This Guideline is prepared to carry out the operation at all Units / divisions /offices of Tata Steel Limited (TSL), India, during and after the lockdown period due to COVID-19 outbreak. By following this Guideline, the chain of corona

spread shall be effectively broken and normal Operation can be resumed safely. All precautionary measures need to be ensured at TSL, India establishments so that all stakeholders e.g. Employees /Trainees / Vendors / Suppliers /Customers / Contract workers / Consultants / Visitors etc. feel safe and secure at workplace.


This Guideline applies to all TSL, India establishments •

All Office buildings

Plant/Factories within Tata Steel premises

Project sites

Regional and Sales offices

Mines and Collieries

Stock Yards

Any other premises owned or operated by TSL


This Guideline covers all stakeholders working at TSL, India premises: • • • • • • • •

Tata Steel Employees Contract employees Trainees Visitors to TSL premises Transporters Suppliers visiting TSL sites customers visiting TSL sites Consultants



Communication for obtaining necessary permissions from respective regulatory bodies for resumption of normal operations to be made on time.

Communication to all relevant external stakeholders (customers, vendors & suppliers) on resumption and detailing the terms of resumed operations.

Communication to internal stakeholders (trade unions & employees) on resumption of operations and workforce deployment plans of respective departments.

Display of information at all entrances, workplaces and common spaces for protection and prevention awareness – social distancing and other precautionary measures as per mandated guidelines.

Advisories issued by Management from time to time to be widely circulated & communicated to all employees.

Cross functional audits of adherence to the advisories on preventive steps taken to be done on regular basis.


All areas in the premises including (but not limited to) the following shall be disinfected completely with the use of approved disinfectant mediums. • • • • • • • • • • •

Entrance Gate of Plant, Building, Office etc. Meeting rooms, Conference halls, Canteens, Rest Rooms, Pantries Open areas -Staircases,ParkingAreas Lobbies Entrance Gate of Sites, Porta Cabins, Buildings etc. Equipment having high touch surfaces like -Lifts/Elevators and their buttons, Panel rooms, Buses, Company Vehicles especially commonly used vehicles, Shuttle buses Washrooms,Toilets, Sink etc. Walls of common places All other surfaces like hand railings, OfficeTables etc. Parking Facilities Guest Houses

Appropriate protective equipment like Face Masks ,Goggles, Gloves, Aprons, Shoes including appropriate disinfecting equipment like sprayer, brush, sanitiser, soaps etc. shall be made available. Installation of Disinfection Chambers at all identified places.


Security procedures at entry gates 1.

Floor marking at Entry gates for social distancing during thermal screening to be ensured.

2.

Thermal Screening of all stake holders coming to TSLpremises to be ensured.

3.

Stop parcel /courier person at gate. Parcel shall be collected at a secured and designated area and received by concerned person.

4.

Turnstile gates not to be touched with hands.To be sanitised regularly.

Sanitisation during entry to workplaces 1. Disinfection of all stakeholders entering through gates to be done using Disinfection Chambers. 2. Hand sanitisers to be kept at entrance of all offices. People after entry shall sanitise their hands before proceeding to their work spots. In all plant areas, having nearby water points or drainage/wash basin etc., hand wash shall be used (it is the preferred option vis-Ă -vis hand sanitiser).In all lifts entrance, meeting hall etc., sanitiser may be used. 3. Special attention to be given to hygiene of housekeeping staffs, company hired drivers, people serving tea /coffee etc. as they are exposed to most of the employees. In case of any symptoms noticed, departments to report to OHS (Occupational Health Services).

Attendance System 1.

Bio-metric systemfor recording of attendance to be discontinued till further notice.

Coming to/going out of workplace To the extent possible, employees should use their personal vehicles for commuting to work place. Carpools or public transport to be avoided . Wherever company transport is arranged, following norms to be followed : 1.

All the employees to sit and move in/ out in such a way that they follow social distancing norms.

3.

All the employees/ and others entering Company premises to wear face mask..

Principles of Social Distancing being implemented


During duty hours at Offices / Plants 1. Employees shall work from their seats and avoid going to other’s seats as far as possible. 2. Special attention to be given for areas where chance of crowding is there and some system of marking on the floor to be made e.g. bus stand etc. 3. Meetings to be avoided as far as possible. VC/ Conference calls/ MS Team / other modes to be used as far as possible. For extreme situations where a meeting cannot be avoided, proper gap by leaving one chair vacant should be followed in the conference Rooms. 4. All business travel to be guided by latest company guidelines. 5. All personal travel to be guided by company advisory/ local administration guidelines. 6. All employees to strictly adhere to the social distance of minimum1 meter. 7. Hard copy files to be avoided wherever possible. Soft copy correspondences/ approvals to be adopted through mails or other electronic means. 8. Spitting in dustbins and on roadsis not allowed.

Canteen & Cafeteria Services 1.

Employees to be encouraged to bring food from home till situation improves.

2.

Social distancing to be practiced in Canteen during serving of food as well as during eating.

3.

A checklist based health monitoring of the canteen workers to be made before commencement of operation. Record to be maintained in canteen.

4.

Periodical kitchen audit to ascertain cleaning and sanitisation of utensils, food containers, counters, table, chair, basin etc. in canteen.

5.

All vehicles carrying food to be sanitised daily.

6.

Provision of packed food during lunch and dinner to be continued wherever feasible.

7.

Mandatory hand wash/hand rub for all the visitors.

During duty hours at project sites/Contractor’s site In addition to the previous pointers, following Points shall be adhered to by all contract personnel and should be reviewed by respective ContractAdministrator(CA)/Owner(CO): 1. Workers shall be instructed to maintain social distancing of 1 m at all times. (tool box meeting, tea time, lunch time, gate entry time and drinking/service water area, Canteen). 2. Daily Tool Box Meeting shall contain the awareness about COVID 19 and measures to prevent its spread. Social distancing must be ensured during this meeting.

3. No other group meeting shall be conducted, where a mass gathering is expected, such as JMCP (Joint Mass Communication Program), Mass Meeting etc. 4. Contractors shall keep their working area clean and hygienic.

During duty hours at project sites/Contractor’s site 1.

Contractors shall apply disinfectant spray/cleaning agents daily at common places (eating place, drinking water area, service water area and transport vehicles)

2.

Contractors shall ensure sanitiser/hand wash soap solutions in sufficient quantity at all common points.

3.

Contractors shall display precautionary measures Do’s and Don’ts at prominent places in all languages spoken by the workers.

4.

All workers shall be instructed to keep separate water bottles and avoid common water Bottle/ mug/ glass.

5.

Contactors’ rest rooms, eating places and offices shall also ensure compliance to principles of social distancing.

Sanitisation and Upkeep of Workplaces 1.

Sanitisation of all areas to be ensured at end of every shift.

2.

Special attention be given to wash rooms/ toilets by periodical cleaning, swabbing, disinfecting and maintaining dry. Non-contact type tap, hand wash and sanitiser dispensers to be used. Cleaners to use required PPEs.

3.

Walls/ Doors/ Windows and all fittings in wash rooms shall be disinfected and cleaned thoroughly at prescribed periodicity.

4.

Soap solutions/ hand sanitisers/ paper towels shall be placed in non-contact type dispensers and replenished at prescribed periodicity.

Common Access Places 1.

Lifts shall be cleaned and sanitised during office hours at a prescribed periodicity

2.

It should be ensured that lifts are not crowded and social distancing (of 1 m distance) is maintained.

Labor Colonies of Project Sites 1.

All areas outside quarters, utility areas, drainages, waste bins etc. are to be cleaned and sanitised on daily basis.

To ensure that all doors / windows / fittings are sanitised frequently. Special attention be given to wash rooms / toilets by periodical cleaning, swabbing, disinfecting and maintaining dry.

4.

Walls / Doors / Windows and all fittings in wash rooms shall also be disinfected and cleaned thoroughly.

5.

Soap solutions / hand sanitisers shall be placed in all quarters / wash rooms places where ever required and replenished periodically.

6.

To ensure that all the workers who are coming for work are healthy and not having any symptomsof COVID-19 (Fever, Dry cough, Breathing problem).

Labor Colonies of Project Sites 1.

Arrangements to be made to supply all essential items like rice, wheat, groceries, water etc. to colony itself, to restrict movement of labourers.

2.

Appropriate face masks shall be ensured for all labourers.

3.

All shall be advised to wear face mask always while at colony, movement outside and during duty timings.

4.

Arrangements shall be made for getting medical examination of all people for any Covid-19 symptoms.

5.

Quarantine hall or room shall be established in labor colony for the said purpose.

6.

Contractor shall display precautions measures - do’s and don’ts at colony premises in all languages spoken by the workers.

7.

Vehicle shall be kept ready or arrangement for vehicle shall be made for emergency purpose.

Labor Colonies of Project Sites 1.

Minimumsocial distancing shall be ensured in keeping occupants in a single room.

2.

Disinfecting spray to be done at all the areas of colony after workers leave for work daily.

3.

A team comprising of HR, HSE and Contractor site in charge shall visit labor colony daily to ensure availability of essential things, no. of occupants, cleanliness, sanitisation status, etc. and submit a report to head of project.

4.

Feedback in written form or through personal interaction regarding labor colony requirements shall be obtained from contract labors on weekly basis.

It is to be noted that the general and special PPEs to be worn by employees and workmen for their routine work at site will be as per existing practice.

Scenario 1: Partial Opening Up 1.

Medical Establishment: COVID Screening Facility, Isolation Facility and CCU isolation facility to continue as at present.

2.

For non-medical areas: Homemade masks (NOT medical masks) to be used by all, screening for body temp to continue at entrances, social distancing to be continued through various methods, sanitisation of high touch surfaces to continue at all work places, disinfection of workplaces and personnel as suitable.


Scenario 2: Complete opening up AFTER COVID-19 pandemic 1.

COVID facilities in hospitals to shut down and hospital to revert to COVID status, after permission from senior management.

Non-medical settings: Lessons learnt for implementation • • • • • • • •

Encourage social distancing. Minimise physical gatherings through use of VC etc. Change washroom taps/switches with sensors to minimise touch. Relook at biometric attendance. Ensure frequent handwashing at all sites. Frequent cleaning of high touch surfaces at all workplaces. Regular sanitisation of mass transit system such as busesetc. Sustained Behavior Change Communication to ensure that the 3 cardinal measures of social distancing, frequent handwashing and covering up of sneeses and coughs is followed by all at all times.
