“Technology has pushed us back from signatures to thumb impressions” Technology innovation is advancing at an exponential rate, powering a new era of digital transformation. We are seeing businesses reinventing their offerings, business models, or both to better compete and thrive in the digital age. At the same time artificial Intelligence is spouting to be a game changer across all business verticals. To complement the growth, blockchain technology is going to change the world, in fact it already has. Worldwide Blockchain spending is growing at an unbelievable rate of 81.2% and would reach 9.7 Billion by 2021. Blockchain often termed as the future of the economy, is best known for powering Bitcoin and cryptocurrencies, but it has the potential to transform every industry it touches. It is now widely used in finance, insurance, travel, supply chain and even in agriculture. If used judiciously, it will be of immense benefit to practitioners as well as to the society at large. It is a matter of deep concern that, several Indian companies have been subjected to fraudulent transfer of funds, by way of hacking of emails of genuine suppliers/connected parties/Indian companies engaged in domestic/foreign trade. The modus operandi generally involved hacking the email accounts of Indian/client companies and then using the credentials and knowledge of the ongoing business deal, seeking transfer of funds to a different bank account. This resulted in the unsuspecting buyer/importer remitting money to the account of the fraudsters. With all good things happening, in a recent judgement passed by the Supreme Court of India on Aadhaar, we don’t have to link mobile number, bank account to Aadhaar; nor can CBSE, UGC ask for Aadhaar cards, but you however have to still link the PAN card with Aadhaar. By holding Section 57 of the Aadhaar Act to be unconstitutional, the Supreme Court has recognized the surveillance risk created by the indiscriminate and rampant use of Aadhaar for private services. While this is a welcome step to allow the state to make Aadhaar mandatory for welfare subsidies and PAN, this judgment falls short of guaranteeing Indians meaningful choice on whether and how to use Aadhaar. This is especially worrisome given that India still lacks a data protection law to regulate government or private use of personal data. Now, more than ever, we need legal protections that will hold the government to account. Additionally, the long awaited National Telecom Communications Policy – 2018 has been approved by the Government. The aim is to ensure broadband at 50 Mbps speed to 1.2 billion plus population, 1 Gbps Internet to all Gram Panchayats, which will attract $100 billion investments and create 4 million jobs. The Union Cabinet chaired by Prime Minister Narendra Modi has approved the National Digital Communications Policy-2018 and re-designation of the Telecom Commission as the Digital Communications Commission. The customer focused and application driven NDCP-2018 will lead to innovations, after the launch of advanced technology such as 5G, IOT, M2M, etc. It shows a positive sign of growth in the telecom sector. The country will also be setting up a National Digital Grid by creating a National Fibre Authority. It will be establishing the Common Service Ducts and utility corridors in all new city and highway road projects. On the lighter side, Justice Sikri ended the judgement on Aadhaar, by rightly saying, “Education moved us from thumb impressions to signatures whereas Technology moved us back from signatures to thumb impressions”.

PM Modi inaugurates airport at Pakyong

Prime Minister Narendra Modi inaugurated Sikkim’s first own airport at Pakyong. The airport, perched between the Himalayan ranges at a height of 4,500 ft is India’s 100th functional airport. The airport whose foundation stone was laid, around 33 km from Gangtok in 2009 will ensure easier connectivity of the state with the rest of the country. The airport is spread over 201 acres and is equipped with ATC tower-cumfire station, two sophisticated CFT, one terminal building for passengers, high-intensity runway lights, and parking for over 50 vehicles. It is constructed by the Airports Authority of India. Pakyong Airport Director R Manjunatha said that the land for the airport was carved from the mountainside using massive geotechnical ‘cut and fill’ engineering works.

DRDO successfully flight tests Prahar

Defence Research and Development Organisation (DRDO) successfully flight tested the indigenously developed surface-tosurface tactical missile ‘Prahar’, from Launch Complex-III, ITR, Balasore. Range stations and electro optical systems tracked the missile throughout its flight. ‘Prahar’ is a contemporary weapon system capable of carrying multiple types of warheads and neutralizing a wide variety of targets. Defence Minister, Nirmala Sitharaman congratulated DRDO, the Army, Industries and other team members for the successful mission and said “indigenously developed Prahar will further strengthen our defence capabilities.” Chief of the Army Staff General BipinRawat, Secretary, Department of Defence R&D and Chairman DRDO Dr G. MHA signs MoU with ISRO for an Integrated Control Room for Emergency Response

The Ministry of Home Affairs (MHA) and Indian Space Research Organization (ISRO), Department of Space signed a Memorandum of Understanding (MoU) here today for setting up of an state-of-the-art Integrated Control Room for Emergency Response (ICR-ER) in Ministry of Home Affairs. The MoU was signed by Joint Secretary (Disaster Management) Shri Sanjeev Kumar Jindal on behalf of MHA and Dr P.V.N Rao, Deputy Director, NRSC, ISRO. The ICR-ER will cater to the requirement of Disaster Management as well as Internal Security. ICR-ER will address the requirement of receipt of information on near real-time basis, strategic level monitoring, situation awareness, command and control, preparedness and response in the diverse internal security situation and disaster related emergencies. Resultantly, it will increase the operational effectiveness and will be helpful in rendering timely response / assistance during various emergency situations.

Environment Ministry organises ‘Swacchhta Hi Seva’ Programme

The Ministry of Environment, Forest and Climate Change (MoEF&CC) organized a ‘Swacchhta Hi Seva’ programme at the Ministry premises. Speaking on the occasion, Director General (Forests) and Special Secretary, MoEF&CC, Siddhanta Das said that the role of children in Swacchhta campaign is crucial. He added that

the Ministry has initiated efforts to make all the Protected Areas (PAs) in the country plastic-free and clean. He emphasized the need to plant more and more trees and reduce single use plastic to enable the environment to cleanse itself. Additional Secretary, MoEF&CC, A.K Mehta said that ‘Swacchhta’ (cleanliness) is closely linked to the quality of life and health of people. He pointed out that Swacchhta has been an integral part of Indian culture and tradition.

PM inaugurates key development Cabinet approves ASHA Benefit projects in Varanasi Package Prime Minister Narendra Modi inaugurated and laid the foundation stone for several important development projects, at a public gathering in Banaras Hindu University, Varanasi. Among the projects inaugurated are the Integrated Power Development Scheme (IPDS) for Puraani Kashi and an Atal Incubation Centre at BHU. Among the projects for which the Foundation Stone was laid, is the Regional Ophthalmology Centre at BHU. The cumulative value of all projects which were inaugurated, or for which foundation stone was laid today, is over Rs. 550 crore. Speaking on the occasion, the Prime Minister said that the efforts to bring about change in Varanasi, are also attempting to preserve the city’s rich heritage. He said the city is being modernized, while protecting its ancient identity. He said the change that has been brought about through four years of resolve of the people of Kashi, is now visible.

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister has given its ex-post facto approval to ASHA Benefit Package w.e.f. October, 2018 (to be paid in November, 2018) with two components as under ASHAs and ASHA facilitators meeting the eligibility criteria are to be enrolled in social security schemes implemented by Government of India namely, the Pradhan MantriJeevanJyotiBimaYojana and Pradhan Mantri Suraksha BimaYojana. An increase in the amount of routine and recurring incentives is made under the National Health Mission for ASHAs under NHM from Rs. 1000/- per month to Rs. 2000/-per month. The package entails an expenditure (Central funding) to Rs.1224.97 crore for two years 2018-19 and 2019-20. An estimated 10, 63,670(Ten lakh Sixty Three Thousand Six Hundred Seventy) ASHAs and ASHA facilitators to be covered under Pradhan MantriJeevanJyotiBima Yojana.

The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the extension of timeline for implementation of the Special Package under DeendayalAntyodaya Yojana –

National Rural Livelihoods Mission (DAY-NRLM) for Jammu & Kashmir for another period of one year during 2018-19. The Cabinet also approved allocation of funds to the State under DAY-NRLM on a need basis for implementation of the Special Package without linking it with poverty ratio. There is no additional financial implication as the approval is to extend the time line to cover two thirds of the vulnerable households in the State within in the originally approved financial outlay of Rs. 755.32 crore. An amount of Rs.143.604 crore will be required for the period of one year during 2018-19. This will help in covering all the vulnerable rural households in the State (estimated at two thirds of the total number of households) within a definite time frame. www.spoindia.org September 2018 | 7

At an event at Nirman Bhavana, the Ministry of Health and Family Welfare (MoHFW), Government of India has exchanged MoUs with the Tata Trusts and Dell who have partnered with Got of India to provide a technological platform to power the nationwide preventive healthcare program. Aimed at improving NonCommunicable Disease (NCD) health screenings for crores of people, this NCD program addresses Hypertension, Diabetes, Oral, and Breast and Cervical cancers and covers all men and women over the age of 30 years. The programme, which is one of the modules in Ashman Bharat’s Comprehensive Primary Healthcare (CPHC) Initiative, is currently being deployed in about 200 districts across the country and will be able to track health trends across the country. This technology solution has been developed by Dell, through Dell Giving, Dell’s CSR program.

Swiggy has announced its delivery partner focused initiative, Safety First – a collaborative effort with Round TabIe India and CII Young Indians (Yi – is part of Confederation Indian Industry) to conduct road safety programs. Through this initiative, Swiggy aims to make roads safer for both the delivery partners and citizens. Through Swiggy’s Safety First, the company will enable extensive sensitization, awareness and training of its delivery partners on the various nuances of road safety. The program was launched in Bangalore today, in the presence of Commissioner for Road Transport and Safety, Sri VP Ikkeri with an MOU signing between Swiggy, Round Table India and CII Young Indians. Cerebra Green’s India Clean Up week will be an ‘Awareness Program’ with the support of MAIT as the industry partner for promoting the awareness program. It will be executed in 7 cities- New Delhi, Mumbai, Chennai, Bengaluru, Hyderabad, Pune & Ahmedabad. The Program will be targeting 3 key stakeholders – RWAs, Bulk Consumers & General Public and aims to create awareness among them on environmental and health hazards of e-waste, environmentally sound disposal practices, enhance formalized collection processes for proper recycling and ensuring proper implementation of e-waste management rules 2016.

Staying true to its commitment to prioritize network continuity in times of critical needs and natural disasters situations, Huawei India, in association with partners, undertook disaster relief initiatives for flood affected sites in Kerala ensuring network restoration and connectivity in record 72 hours. As an immediate response to the flooding situation in 12 districts of Kerala, an Emergency Management Team (EMT) was setup at each customer office to monitor the situation, provide necessary support and guide the 170+ member response team comprising of Huawei and its partners. The team managed to have 1440 sites operational, ensuring network restoration across Calicut, Malappuram, Thrissur, Palakkad, Ernakulum, Kottayam, Alleppy and other parts of the state. Huawei team worked in coordination with local administration, telecom operator and infrastructure service providers for immediate restoration of power in critical sites, restoring mobile services and initiating location based messaging services to eventually help enable emergency rescue support.

PM dedicates Dulanga Coal Mine SCI observes ‘Swachhta hi Sewa’ of NTPC to the nation Abhiyan Dulanga Coal Mine, the maiden Coal Mine of NTPC in the State of Odisha was dedicated to the Nation by Prime Minister Shri Narendra Modi on 22nd September 2018 in Jharsuguda, Odisha. Situated in district Sundergarh, Odisha, the Coal Mine has been allotted by Government of India to meet the fuel requirement of NTPC’s 2x800 MW Darlipali Super Thermal Power Plant. Dulanga Mine has block area of 6.54 Sq. Km., Geological Reserves of 196 MMT and Mineable Reserves of 152MMT and ultimate production capacity of 7MMTPA. The event was held in the presence of Prof. Ganeshi Lal, Governor, Odisha; Shri Naveen Patnaik, Chief Minister, Odisha; Shri Suresh Prabhu, Union Minister of Commerce & Industry and Civil Aviation; Shri Dharmendra Pradhan, Union Minister of Petroleum & Natural Gas and Skill Development & Entrepreneurship; Shri Jual Oram, Union Minister of Tribal Affairs; along with other dignitaries from Odisha. Capt. Anoop Kumar Sharma, Chairman & Managing Director, SCI inaugurated the Pakhwada on 17th September 2018, by administering 'Swachhta Pledge' in Hindi, English and Marathi to all the employees, contract workers, and associated personnel assembled at head office. The Pledge was administered at branch offices at Chennai, Kolkata and Maritime Training Institute, Powai. During the Pakhwada, SCI has drawn up an exhaustive action plan such as Shramdaan by employees, various competitions such as slogan writing, essay writing, tree plantation, cleanliness drive on board vessels, awareness campaign followed by cleanliness drive at Dahanu Village and skit performance by employees. During the period, construction of 10 school toilet(s) each at Rajasthan and Punjab will be completed. SCI will be distributing Re-usable cloth shopping bags to its employees, and local communities.

RINL – Vizag Steel empowers youth through skill training

Vocational training (Skill development training) program for youth including women residing in Rehabilitation Colonies was inaugurated by PK Mohapatra, General Manager (L&A), HOD of CSR, RINL at CWC Vadlapudi. This year training is being organized for 320 beneficiaries residing in the RH colonies, surrounding villages of plant and Garbham mines area of RINL in various trades like LMV driving, Cutting & Tailoring, Arya Works, Blouse designing & Beautician. First-time LMV driving is being imparted to women to enable them to gain remunerative ‘livelihoods with dignity’. The programme also enhances their awareness on rights and enables them to become independent and confident individuals in charge of their lives. Since 2007-08, RINL-CSR is providing vocational training for the unemployed youth in the RH colonies/ surrounding villages of VSP, tribal areas and Mines through Jan Shikshan Sansthan. Committee recommends Informal GoMs to work together completion of homes in the on urban mobility issues The government will take a unified approach towards stalled projects of Noida, Greater executing a robust urban mobility plan for India after Prime Minister Narendra Modi asked all transport and infrastructure Noida and Yamuna Expressway related ministries to come together and work in tandem. A High-Level Committee of the Uttar Pradesh government has come out with recommendations aimed at providing solution to the completion of homes in the stalled projects of Noida, Greater Noida and Yamuna Expressway. The Committee was constituted by the state government vide order dated 18th June, 2018 under the chairpersonship of Secretary, Ministry of Housing and Urban Affairs (MoHUA) in order to address the issues of home buyers and affected parties of Noida, Greater Noida and Yamuna Expressway. The mandate of the Committee was to identify the problems and to make clear recommendations to solve the issues raised by homebuyers. The committee held deliberations with all the stakeholders -Home Buyers Association, Developers & their Association, Bankers, concerned administrative Authorities etc. before finalizing its report.

Informal groups of ministers are being set up both at the central and state levels to resolve inter-ministerial issues and monitor the progress on developmental plans for improving urban mobility. The group at the Centre will include ministers of all infrastructures related ministries and will be headed by road, transport and highway minister Nitin Gadkari. Another informal group of state transport ministers has been set up to coordinate all projects’ development in their states with transport ministry acting as the secretariat. Government think-tank Niti Aayog reckons that the most pressing concern in terms of executing an urban mobility plan for India is disaggregation of stakeholders pertaining to various aspects of mobility. These high-level groups are expected to address this issue.

The government has set up a five-member high-level committee of experts to look into the issue related to land acquisition plaguing the development of the proposed Rs 3 lakh crore mega refinery and petrochemical project at Ratnagiri in Maharashtra. The committee will be headed by D M Sukthankar, former Chief Secretary of Maharashtra and former Secretary of the ministry of urban development. Other members of the panel will include Vijay Kelkar, Chairman of National Institute of Public Finance & Policy and former secretary of the finance and petroleum ministries; Professor Abhay Pethe, former Chair Professor and Director, Department of Economics, University of Mumbai; Professor J B Joshi, President, Marathi Vidnyan Parishad and former Director of Institute of Chemical Technology, Mumbai and S B Kadrekar, Former vice-chancellor of Konkan Krishi Vidyapeeth. 12 | September 2018 www.spoindia.org

To meet its vision of housing for all by 2022, the government will launch an online knowledge lab for states and union territories, detailing ways to execute affordable housing projects through new technologies and innovative designs. According to the Housing and Urban Affairs ( H U A ) Ministry, the laboratory will act as a source of infor mation on the matters related to affordable housing in the country. An official said that the ministry has taken several steps to implement housing projects and share knowledge in various thematic areas such as housing technologies, innovative designs, housing finance and development polices. "In view of requirement for a repository of information on these subjects being felt strongly across states and UTs, a 'Housing for All - Knowledge Lab' will be established," the official said.

Union Home Minister, Shri Rajnath Singh launched two separate portals to strengthen Women Safety. The portal “cybercrime.gov.in” will receive complaints from citizens on objectionable online content related to child pornography, child sexual abuse material, sexually explicit material such as rape and gang rape. The National Database on Sexual Offenders (NDSO), which is accessible only to law enforcement agencies, will assist in effectively tracking and investigating cases of sexual offences. Addressing the Officers from the States through a video conference, Union Home Minister Shri Rajnath Singh said that the Government has taken several measures to check crime against Women and Children, including provision of stringent punishment and creation of modern forensics facilities to improve investigation, creation of the Women’s Safety Division in the Ministry of Home Affairs and launching of Safe City projects for Women’s Safety.

The Indian Space Research Organisation (ISRO) will launch three more satellites to provide high-speed bandwidth connectivity to rural areas as part of the government's Digital India programme. Speaking to reporters after the successful launch of two UK satellites by Indian rocket Polar Satellite Launch Vehicle (PSLV), ISRO Chairman K. Sivan said, "The ISRO will launch three more satellites, which together will provide international level bandwidth speed." According to Sivan, the satellites are AGSAT 20 (to be launched next year), GSAT 11, and GSAT 29. GSAT 19 has already been launched. Sivan said that the space agency had planned a series of launches over the next six months. He said that there will be a rocket launch mission every second week. Sivan also said earth observation satellites will also be launched in addition to the communication satellites.

The Ministry of Health and Family Welfare has made a new Budget Dashboard on Budget, Expenditure and Bill Payment position. The Budget Dashboard also incorporates Ministry of AYUSH and Department of Health Research. Budget and expenditure is available in a snapshot and also drilled down details in various categories, such as flagship s c h e m e s , Central sector expenditure, North East, SC/ ST, Centrally Sponsored Schemes, etc. Various related presentations, Demand for Grants and all relevant budget circulars are also available on the dashboard. The dashboard has the unique feature of Bill Position for All India Pay & Accounts Offices (PAOs) of this Ministry and also reason for return of bills. It is another step in transparency. The dashboard has SMS facility of information on demand and can be accessed on mobile. SMS alerts to concerned officers are also being introduced for shortfall in expenditure.

State-run telecom firm BSNL has inked a pact with Japan’s Softbank and NTT Communications to roll out 5G and internet of things technology in India. Union Telecom minister Manoj Sinha has said that 5G service launch in India will happen at par with other leading nations. “We have signed agreement with Softbank and NTT Communications to roll out 5G and IoT products and services in India. Under the agreement, we will look at solution especially for the smart cities,” BSNL chairman and managing director Anupam Shrivastava said in an interview. He said most of the BSNL competitors are still looking at monetising their 4G services and hence leading companies have started looking at the staterun firm for 5G services roll out. "We have benefitted by the lead taken by our minister (Manoj Sinha). He has held various meetings at global level on 5G. Cellular Operators' Association of India (COAI) said that it will examine and assess implications of the Supreme Court judgement, which states that it will not be mandatory for customers to link Aadhaar for mobile connections and bank accounts. The apex court Wednesday struck down the Section 57 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 that permitted private entities like telecom companies or other corporates to avail of to avail of the biometric Aadhaar data. "We respect the Aadhaar verdict of the Hon'ble Supreme Court, the apex court of India. We are going to review the judgement and its implications. We shall await further orders and instructions from Department of Telecom," COAI Director General Rajan S Mathews said in a statement.

Former prime minister Atal Bihari Vajpayee is no more but his legacy in e-governance space is very much alive and thriving in India. It was during his third tenure as prime minister that the ministry of information technology came up with an ambitious Rs 26,000 crore e-governance programme consisting of 26 projects for various central ministries. The five-year programme promised to transform governance in India through various digital initiatives. In his address on August 15, 2002, the then prime minister announced The National e-Governance initiative with an objective to link grassroots public services with those at the macro level. “The Ministry of Communications and Information Technology will implement a comprehensive programme to accelerate e-governance at all levels of the government to improve efficiency, transparency and accountability at the governmentcitizen interface. Banks, financial institutions and telecom companies are likely to face increased costs and a slowdown in enrolment of new subscribers after the Supreme Court struck down provisions in Section 57 of the Aadhaar Act in a historic judgement. In the last few years, banks, fintech companies and telecom service providers have used Aadhaar-based electronic know your customer (eKYC) to acquire millions of new users, but with the court ruling that private companies cannot mandate Aadhaar-based authentication, business will be hurt, said industry executives. Telcos fear this will delay penetration in rural areas where teledensity is just about 60% compared to 150% in urban India. The telecom industry expects the lack of eKYC to delay the time taken to activate a new mobile phone connection, while also raising the cost of customer acquisition by as much as ten times.

Digitalisation can make governments fairer and more efficient and India's experience with the Aadhaar for its 1.2 billion residents is a case in point, according a blog posted on IMF website. The blog titled 'The Digital Accelerator: Revving Up Government in Asia' further said that Asia's digital revolution shows no signs of slowing down. "Critically, digitalization can make governments fairer and more efficient. India's experience with the Aadhaar — the world's largebiometric identification system that provides a unique 12-digit ID number for 1.2 billion residents in India — is a case in point," said blog authored by Vitor Gaspar and Chang Yong Rhee. Blockchain to fight Type 2 Diabetes in India

Genomics and precision medicine start-up, Shivom is working with diagnostic partner Genetic Technologies with the goal of finding unique genetic markers specific to Indian subpopulations that may help explain why the country has one of the highest rising prevalences of the type 2 diabetes in the world. Diabetes is a chronic, metabolic disease characterised by elevated levels of blood glucose. Over time it leads to serious damage to the heart, blood vessels, eyes, kidneys and nerves. Incidences of type 2 diabetes in India have more than quadrupled in 35 years, with communities developing the disease at younger ages and at lower body weights than other populations. According to the World health Organization, around 72 million Indians have the disease. The ground-breaking pilot involves thousands of patients and will start in the south-eastern state of Andhra Pradesh – some of whom have already been diagnosed with type 2 diabetes, and control participants who don’t have the disease. The process will involve collecting saliva samples of the patients from which DNA will be extracted, analyzed and secured on Shivom’s blockchain-based genomics datahub. Spyware is an industry wide challenge, and it is encouraging to see Microsoft take strong action to protect Windows users. It further says, “Windows customers will benefit from our anti-spyware technology, which puts the control of software back into the hands of users where it belongs that includes data vital to the operation of Windows. We use this data to help keep Windows and apps secure, up-to-date, and running properly. This option also includes basic error reporting back to Microsoft.”

Antivirus programs need to be constantly updated for virus definitions. Having an outdated antivirus software is as good as not having any. Antivirus software scans all the files that you open from the back-end by comparing specific bits of code against information in its database and if it finds a pattern duplicating one in the databasethat is considered a virus, it will quarantine or delete that particular file for safeguarding the computer from threats and other malicious attacks.

Founded in 2001, the NGO has been working since the past two decades to bring underprivileged children to make them confident of standing up on their own two feet. Not only does the NGO focus on the training and fitness of the academy members, but it has also made imperative for all the children to pursue education, as mostof the children who come here are either dropouts or have never went to a school.

Slum Soccer is a FIFA-awarded organization that uses the power of football to bring about a positive change in the lives of underprivileged children and youth. Through specially designed curriculum and activities, we engage and mobilize our participants towards learning and fitness.Slum Soccer started as simple weekend sessions “Football For All” camp, “Changing Lives Through Football” and has bloomed into full-fledged football coaching camps, educational & healthcare workshops and societal development programs, bringing a positive influence to the lives 18 | September 2018 www.spoindia.org

Through our designed curriculum, activities, tournaments and community centres, we are reaching out to youth, children and giving them a platform to explore various social issues and find out their remedies in their own settings. The unbridled joy on the faces of a few street children kicking a broken bucket around a slushy ground in an impromptu game of makeshift football, blissfully unaware of the pelting rain in the midst of a sudden rainstorm, prompted the founding of our organization, Slum Soccer. Slum Soccer was registered as a NonGovernmental Public Charitable Trust

Organization governed by the Public Trust Act of the state of Maharashtra in 2001 under a board of directors. The organization is subject to periodic financial audit by law. We function with the ultimate aim of reaching out to the Indian homeless and underprivileged using football as a tool for social improvement and empowerment.

What has been your biggest success story till date? How would you like to take this legacy forward? Edukick,conceptualized to address the 4th Sustainable Development Goal, is an initiative by Slum Soccer which focuses on the promotion of primary education for the children from the


underprivileged section of the society thatdoesn’t get a chance to attend school and also for those who attend schools but their academic opportunities are very poor. Project EDU-KICK aims to improve and build upon the existing educational outcomes and to improve its efficacy. The uniqueness of this model lies in utilizing existing resources to reach a new point. The proposed impact does not exist to direct beneficiaries of the project, but rather teachers and coaches at the school. This project is an innovation; it uses technology very uniquely. The use of sports to teach life skills is nothing new, however sports as a means to increase educational outcome is just being considered aninstructivetool with many implications. Our experiences and interactions with the local community have shown us that these schools and their students, with no sporting facilities are marginalized on multiple levels • They lack communication skills and confidence. • Girls are not allowed to play and their education is given secondary priority than that of boys. • Sports is considered a waste of time and hence not encouraged. • Even if they are attending schools, the pedagogy and educational methods are unable to address their current learning and overall development need. • Inefficient teaching in classrooms. • Children do not understand mathematics clearly and afraid to study it. By focusing on this underserved population, we believe EduKick can have the greatest and most lasting impact. Through this project, we are currently working in more than 60 schools across Maharashtra. It is not only engaging children in their schools and teaching mathematics through football, but also encouraging teachers to be on the field and to promote sports amongst children. We are planning to expand this project across India to help children learn better.

What kind of challenges do you encounter while working in such projects? The major challenge that we have had to face wassociety’s perception of sports. We are often told that children will be better off spending time studying in the classroom rather than playing on the field. This comes from all individuals working in all spheres of life – the teachers, parents and even the sponsors. The Famous Rafale Deal A Factsheet! The Rafale was chosen in 2012 over rival companies from the United States, Europe and Russia. The step was needed to upgrade India's ageing fleet. The original plan was that India would buy 18 off-the-shelf jets from France's Dassault Aviation, with 108 others being assembled in India by the state-run Hindustan Aeronautics Limited (HAL) in Bengaluru Dassault Rafale literally means "gust of wind" and "burst of fire" and is built by Dassault Aviation. Equipped with a wide range of weapons, the Rafale is intended to perform air supremacy, interdiction, aerial reconnaissance, ground support, in-depth strike, anti-ship strike and nuclear deterrence missions. In September 2016, French Defence Minister Jean Yves Le Drian, accompanied by Eric Trappier, chairman - Dassault Aviation arrived in Delhi to sign a 7.87 billion Euro mega Rafale deal (about Rs 59,000 crore) for 36 Rafale fighter jets. The basic cost, armaments, offsets and service value had been finalised a few days earlier; the details (obviously secret) were contained in several-thousand pages of the Inter-Governmental Agreement. was the end of a long saga which started in 2001. The delivery of the jets are now scheduled to begin from September 2019. The Rafale deal has been in the news and the recent debate raised several real issues. A political party recently alleged that the off-the-shelf purchase of 36 Rafale fighter aircraft was done unilaterally “without following the Defence Procurement Procedure (DPP), without any inter-governmental agreement and in the absence of the then Defence Minister Manohar Parrikar.” This became an election issue in the Gujarat polls. A few weeks later, when the question came to Parliament, the government termed the accusations over the deal as ‘motivated’


and ‘baseless’. On December 20, in a written response, Defence Minister Nirmala Sitharaman stated that all the provisions of DPP had been followed before an inter-governmental agreement was signed on September 23, 2016; further, it had the approval of the Cabinet Committee on Security (CCS). Two days earlier, the government had answered in the Rajya Sabha the issue of the pricing. Sitharaman affirmed that a better price was arrived at while finalising the deal and that there was no increase in its cost. She explained - “The cost of the 36 Rafale aircraft cannot be directly compared to the cost of the original MMRCA(Medium Multi Role Combat Aircraft) proposal as the deliverables are significantly different.” She stated that better pricing, better maintenance terms and better delivery schedules being ensured in the agreement India had signed with France. She also clarified - “In the present procurement, 36 Rafale aircraft are being procured in direct fly-away condition to meet the operational necessity of the Indian Air Force (IAF). There is no increase in the cost. Instead, a better price has been ensured.”

A long story which could have been shorter…

India is probably the only country in the world which has such a cumbersome system for defence procurement (incidentally it took three months for Egypt to buy 24 Rafales in 2015). While the initial Request for Information for 126 Medium Multi-Role Combat Aircraft was issued in 2001, the Request for Proposal was only publicised in 2007. This is when the ‘complications’ started. Eventually, in January 2012, after a long competitive process that lasted five years, in which the American F/A-18 and F-16, Russian MiG 35, European Eurofighter and Swedish Saab Gripen had participated, Dassault and its partners Thales and Safran were selected to supply 126 planes to the IAF. The Congress party has raised several questions on the deal, including the cost escalation for the fighters. The government has rejected the charges, but did not disclose the price details, saying a 2008 IndiaFrance agreement bars it from doing so. Accordingly, of the 126, 18 planes were to be manufactured by Dassault in France, while the remaining 108 planes were to be built in India by Hindustan Aeronautical Ltd (HAL), under a Transfer of Technology (ToT) agreement. Soon several disagreements cropped up; the transfer of technology was too ambitious. Further, Dassault was not ready to take ‘full responsibility’ for the 108 fighters to be manufactured in India by HAL. The negotiations had reached an impasse when in a stroke Prime Minister Narendra Modi unlocked the situation. On April 9, 2015, the French side was informed of Delhi’s decision to purchase 36 planes ‘off-the-shelf ’. It was a pragmatic

move. While dropping the MMRCA framework, India considered primarily the IAF’s ‘critical operational necessity’. On January 25, 2016, as President Francois Hollande landed in Delhi to participate in the Republic Day celebrations, Defence Minister Manohar Parrikar and Le Drian signed a MoU the next day for the purchase of 36 Rafale aircraft. During the joint press conference at Hyderabad House, Hollande said the ‘real’ deal would be inked ‘dans les joursprochains (in the coming days).’ Nobody can deny that many ‘forces’ did not want the deal to happen. It may have resulted in delay, the ‘coming days’ might have become months, but at the end the deal will hopefully be a game changer for the IAF. “France has rejected the Congress party's allegation that the Narendra Modi government has negotiated an overpriced deal with French company Dassault Aviation to supply the Indian Air Force with 36 state-of-the-art Rafale fighter jets.” Dassault Aviation had however long expressed doubts about HAL’s capacity to absorb new technologies and control the quality of all the parts produced in India. COVER STORY two American companies – Boeing and Lockheed Martin – that were keen to bid for India’s medium multi-role combat aircraft (MMRCA), purely because it did not meet the quality standards the two US giants sought.” An Indian expert, Air Marshal Bejoy Pandey has noted: “the major issue on account of which the contract for 126 Rafale jets got stuck in a logjam was the precondition in the tender floated that HAL would be the lead integrator, and, hence, partnership between the selected OEM (original equipment manufacturer) and the HAL would be mandatory. This was not acceptable to Dassault Aviation as the OEM did not have the confidence in HAL’s capability and competence to ensure quality standards.” Countering allegations of any wrongdoing in the Rafale deal signed between India and France, Deputy Chief of Air Staff, Air Marshal Raghunath Nambiar recently said that what is being alleged does not match with facts at all. About 15 per cent of this cost is being paid in advance. • India will also get spares and weaponry, including the Meteor missile, considered among the most advanced in the world. • Sources tracking the final negotiations had confirmed that the IAF's Rafales will come equipped with the Meteor designed to knock out enemy aircraft and cruise missiles significantly more than 100 kms away. • The acquisition of this weapon is likely to be a game changer in South Asia. Neither Pakistan nor China, India's traditional military adversaries, possess a weapon of the same class. "Rafale is a potent weapon which will add to the capability of IAF," Defence Minister Parrikar said. • The first Rafale warplanes are slated to be delivered roughly within 18 months of the signing of the final contract. • There is an accompanying offset clause through which France will invest 30 per cent of the 7.8 billion Euros in India's military aeronautics-related research programmes and 20 percent into local production of Rafale components. • The deal could not be signed this January when French President Francois Hollande was the Chief Guest for the Republic Day because India wanted a better price. • For the Indian Air Force, the deal is bitter-sweet. On one hand, they will be getting two squadrons of the state-ofthe-art fighter. The original requirement was for at least 126 jets. • India needs at least 42 squadrons of fighters and has an existing strength of 32. Government to amalgamate BOB, Vijaya and Dena Banks The government has proposed amalgamation of three public sector banks – Bank of Baroda, Vijaya Bank and Dena Bank. With a combined business of approximately Rs.15 lakh crore, the new entity will be the third-largest bank in India after the State Bank of India and ICICI Bank. The amalgamation proposal to the banks’ boards is taken in a meeting of the Alternative Mechanism Body chaired by Finance Minister Arun Jaitley and attended by Railway Minister Piyush Goyal and Defence Minister Nirmala Sitharaman. Financial Services Secretary Rajiv Kumar has commented that the banks' board will examine the

proposal. This amalgamation is meant to increase banking operations. Arun Jaitley has assured the employees of the two relatively smaller banks that no employee will face adverse service conditions as a consequence of the amalgamation. Vijaya Bank currently has 15,874 employees and Dena Bank 13,440.

The amalgamated entity will have over 85,000 employees, across approximately 9,500 branches. The amalgamation exercise is likely to be completed in 4-6 months and the name of the combined entity will be decided later. The key difference between a merger and an amalgamation is that a merger is a union of two or more enterprises whereby the assets and liabilities of one are vested in the other, with the effect that the former enterprise loses its identity. On the other hand, an amalgamation is a coming together of two-three corporate entities where the assets and liabilities of all of them are vested with a new entity, with the effect that all of them lose their identities to form a new entity.

Supreme Court gives its verdict on Aadhar Linking The five-judge constitution bench, led by Chief Justice Dipak Misra, delivered their verdicts on the controversial issue of Aadhaar, upholding its constitutional validity. A total of 31 petitions had challenged the verdict citing violations of the right to privacy. The Supreme Court has delivered verdicts on whether the mandatory linking of Aadhaar with welfare schemes, bank accounts, PAN, etc, violates the privacy of individuals or it is necessary to maintain accountability and ensure all government benefits reach the poor. The Unique Identification Authority of India (UIDAI) has the biometric data of 122 crore Indians. Several questions have been raised over its safety and security, fearing the data theft could lead to leakage of personal information. The Verdict includes • It is mandatory to link PAN card with Aadhaar • Aadhaar is a must for filing income tax returns • Aadhaar is necessary for availing welfare schemes and subsidies given by the government • Aadhaar data is not needed for opening a bank account as the SC struck down Section 57 of the Aadhaar Act which allowed private companies to avail Aadhaar data

Supreme Court to hear petition of Juhi Chawla against mobile tower radiation Bollywood actor Juhi Chawla has submitted a petition wherein she has demanded tighter norms governing cell phone tower radiation. The Supreme Court has responded by accepting the actor’s plea and will now hear her petition in November, along with the pleas of five others. The petitions pertain to issues arising out of rampant illegal installation of the towers and antennae, and the absence of adequate laws and regulatory norms. A bench of Justices Ranjan Gogoi, Navin Sinha and K M Joseph tagged the matter of Juhi Chawla and others along with the other petitions. “Unfettered and unregulated installation of towers/antennae pose hazardous health risks and impinge upon the right to health, environment, and life with dignity under Article 21 of the responded Constitution,” Chawla’s petition stated. “A few of the petitioners and their relatives are victims of and continue to suffer from varying degrees of health-related issues. There is a direct correlation between the rising clusters of towers/antennae installed all over the country, especially with the advent of 3G and 4G, and the deteriorating health of those persons who are directly exposed to these towers at long stretches of time,” the pattern further states. The petition comes at a time when the Indian Council of Medical Research (ICMR) is reviewing the interim results of a study on the effects of cell phones and radiation on subjects. The ICMR is shadowing multiple volunteer subjects as they continue using cell phones for various periods of time. It has also been facilitating their annual body check-up, including detailed tests such as blood samples, PET and bone scans, to detect biological changes in their body at a cellular level. A Parliamentary committee had earlier found that the Department of Telecommunications had selectively accepted studies that favoured the interests of telecom companies, while completely ignoring studies that had concluded that electro-magnetic frequency radiation from cell phones and cell-phone towers might be causing health risks to humans, flora and fauna. 26 | September 2018 www.spoindia.org

Is it time to regulate Social media? The government is ensuring that social media platforms like Facebook, WhatsApp and Telegram are free from harmful content such as fake news, child pornography, and cyber bullying. Aruna Sundararajan, secretary, Telecom said that the government is planning to shift the accountability from a user to a social platform. She added that users are sometimes unaware and innocently retweet or forward content; so higher standards of accountability for platforms are needed. She also said that the responsibility of the DoT is to ensure the security of the content being transmitted through the network. As per the telecom secretary, there are algorithms and artificial intelligence (AI), which these platforms already use, that can also be deployed to curb such content. She further said that while regulation of social media apps rests with MeitY, the Department of Telecommunications (DoT) ensures security of the content being transmitted through the network. DoT can make lawful interceptions in the interests of public safety but does not propose to block social apps, she said. It

is up to the companies to give adequate precautionary measures. The government is preparing to repeat its demand that WhatsApp put in place a technical solution to trace the origins of incendiary messages spread on its platform, something the Facebook-owned platform has resisted, maintaining that it goes against its privacy policy. The centre has been dissatisfied with the steps taken by WhatsApp to curb menaces such as fake news. The statement comes a few days after the Ministry of electronics and IT (MeitY) is preparing to issue a third notice to WhatsApp asserting that it brings in ‘traceability’ of messages on its platform. Amidst this, the American firm has maintained that doing so will impact endto-end encryption and violate the privacy of users. WhatsApp said that this will weaken the privacy protections it provides. WhatsApp uses Ejabberd (XMPP) server which facilitates instant message transfer between two or many users on a real-time basis. ERLANG is the programming language used to code WhatsApp. Code restructuring and some

important changes were made to the Ejabberd server to achieve optimal server performance. Further, Erlang is agile to adapting to instant updates and hot fixes. This is what helps WhatsApp to quickly push the changes to live implementation without requiring restarts. Whatsapp will be forced to devise ways to ensure that its content is not misused, and not merely passing on the blame to an erring user, who will be difficult to trace given the encryption. While the Government is under pressure to resolve and extradite the return of Vijay Mallya, Nirav Modi and Mehul Choksi to India, a new Gujarat scamster Nitin Sandesara is being investigated by the CBI. Nitin Jayantilal Sandesara, director of a Gujarat-based pharma company, Sterling Biotech, who is being probed in a Rs 5,000 crore fraud case, has reportedly fled to Nigeria. Sandesaria, his brother Chetan, sister in law, Dipti besides other family members are believed to be in Nigeria, according to media sources. It is alleged that the company took loans of over Rs 5,000 crore from a consortium led by Andhra Bank which had turned into non-performing assets. However, investigating agencies are planning to send a request to authorities in the United Arab Emirates (UAE) seeking a ‘provisional request’.

Earlier, there were news reports that Sandesara was arrested by Dubai police based on a non-bailable arrest warrant issued by an Indian court. But he has left UAE, said another report. "The legal process post the arrest is taking place in Dubai. We are waiting for details. Indian agencies will try to get him deported," a senior official said. The company and its directors are being probed. CBI has booked Vadodara-based Sterling Biotech directors Chetan Jayantilal Sandesara, Dipti Chetan Sandesara, Rajbhushan Omprakash Dixit, Nitin Jayantilal Sandesara and Vilas Joshi, chartered accountant Hemant Hathi, former director Andhra Bank Anup Garg, and some unidentified persons in connection with the reported bank fraud case. The Enforcement Directorate has arrested few people in this case including Delhi-based businessman Gagan

Dhawan, former Andhra Bank director Anup Garg and Sterling Biotech Ltd director Rajbhhushan Dixit. Multiple prosecution complaints or charge sheets have also been filed before a special court here. India approves Telecom Communications Policy – 2018

The Government of India has approved the National Telecom Communications Policy – 2018 with the aim of ensuring broadband at 50 Mbps speed to 1.2 billion plus population, and 1 Gbps Internet to all Gram Panchayats. Now named the National Digital Communications Policy (NDCP) 2018, the new policy will attract $100 billion investments and will create 4 mn jobs. The Union Cabinet chaired by Prime Minister Narendra Modi has approved the National Digital Communications Policy-2018 and redesignation of the Telecom Commission as the Digital Communications Commission. “ E m e r g i n g technologies like 5G and Internet of Things warrant the need for a new consumer-centric and application-centric policy. The government aims to improve the reach of telecom services and applications riding on the network,” Sinha said. The last telecom policy was announced in 2012. The government aims to provide 50 mbps broadband to all key development institutions and improve connectivity in uncovered areas under the new policy. The Department of Telecommunications (DoT) had on 1 May floated the draft for public consultation which has outlined goals the government

wants to achieve by 2022, such as providing broadband coverage for all, creating 4 million additional jobs in the digital communications sector, apart from enhancing the contribution of the digital communications sector to 8% of India’s gross domestic product from less than 6% in 2017. Study finds less than 40 percent public companies compliant even after five years of CSR Mandate Five years has passed since the implementation of the “Companies Act, 2013” provision that requires a minimum corporate spending on social responsibility (CSR) initiatives, but less than 40 percent of qualifying public companies in India are fully compliant. The time needed to search for and evaluate viable CSR projects, the phased rollout that many projects require, and the process for legal approval are among the reasons why many Indian businesses are still on a learning curve regarding the CSR Mandate. This is a key finding from a Director Notes India Series released by The Directors’ Collective, a partnership among The Conference Board, KPMG in India and Russell Reynolds Associates, in collaboration with St. Francis Institute of Management and Research, Mumbai. The study was conducted based on disclosure documents published by a sample of 100 randomly selected Bombay Stock Exchange (BSE) listed companies, representing 18 different business sectors. Under the CSR Mandate, publicly traded companies with a net worth of at least INR 5 billion, a turnover of at least INR 10 billion, and a net profit of at least INR 50 million are expected to spend at least two percent of their average net profit on qualifying CSR initiatives. But what is truly mandated by the law is the disclosure of CSR expenditures, rather than the spending itself: If a company does not spend the prescribed amount, then it is required to explain the reasons for its noncompliance. The refurbished market for consumer electronics is estimated to be $10 billion, and is further expected to grow to a USD 45 billion market in India in the coming days. Many refurbished products are restored to full manufacturer conditions, boasting the capability to provide consumers with a quality product at an affordable price. ITU to open its India Office in New Delhi International Telecommunication Union (ITU) will set up its South Asia regional office in New Delhi to support neighbouring countries including Afghanistan, Bangladesh, Bhutan, Iran, Maldives, Nepal, Pakistan and Sri Lanka. It was announced recently in a meeting held in Durban, South Africa by Houlin Zhao, ITU Secretary General during the 4th BRICS summit. Supreme Court quashes adultery law In a landmark judgement, the Supreme Court of India scrapped the 150-year old adultery law as unconstitutional. Reading out the judgement, Chief Justice of India Dipak Misra clearly stated that equality is the need of the hour. He also added that time has come when the husband should not be considered the master. Legal sovereignty of one sex over another is wrong. Supreme Court unanimously declares Section 497 IPC as unconstitutional. A five-judge constitution bench, headed by Chief Justice Dipak Misra, had reserved its verdict in August. The hearing in the case by the bench, which also comprised justices R F Nariman, A M Khanwilkar, D Y Chandrachud and Indu Malhotra, went on for six days and had begun on August 1. “A woman cannot be asked to think how a man or society desires. Her husband is not her master. We are not commenting on an ideal situation, merely looking at whether it should be criminalized," - CJI Misra and Justice Khanwilkar said in their observation. Adultery can be ground for civil issues including dissolution of marriage but it cannot be a criminal offence. Adultery dents the individuality of women, CJI and Justice Khanwilkar said. The court said any provision treating women with inequality is not constitutional and it's time to say that husband is not the master of the woman. Adultery will remain

The centre had, in its defense, claimed that the law should remain valid as it protects the sanctity of marriage. The petition filed against the law was done so on the premise that the law does not treat men and women equally. “I welcome this judgment by the Supreme Court. It was an outdated law which should have been removed long back. This is a law from the British era. Although the British had done away with it long back, we were still stuck with it,” says NCW chief Rekha Sharma. Senior Supreme Court lawyer Prashant Bhushan called the verdict a fine judgment. He tweeted, "Another fine judgement by the SC striking down the antiquated law in Sec 497 of Penal code, which treats women as property of husbands & criminalizes adultery (only of man who sleeps with someone's wife). The second instalment gets deposited to the same account as soon as the family buys a smartphone and makes a digital transaction using it, using any mobile app. The Government has promoted all telecom operators to organize multiple camps across the state where smartphones at subsidized prices are being provided to the eligible residents. All telecom operators, along with mobile phone brands have come forward with new plans and offers for people to go digital. These schemes and plans are available for all - the ones who are getting the subsidy from Government are there - but

what is heartening to see is that all the other ones, who are not getting subsidy under NFSA as well are taking benefits that all the Telecom Operators are providing in form of great discounts. The aim of this scheme is to promote digital literacy till the last mile. Over the years, the government of Rajasthan has initiated multiple digital schemes for the benefit of residents. However due to the lack of digital media accessibility to everyone in the rural areas, many were unable to get benefitted from those schemes, creating a digital divide. With the launch of Bhamashah Digital Parivar Yojana, state government has bridged that digital divide, ensuring every resident, regardless of their age, location, economic background and physical status become the part of this digital revolution. In just few weeks, Bhamashah Digital Parivar Yojana has received exemplary response, breaking all records. More than 20 lac people have become a part of this scheme by buying new smartphones. Picking names based on domain names As per OnePoll – GoDaddy Research, Millennial parents are picking baby names based on available domain names.The new trend that emerged in the study also examines how the internet is shaping up approaches to parenting and how thinking about a child’s online presence now starts while they are in the womb. According to the research, as many as one in five (20 percent) millennial parents said they changed or considered changing their baby’s name based on what domain names were free at the

time.The study compared the parenting approaches of millennial parents against those of Gen X and found a huge growth in the number preparing their kids for a life online before they are even born. The research, conducted by OnePoll on behalf of GoDaddy featured 1,000 millennial parents (aged 24-38) and 1,000 Gen X parents (aged 39-53). The importance of a strong internet presence for children has nearly doubled among parents between the generations - 48 percent of millennials believe it’s important for their child to have an online presence early in life, compared to just 27 percent of Gen X respondents. Millennials are especially familiar with the value of an online presence, given


their own experiences growing up as digital natives. 58 percent of millennials have reported getting their first social media profile between the ages of 10 and 17, compared to just 10 percent of Gen X parents. Millennial parents are much more proactive with getting their kids set up with their own websites, too, as 38 percent have created or are considering creating a website for their kids. Only 20 percent of Gen X can say the same. The top two reasons parents said they created a website include for future job searching (48 percent) and college application (47 percent) purposes.Some parents (37 percent) believe personal websites will take the place of social media, and created a website with this in mind. The results provided a revealing insight as to how the internet is an evergrowing presence in a child’s life -the average child of a millennial has 107 photos of themselves posted online before they can even walk.This trend is only growing with time and it’s especially noticeable when comparing the millennial results to the Gen X results. For instance, Gen X parents were found to have posted 56 pictures fewer of their child online before they could walk than millennial parents, and only 23 percent posted a picture of the ultrasound online, compared to 54 percent of millennial parents. But parents of all ages are conscious of their children’s digital identity: 94 percent of all survey respondents reported that they plan to speak to their children about how to responsibly maintain their online presence. Education on how to represent oneself online is a top priority for parents. Nearly half (42 percent) of respondents that had created a website for their kids intend to teach their kids what should and shouldn’t live online, using the website. “Today, parents have realized the opportunity that the digital space can

create for their kids and increasingly they are claiming their child’s name and online identity to help set them up for future success. Teaching these new parents how to represent oneself well online is vital. Socially active parents McAfee, the device-to-cloud cybersecurity company in its latest survey, ‘The Age of Consent’ found that 40.5% of parents in India post a photo or video of their child at least once a day on their social media accounts with 36% posting a picture of their child once a week – highlighting the extent of child exposure on the web arising out of a desire to stay connected with friends and family. Most parents identified the following concerns associated with sharing images online including pedophilia (16.5%), stalking (32%), kidnapping (43%) and cyber bullying (23%), but many (62%) don’t even consider if their child would consent to their image being posted online.What’s even more alarming is that a whopping 76% of parents say they are aware that the images of their children posted online could end up in the wrong hands. Many parents admit to still including their children’s personal information and private details in online images. For example, more than half of the parents surveyed (67%) admit that they have or would share a photo of their child in their school uniform despite the risk of giving away personal information thus paving the way for stalkers to get added details on their child’s whereabouts. While 55% of parents only share images of their child on private social media accounts, 42% are still sharing images on public social media accounts. The survey also found parents from Mumbai to be most active with 48% posting a picture of their child on social

media at least once per day in comparison to other metros like Delhi (38.5%) and Bangalore (31%). Parents from Bangalore (59%) exercise highest caution and post pictures of their children only from private social media accounts, closely followed by Mumbai (57%) and Delhi (48.5%). Parents from Bangalore (54.5%) are also most vigilant and admit they would never share a picture of their child in a school uniform, while parents from Delhi (77%) and Mumbai (71%), admit to doing so. However, across the country, majority of parents still believe they have the right to share images of their child online without consulting them first - Mumbai (66.5%) followed by Delhi (61%) and Bangalore (55%). Venkat Krishnapur, Vice-President of Engineering and Managing Director - McAfee, adds, “Social Media is a great way to connect with friends and family, to share what’s going on in our lives with loved ones. However, the survey reveals parents are not giving enough consideration to what they post online and how it could harm their children. Posting kids’ information may compromise their personal information. Responsibility lies with parents to understand the implications of their social media habits/actions and the repercussions the child may face.” Interestingly, it appears moms consider the embarrassing side effect more than dads, with 47% mothers admitting that they would never post images their children would be embarrassed by, in comparison to 38% of dads. However, when they do, mothers (63%) are also less likely to seek their child’s permission before posting an image of them on social media, as opposed to fathers (55%). The survey also highlights how mothers are more conscious about online behaviour when it comes to their children with 73% admitting they would never share an image of their child under 2 without clothes on over social media in comparison to men (66%). On the other hand, the dangers that discourage the two are varied as fathers (47%) are most concerned about the danger of identity theft while mothers (49%) are most concerned about the image of their children being edited/photo shopped. n www.spoindia.org September 2018 | 35

A Digital Dream I had a strange dream the other day. It was all about internet going off for a few days. I thought of everything that is possibly dependent on the internet to function. I thought about several things including how I would survive as a “netpreneur”, a euphemism for a net entrepreneur. Friends, we are now living in the exciting world of wired society, and every step and movement is decided by the digital platforms. That is slowly becoming a reality for all and not necessarily those in the higher echelons of life. The other day, I was told about a commotion in a retail bank since the employees in a local office could not draw their salaries as the net was continuously down for the last few days, obstructing the normal functioning of the bank. The manual book entry of credit and debit, I think, these days is resorted not even by the moneylenders. Net has entered into your private life with such closeness and proximity, whether one likes it or not. Will that trend continue for an indefinite period? I am counting on those days when keeping a digital assistant like Alexa becomes a style statement like having an elegant and efficient secretary. Your shadowing digital companion can be an eyesore to everyone in the office or household since they can start commanding and demanding things and materials from people who are supposed to obey its master. I shudder to think of a time when your shadow becomes recalcitrant and starts misbehaving with you or anyone else, like what had happened in the Tamil blockbuster movie Ethiran, (which means body double) enacted by super stars Rajnikanth and Aishwarya Rai. That will be the time when your robot starts feeling like any other human being and you know what will be the consequences. I am an incorrigible optimist and that way I do not think of the flipside of any development. In my pursuit for excellence, I do not want to visualize or imagine computer turning to be your enemy for I believe that every innovation is a cumulative accretion of knowledge and the main task of that discovery is to serve 36 | September 2018 www.spoindia.org

the humanity – and not to destruct it. Where does the chain break? That happens only when selfishness gets accumulated and beautiful brains get convoluted by hatred, hegemonic outburst and selfish pursuits. Compounded by the lure of money and position, mankind uses knowledge to control the world, manipulate the orderly life and suppress people with whom he does not share any bond or emotional chord. That gets precipitated in different forms: war, genocide, friction and so on. The common thread that passes through such emotional discord is hatred coupled with dishonesty. Technology and knowledge will get compromised in evolving tools of destruction. It is our responsibility to help permeate the fruits of development to the common man. While the developed world and to a great extent the emerging economies are taking advantage of the benefits of the unfolding digital economy, there is a large number of people spread across regions like Africa, Southeast Asia which are cut off from the digital revolution. Does it have a shade of exploitation? Many tend to feel so. Those who can manipulate and indulge in unholy practices could move faster than others. It also brought another dilemma that those who are cut off from technology and accumulation of knowledge were bypassed by the growth process. That is the flipside of the growth process triggered by digital growth. The question then boils down to what we should do to mitigate the socalled fault lines of digital revolution. The digital fraternity should come around first to hawk knowledge to people and societies, which are not stakeholders in the process. This cannot be forced on the people and the society. Whosoever wants to be a stakeholder in the digital process, it is the bounden duty of the IT fraternity to reach out to them and create an ecosystem for them to be a partner in progress. Telemedicine and mobile telephony have scripted paradigm shifts in treating people. People living in far-flung areas can be treated through virtual medium even if the doctor and patient are separated

by long distances. The use of mobile telephony comes handy for monitoring the day-to-day conditions of the patient. For extending these facilities to the common man, it is not necessary that they should be computer- or digital-savvy. The leaders and digital experts can take these facilities to them. A community which is exposed to these environments gradually gets integrated to the system. Now there is a raging debate about the unmindful digitization or automation. Incremental interventions of micro chips, sensors, artificial intelligence, robotics, et al have reduced the role of human beings in carrying out different avocations. For instance, the entire banking operations at lower levels can be replaced by machines fitted with artificial intelligence. Robots can undertake most of the activities carried out by men. Even in developed countries where there is a labour shortage, citizens are wary about such pernicious developments. They are concerned what would happen to them if machines take care of their role or their next generation’s roles. Who can take a call on what is good for the humanity? It should be a joint decision of all –governments, industry and civil society. Profiteering at the cost of an egalitarian society is not only immoral but also sinister because its backlash will be heavy and everyone will have to pay the price. n

MOVEMENT Mrutyunjay Mahapatra appointed as the A Gitesh Sarma appointed as new CEO of Syndicate Bank secretary (West) in MEA Senior Banker Mrutyunjay Mahapatra has been appointed as the new CEO of one of the oldest and major commercial banks of India, Syndicate Bank. Mahapatra shared a picture on his official Twitter handle saying, 'Took over as CEO of Syndicate Bank. A new chapter after a long innings in SBI.' Mahapatra has played a significant role in the digital transformation programmes in SBI. He has headed global strategy, payments, transactions, and transformation programmes of SBI as its Head of Strategy and Chief Digital Officer. Prior to that he was CIO of the bank.

A Gitesh Sarma, 1986 batch Indian Foreign Service officer, has been appointed as the new secretary (west) in the ministry of external affairs (MEA). An MA in political science from Delhi University, Sharma first joined the Indian Audit and Account Service in 1984 before getting selected as an IFS two years later. He served in Indian Missions in Moscow, Hong Kong, Islamabad, London etc. He also served as joint secretary (external relations) in the department of atomic energy, government of India.

Ansuman Das relinquished the post of member and additional charge of post of chairman of Public Enterprises Selection Board (PSEB), with effect from August 18, but the notification towards the decision was issued only last week. Das, a former chairman and managing director of aluminium major, NALCO, was appointed as a member of the PSEB, a panel that recommends senior level PSU appointments, in August 2015. Das is a mechanical engineer from regional engineering college (now NIT), Rourkela. Later, he did a post-graduation on aeronautical production from IIT-Chennai.

Rajni Kant Misra, a 1984 batch Uttar Pradesh cadre IPS officer and the officer who had a long innings with the Border Security Force (BSF) during the past, will be the new Director General of BSF. He is presently serving as DG, SashastraSeemaBal (SSB). A personnel department order issued said that Misra would replace 1982 batch Rajasthan cadre IPS KK Sharma as the BSF DG and will hold the post till his retirement on August 31 next year. Originally belonging to Bihar, Misra was allotted Uttar Pradesh cadre after getting into IPS.

Public sector Indian Bank has announced that PadmajaChunduru has assumed charge as its managing director and CEO with immediate effect. Earlier, she served State Bank of India as its deputy managing director (global markets), Mumbai. Chunduru succeeds KishorKharat. Recently, the Appointments Committee of the Cabinet headed by Prime Minister Narendra Modi had cleared the appointment of 10 MDs and CEOs of public sector banks that includes the appointment of Chunduru.

The Government has reappointed RK Pandey, Member (projects) of National Highways Authority of India (NHAI), for two more years with effect from November 11, 2018. Belonging to Central Engineering Service cadre, he had earlier served as chief engineer in the ministry of road transport and highways. Back in 1986, he joined the ministry as an assistant executive engineer. Belonging to Madhya Pradesh, Pandey did his schooling from the government school locate in the state’s Lakhnadon town. He graduated from Maulana Azad College of Technology, Bhopal.

Senior IPS officers S SDeswalhas been appointed director general of the SashastraSeemaBal (SSB). Deswal, a 1984-batch IPS officer of the Haryana cadre, will head the SSB in place of Rajni Kant Misra. He will hold the post for a period up to his superannuation on August 31, 2021. The SSB, which has about 90,000 personnel, guards India’s borders with Nepal and Bangladesh.

Binay Kumar Jha, 1998 batch Indian Railway Service of Mechanical Engineers, has been appointed as director in the ministry of Housing and Urban Development. The government has appointed or laterally transferred 10 officers as GoI directors or deputy secretaries, three of whom belonging to Indian Ordnance Factory Service only.Binay Kumar Jha is one of the 10 officers newly appointed.
