Digital Transformation and Innovation Will help build a new India Emerging technologies in digital business models are fundamentally transforming how firms compete with one another. Every leader should care about digitization and disruptive innovation which are transforming industries. Traditional boundaries and value networks of firms are getting disrupted at a rapid pace, forcing organisations to rethink strategies not just for business growth and competitive advantage, but also for survival. We can thus say that Digital technology delivers growth. We live in a world where devices out number people and create more data than people can consume. The pace of change is very fast and there is no doubt that technology has led to disruptions in our personal and our professional lives. To realise these opportunities, organisations require a new breed of digitally-savvy leaders, who are ready for uncertain, open and dynamic competitive contexts. Technology will keep on bringing massive opportunities. The efforts of the Government’s push for a cashless economy is commendable; the country has seen rapid transformation and growth in the digital payments segment. At the same time, Fintech is seeing increasing acceptance with the clear focus of the government to give a further boost to their ‘Digital India’ campaign and digitization at large. Disruption is a process. As we are approaching a radically new age of mobility, the digital revolution is going to change the entire industry as a whole that will bring an opportunity to each organisation that has started the policy to reach the customer first. The recently held Infotech Forum is the live example on how various technologies are impacting life. With this we can say thatthe disruption theory differentiates disruptive innovations from what we call “sustaining innovations”. Unfortunately, the disruption theory is in danger of becoming a victim of its own success. With GDPR coming into force on 25th May 2018 in European Union (EU), many more nations are becoming conscious of the enormous value the data economy is creating. According to the EU, by 2020 the value of personalized data will be 1 trillion euros, almost 8% of the EU’s GDP. As this trend grows, there will be an increasingly growing conflict between the value of data and individual privacy &consent. The other side of the coin is when technology evolves, so does risk; as cities get high-tech, hackers become more dangerous. So, this opens another door for the security companies for the business opportunities. India in the third position in the leaders of tech innovation followed by China and US, with 13 percent of the global technology industry leaders indicating India’s potential for tech breakthroughs, which is great news. The report also says that India has prioritised government support for entrepreneurship and a burgeoning culture of innovation. Many start-up business models are leveraging emerging technologies to cater to India’s mobile-first generation. Lastly, by seeing the four major achievements of the Modi Government in the past 48 months of the Government, on the robust foreign policy, transforming BJP into a pan-India party, GST and Social welfare schemes at scale, India is poised to reach the next scale of growth.

NIC launches new data centre in Bhubaneswar

Bhubaneswar becomes the fourth National data centre of National Informatics Centre (NIC) after Delhi, Hyderabad and Pune. The new cloud-enabled National Data Centre aims to offer round-the-clock operations with secure hosting for various e-governance applications of Central and State Governments and has ability to support 35,000 virtual servers. Unveiling the data centre Union Minister of Electronics & IT, Sh. Ravi Shankar Prasad said that this data centre in Bhubaneswar is of global standards. Emphasizing the significance of the new national data centre, Sh. Prasad further said that Data centre is important because data sanctity is important and in the IT ecosystem, data centre adds to the digital clout of a State or location and raises its global profile. Minister for Petroleum and Natural Gas, Skill Development and Entrepreneurship Sh. Dharmendra Pradhan was also present on the occasion.

Ministry of HRD launches ‘SamagraSiksha’ scheme

The Union Minister for Human Resource Development,Shri Prakash Javadekar has launchedthe ‘SamagraShiksha’, an integrated Scheme for school education extending support to States from pre-school to senior secondarylevel for the first timein New Delhi. The Scheme is a paradigm shift in the conceptual design of school educationby treating ‘school’ holistically as a continuum from preschool, primary, upper primary, secondary and senior secondary levels. Speaking on this occasion, Shri Javadekar said that in keeping with Prime Minister’s commitment of providing of ‘SabkoShikshaAchchiShiksha’, the Ministry of HRD has taken a landmark step and completely overhauled the existing Schemes in School Education to treat schooling as a smooth transition from pre-school, primary, upper primary, secondary and senior secondary level. e-Way bill system rolled out in Maharashtra, Manipur and Union Territories

As per the decision of the GST Council, e-Way Bill system for inter-State movement of goods has been rolled out from 1st April, 2018. As on 23rd May, 2018, e-Way Bill system for intraState movement of goods has been rolled out in the States of Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Meghalaya, Nagaland, Rajasthan, Sikkim, Telangana, Tripura, Uttarakhand, Uttar Pradesh and Union Territory of Puducherry. E-Way Bills are getting generated successfully and till 23rd May, 2018 more than five crore and thirty lakh e-Way Bills have been successfully generated which includes more than one crore and sixty lakh e-Way Bills for intra-State movement of goods. It is informed that e-Way Bill system for intra-State movement of goods has been implemented from 25th May, 2018 in Maharashtra, Manipur, Andaman & Nicobar Islands, Chandigarh, Dadra & Nagar Haveli, Daman & Diu and Lakshadweep.

NDMA reviews preparedness to tackle Nipah virus outbreak in Kerala

The National Disaster Management Authority (NDMA) has conducted a meeting to review the status of Nipah virus outbreak reported from Kerala. Representatives from Kerala apprised NDMA about the efforts being made by the State Government in tackling and containing the outbreak. They also said that there is no need to panic and that the situation is under control with the State Government constantly monitoring the situation in a proactive manner. They also informed that experts from National Centre for Disease Control (NCDC), Ministry of Health and Family Welfare (MoHFW); All India Institute of Medical Sciences (AIIMS), New Delhi; Safdarjung Hospital, Delhi and Department of Animal husbandry, Dairy and Fisheries (DADF) are already working with the State Government on the ground.

CSC to reach 2.50 lakh gram Panchayats- Minister of Electronics & IT

“AYUSH” finds a place in English Language

The network of Common Service Centres (CSCs), which act as access points for delivery of various electronic services to villages in India, are set to be expanded to 2.50 lakh gram panchayats by the year end, the Union Minister for Electronics and IT, Sh. Ravi Shankar Prasad said at DhanauriKalan village in GautamBudh Nagar (UP). Addressing, an event to showcase a host of digital services that will now be available in the digital village, Sh. Prasad said that the CSC movement had transformed into a movement of change bringing services like banking, pensions, digital literacy and telemedicine to rural and remote villages through electronic infrastructure. Union Minister of Culture(IC), Dr. Mahesh Sharma also present at the event said that the CSC project is providing sustainable digital access to rural communities and are giving the necessary impetus for upliftment of the rural community.

The Commission for Scientific and Technical Terminology has decided to adopt the word ‘AYUSH’ in Hindi and English languages for scientific and technical purposes. The “AYUSH” became popular as the acronym for five traditional and complementary systems of medicine, namely Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy and successfully adopted and used in all Government communications. The decision follows a proposal from the Ministry of AYUSH in this regards. Hailing this decision, Shri ShripadNaik, the Union AYUSH Minister said that it would underline the essential unity of all holistic systems of healing. He also said that this decision would add strength to the efforts of the Ministry of AYUSH to develop integrated solutions to manage the public health challenges of the Country.Following the Commission’s recognition, the word is expected to gain currency in popular usage in a short span of time.

BEML celebrates 54th Foundation Day

Atal Pension Yojana (APY) Scheme’s subscriber base crossed 1 Crore on completion of 3 years of the Scheme launch. APY was launched by the Prime Minister of India, Shri Narendra Modi at a function in Kolkataon 9thMay,2015 and the current number of subscribers stand at 1.10 Crore. Atal Pension Yojana (APY), a guaranteed Pension Scheme for citizens of India announced by the Government of India, is focused on the unorganised sector workers which constitute more than 85% of workforce. Under the APY, the guaranteed minimum pension of Rs. 1,000/or 2,000/- or 3,000/- or 4,000/ or 5,000/- per month will be given at the age of 60 years depending on the contributions by the subscribers. The Spouse of the Subscriber is also eligible for pension and the nominee would be receiving the accumulated pension wealth.

Indus Towers with Rapid Metro to promote green commute

In its bid to promote a sustainable and green public transport option among its employees, Indus Towers has joined hands with Rapid Metro Gurgaon. Leading by example, BimalDayal, CEO, Indus Towers along with its employees and Rajiv Banga, Managing Director and Chief Executive Officer, IL&FS Rail Ltd boarded the Rapid Metro from Sector 55-56 Rapid Metro Station and travelled till Vodafone Belvedere Tower Rapid Metro Station. The move is aimed at promoting usage of public transport, instead of private transport, amongst employees and is in line with Indus’ commitment towards protecting the environment and reduce carbon footprints. The move will benefit Indus’ employees travelling from Gurugram and Delhi NCR to Indus’ office. Foodpanda lends support to the Mid-Day Meal scheme

On World Hunger Day, Foodpanda has announced its partnership with The Akshaya Patra Foundation, the leading not-for-profit organisation that implements the Mid-Day Meal Scheme in government and government-aided schools in the

country. As part of this association, Foodpanda users will be able to donate raw materials to the foundation and contribute in their mission of eliminating hunger. Through this initiative, Foodpanda aims to create an impact of 1 million meals in the next 6 months. As the next steps to this partnership, Foodpanda will register with The Akshaya Patra Foundation approved partners through which users will be able to buy and donate raw materials such as pulses and spices. At the end of every month, the raw materials that users donate will go directly to Akshaya Patra funds that will be used to provide mid-day meals to over 14,000 partner schools in India. The platform will be open for donations in the next couple of weeks.

ICICI Bank sets up a probe committee against Kochhar ICICI Bank has initiated an internal probe to look into allegations by a whistle-blower against its Managing Director and CEO Chanda Kochhar. The bank’s Board of Directors decided to institute an enquiry headed by an “independent and credible” person. The name of the person was not disclosed. The board further said that the scope of enquiry would be comprehensive and include all relevant matters arising out of and in the course of examination of the facts and wherever warranted, use of forensics and e-mail reviews and recording of statements of relevant personnel, etc. The notice said, the whistle-blower complaint disclosed information alleging that Kochhar did not adhere to the Bank’s Code of Conduct, and legal and regulatory provisions relating to “conflict of interest”. It also alleged quid quo pro in dealing with certain customers. The Board has now asked the Audit Committee to operationalize its decisions and appoint an independent and credible Head of Enquiry, ICICI. The order took nearly two months, to proceed against Kochhar, after allegations that her husband Deepak Kochhar, and his company NuPower Renewables has been indirectly given a ₹3,250-crore loan through the Videocon Group in 2012. However, until now the ICICI Board has staunchly defended the bank’s CEO, despite calls by many investors to examine the charges. The CBI and the Tax Department have also been looking into the issue. With this news, the ICICI Bank scrip fell 1.86 per cent on the BSE to end at ₹285.25. www.spoindia.org May 2018 | 9

Prime Minister Shri Narendra Modi laid the foundation stone for the 2400MW first phase of NTPC's Patratu Super Thermal Power Project in Jharkhand on May 25th, 2018. The project is a 74:26 Joint Venture between Government of Jharkhand (GoJ) and Patratu Vidyut Utpadan Nigam Ltd. (PVUN), a subsidiary company of NTPC establishing a total capacity expansion of 4,000MW. Smt. Droupadi Murmu, Governor, Jharkhand; Shri Raghubar Das, Chief Minister, Jharkhand; Shri R.K. Singh, Union Minister of State (I/C), Power and New & Renewable Energy; other dignitaries and senior officials from Ministry of Power and NTPC were present on the occasion. NTPC’s PVUNL is set to develop the project in two phases 2,400 MW (3x800MW) in Phase-I and 1,600 MW (2x800 MW) in Phase-II, which will be developed later. Under the Pradhan Mantri Sahaj BijliHarGhar Yojana (Saubhagya) scheme, this project will ensure providing 24x7 power availability to the households.

NTPC has kick-started ‘SwachhataPakhwada Abhiyan’ across plants under the aegis of Swachh Bharat Mission. As a part of this abhiyan, cleanliness inspection of all sections within and outside the plant premises was conducted by senior officers, employees and their families. The ‘SwachhataPakhwada Abhiyan’ is being carried across NTPC projects in support of Swachhata Abhiyan from 16th May to 31st May, 2018. The focus during ‘SwachhtaPakhwada Abhiyan’ is not only to garner community involvement but also to bring the behavioural and attitudinal changes through innovative activities, so that the ultimate goal of the ‘Swachh Bharat Abhiyan’ could be achieved and sustained. People from surrounding areas of NTPC projects came out to clean their surroundings and initiate Swacchata awareness program at village schools and other common areas, to achieve the common goal – cleanliness. 10 | May 2018 www.spoindia.org

The Govt. of India has presently approved the manufacturing of various warships. Mazagon Dock Ltd. has taken a lead for manufacturing presently approved Warship projects and have identified HEC as the potential source for various mechanisms like propeller shafts, rudder stock, stern gear system etc. Shri Avijit Ghosh, Chairman-cum-Managing Director - HEC has shown keen interest and is taking all efforts to tap the business potential. Recently, Director (Marketing) - HEC, Shri Rana S Chakravarty visited Baltic Shipyard for preliminary discussion on co-operation. NALCO CMD congratulates Sunita Lakra for leading Indian Women’s Hockey Team

On her return from 5th Asian Champions Trophy, SunitaLakra, the Captain of Indian Women’s Hockey Team, along with her team-mate Deep Grace Ekka, met NALCO CMD Dr. Tapan Kumar Chand and briefed him about their achievements in the tournament. Dr. Chand appreciated SunitaLakra, for leading the team to achieve the Runners Up title in the tournament. The team, led by defender SunitaLakra performed well in the tournament, beating Japan (4-1), China (3-1) and Malaysia (3-2). In the finals, they lost the match to Korea (0-1). It may be noted that Lakra is an employee of the Navratna Company NALCO. Dr. Tapan Kumar Chand, CMD, NALCO, said, “We are very proud of SunitaLakra for helping brand Odisha shine in the sporting arena. SCI starts new Chennai Port Blair Aarohan under-19 summer camp Service begins at NCL The Shipping Corporation of India has started a new service called ‘Chennai Port Blair Service' (CPBS) to run between Chennai and Port Blair. The first voyage of CPBS was inaugurated at DP World Terminal, Chennai on 15th May 2018 in the presence of Capt. R. Venkatesh, Terminal CEO, DP World Chennai and Shri J.S. Kishore, Deputy General Manager, SCI Chennai. This service is expected to facilitate and augment the movement of cargo from ports on the western coast of India (such as Kandla, Mundra etc) to Port Blair via Chennai. The under 19 summer camp Aarohan began in Northern Coalfields Limited at Vijay Stadium of NCL Jayant Area. Signature Bridge likely to open in October

The AAP government has announced that the iconic Signature Bridge over the river Yamuna is likely to be opened for public in October this year. CM Arvind Kejriwal, who witnessed the installation of the final pylon on the 154 meters high bridge along with deputy CM Manish Sisodia, announced that the government would release the last instalment of funds required to complete the project. The project could come as a gift to the people this Diwali. The government is likely to revise the cost of the bridge to Rs 1,511 crore after the Central Public Works Department, from which the PWD had sought expert opinions on the escalation in the cost of the project, has justified only Rs 1,511 crore. The Delhi Tourism and Transportation Development Corporation (DTTDC), which is executing the iconic project, had demanded Rs 1,574 crore. The proposal is likely to be put up in the Expenditure and Finance Committee meeting soon after which it would be put up in the cabinet for approval.

Delhi Metro extension from Noida City Centre to Sector-62, Noida approved

In a major boost to public transport infrastructure in NOIDA, the Union Cabinet Chaired by Prime Minister Shri Narendra Modi has approved extension of Delhi Metro corridor from Noida City Centre to Sector-62, Noida Uttar Pradesh covering a length of 6.675 km at the total completion cost of Rs.1, 967 crores. T h e project will be implemented by Delhi Metro Rail Corporation Limited (DMRC), the existing Special Purpose Vehicle (SPV) of the Government of India and Government of National Capital Territory of Delhi. It will be covered under the legal framework of Central Metro Acts, Metro Railways (Construction of Works) Act, 1978 and the Metro Railways (Operation and Maintenance) Act, 2002, as amended from time to time. The minister said Noida is expanding in terms of commerce and educational facilities and the extended line will help in greater mobility of people.

A MoU was signed in February with eGovernments Foundation, also co-founded by NandanNilekani, to provide solutions for e-governance of urban local bodies (ULBs) throughout Punjab. At a meeting with NandanNilekani, cofounder of Infosys, in Bengaluru, Punjab local bodies minister Navjot Singh Sidhu raised the issue and the former assured that despite the unfavourable trend, he would talk to the Infosys CEO to expedite the project. Sidhu discussed introduction of e-governance across the 167 urban local bodies in the state. Among other things, a public grievances app would also be rolled out pertaining to these services enabling the people to lodge their complaints in case they encounter any problem. An official said that the initial focus on improved street lighting, controlling mosquito menace, managing stray dog menace, improved waste management and reducing potholes.

The government of Kerala will use social networking channels to promote e-governance and services associated with it, according to V T Santosh, senior technical director, national informatics centre (NIC). Speaking at a seminar on e-governance, Santosh said that in the coming days the government will take adequate steps to make e- governance more effective. “Social media enjoys huge popularity among the mass and is the best mechanism to reach out to the people,be it announcing new policies or encouraging discussions or participation of people in various projects and schemes of the government. The Governmentis alsoconsidering developing user-friendly mobile applications to help citizen access various services offered by the government,” said Santosh. He added that the technical assistance and training to use various apps and services are alsobeing providedfor the fishermen community in the state.

While young generation is now getting addicted to e-cigarettes, the health department of Rajasthan has written to the ministry of medical, health and family welfare expressing willingness to curb its menace. It has sought a clear roadmap and guidelines to have a foolproof workable strategy to curb electronic cigarette menace in the state. Addressing VikasSheel, joint secretary of ministry of health and family welfare, Veenu Gupta, additional chief secretary (health) Rajasthan, mentioned in the letter, “To further reduce tobacco use among adolescents and to tackle the growing menace of electronic cigarettes in the state, our food and drug administration is exploring ways on the probable options and process to be adopted for prohibiting the manufacture, sale, storage, distribution and advertisement of electronic cigarettes in the state.”

After deciding to mandate the use of electronic way (e-way) bill to track movement of goods within five states, the government is working to introduce other anti-evasion tools to shore up the collection of GST, where it suspects massive leakage is taking place. The finance ministry said that intra-state movement of goods in Gujarat, Uttar Pradesh, Telang ana, Andhra Pradesh and Kerala — which account for 61% of the inter-state e-way bill generation — will require the electronic tool from April 15 as part of the planned expansion. E-way bill had become mandatory for movement of goods valued over Rs 50,000 from one state to another at the start of the month. In its mission to bridge the digital gender divide in rural India and empower women through digital literacy, Google India and Tata Trusts announced reaching the halfway mark, with 150,000 villages, under its Internet Saathi program. The program has contributed towards bridging the digital gender divide in rural India [female to male ratio from 1 in 10 in 2015 to 3 in 10 in 2017*], and has benefited over 15M women in 13 states, the program has expanded to cover four new states — Goa, Karnataka, Uttarakhand and Telangana. The program has motivated many enterprising women, who are now using the internet, to find new opportunities — be it Vandana Potdar from Karandi, Pune who helped start a community owned Potato chips business or Shital from Sangli, Maharashtra, who helped her son prepare and clear the Science Olympiad exam, by finding study modules on the Internet or Padmavati who set-up an lemongrass oil production unit in Guntur and learnt the various manufacturing techniques using the internet, or hundreds and thousands of other women.

The Digital India programme has transformed into a "mass movement" and the government will soon finalise a new electronics policy for build on the momentum, IT Minister Ravi Shankar Prasad has said. It will also push ahead to meet the ambitious goal of increasing the size of India's digital economy to USD 1 trillion in the coming years. "We are soon going to finalise the new electronics policy whose subsegment will be expor t-oriented initiatives in the field of electronics. The idea is to make India a big hub of electronics manufacturing to serve domestic as well as outside markets," Prasad told. In an interview, coinciding with the fourth anniversary of the Modi government, Prasad said the troika of 31 crore JanDhan accounts, 121 crore mobiles and biometric identifier Aadhaar (dubbed JanDan-Aadhaar-Mobile or JAM trinity) for pushing welfare benefits and subsidies, have led to savings of Rs 90,000 crore.

Nokia to develop 500 smart & sustainable villages

MeitY raises concern over WhatsApp data sharing

Nokia has announced its Smartpur project that aims to develop 500 digitally-integrated and sustainable villages across India in line with the government’s vision of Digital India. In phase 1 of the project, a pilot has been rolled out in Haryana and Tamil Nadu with Digital E m p owe r m e n t Foundation (DEF) as the implementation partner to develop 10 such villages in each state. The pilot in Tain village, Nuh district, Haryana was inaugurated by the Ambassador of Finland, Nina Vaskunlahti. In phase 1 of the project, 20 villages will be digitally integrated in Haryana and Tamil Nadu in a hub and spoke model. Tain village in Nuh district Haryana and Asoor in Kanchipuram district, Tamil Nadu will serve as hubs which will host a digital center with telecom connectivity to provide ICT-enabled, primary services across each of the 5 pillars to rural community. The spoke centers will further extend these services to 9 other villages from each hub. In phase 2, the project will be scaled up to up to another 80 villages across various states. WhatsApp Payments appears to be in trouble as it has caught the attention of regulators over the issue of data sharing with parent entity Facebook and ICICI Bank. In a joint discussion, the Reserve Bank of India (RBI) raised this concern along with Ministry of Electronics and Information Technology, (MeitY) and National Payment Corporation (NPCI). In the wake of the Cambridge Analytica data leak debacle and the alleged manipulation in the US electoral process, the g over nment of India has escalated scanner on global companies dealing in financial technology. MeitY, according to sources is opposing to sharing of payments information under any circumstances. The ministry also had raised the issue with the apex banking body (RBI). The report also adds that NPCI seems to be okay with the terms and conditions laid by WhatsApp for sharing data.

Purdue University researchers are developing an app and wearable technology to enable pregnant women to use a smartphone to detect whether they have or are susceptible to a condition that could lead to serious health complications for them or their unborn child. The team, led by Craig Goergen, an assistant professor in Purdue’s Weldon School of Biomedical Engineering is developing a lowcost automated early detection sensor of preeclampsia, a pregnancy complication caused by high blood pressure that can cause organ damage and premature birth. “We hope this will allow us to predict and prevent preeclampsia and reduce the number of children born prematurely each year. This could also reduce the long-term health complications for mothers,” Goergen said.

The Goods and Service Tax (GST) introduced from July 2017 has been one of the most significant reforms of the Modi government. The implementing of GST has created a single common market in India by subsuming several different taxes into a single tax applicable pan-India. The move has helped in removing the cascading impact of different taxes. With the introduction of GST, states can expect their revenues to increase, especially those that do not manufacture goods and rely on supply from other states. The total deposit collected as a result of their opening of savings account is Rs 81,203.59 crores. 23.80 crore have received RuPay Debit Cards and can now access ATMs. Other countries are now studying the model to possibly implement similar projects in their respective countries. Two more compliance windows were provided by the government - first under the Income Declaration Scheme (IDS) in 2016 and then the Pradhan Mantri Garib Kalyan Yojana (PMGKY) the next year, after demonetisation. These two schemes yielded Rs 72,200 crore as disclosed by 92,000 persons.

Creation of the Lokpal

The Modi government is just one step away from appointing a Lokpal – a decision that is expected to be used to re-emphasise Modi’s promises of “zero tolerance against corruption” and of running a “scam-free” government. The UIDAI project is a 12-Digit Unique Identification Number given to Indian residents, based on their biometric and demographic data. It is the world’s largest ID system implemented. Started under the UPA II regime, the Modi government has significantly advanced its implementation. The Aadhaar Card allows the holder to use it as a Proof of Address though it does serve as proof of citizenship. As on November 2017, 1.19 billion Aadhaar cards had been issued, covering 99 percent of the population.

Swachh Bharat Abhiyan It is yet another initiative unmatched anywhere in the world. The program is a movement against open defecation and helps people build toilets in joint participation with the government. The chairperson may be either a serving or a retired Chief Justice of India, or a judge of the Supreme Court, or an eminent person. All states were required to establish a Lokayukta within one year of the law being made. Overall, it is really an eventful programme among many that the Modi government has to its credit. The government needs to continue the efforts to bridge the gaps in certain sectors by bringing more actionable things in place as the General Elections of 2019 are knocking at the door.

Scope of Improvement

Despite the various progresses, there have been a few hits and misses of the current government. The State Bank of India recently reported that its largest ever loss stood at Rs 7,718 crore in a quarter. It was the fifth successive public sector bank to report a loss, a rise in provisions and a higher level of bad loans. PSBs account for the bulk of bad loans worth over Rs 9.00 lakh crore in the system. At least five defaulters of the Nirav Modi kind have absconded in the past four years. Every third public sector undertaking or 75 of the 244 PSUs are in the red, losing over Rs 25,000 crore. In the past five years, PSU losses added up to over Rs 1.06 lakh crore. The issue is not about government ownership, but more about political management of government enterprises. A question comes as why not to disinvest in favour of the public—the stupendous rise of stock markets offered an opportunity to do so—and create a Sovereign Fund for the government’s holdings so that the PSUs are corporatized and professionally managed.

What does the draft National Telecom Policy-18 talk about? The Department of Telecommunications (DoT) has released its much-awaited draft National Telecom Policy 2018(NTP-18) on May 2, 2018, for public comments. The policy is re-named as National Digital Communications Policy (NDCP) 2018, keeping with the digital technology trends. One of the key strategies in the draft talks of recognising spectrum as a key natural resource for public benefit to achieve India’s socioeconomic goals. On spectrum pricing, it said there should be optimal pricing of spectrum to ensure sustainable and affordable access to digital communications and simplifying the process of obtaining permissions from various agencies such as Wireless Planning and Coordination (WPC) and Standing Advisory Committee on Radio Frequency Allocation (SACFA) in order to promote efficiency. It further identifies and makes available new spectrum bands for access and backhaul segments for timely deployment and growth of 5G networks and making available harmonised and contiguous spectrum required for deployment of next generation access technologies. “We believe the objective of the policy is to help strengthen India’s market competitiveness by harnessing the new and emerging digital technologies and platforms,” comments Priya Mahajan, Head of Asia Pacific Public Policy & Regulatory Counsel, Verizon Enterprise Solutions. He further says, “It is promising to see policy focus on review of the regulatory framework, for a dynamic,

future-proof and transparent regime that aims to reduce regulatory barriers and burdens to promote and protect level playing field and competition, leading to innovation and investment. In particular, the focus on reducing regulatory fees and the concept of pass-through revenues in line with principles of input line credit, & reduction in the cost of international bandwidth by rationalizing access charges is a welcome move.”

One of the key focuses of the policy is to enable next-generation technologies and services via investment, innovation thereby accelerating India’s transition to industry 4.0. “However, we note that emerging technologies such as Software Defined Networks (SDNs) and Network Function Virtualization (NFV), Software Defined Wide Area Network (SD-WAN), Unified Communications - which is essential for reaping the full benefits of convergence - don’t find a mention in the draft telecom policy. The revised policy should reflect the dynamics of the evolving technology landscape in a manner, which increases customer choice, affordability, competition and enhances the digital ecosystem,” says Priya Ranjan. The draft further states that the new

policy further hints at accomplishing some of the strategic objectives by 2022 including -- Provisioning of Broadband for all, creating four million additional jobs in the digital communications sector, enhancing the contribution of the digital communications sector to eight per cent of India’s GDP from around six per cent in 2017, enhancing India’s contribution to global value chains and ensuring digital sovereignty. The draft also talks of establishing a ‘National Broadband Mission – Rashtriya Broadband Abhiyan’ to secure universal broadband access for implementation of broadband initiatives, to be funded through USOF and Public Private Partnerships -- BharatNet for providing 1Gbps to Gram Panchayats upgradeable to 10 Gbps, GramNet for connecting all key rural development institutions with 10Mbps upgradeable to 100 Mbps, NagarNet for establishing one- million public Wi-Fi Hotspots in urban areas, JanWiFi for establishing two-million Wi-Fi Hotspots in rural areas and implementing a ‘Fibre First Initiative’ to take fibre to the home, to enterprises and to key development institutions in tier I, II and III towns and to rural clusters. Thedraft policy lastly talks of incentivising the use of renewable energy technologies in the communications sector, including utilisation of small cell fuel batteries, lithium-ion batteries or other similar technologies; promoting research and development of green telecom through active participation of stakeholders and rationalising taxes and levies on the manufacture, production and import of such equipment for digital communication technologies. www.spoindia.org May 2018 | 23

General Data Protection Regulation (GDPR)has brought about an unprecedented change in the European data protection laws after more than 20 years. It strengthens the data rights of EU residents and harmonizes data protection laws across all member states, thus designating individual choice as a priority over everything else. GDPR was enacted two years ago while its enforcement across all 28 EU countries came into effect at midnight on 25 May 2018. “The GDPR will replace the 1995 Data Protection Directive and is aimed at protecting EU citizens’ personal data in the new digital world. It is a significant, wideranging piece of legislation which will, no doubt, have a major effect on the world of cyber security and data protection. GDPR in spirit applies to nearly every organization based in India dealing with the personal data of subjects residing in the EU, regardless of the company’s location,” says Vijay Mhaskar, Chief Operating Officer, Quick Heal Technologies. Nippon Paint’s nshakti training program empowering rural women Nippon Paint (India) has recently announced the successful completion of the first batch of its training program ‘nshakti’. Leading architects Ponni Concessao and Oscar Concessao attended the event in Sirudhamur village to hand over the certificates, and expressed their solidarity towards this initiative.

Nippon Paint’s nshakti training program is an initiative to train rural women in professional wall painting. Its sole objective is to make rural women employable and transform their lives positively. The first batch of womentrainees (13 totally) between the ages 18 to 35 were trained by expert trainers from Nippon Paint’s PROceed training academy to qualify themselves to become professional wall painters. The initiative which began on the April 9th wrapped up after two weeks of rigorous training conducted by experts from Nippon Paint’s PROceed training academy. Nippon Paint’s PROceed training academies located in Chennai, Madurai and Salem, have already been instrumental in training close to 900 underprivileged individuals, but this is their first attempt at reaching out to women trainees in particular. The genesis for nshakti initiative happened during one of Nippon Paint’s community services in a rural Kanchipuram village called Sirudhamur where it had undertaken a local temple restoration project. The local women there, showed great interest during the process and it occurred that most of them displayed qualities that a professional wall painter requires. “We all know for a fact that in India, almost all wall painters are men. Even on a psychological level, women are reluctant to take up this job. So in an attempt to break away from gender stereotypes and encourage women to be self-sustainable, we decided to train them extensively,” saysS Mahesh Anand, President – Nippon Paint (India) Private Limited (Decorative Division). Rural women are one demography


of the population that have continually been deprived of proper skill training. For them, earning a livelihood has always been a challenge as they lack employable skills. So apart from training these women, Nippon Paint ensured that they get proper job opportunities by providing them the right channels of employment. Their details are already shared with architects, salesmen contractors associated with Nippon Paint. Even though the initiative is relatively new, we have already achieved substantial results. Not only are these women now fully trained to cope up the demands of the job but, have also slowly begun to find themselves successful painting projects to work on in their own districts and adjacent ones. Challenges numerous… The company faced a number of

roadblocks throughout this journey. To begin with, most of the women were devoid of any formal schooling or skill training, which meant that even simple things like counting, measuring or reading compositions became a hurdle. “So, in a way we had to personalise their training to fit individual requirements,” Anand says. “The second biggest challenge was sensitising them on a more psychological level. For instance, initially some were even reluctant to wear training garbs as they were used to wearing only sarees. It took us a long time to elicit a certain comfort level with them and enable them to understand. And the final challenge was training them physically. Painting is relatively laborious and we ensured that they were trained to be flexible to suit the demands of the job. Though initially we faced these issues, with time

the trainees grew more confident and displayed tremendous capability of handling the job themselves.” At present Nippon Paint is already making plans to initiatethe second batch of nshakti training in Coimbatore and hope to complete that successfully. Another challenge is also to ensure that these women get access to the right channels of employment. Nippon Paint is in talks to initiate painting projects for them in Pondicherry and Tindivanam as these locations are relatively closer to and would be convenient for them. “We have already ensured they are accessible to contractors, architects, builders and dealers in the nearby areas to enable regular business dealings. Other than that, we have plans of reaching out to various Village Panchayats to raise awareness of this initiative,” he concludes. www.spoindia.org May 2018 | 29

In a recent development, Artificial Limbs Manufacturing Corporation of India (ALIMCO), which manufactures artificial organs inaugurated a manufacturing unit in Ujjain in April in the presence of the Union minister for social justice, Thawarchand Gehlot. The inauguration was marked by an employment fair for differently abled people, in which over 40 organisations held a campus drive for selecting disabled persons. Gehlot inspected the under construction unit of the unit and instructed officials concerned about the construction of a Tricycle plant shed and observed the Tripod and sticks manufacturing units. MLA Satish Malviya, speaker Sonu Gehlot, BJP district head Iqbal Singh Gandhi and Sachin Saxena were also present. The Government’s commitment towards the welfare of students from SCs, OBCs, EBCs, DNTs and Divyangjans has also been commendable. The objective of these scholarships are to facilitate educational empowerment of students from these classes and ensure their economic and social empowerment. MoU signed between DEPwD and ALIMCO for the financial year 2018-19 The Department of Empowerment of Persons with Disabilities (DEPwD-Divyangjan Shashaktikaran Vibhag), Ministry of Social Justice & Empowerment has signed a Memorandum of Understanding (MoU) with ALIMCO for the Financial Year 2018-19. It covers major developments to be achieved in this year for the Empowerment of Divyangjans of the country. The MoU was signed by Smt Shakuntala D. Gamlin, Secretary DEPwD & Shri D.R.Sarin, CMD - ALIMCO. On this occasion, Dr. Prabodh Seth, Joint Secretary, DEPwD andSmt Dolly Chakraborty, Joint Secretary, DEPwD were also present. For the past 40 years, ALIMCO has been relentlessly manufacturing various types of aids and appliances on a mass scale to meet the requirements of PwDs including orthopaedics, visual and hearing impaired etc. Since its inception, it has been serving on an average around two lakhs of disabled population every year and has supplied 42 lakhs of aids & appliances (approx.). financial allocations and change in the eligibility criteria for these scholarships. Recently the Minister of State for Social Justice and Empowerment, Shri Krishan Pal Gurjar welcomed the victorious Indian Wheelchair Cricket team, and saidthat the Government is committed to the empowerment of Persons with Disabilities. The Wheelchair Cricket Championshipisa first of its kind tournament that not only inculcates a positive attitude among Persons with Disabilities but also provides a platform

to showcase their talent and physical abilities. The Indian Wheelchair Cricket team beat Bangladesh in three-matches of the Wheelchair Cricket Series 2018 by 2-0 held at the University of Dhaka stadium, Dhaka, Bangladesh. Gehlot tweeted - “The Indian Wheelchair Cricket Warriors outshine Bangladesh in the 2nd International T-20 Wheelchair Cricket Match Series in Dhaka. Nipah Virus (NIV) Infection – how is it spreading? Nipah Virus infection is a newly emerging zoonotic disease causing severe illness and high fatality in animals and humans. Nipah virus was initially discovered when it caused an outbreak of brain fever among pig farmers in Malaysia in 1998, where pigs were the intermediate hosts. In 2004, cases were reported in Bangladesh, people who consumed date palm sap contaminated by urine or saliva of infected fruit bat. There is no effective antiviral therapy for this infection. The symptoms of a Nipah Virus infection initially are non-specific and asymptomatic in some people, in others it can present as fever, headache, muscle pain, abdominal pain, nausea, fainting, vomiting and as Respiratory illness. The disease can rapidly progress to coma within 24 to 48 hours in case of encephalitis. Long term sequelae like persistent convulsions and personality changes can also occur. Nipah Virus is transmitted from bats to humans by consumption of food contaminated by body fluids from infected fruit bats. Pigs are intermediate host. Humans can contract infection from a pig with active disease by coming in close frequent contact, handling raw meat from infected animal or consuming poorly good meat. Human to human transmission has also been known to occur, mostly in family and caregiver of the infected patients. Precautions to be taken to avoid the spread of Nipah Virus infection • Do not consume food contaminated by bat body fluid or bat urine / faeces. • Do no drink toddy brew in open containers near palm trees. • Avoid close and frequent contact with an infected person. Following good hygienic practices like washing

hands before eating and regularly after visit to public places and hospital is recommended. • Avoid close physical contact with patients suspected to have Nipah virus infection. Do no share utensils, clothes, restrooms used by an infected person. • Health care providers who treat infected persons should wear protective gear- gowns and face masks. Nipah virus infection diagnosed through Real time polymerase chain reaction (RT-PCR) test is done on throat and nasal swabs, cerebrospinal fluid, urine and blood health with diagnosis of infection in early stages. Diagnosis by detecting antibodies against the virus usually is possible in the 2nd week of illness, the test however is not commonly available. Tissue diagnosis by culture or

immunohistochemistry is also possible though available only in select places. There is no effective treatment available for Nipa virus. Treatment includes symptomatic and supportive care. Strict infection control practices and proper barrier precaution can help to cut back on disease spread. Prevention is better than cure, hence Avoid contact with pigs and pig handlers. Maintain personal hygiene and intensive hand washing practices. Avoid consuming raw fruits, consume only well cooked, clean, homemade food till the outbreak settles down. Preferably use masks and other barrier precautions while travelling or working in public places that have reported cases of the infection. Be aware of the symptoms and report to the doctor immediately for early diagnosis and treatment. Cyber Expert-Supreme Court of India "May 25th is a historic day as the general data protection law has been implemented in the European Union. Typically when a country passes a law it is applicable within its territorial boundaries. We in India have the Information Technology Act which applies to entire India but unlike other laws it also applies to people outside India - a person of any nationality in the world cannot violate or contravene the provisions of the act. We did this law 17-18 years back but GDPR has only replicated what we have done in our law. It says that you will have to primarily ensure that the data of European citizens or people residing in Europe are adequately protected. Typically this is for European Union, however a clause in the law says it is also going to apply to any company, data controller, data processor located outside the union who is dealing, handling or processing the personal data of residence of the European Union.”

But the digital evidence can create a lot of problem. From the digital evidence point of view, the problem that arises is whom to believe and whom not to.When you talk about WhatsApp, messages are altered, modified, deleted and then we do not have any type of a server where we can get this information from. So when you ask for information from WhatsApp, it being a virtual server by nature shall reply us saying that they cannot provide you the information. Therefore, no data is retained at our end. Then it becomes a very questionable task as how to get these particular messages to be authenticated.”

US-China Trade War: What Warren Buffett Forecasts I reflect over what I should write in this column for some time. Many themes have occurred to me-digital frauds, new technology platforms that Google and Facebook are working on despite the ground swell of criticisms they have to absorb these days from several quarters including from governments, users and regulatory bodies. What prevented me from writing about it, I tried to introspect. It invariably would have a semblance of what I would have written earlier in this column. Not that I did not write on the same subject earlier in the column. That was only when a new development had taken on the same subject or because of lapse of time; the subject got transformed into a new one. Yet, I have decided to dwell on trade war in this column that is occupying the media space in India and abroad. You may ask me what IT has to do with tradewars. My response is that a major reason for this trade war is on account of the IT. I will explain. But before that, let me briefly touch upon the nuances of the present trade war. It was a unilateral decision of the US. If there is trade dispute between two countries or between a group of countries with another set of countries, it should be referred to World Trade Organization (WTO) created exclusively for ensuring orderly global trade. Its functioning is based on certain principles and procedures. There is a separate wing in WTO for dispute settlement among member countries. But the present trade dispute is qualitatively different. The US assertion is that it is not a trade dispute but something to do with its national security. Its argument is that with its liberal trade policies followedby various regimes earlier, including that of BarakObama’s, US trade and economic interests got compromised. The result is that many countries have built huge trade surpluses against the US. That included China, EU, Australia, Canada, Japan, Russia, South Korea and India. For deciding the countries which derived 36 | May 2018 www.spoindia.org

undue favor from the US, three parameters were evolved. One, countries having over US$ 20 billion trade surplus with US, two, countries having favorable current account balance and three, countries which are having more than 2% of its GDP invested in the US treasury bills.Even if a country attracts any two provisions of the said criteria, it would attract retaliatory action. I have mentioned that ICT is an integral part of the trade war. It needs some explanation. Of late, China is emerging as a major technology developer thanks to the breakthrough innovations it has made in all fields of technology, be it relating to semi-conductors, artificial intelligence, robotics, sensors, aerospace and the list goes on. It is several notches above most of the developed countries and is inching close to the US. Millions of smart phones are made in China and exported worldwide including developed world. A lot of negotiations were held between the two countries to smoothen the differences. Signs of compromise and reproach are coming from both sides. The Chinese expressed satisfaction over the progress of the negotiations. They felt that there were meeting grounds, where both countries can build trust and confidence to eschew aggressive postures. But in private, they tell the media that the US demand for cutting down the trade surplus by US$200 billion as high pitched, too ambitious and untenable in the given situation. Now, let us focus on India and how the ongoing trade war would affect her. India is attracting retaliatory actions from the US and is also making noises both in the WTO and other forums. But its voice is modulated, calibrated and if I may use the word, muted. There are reasons for that. Foremost, India is not in the same league of China as far as the trade surplus is concerned. The trade surplus of China with the US is more than the international trade of India. Secondly, the two commodities, on which the US has imposed the import duty –steel and aluminum –willnot affect India that much.

India’s exports of these two goods are only US$ 2 billion. India’s exports of steel and aluminum are mostly to Malaysia and Indonesia. That way, India-US bilateral trade pales into insignificance comparing to that of China –US trade. How ICT has facilitated the trade war? I have few reasons and I do not know whether they stand scrutiny by trade experts and political watchers. Some decades ago, trade statistics to come to the public domain, it would take months together and sometimes years. One can access only estimates and not the real figures. Those days have gone. With the advent of digital platform and its wide usage in all walks of life, dataaccess is on a real time basis. Now, one can collate data on a real time basis, whichever part of the world he or she is. The response and retaliation by the affected parties can be quick and swift. Secondly, as the pace of globalization picked up, business decisions have becomemore independent of the thinking of the government. Without much ado, let me conclude with what veteran industrialist Warren Buffett has said on 6th May 2018 at the Berkshire Hathaway’s 39th annual meet held at Omaha, described as the Woodstock of Capitalism, on US-China trade war. He said that the United States and China are going to be the two super powers of the world for a long time.In the 1970’s, US exports and imports both contributed to about 5% of the GDP.

Amit Khare appointed I&B secretary Amit Khare, who blew the lid off the infamous fodder scam in Bihar, was on Friday appointed secretary to the information and broadcasting ministry as part of a major reshuffle involving 24 top IAS officers. Khare, a 1985-batch IAS officer, is at present serving in his cadre state Jharkhand.

AnupWadhawan appointed as the OSD officer in the commerce department AnupWadhawan, the special secretary in the department of commerce, has been appointed as the officer on special duty (OSD) in the commerce department. The officer will take over as the secretary to the commerce ministry on the superannuation of Rita Teotia, on July 31.

M MKutty named new petroleum Rina Ray appointed secretary of secretary school education and literacy M Kutty, at present the special secretary in the department of economic affairs, will take charge of the petroleum ministry from K D Tripathi after his retirement in June 2018.Kutty, who had been the principal secretary to the then chief minister of Delhi, Sheila Dikshit, before becoming the chief secretary, has been appointed as OSD in the Ministry of Petroleum and Natural Gas.

Rina Ray has been appointed secretary, the department of school education and literacy, an order issued by the personnel ministry said. Rina Ray will succeed Anil Swarup as Secretary, the Department of School Education & Literacy. She is at present special secretary in the same department.

India's first and largest depository.

Atanu Chakraborty, a 1985-batch IAS officer of the Gujarat cadre, will be secretary, the Department of Investment and Public Asset Management. The Appointments Committee of the Cabinet (ACC) has appointed Anil Kumar Jha as full time Chairman and Managing Director (CMD) of Coal India Limited (CIL). He will be in office till January 31, 2020. He replaces Coal Ministry’s Additional Secretary Suresh Kumar, who had recently assumed additional charge of CMD of CIL. Prior to this appointment, Jha was the CMD of CIL’s subsidiary Mahanadi Coalfields. He holds MTech in Mine Planning & Design from Indian School of Mines, Dhanbad.

Pushpa Subramanyam will be the new secretary in the Ministry of Food Processing Industries. She will take over charge from J P Meena, who superannuates on August 31. Subramanyam, who is the special secretary in the Ministry of Textiles, will take over as the OSD in the Ministry of Food Processing Industries.
