The Indian Data Protection Law to get a final nod!

The call for a tough data protection law, recently suggested by TRAI, is aimed at ensuring that Indian telecom users have the right to their own digital data. Rules for protection of personal data in the telecom space are not sufficient, while suggesting that consumers should be given the right to choice, consent and to be forgotten to safeguard their privacy. The recommendation states, people should have right to their data, not companies. If the recommendations are accepted by the Centre, digital service providers such as Google and Facebook, application developers like WhatsApp, government entities like UIDAI, devicemakers along with telecom operators will have to make sure that users’ data can be collected only with their explicit consent. It means once collected for the specific purpose, the user data can be used only for the limited purpose of providing the service for which the user has signed up. However, at the present, there is no specific national regulators dealing with the administration of privacy laws in India. However, the proposed privacy bills contemplate the creation of a Data Protection Authority of India which will monitor and enforce the proposed laws. The proposed rules also have provisions for revoking the consent at a later date. A user will also have the right to be forgotten, which means that the service provider will be mandated to erase all personal data related to that consumer. While the right to privacy should not be treated solely as a property right, it must be recognised that controllers of personal data are mere custodians without any primary rights over the same. TRAI’s recommendations on privacy, security and ownership of subscriber data in the Telecom Sector pertains to all entities in the digital ecosystem like service providers, device brands, and operating system, browser and application developers. The fact is user data should not be exploited, manipulated or taken advantage of without the explicit consent of users. The regulator has also questioned the practice of pre-loaded applications on mobile phone and application developers seeking unnecessary permissions from users as a pre-condition. The recent Srikrishna panel on data protection law submits to the Government and said privacy has become a burning issue and therefore, every effort has to be made to protect data at any cost. The law is likely to form the base of India’s data protection architecture, if the government able to pass this in parliament. Suggested steps for safeguarding personal information, defining obligations of data processors as also rights of individuals, and mooting penalties for violation. The areas covered included consent, personal data including sensitive personal data, exemptions which can be granted, grounds for processing data, storage restrictions for personal data, individual rights and right to be forgotten. It is expected that Indian data protection law will become a model globally, blending security, privacy, safety and innovation. The report touches on variety of issues including consent, rights of children, data protection authority and right to recall data. As far as data storage is concerned, the report identifies circumstances under which data has to be mandatorily stored in India and cases where it can be stored with mirroring provisions. The report asserts that critical data has to be stored in India. Lastly, this bill provides a strong foundation of protection for Indian citizens' privacy. The report has to go through the process of inter-ministerial consultations and Cabinet as well as parliamentary approval.

Task Force on AI recommends creation of National Artificial Intelligence Mission

A Task Force on Artificial Intelligence (AI) for India’s Economic Transformation was constituted on 24th August 2017. The Task Force gave its report on 19th January 2018. It has recommended an Inter-Ministerial National Artificial Intelligence Mission to act as a nodal agency for coordinating AI related activities in India. The recommendations of the Task Force have been shared with various Ministries and Departments of the Government of India. In the meeting of Committee of Secretaries held on 8th February, 2018, NITI Aayog has been tasked with the formulation of a National Strategy Plan for AI in consultation with Ministries and Departments concerned, academia and private sector. NITI Aayog has prepared and placed on its website on 4th June 2018 a discussion paper on National Strategy on Artificial Intelligence identifying following five sectors to befocused upon: Healthcare, Agriculture,Education, Smart Cities and Infrastructure, Smart Mobility and Transportation.

MHA issues guidelines ahead of the draft NRC publication MHA has asked the Assam State Government and neighbouring States to ensure maintenance of law & order in the run up to and post-publication of Draft National Register of Citizens (NRC). The State Government of Assam has been advised to set up a State-level coordination committee under the chairmanship of Chief Secretary to ensure coordination among state agencies, NRC authorities and Central agencies. The Registrar General of India (RGI) has been asked to use all means of communication including websites, toll-free numbers, SMS etc, to provide information to public about the Draft NRC. An intensive public awareness campaign has been launched to disseminate information regarding the NRC process, options available for individuals whose names do not figure in the Draft NRC, the procedure and timeline for filing claims and objections, etc so as to address the concerns of people left out of the Draft list.

Government to double the income for farmers

Over 550 start-ups mentored for incubation and funding support

The Government has set a target of doubling the farmers’ income by the year 2022. The Government has constituted an Inter-Ministerial Committee under the Chairmanship of Chief Executive Officer, National Rainfed Area Authority, Department of Agriculture, Cooperation and Farmers Welfare to examine issues relating to doubling of farmers’ income and recommend a strategy to achieve doubling of farmers’ income in real terms by the year 2022. At present, thirteen draft volumes of ‘Strategy for Doubling Farmers’ Income by 2022’ prepared by the Committee have been uploaded on the website of this Department for seeking public opinion. During the National Conference on “Agriculture-2022 – Doubling Farmers’ Income,” Hon’ble PM has mentioned four aspects for improving the income of farmers, viz; reducing input cost; ensuring a fair price for the produce; reducing wastage; and creating alternate sources of income.

More than 550 Start-ups have been mentored for incubation and funding support. 2, 20,000 registrations have been achieved and over one lakh queries have been handled by the Start-up India Hub as of June, 2018. Eighty incubation centers including Atal Incubation Centres and Established Incubation Centres have been selected for funding by the NITI Aayog in the second phase of Start-up India programme announced in May 2018. Nineteen Incubation Centres were selected in the first phase in year 2017-18. Atal Innovation Mission has launched the Incubation Centre Monitoring and Evaluation Platform in July 2018 where data related to incubation performance is submitted by incubators every month. The performance analysis will be conducted once there is sizable data from monthly reports.At present, more than 360 start-ups have been incubated in the Atal Incubation Centres and Established Incubation Centres, established by the Atal Innovation Mission.

KHELO INDIA launches unique programme to nurture sporting talent

In 2003, National Mission for Manuscripts (NMM), a Mission mode Project, was launched by the Ministry of Culture for documentation, conservation, preservation and digitization of manuscripts.Till date NMM has documented 43.16 lakh manuscripts, conserved 434.56 lakh folios of manuscripts, digitized 283 lakh pages of 2.96 lakh manuscripts and published 44 rare and unpublished manuscripts. From its inception in 2003 to 31st March, 2018, an amount of 9666 lakh was released by the Ministry of Culture and an amount of9544 lakh was spent on it. The manuscripts documented and digitized by the NMM will be made available to researcher and scholars through a Trusted Digital Repository. The ultimate object of the Mission is to establish a Digital Manuscripts Repository at IGNCA in which researchers and scholars can view and consult the manuscripts to understand our past in its totality.

Following the successful conduct of the Khelo India School Games, Sports Authority of India took another significant step towards the development of sports; it cleared 734 players for a scholarship programme under Khelo India Talent I d e n t i f i c a t i o n D e ve l o p m e n t scheme. The Minister of Youth Affairs & Sports, Col. Rajyavardhan Singh Rathore said that “transformational changes have been introduced into Indiansports. Catch them young is no longer a slogan but is visible in our action. We are developing a sports system that connects local potential to global podiumsthat encourages every Indian to have sports as a part of their lives for entertainment, education or excellence.” A talent identification committee was formed comprising Arjuna Awardees and DronacharyaAwardees to shortlist and propose the names of the beneficiaries to the High Powered Committee, which cleared the above numbers after due diligence. The scholarship programme is designed to take care of their expenses including training, development, boarding and lodging and tournament exposure apart from offering them out of pocket expense allowance.

Reconstitution of National Bamboo Mission

Replacement of IRNSS-1A to be launched soon

The restructured National Bamboo Mission (NBM) has been launched this year with the approval of Cabinet Committee on Economic Affairs (CCEA) vide order No. CCEA/13/2018 (i) dated 26th April, 2018 under the National Mission for Sustainable Agriculture (NMSA) for implementation with the objective to increase the area under bamboo plantation in non-forest Government and private lands to supplement farm income and contribute towards resilience to climate change as well as availability of quality raw material requirement of industries. The bamboo plantations will be promoted predominantly in farmers’ fields, homesteads, community lands, arable wastelands, and along irrigation canals, water bodies etc. This information was given by the Minister of State in the Ministry of Agriculture & Farmers Welfare Shri. Parshottam Rupala in Rajya Sabha.

Indian Space Research Organisation has launched IRNSS1I on 12th April, 2018 to replace IRNSS-1A. IRNSS- 1I carried refurbished Atomic clocks. IRNSS 1A had failure of three Rubidium atomic clocks and IRNSS constellation is functioning with only six satellites. The move to launch the replacement satellite for IRNSS 1A was imperative to complete the seven satellite NavIC constellation. However, IRNSS-1A is still being used for messaging services. The Rubidium clocks were from the same Swiss company. The clocks of NavIC and GALILEO developed problems that were similar in nature. A thorough analysis and simulation on the failure of the atomic clocks was done. Finally, it was traced to one of the feed through capacitor carrying the DC supply to the physics package, getting in to problem due to excess temperature rise. Close to 4,900+ employees of BNY Mellon in India across Chennai and Pune have participated in a day of giving that resulted in 23,000 hours volunteered to benefit 20 regional charities. The inaugural “Connecting with the Community” philanthropic volunteering and team bonding campaign featured 28 unique events that focused on child education, environmental sustainability, and rural development. “We are actively involved in giving back and creating positive impact in the communities where we live and work,” said Sudish Panicker, Managing Director and Head of BNY Mellon Operations, India. “The first-of-its-kind ‘Connecting with the Community’ campaign is the latest example of thousands of our employees joining forces on a single day, to support our deeply valued and important community partners.” BNY Mellon hosts several opportunities each year for employees globally to give back to their communities through individual donations, non-profit board service, and team-oriented volunteering and fundraising.

Vodafone unveils Mobile Vans as part of its Ashadh initiative

Vodafone India has unveiled its ritual Ashadh initiative, with two ‘Vodafone Mobile Vans’ set to join lakhs of pilgrims on their annual padayatra to Pandharpur. As has been the practice for the past five years, these ‘Vodafone Mobile Vans’ will travel with the Warkaris all through their journey from Pune to Pandharpur. One van each will accompany the Warkaris on the Palkhi routes of Tukaram Maharaj and Dnyaneshwar Maharaj. The ‘Vodafone Mobile Vans’ are equipped with free calling facility, mobile phone charging points, recharge vouchers and M-Pesa money transfer service to help the Warkaris stay in touch with their loved ones throughout the duration of their journey. The Warkaris will be able to make use of the facilities at all halting points of the Palkhi on the way to Pandharpur. Each van is equipped with 8 phones and over 50 charging points for the convenience of Warkaris. Nippon Paint India (Decorative Division) completed its painting initiative with AIM (Awareness India Movement) to give the neighbourhood of Kodambakkam a makeover. The event which was part of AIM’s project #Kodambakkam2020, saw student volunteers from various city colleges offer their support to the initiative. Launched by AIM, project #Kodambakkam2020 was initiated with the support of the Greater Chennai Corporation. It began on 26th of January 2018, under the theme “Namathu Theru, Namathu Porappu and has successfully beautified areas in and around the neighbourhood. Close to 115 college volunteers attended the event and painted select walls of the locality. Nippon Paint provided Paints and other protective gears for volunteers to undertake the project. Computer Association of Eastern India (COMPASS) and Supertron Electronics Pvt. Ltd (SUPERTRON) organized Blood Donation Camp as their CSR project on the World Blood Donors Day with the support of Association of Voluntary Blood Donors, West Bengal at BNCI Auditorium. 14th June, 2018 is observed as World Blood Donors Day 2018 and this year the hosting country was Greece, with the theme “Blood Connects Us All”. The day has the slogan ‘Share Life, Give Blood’, referring to the caring and cohesion that giving blood and caring for others involves. Every year, India requires about five Crore units of blood, out of which only a meagre 2.5 Crore units of blood are available. In our country, around 75% of this collection comes through voluntary donations.

With this edition the brand pays homage to India’s national animal – The Tiger. As a part of the agreement, Prama Hikvision has committed to give away approximately 500 CCTV Cameras and 75 NVRs (Network Video Recorders) to 75 higher educational institutes across Rajasthan. To mark this special occasion, the Government of Rajasthan represented by the Commissionerate of College Education and Prama Hikvision India signed an exclusive MOU (Memorandum of understanding) on 21st July, 2018 to facilitate and drive this CSR initiative forward. United Way Mumbai, along with Coca-Cola India, has launched ‘Clean Shores Mumbai’, a coastal clean-up and marine conservation drive at Dadar Chowpaty, Dadar Beach and Mahim Chowpaty beaches in Mumbai. The event witnessed participation from environmentally-conscious volunteers from all walks of life including corporate employees, partners, local citizens and students. Local groups such as ‘Beach Please,’ ‘Jay Foundation’ and ‘Mahim Beach Clean-up’ have also been actively working at each of these sites to promote cleanliness. The drive was organized in collaboration with Municipal Corporation of Greater Mumbai’s G/North ward. Central Government Employees Welfare Housing Organization (CGEWHO) celebrated 29th Raising Day on 17th July, 2018 at its Head Quarter in Janpath Bhawan. CEFC Pratham Foundation, a joint initiative of Department of Heavy Industries, Govt. of India & Heavy Engineering Corporation Limited has been established as a National facility for imparting training in highend technologies and was founded under the scheme of 'Enhancement of Competitiveness in the Indian Capital Goods Sector. The first Training Course on 'Welding Technology and Equipment' was organized by CEFC Pratham Foundation from June 06 – July 18, 2018 at NIFFT. The course was attended by 20 participants from various Organizations like SAIL, MECON, Walchand Nagar, HCL, GRSE, CMPDI, CCL, UCIL, NIFFT, S.K. Samanta Ltd. & HEC. The training course was conducted by expert faculty members from CNIITMASH, Russia and was con-cluded with a test and evaluation by CNIITMASH to measure the knowledge and skill acquired by the participants.

He was received by Cmde Rakesh Anand, Chairman & Man-aging Director, MDL. The delegation was shown the yard facilities including under construction ships, submarines, modernization project, etc. A detailed presentation exhibiting MDL’s capabilities was also made to the delegation. NTPC has signed term loan agreement for Rs. 1,500 crore with HDFC Bank Limited on 10th July, 2018 for its various projects. The loan has a door-to-door tenure of 15 years and will be utilised to part finance the capital expenditure of NTPC and has been extended at an interest rate linked to 3-months Marginal Cost of funds based Lending rate (MCLR) of the bank. Indian start-up signs MoU for development of Amaravati

An Indian company is among three start-ups that have signed a memorandum of understanding with the Andhra Pradesh government, to offer solutions for the development of Amaravati, the state's new capital. UrbanStack is among the winners of the Amaravati Pitch Competition, results of which were announced by the Singapore and Andhra Pradesh governments at the World Cities Summit 2018 here. The start-up is an integrated data sharing platform that collects urban movement data for early intervention and policy making with the mobility patterns that emerge, said the Singapore's Ministry of Trade and Industry (MTI) in a statement yesterday. Singapore start-ups, ECOSOFTT and SpaceAge Labs, also signed the MoUs with the APCRDA. The Amaravati Pitch Competition allows start-ups and Small and Medium Enterprises (SMEs) the opportunity to pitch innovative solutions to create liveable and sustainable 21st century cities.

The government is examining whether two separate Acts on the subject of regulation of the real estate sector — one enacted by the Centre and the other by a state — can coexist. The matter relates to the existence of Real Estate (Regulation & Development) Act, 2016 (RERA), which is a central government legislation, and the Housing & Industrial Regulation Act, 2017 (HIRA), which was enacted by the West Bengal government. The ministry of housing and urban affairs announced on Twitter that it is examining whether both Acts can co-exist. RERA was fully notified in 2017 and states were given powers to notify their respective rules and appoint regulatory authorities. While this is applicable across the country, except in J&K, the West Bengal government is the only one that has come out with its separate legislation, HIRA.

No tree to be cut for redevelopment project till Jul 19: NGT

Urban infrastructure development plan for Telangana soon

The National Green Tribunal ordered a status quo on tree felling in South Delhi colonies and directed that no trees would be cut till July 19 by the National Buildings Construction Corporation (NBCC) and the Central Public Works Department (CPWD). A bench headed by Acting NGT Chairperson Justice Jawad Rahim also issued notices to the Ministry of Housing and Urban Affairs, Central Pollution Control Board, CPWD and others, asking them to file their responses before July 19. The green panel also directed the project proponents to make a categorical statement and inform it about the exact number of trees which are proposed to be cut for the redevelopment project. The tribunal was hearing a plea by NGO - Society for Protection of Culture, Heritage, Environment, Traditions & Promotion of National Awareness seeking a stay on the proposed felling of more than 16,000 trees for re-development of the colonies. 12 | July 2018 www.spoindia.org

Telangana government is preparing a comprehensive infrastructure development plan for all 140 urban areas including road development, sewerage, drinking water, waste disposal, citizen services and civic amenities. This is expected to be ready by May 2019, said Municipal Administration & Urban Development Minister K.T. Rama Rao.

Releasing the annual report of 2017-18 and action plan for the year in the presence of top officials of his department and related wings, the Minister said the plan would be a role model for rest of the country in tackling issues like better standard of living for the citizens, economic development, generation of jobs and so on. He pointed out that Chief Minister K. Chandrasekhar Rao had sanctioned Rs.50,000 crore for urban development with special focus on Hyderabad in a three-year span. Railways spends more, earns little from e-catering services: Railway data

The IRCTC has spent more money than it earned in its e-catering services in the past four years, with the highest expenditure of Rs 3.9 crore being made in 2017-18 against a revenue of Rs 1.82 crore, the government told the Lok Sabha. E-catering service was started by the Indian Railway Catering and Tourism Corporation (IRCTC) in trains without pantry car, allowing passenger to book preferred meal through reputed e-catering websites as well as through phone and SMS. Minister of State for Railways Rajen Gohain said in a reply to an unstarred question that in 2014-2015, the railways earned a revenue of Rs 13,255 through e catering, but its expenses were Rs 2.30 lakh. In 2015-2016, he said, the national transporter earned Rs 14.83 lakh and spent Rs 1.29 crore, while in 2016-2017, it earned Rs 1.38 crore and expenses of Rs 2.89 crore.

States have collected taxes to the tune of Rs 10,000 crore online since the rollout of Transport Mission Mode Project (MMP), which has also automated regional transport operations (RTOs), under the Centre's ambitious e-Governance initiative. The government has set up a consolidated nationwise transport database and launched citizens and trade-centric applications under the e-Governance initiative, according to a Road Transport and Highways Ministry's document. More than 19-crore vehicles and 10-crore driving license records have come under the National Register, it said. Two flagship applications under Transport MMP -- Vahan and SarathiVahan -- deal with vehicle registration, taxation, permit, fitness and associated services; while Sarathi is related to driving licence, learner licence, driving schools and related activities.

Income tax department to crackdown on TDS defaults in e-retail portals

The Income Tax Department is set to crack down on TDS defaults by government and private sector entities, especially e-retail portals, local bodies like panchayats, as the CBDT has directed its assessing officers (AOs) across the country to undertake at least 30 surveys or onspot checks. The directive has been issued by the policy-making body of the tax department as part of its recently issued Central Action Plan (CAP) 2018-19 that acts as the blue print for taxman's action for the entire year. "Surveys are the most effective tools for detection of noncompliance in TDS (tax deducted at source) and TCS (tax collected at source)...," the CAP said. "A new target of at least 30 surveys/spot verifications by each AO during the year has been incorporated in this plan," it said.

EPFO or Employees' Provident Fund Organisation said there was no data leakage from its data centre. The clarification from EPFO came after reports suggested the retirement fund body had in March informed the Ministry of Electronics and IT of a "data theft". Reports said that EPFO had asked the ministry to deploy an expert technical team to plug in the gaps. In a press release on May 2, retirement fund body EPFO said it has taken advance action by "closing the server and host service through Common Service Centres pending vulnerability checks as part of the data security and protection". EPFO has been taking all necessary precautions and measures to ensure that no data leakage takes place," it said. "Warnings regarding vulnerabilities in data or software" are a "routine administrative process based on which the services which were rendered through Common Service Centres have been discontinued" from March 22, 2018. www.spoindia.org July 2018 | 13

U.S. Senate candidate Dr Shiva Ayyadurai to get on the Ballot Dr Shiva Ayyadurai became the first U.S. Senate candidate in Massachusetts to get on the ballot. He is running as an Independent, had 10,354 signatures certified yesterday by the Secretary of State's office to become an official candidate for the U.S. Senate election. He was accompanied by his supporters when the certified signatures were submitted. Dr Ayyadurai's campaign is a unique grassroots campaign and his volunteers collected each of these signatures. Republicans and Democrats typically buy signatures by paying a professional firm and Elizabeth Warren's campaign is expected to do just that. "We collected every signature ourselves based on our message. This is a real grassroots movement and our success is a real threat to the Establishment," said Dr Ayyadurai who holds four degrees from M.I.T., including a Ph.D. Dr Ayyadurai's opponent is the Democrat Elizabeth Warren who has voted for the Monsanto Protection Act, lobbied the Defense Secretary to procure defective equipment of the War Industry, and held

secret meetings with Wall Street honchos. The Republican Party is considered irrelevant in Massachusetts and has lost support as the leaders of the party typically concede the seat without putting up a real fight and their strategists mark the seat as a "safe blue seat". In contrast, Dr Ayyadurai has emerged as a real challenger and Elizabeth Warren is in serious danger of losing her seat. Dr Ayyadurai has implored Elizabeth Warren to disavow herself from this hate crime, but in an act of tacit approval of this act of violence, there has been no response from Warren so far.

Government to give preference to locally manufactured security products To drive the ambitious Make in India initiative and promote manufacturing in the country, the Government has issued a mandate to give preference to locally produce cyber security products in all public procurement. The intellectual property rights of these cyber security products have to be owned by companies or start-ups incorporated in India. Ministry of Electronics and Information Technology (MeitY) in the order said that Cyber Security being a strategic sector, all the procuring entities shall give preference to domestically manufactured/produced Cyber Security Products. The notification is based on Public Procurement (Preference to Make in India) Order 2017 which aims to enhance income and employment in the country. A firm which is incorporated and registered in India or a start-up firm that meets the prescribed definition will get the preference, provided the revenue from the product and intellectual property licensing accrues to the firm in India. As per the order, though IP registration is not mandatory in the country, a firm claiming benefit should have the right to use and commercialize the product without third party-consents, distribute and modify it. 16 | July 2018 www.spoindia.org

ATMs in India vulnerable to fraud

On Friday, the government woke up to the fact that as many as 74% of the cash dispensers are processing on outdated software and are prone to fraud and lack basic security features. The automated

teller machines (ATMs) run by public sector banks may be easily accessible to frauds as they are running on outdated software by leaving it vulnerable to cyber attacks. The government, however, did not disclose details of such ATMs that were run by private sector lenders. Most ATMs in India are easy targets for Hackers & Malware Attacks. A question arises on why do people wait for such attacks to happen to bring about a change? A huge number of machines in the country are operated by public sector players, with state run-banks controlling close to 70% of the business, comprising of ending and deposits. The report says that close to 89% of the ATMs belong to this category, as told by the government in the parliament. The development came at a point when several ATM fraud incidents have been reported in different parts of the country. Currently, India has over 2 lakh ATMs and approximately 70 per cent of them still run on Windows XP - which Microsoft itself stopped supporting in 2014. Most of the machines are running on Windows XP which cannot run many of the sophisticated security measures and many advanced security programmes cannot be loaded. Banks were going slow in upgrading the systems. It is surprise to note banks keeping silent till this time, when they have a dedicated IT and security team in place and have known about this fact. There are many banks that have created a 'Fraud budget'. When any cybercrime comes to their notice, they pay to the customer to fight the case and give money to the consultant and legal officers. Another question that remains unasnwered is how much money the banks have disbursed against this type of fraud. The government informed Parliament that between July 2017 and June 2018 there were close to 25,000 complaints issued related to debit and credit cards, while the total number of transactions during this period was 861 crore, indicating that the number of frauds were few.

Facebook stock plunges, Zuckerberg loses $16 billion

Facebook CEO Mark Zuckerberg's net worth has slumped more than $16 billion after the company reported weaker-than-expected secondquarter results and issued guidance that its financial future isn't as rosy as some investors thought it might be. Set against this backdrop, one activist investor wants Zuckerberg out as the firm's chairman. Zuckerberg recently sparked outrage when he described Facebook's handling of content from Holocaust deniers on the social network. He subsequently backtracked on his comments, in which he had commented that there are a set of people who deny that the Holocaust happened which he finds deeply offensive, but Facebook will take that down as he thinks there are things that different people get it wrong. “Facebook’s missed expectations on revenues and user growth and management’s warning that revenue growth rates would decelerate in the next two quarters, likely reflect more than one market trend,” commented Lynnette Luna, Principal Analyst at GlobalData. "Facebook is finally feeling some pressure from its bad publicity around data privacy, it is facing market saturation in North America and the General Data Protection Regulation law that went into effect in Europe in May 2018 resulted in the loss of 3 million daily active European users from Q1 to Q2. Growth metrics in the US and Canadian markets were particularly concerning as Facebook has been stagnant at around 185 million daily active users for four straight quarters. That metric is significant as Facebook earns more revenue from North American users than any other user geography globally,” she said. Fortunately for Facebook, it has been preparing for a slowdown of its main platform during the last several years by acquiring and investing in the Instagram, WhatsApp and Messenger platforms. That’s why Facebook is now publicizing a new metric that involves measuring users accessing its community of platforms. Security threat to Digital India By Shashikant Dubey In today’s technical age when the Digital India initiative is taking shape and with digital tools being utilized as an effective weapon in the name of national security, only time if the country's 135 million population are safe and secured in terms of their personal information or is it merely becoming a joke. That's when you club together 'Digital India' and 'Make in India' and you see the danger increasing manifold. We all know that our country is ahead in the world of software production, but in hardware production, we are not only way behind but are stuck in the middle of nowhere. India’s traditional rival in this space is China, which has already built a formidable league in this space. That's the vicious form of China and its manipulation is not hidden from anyone. In such a situation, a very big question arises that how can we and our government be able to safeguard the interests of the people of the country and those standards of national security, so that higher standards of protection can be preserved. 18 | July 2018 www.spoindia.org

It is not that under the make-inIndia, the productivity of such resources has not been encouraged in the country, and in this direction many companies of the country have come forward; but the issue is something different and serious, which is acting as a deterrent to let it happen. Ever since Narendra Modi's government has been formed in the country, there has been a lot of focus on 'Digital India' and it has been shown as a major success of the government. The campaign to connect every panchayat of the country with Optical Fiber was started, which is still going on to connect each village today. Up until now, there is no danger to it; rather it is a commendable endeavour. In this context when we bring Make in India forward, then it is no less a miracle, and every Indian feels proud that our country has gone a long way, but when you try to understand its truth then there


is big hidden fact. Indeed, make in India is completely ignored when 'Digital India' is being talked about, and all the tools used in digitization are being manufactured in China itself. Now you can imagine where on one hand the issue of data stealing has been a concern all over the world, our government is completely acting irresponsible by using goods manufactured in China in its 'Digital India' campaign. From this you can possibly estimate how big a threat it is for the country. Actually, we will have to be little serious to understand this game. The most important reason for this trick is that all the tools manufactured in China (for example, camera, Wi-Fi, RF link, radio devices, boosters, etc.) and the devices used in computers (mouse, keyboard, CPU, Etc.) are much lesser in cost than the products produced under 'Make in India'. These indigenous companies are not able to offer big money to their government officials and contractor companies in the form of bribe, whereas Chinese companies adapt themselves to these two circumstances. While the overall question here is not which company’s products are being used, but the issue is that when national security is the most important aspect in terms of digital India, what is our government doing in this? Is the Modi government actually ignoring these things? However, from time to time, Chinese companies are being suspected of stealing data and putting them on the servers of their country, which is collected in a planned manner and used against our country. There is also a serious question that the Chinese companies who have been banned in other countries and Europe have been given an opportunity to work in India, is it not a big mistake? Have a look at the companies which were given the responsibility of connecting villages from every corner of the country under digital India, in which Bharat Sanchar Nigam Limited (BSNL) is the biggest, but the sad part is that BSNL has also been using own China manufactured goods. It is indeed a breach of trust to the people of the country, while also becoming a serious joke with national security. To get this into perspective, you will have to understand a recent controversy. India is a democratic country where the formation and fall of governments depend on elections. In such a situation, the Chinese government gets the basis of its propaganda and interfere in the internal affairs of India, and accordingly, it starts meddling in the election of people's representatives in the people of the country, so that they can be made to work on a forward-looking government. A recent example was seen in the US elections where the Russians were accused of managing the elections with the help of data and helping Trump win, while all the surveys were in favour of Hillary

Clinton winning the presidential elections. On the other hand, this negligence is seen strengthening its hold at many levels, which has its effect in the field of banking and communication. With increasing cashless arrangements across the country, the graph of cyber crime and data stealing is also seen to rise, which is becoming difficult to solve. This is the reason why in the past three months there was an increase of 490% in electronic banking fraud across the country. Only eight percent of these cases have been solved where money has been recovered. Moreover, due to reports of over five million users' data being stolen on Facebook, people are slowly seen losing confidence on their favourite social media platforms. According to a report, nearly ten million users are considering to abandon this platform. In the past five days, Facebook shares have fallen to twenty percent. This has also resulted in loss of $16 billion to Facebook. 'Digital India' is the campaign that has been designed to bring development in society, governance and economy with the multi-dimensional use of a computer, mobile, software and internet. Internet companies doing business in India have put most of their servers in Europe and America, the shortcomings of which we all have to suffer from time to time. Most recently, hackers hacked the Home Ministry and NSG's websites, thus posing a serious challenge to the Indian government. In this way, you can get an idea of how safe your data base is. When the whole country, every village and person gets entangled in this data, then what will befall us only time will decide. In this context, an incident can be brought to light where a few months ago, more than 32 lakh bank debit cards had been compromised and even today offender could not be penalized. Foreign companies like Apple, Facebook, Google, Twitter, Microsoft and Amazon are doing big business in the name of Digital India in India. According to Oxfam's latest report, 50 major companies have evaded taxes of more than 100 billion crores in developing countries like India and getting them deposited in tax havens like Ireland. This is resulting in inequality and also recession globally. Our CSR efforts are focused around education, environmental conservation and healthcare. We have supported after-school programs in Chennai and rural Tamil Nadu. We work diligently to restore the water table in Chennai and surrounding areas, and we support preventive healthcare initiatives and scientific research in Public Health. Our CSR agenda revolves around a single vision of working together as an extended family and achieving greater heights. How has been the outcome of the work that you are undertaking and how would you like to take it forward? Over the years, we have sponsored the complete restoration of 4 water bodies and have participated in the cleaning and maintenance of over 10 lakes in and around Chennai. We have planted 1500+ trees and even painted walls with messages about the environment to raise awareness. 300+ team members have participated in these activities, with many coming in regularly, month after month, year after year. These activities raise the social consciousness of our team, increase our engagement beyond the day-to-day work and have inculcated a sense of community building. Our teams have seen young participants at the age of 4 years to senior citizens over 60 years of age, a truly diverse and socially supportive team. Our volunteers report how great they feel after participating, how this changed their view of the environment, and how some have stopped littering after understanding how that moment of thoughtlessness impacts the whole ecosystem.

What kind of challenges do you face while taking up any such work in terms of finding the right partnerships, funding and so on? We have been very lucky in terms of choosing great partners


to helm our projects. Having taken a conservative approach right from the beginning, we select our partners carefully and build sustainable relationships with them. Our commitment is beyond just the disbursement of funds, we spend time and efforts and get our teams involved and engaged with our initiatives.

What kind of support do you receive from the local community? The local government is very supportive of our efforts and we make it a priority to engage with key stakeholders. Local communities appreciate our sustained commitment and even pitch in to help us with our efforts.

Could you share the major learning from your years of running such successful CSR initiatives? The most important lesson is that you need to be careful in selecting a partner, and having selected one, work with them to build a sustainable partnership. We have a rigorous selection process to vet partners. Another critical aspect of running successful initiatives is to get the teams involved and engaged with CSR initiatives.

What is your roadmap in creating a positive impact on both the society and the environment? We see each of our CSR initiatives as an investment, and we bring in more than just funds; we also offer our partners the benefit of our skills and capabilities to ensure the best use of funds and create a larger impact. We are focused on creating sustainable partnerships to create a positive impact on society. In the area of healthcare, we are focused on preventive measures to build a healthier community. We are also focused on research, to leverage science for the betterment of humanity. Our efforts towards the environment will continue through the next few years, with us expanding the scope of our engagement and deepening our commitment.

for sensitizing the society on keeping the environment clean? We have found that there is a shocking lack of awareness about waste management and environmental concerns. Our efforts are directed towards creating a better environment for them to live in, but the next time we go back, the area we cleared is dirty once again. We work with our partners to raise awareness about these issues through street plays in the local language. This goes a long way in improving awareness. We also paint awareness walls in the local language to communicate important environmental messages.

Making a resolve to initiate change – Kapil’s story A soft voice greeted me on the phone with a ‘namaste’. Voices can be deceptive, I soon found out; as the telephonic interview progressed, the steely resolve in Kapil’s voice was unmistakable. Kapil, a resident of Nangal Mubarkpur, Haryana, is currently pursuing his final year in Bachelor of Computer Applications or B.C.A. from a college in Sohna, and was introduced to the world of computers when he was in class XII. “Learning knows no age. ‘Better late than never’: I believe strongly in this adage,” he says. He describes his first introduction to the computer as surreal. “I thought the computer was a mini television set. Much to my surprise, I discovered an entire new world encompassed within the software and hardware,” adds Kapil. The Digital Literacy Program, which was launched about six months ago, introduces the computer and its most important applications to students through a ‘learning by doing’ methodology. The initiative, started by the Sehgal Foundation in partnership with Oracle, is an endeavour to introduce the basics of this important tool to the innovators and decision-makers of tomorrow. “I remember switching the computer on for the very first time. It seemed like a magical box; then came the training on various hardware components. Software tools such as MS Word, e-commerce and so on were introduced thereafter. I used my training especially for the cause of farmers: procurement of medicines for diseased crops, seeds, fertilizers etc. via e-commerce. Besides this, the amount of information one has access to via the internet is mind-boggling. It can open a Pandora’s box of options, opportunities and solutions,” says Kapil. During his semester breaks from college, Kapil works in a multi-national company. He plans to complete his B.C.A. soon and then seek gainful employment in the IT sector. He wants to, however, give back to society the benefits he has received by mentoring students, especially those who have cleared their higher secondaryeducation and are set to venture into the ‘big world.’ “In the village, thereare a number of children who have either not completed their senior secondary education, or just do not pursue further studies post completion of school. I feel my job is to motivate these children to work hard, complete their graduation and get a good job, so that the world opens up a gamut of opportunities for them,” adds Kapil with resolve. Parents Beware! Are you protecting your children online? Fortinet is cautioning parents to supervise children’s online activities and educate them on safe surfing. The Internet provides unprecedented opportunities for children to communicate, learn and develop new skills. However,parents need to be aware that predators lurk online and could potentially expose children to inappropriate content, criminal behavior and falsehoods. According to a UNESCOglobal survey on cyberbullying coveringover 7,600 children and youth (aged 8–17 years old) in 25 countries, the highestrate of cyberbullying is in Asia—China (70%), Singapore (58%), and India (53%). China and Singapore were also the only countries to report a higher rate of online bullying than face-to-face bullying. Other Asian countries that reported lower levels of cyberbullying include Malaysia (33%), Pakistan (26%) and Japan (17%; cited in UNESCO, 2015). “As the Internet, particularly mobile broadband, becomes more accessible and affordable, more children are going online for longer periods,” said Rajesh Maurya, Regional Vice President, India & SAARC, Fortinet. “While the Internet offers educational material, fun games and ways to connect with friends, it can also be a virtual playground for cyber bullying, malicious content, and for criminals or predators to prey on kids and their families, leading to things such as identity theft, crime and much worse.” To help ensure kids stay safe online, Fortinet’s cybersecurity experts advises parents to 1. Talk to children about your expectations for them online – Try setting boundaries that may include rules about how long they are allowed to be on the computer, what sites they are allowed to visit, what software programs can be used, and what tasks or activities they are allowed to do based on age suitability, knowledge and maturity. 2. Teach the importance of keeping information private – Personal information and photos posted on the Internet can be dangerous as they can be used against families by those who meant harm. Once uploaded on the public domain, they can be difficult to remove and can have haunting effects later if misused. Check your kid’s privacy settings on social media sites to prevent strangers from accessing personal information. Make sure your children understand: • Never to give their name, phone number, email address, password, address, school name, or picture without your permission. • Do not respond to malicious or hurtful posts. • Do not open emails or attachments from people they don’t know.

• Do not get together with anyone they “meet” online. 3. Let them know that if they see something, say something – Children should be warned about the dangers of the Internet so that they recognize suspicious behaviour or activity. Allow children to come to you with questions or concerns if they happen to see something on a website, in an email or in a chat room that does not seem right or makes them uncomfortable. 4. Be aware of their computer activities – Monitor your children’s activities online, including which websites they are visiting. Ensure you have a sense of who they are communicating with and that your childrenactually know the people they are talking to if they are using email, instant messaging or chat rooms. 5. Keep computers in a common area – It will be much easier to monitor computer activity if you keep your computer in a common area. This prevents kids from doing things they shouldn’t do, and you can also intervene should you notice a behaviour that could have negative consequences. 6. Consider implementing parental controls – Certain web browsers enable you to restrict or allow only certain websites to be viewed on computer, which is known as “whitelisting”, and these settings can be protected by a password. Parents can also check with their Internet service providers and mobile carriers if they provide restriction services as optional add-ons.

Caring for Kids with Autism Dahua Technology’s “Lighting the Future” program understands that charity is not only about material donations. Sometimes it also requires very personal participation and care. Behind every child that is suffering from autism, there is usually great stress and struggle for the whole family. The pain stems not only from the financial aspects but also more importantly from the mind, the prospect of going on daily and without an easy solution. These are the children who have undergone unimaginable pain in silence and could most definitely use as much help and from as many people as possible. On the afternoon of December 15, 2017, Dahua Technology organized a team of over 20 employees to visit the Carnation Recovery Center For Children, a facility that specializes in helping kids with autism. They brought with them, dozens of LeChange Baby Monitors, as well as many carefully picked books and toys as gifts for the children there. More importantly, the employees were prepared to devote their time, love and patience for the children. They decorated the center to evoke a mood of Christmas and listened and talked to the children while playing Christmas themed games together. Everyone had a great time and felt needed by each other. According to instructors at the center, what these kids need, are not correction, but understanding. When they are not able to adapt to our world, we should try our best to adapt to theirs’. Donation to Schools for the Children of Migrant Workers Children are our future, but not all of them have access to the proper education they deserve. For decades, China’s urbanization, while an indicator of a booming economy, has been tearing traditional rural families apart. With more and more parents becoming migrant workers, children are left behind, where, due to complicated limitations, are not able to enjoy the same educational resources as the children in the cities. Moreover, there is the problem of safety. Since no one is watching over these kids except for possibly their grandparents, these children in rural areas are often in more danger than those in urban environments. Long Xiang Elementary School, located in the rural area of Bengbu City, Anhui Province, is a typical example of a school that is established-for-left-behindchildren under harsh predicaments and very limited funding. Dahua Technology decided to reach out with a helping hand via its “Lighting the Future” program. As a leading solution provider in the global video surveillance industry, Dahua is competent and more than happy to provide Long Xiang elementary school with school supplies and security products. In October of 2017, Dahua Technology donated to Long Xiang Elementary School, an entire set of video surveillance equipment, consisting of 103 items in total, across 20 categories. These include varies types of cameras, monitors as well as hard disks. In May 2018, Dahua Technology further donated 42 computers and 40 monitors to the school, which could not only be used for an educational curriculum that is in synchronization with schools in big cities, but also for treasured video communication with their working parents far away. "India will like to work with the BRICS on the issue of the Fourth Industrial Revolution. We need to together prepare best practices and policies in this connection," he said. He also spoke about the "importance of technology, skill development and how effective multilateral cooperation creates a better world". society and human values. "In the Fourth Industrial Revolution, talent will become more important than money," Modi stated. "The new face of employment will be high skilled but temporary jobs," he said. He was of the view that digital platforms, automation and data flows will reduce the importance of geographical distances. "When digital platforms, e-commerce and marketplaces will get linked with such technologies, a new kind of industry and business leaders will surface," he said. Stating that the type and opportunities for employment will be an important issue, Modi said that though traditional manufacturing will continue to be an important means of job creation, it will become extremely important for workers to enhance their skills. According to him, school and university curriculum must be prepared in such a way that the youth can prepare for the future and said that it must be ensured that the changes in technology find place in such curricula. "In India, because of this, the National Skill Development Mission has been started," the Prime Minister said. In what is said to be the biggest tariff application, US has imposed 25 per cent tariffs on approximately USD 34 billion of Chinese mechanical and technological products. Starting Friday (6th July), the US will tax 818 Chinese products worth $34 billion a year.US tariffs on Chinese imports include semi-conductor chips assembled in China, plastics, dairy equipment, motor vehicles, electrical equipment, oil and gas drilling platform parts, chemicals and lubricants. Earlier, it had put tariffs on washing machines, solar panels, steel and aluminium. It however won't target the 284 additions, worth $16 billion until it gathers further public comments. The move has sparked an immediate response from Beijing, which said would hit back dollar for dollar.China accused the US of starting the "largest trade war in economic history." In

Canada and Mexico have slapped retaliatory tariffs on US exports as well.

Current Indian job scenario has little room for women

India can’t achieve developed nation status until it finds a way to bridge the gap created by gender bias in terms of employment. The World Economic Forum’s (WEF) Global Gender Gap index 2017 ranked India at 108th place on gender equality, behind China, Nepal and Bangladesh. We are stuck in an ugly situation as of now and the reasons for it are deeply disturbing. For starters, we have a stagnant job market despite the economy growing at more than 7% growth rate. Secondly, government’s various initiatives to create jobs have barely made a dent in improving the unemployment rate and not to mention the number of youths graduating from colleges at much faster rate than getting placed. But the biggest worry of all is the unbelievable size of women employees missing from the Indian work force. From molestation to gender discrimination, women in our country survive unspeakable horrors on daily basis. 28 | July 2018 www.spoindia.org

Their plight draws attention but sadly, not much action. For a country that is known to worship women as deities, Indians have an odd way of showing their respect for women. The general perception suggests that a woman is supposed to stay home to take on the household chores especially after getting married irrespective of the educational background she might have because a working woman is perceived as emasculating according to the males in a typical Indian family. Hence, most Indian men consider keeping the family women under their thumb as justifiable from societal point of view, which is not only appalling but severely damaging to our economy as well. Furthermore, the labour force participation rate for women has taken a dive from 37% in 2005 to the present rate of just 28%, which is lowest in South Asia. Women are being paid 43% lesser than men for doing the same type of work despite having same education

qualification. As per the latest government data, the female work force only comprises a little over 25% of the total employment of 131 million, that is, there are just 33 million women employed in India. According to the predictions of Catalyst, a global NGO, if India were to increase its women’s labour force participation by ten percent in next seven to ten years, then we could be looking at a 16% GDP growth. However, the amendment made in the Maternity benefit Act last year brought hope. The noble decision to offer working women a 26-week paid maternity leave instead of earlier 12 weeks was a progressive step forward to retain women in workforce after delivering a child. But call it our bad luck, this move has been predicted to be counterproductive; a loss of more than one million jobs for women in 2019 is estimated. Many of the medium scale business ventures and startups have welcomed the move but the micro and small enterprises with turnover of 1-1.5

The need of the hour is to change perception, many working women in cities change their priorities after marriage by choosing kids over career. The biggest reason is the pressure from the in-laws, it is frowned upon if a woman chooses work over taking care of the children. People fail to see the positive attributes of a working woman, all city households demand educated daughters-in-law but only few are allowed to pursue careers. Youth4work, a skill assessment platform skill tested over 3 million youths all over India, including both male and female candidate profiles. These candidates were sorted through yTesting on three parameters, that is, course, talent and location. Out of 3,169,900 total skill tested candidate profiles so far, 765531 profiles comprised of female candidates. The number of female candidates has increased by 14 % in the last eight months. In Tier 1 cities, the male-female ratio in terms of employable talent has now reached 70:30, which is better than last year’s ratio of 84:16. As per the findings… • The total number of employable talent in Delhi is over 2.54 lakh, out of which employable female talent is around 31% of the total pool.

• The total number of employable talent in Bangalore is over 1.5 lakh, out of which employable female talent is around 35% of the total pool. • The total number of employable talent in Mumbai is over 1.53 lakh, out of which employable female talent is around 33% of the total pool. • The total number of employable talent in Hyderabad is over 29 thousand, out of which employable female talent is around 31% of the total pool. • The total number of employable talent in Chennai is over 29 thousand, out of which employable female talent is around 32% of the total pool. Recently, Government of Haryana, Higher Education department and Youth4work entered into a collaboration to facilitate skill profiling of all higher education students in Haryana to provide online learning Internships and employment opportunities to these students. Vision Apparently, the number of girls who complete their education is astonishingly lower and the dropout rate among girl students is higher in tier 2 and tier 3 cities. Girls who complete their class 12 education in rural areas are more likely not to study further due to family pressure.

The number of skilled females in major cities of India are substantially lower than the number of males. This also explains the lower number of women in Indian workforce. Youth4work is expanding its user base, especially in rural India so that more girls can be a part of our online self-assessment platform.

Youth4work is working towards collaborating with more states, our focus is on profiling more than one crore youth from rural India in next two years. We are prepared to urge the state governments to lend us their support in persuasion and education of rural masses to ensure more women participation in near future.

Sets the ball rolling for the 2019 General Elections, giving a clear indication of who is pitted against whom Amidst high drama and in what appeared to be a face-off between PM Narendra Modi and UPA Chairperson Rahul Gandhi, a no-confidence motion moved by the Opposition to expose the current government's doings got defeated, even as NDA sailed through with 325 trust votes. The National Democratic Alliance (NDA) won over a two-thirds majority in the Lok Sabha, defeating a no–confidence motion initiated by the BJP’s erstwhile partner in the NDA, the Telugu Desam Party. TDP has accused the government of reneging on the promise of special category status to Andhra Pradesh after the state divided in 2014. Ultimately, this no–confidence motion appears to have set the stage up for the 2019 elections for PM Narendra Modi, acting in his favour. 30 | July 2018 www.spoindia.org

The government has secured 325 votes of the 451 members present after the 12-hour long debate. The no-confidence motion however held no threat to the Modi government, which has a clear majority in the powerful 545-member lower house of parliament, controlling more than 300 seats. In a House of 533 members, the ruling National Democratic Alliance (NDA) has 313 MPs, including 274 (including the speaker) of the BJP, 18 of the Shiv Sena, six of the Lok Janshakti Party (LJP) and four of the Shiromani Akali Dal (SAD). The stated strength of the Opposition in the Lower House on the other hand is 222, including 63 MPs of the Congressled UPA, 37 of the AIADMK, 34 of the Trinamool Congress (TMC), 20 of the Biju Janata Dal (BJD), 16 of the Telugu Desam Party (TDP) and 11 of the

Telangana Rashtra Samithi (TRS). In the first no-confidence motion in parliament in 15 years, 39 MPs spoke but all eyes were on the face-off that took place between Rahul Gandhi and PM Narendra Modi. Rahul launched a scathing attack on Modi on various topics like Rafale deal, Jumla Strike, job opportunities, recovery of black money, silence on violence and on farm loan waivers. Rahul Gandhi accused the government of creating only 400,000 new jobs against the 20 million promised in a year. He accused Modi of favouring big business houses in defence and business deals at the expense of poor people. At the end of his speech, Rahul may have got inspired from the movie Munna Bhai M.B.B.S as he gave a “Jadu-kijhappi” to the PM (startling the latter as it


appeared) and then winking at his party's MPs. This was apparently a display of his nonviolence values towards Modi, as Rahul said in his speech that 'he will take hatred out of him (Modi) and turn it into love'. Modi, in his defense denied Gandhi's allegations on the Rafale deal and gave him a mild rebuke for behaving like a child. On the allegations about job opportunities, he pointed out that in the past one year 1 cr jobs have been created. He also claimed that the fight against black money is still going on. In the course of Rahul's speech, he said that Modi did not look him in the eye, to which Modi replied that he is from a poor background and from a backward caste and that he is nothing in front of the Gandhi family. He then pointed out names from history like Sardar Patel, Subhash Chandra Bose, Morarji Desai etc, who the BJP believes had faced the wrath for having directly taken on the Nehru-Gandhi family. “They don’t have faith in the Chief Justice, Reserve Bank of India, institutions which provide economic indicators, in the power of the Indian passport, in the Election Commission, EVMs. And that is because they don’t have faith in themselves. This is because some people have a strong sense of entitlement and have lost out,” Modi remarked. Targeting the coalition that is being built to take him on in 2019, he pointed out that the Congress has a track record of betraying allies, as it had done in 1979, 1991, and 1997 leading to short-lived governments and creating instability. Rebuking Gandhi for his alleging the government in the Rafale deal, Modi said, “I can’t imagine truth being twisted like this on issues related to National security. On a statement made here, two governments had to issue a condemnation. I want to assure the country that the deal is between two governments, and is fully transparent.” In his speech, Modi accused the Congress of conspiring to incite instability in the country by supporting a pointless no-confidence motion, and suggested that the result of the 2019 Lok Sabha polls was a foregone conclusion as he advised his opponents to try their luck with another no-confidence motion in 2024.

No-Trust Motion in the Past · The first no-confidence motion was moved during the third Lok Sabha in 1963 when Jawaharlal Nehru was the Prime Minister. The motion was moved by former Congress and Praja Socialist Party leader Acharya J B Kripalani. The motion, moved by 40 MPs was debated for 21 hours and lasted four days. Nehru successfully managed to defeat the motion. · The second no-confidence motion took place in 1964. An Independent MP N C Chatterjee moved the no-confidence motion against Prime Minister Lal Bahadur Shastri. · From 1964-75, Lok Sabha saw a slew of a no-confidence motions, as many as 15. Among those, three were moved against ex-PM Shastri. Twelve no-confidence motions were moved against former PM Indira Gandhi. She went on to face three more confidence motions between 1981 and 1982. She had won all the trust votes thanks to the numbers her government had. · In 1979, Y B Chavan had moved a noconfidence motion against the government headed by Prime Minister Morarji Desai. Desai had resigned even before the vote and this became the first noconfidence motion that led to fall of the government. · Former Prime Minister Rajiv Gandhi had faced a no-confidence motion in 1987 which he managed to defeat because of the overwhelming majority.

· Jaswant Singh had moved a no-confidence motion against P V Narasimha Rao during the 10th Lok Sabha. Again Vajpayee had moved another noconfidence motion against Rao. Rao defeated with a margin of 14 votes. This also led to the JMM bribery case.

· The most intriguing and closest of the noconfidence motions in 1999 when the Vajpayee government lost the no-confidence motion by just 1 vote which led to fall of his government. He lost a trust vote (as opposed to a no trust vote) in 1999. Vajpayee also remains the only person to have moved a no-confidence motion (twice in 1967 and 1992) and faced one in 2003.

A motion of no-confidence is a statement or vote which states that a person in a position of responsibility is no longer deemed fit to hold that position, perhaps because they are inadequate in some respect, are failing to carry out obligations, or are making decisions that other members feel detrimental. If a vote of confidence is called, the Parliament will decide whether it has confidence in the present Government or not. If the vote fails the Government is said to have lost its majority and can no longer govern. Acharya Kripalani moved the first-ever no confidence motion on the floor of the Lok Sabha in August 1963, immediately after the disastrous India– China War. Vajpayee is the only person to have moved two no-confidence motions in 1967 & 1992 but faced one in 2003.

War and Peace in Trade Zone

Amongst a set of peace-loving people, the word “war� is something like letting loose a cat among pigeons or perhaps a bull in the proverbial china shop. One can imagine what would happen if the pigeons fail to use their inherent strength of taking to wings. Trade war may not be as sinister as a bloody war; yet it can cause insurmountable problems. One has to really fathom the implications of trade war. Does it mean the war is fought in the marketplace? Does it have any rule? Does it mean the winner takes all? Can countries involved in war engage themselves and still fight among themselves? I am not entering into a debate on the nuances of trade war, though I am sure the posterity may well define this phenomenon to decipher what is trade war or what is not. Reports indicate that the recent trade war is escalating by every passing day. Countries after countries are entering the arena and the war zone is expanding. The ammunition here is only one thing and that is clamping on import duty. How did it originate? It has its origin in the unilateral imposition of additional import duty by the US on goods imported from its trading partners that include China, EU, next-door neighbours Canada and Mexico and, of course, India on two goods – steel and aluminum. President Trump, during his election campaign in 2016, talked about ending the unfair trade practices which result in large trade deficits with all major partners, e.g. Mexico, Canada, EU, Japan and, of course, China. US business has shifted the manufacturing base to other countries like China, Mexico, Canada because of lower cost of manufacturing in those countries. The manufacturing products are imported back to the US at no or minimal import duties. The US businesses are making huge profits, while the middle class in the US has disappeared, meaningful jobs have shrinked, and trade deficit has increased, resulting in increasing budget deficits. The candidate Trump vigorously wanted to bring manufacturing jobs back to the US, by increasing import duties. President Trump is following what he promised in his campaign. I can very well understand when a newspaper column says that the present 36 | July 2018 www.spoindia.org

war is fought for scoring brownie points by the Trump administration in the forthcoming November by-elections, where the ruling Republicans want to consolidate its position. China, even to the bitter critic, is a power to reckon with. In the last two decades, the progress that the country made in various avenues, be it economic, military, aerospace, healthcare, technology, IT and what have you, would pale any economy into insignificance. It has a huge market and spreading its might across geographies. Chinese investments in the near and far-off countries are growing along with its clout. Africans consider Yuan, the Chinese currency, is as strong as dollar and they build reserves of that currency along with dollar. Chinese investments have perked up in diverse sectors like ports, roads and highways, IT, technologies, etc, while the US and EU investments have dried up, across geographies of late. From Latin America to Africa to South Asia, including Sri Lanka, Bangladesh, Nepal, Maldives and even India, Chinese investments are pouring in, since they are coming with less conditions and almost nil strings. There are some big statements that China has made recently. One is relating to its intention to become the most dynamic economy in the world, surpassing the Western economies put together. Secondly, its intention is to become the most technology-savvy economy in the world. To realize, it is evolving many programs and projects, particularly in relation to artificial intelligence, robotics, medicines, aerospace and the list is unending. China knows how to walk the talk. Its commitment to build the most elaborate trade and economic corridor linking Pakistan, Afghanistan, CIS and Russia is the most glaring example. Billions of dollars have already been spent on this project and several billions would follow to complete the project in time. It is getting tacit support from countries like Sri Lanka, Nepal, Bhutan, etc since those countries also gain considerably from the Chinese grandiose project of one belt one road linking landlocked and island countries with a network of ports, rails and other modes of transport.

On the positive side, China has an expanding economy unlike in the West, which are saturated. China can still boast of demographic dividend and most of its citizens are in the productive age group and that advantage would accrue for some time. About the liberalized economy, protagonists of China observe that the country is as reformed as any other country. In the Ease of Doing Business, a World Bank-monitored barometer for measuring business ecosystem, China is way ahead. What was China during a few decades back and what it is now, there could be a world of difference. Its democracy and rule of law have not transcended the experimental stage. To really catch up with the developed world, it has to build democratic institutions, ensure freedom of expression and a free press. There is no short cut to that. Coming back to the central point of trade war, it is not the question who wins or who loses. It is for the world superpowers to recognize that war is not a solution for anything. It is negotiations and accommodations that can instill confidence in the system and not the path of war, which puts forth the atavistic instincts in the forefront and not the sublime ones. I do believe that there will be prolonged negotiations and agreements which will be beneficial to all trading partners, including the US.

Anil Swarup to head a government panel to strengthen NCC and NSS Retired IAS officer of Uttar Pradesh cadre, Anil Swarup will head a government panel to suggest measures to strengthen National Cadet Corps (NCC) and National Service Scheme (NSS). While announcing the move, the government said in a statement that suitable representatives from the NCC, the ministry of youth affairs and ministry of HRD are being roped in as a part of the committee. The panel will deal with issues such as expansion, strengthening training infrastructure, rationalising resources, reducing manpower deficiency affecting NCC and NSS, according to the statement.
