’ first speech, and then admits government gets in the way of job crea=on, government doesn’t create the jobs, and they can enable and impair it. She also said Canada is trading more with Asia in history then they ever did with the United States. Genng out of the way, genng the goods to market, helping create those markets for our goods. Now, I’m not promo=ng her words only passing them onto you for informa=on from where the premiere is coming from on trading, and having a strong workforce to help with what Bri=sh Columbians want. Lastly, As I looked forward to the Chief of Fort Nelson Kathie Dickie presenta=on she was unable to a>end due to her loss of her nephews. My condolences went to her family. September 18-‐20, 2011 Mine Closure Conference (Lake Louise) Topics presented included a wide range of interes=ng related to mine closure. The conference provided opportunity for networking among mine closure specialists from various parts of the world, exchange ideas, share research, and provide a forum for development of best prac=ces in mine closure. This conference taught me about all the different ways that mine closure really exists in other parts of the world and how they manage life agerwards. Seeing the examples and learning what to look for how to look for it? truly has changed my view. I do know that I will s=ck by a few small words that were spoken during the conference “reclamaFon starts now! Not when the mine is closing.....” I had the pleasure of mee=ng Chief Bev Sellars of Soda Creek First Na=ons as well as Chief Bernie Elkins of Esdilagh First Na=ons, we had lunch and dinner together and listened to their community stories. I look forward to their visit to McLeod Lake.
