Bureau Europa's layered agenda When it comes to urban planning and landscape architecture, Bureau Europa is a provocateur. HOW DOES THE GEOGRAPHICAL SITUATION OF BUREAU EUROPA REFLECT RECENT DEVELOPMENTS IN DUTCH ARCHITECTURE? → We’re in the Euregio – an urban network with lots of potential that’s also facing (architectural) issues arising from a shrinking demographic and monetary contraction. Our institute could be seen as a metaphor for the question of how to deal with financial stagnation: a 60 per cent cut in our funding meant we had to downsize and relocate. Bureau Europa moved to a derelict area, the Belvédère, around the old ceramics factories of Maastricht. Here, urbanity is developing in a way that Maastricht is missing. From this perspective, we can tell a compelling story of how this city and region can shape its search for a new future. Farewell to old times. We’re facing new issues. Maybe, we can even revitalize the concept of ‘heterotopia’: the realization that the ‘other’ has the agency to provide innovative impulses to the city and the region. Now, the 21st century really begins. →
YOUR FIRST EXHIBITION WAS CALLED RADICAL LOCALITY. It was an investigation into the consequences of a globalized world and revaluing the local, as well as the implications a cultural institute like ours can have on the gentrification of an area. What is its identity, what are the new business models, and how does social cohesion work within it? We were inspired by an essay by architecture crit-

ic Kenneth Frampton, in which he argues for the greater importance of an ‘arriere-garde’: a rear-guard that reflects upon society’s values. In a time where the threat of everything fragmenting and changing is accelerating, he asks for the minimum. What do we want to maintain as a society? In Radical Locality, we showed a generation in architecture that is reinventing itself. Since little is being built, they broaden the architectural profession and empower citizens, while others concentrate on the export of their craft. SO YOU HELD A MIRROR UP TO SOCIETY WITH THE MESSAGE: THIS IS THE AREA AND THE PAST THAT WE SHOULD DEAL WITH. But without wishing to be pedantic. Not top-down. The question is how you want to position it as a cultural institute. It’s also a search, navigating the current cultural political landscape. Nothing can be taken for granted: redefinition and legitimacy are the order of the day. FUTURE SOCIETIES WILL DEPEND MORE ON SELFRELIANCE AND UNIFIED STRENGTH. PEOPLE WILL INCREASINGLY HAVE TO SHAPE THEIR LIVES AND ENVIRONMENTS. DOES BUREAU EUROPA WANT TO BE A PLAYER IN THIS MOVEMENT? In the new reality, no one has a monopoly on wisdom. So we seek a conversation with as many parties and citizens as possible. It’s worth noting that Dutch citizens were once self-reliant, but that changed during the welfare state. They became consumers with decreasing responsibilities. Now, they must suddenly participate in an economically motivated ‘do-ocracy’. Like in other places, the rediscovery of the (social) city and the rediscovery of architecture go hand in hand. CAN YOU GIVE AN EXAMPLE OF AN INITIATIVE THAT MAKES THESE ISSUES VISIBLE? Take Sphinx Park, an undeveloped part of Maastricht, which we activated together with several parties.

We specifically asked the public to participate, but you also have to take people seriously. Don’t get me wrong, I’m not anti-market. We want to empower and connect people, and therein lies the significance. I’m resistant without the false rhetoric of instrumentalization that often leads to a kind of veiled, sham-democratic process, immediately behind which is usually just another kind of market thinking. WHEN WILL BUREAU EUROPA’S MISSION BE ACHIEVED? When the self-consciousness that we arrive at in the new era becomes widespread, and a process of emancipation that is more socially inclusive regarding the significance of how the built environment is activated. If successful, I’ll be very proud. INVENTING NEW FORMS OF SOLIDARITY AND EXPRESSING THIS IN ARCHITECTURE? OR ARCHITECTURE AS A BREEDING GROUND TO GIVE THIS A CHANCE? Our agenda is layered. The discipline itself is in sharp focus. Rem Koolhaas introduced the concept of ‘Fundamentals’. The fragmentation of meaning, lack of hierarchy and crumbling of authority force a reflection on the foundations. It’s the realization that we are facing an important and promising time: the dawn of a new vivacity. MIGHT THIS ALSO MEAN CHANGES TO THE ROLE OF (LOCAL) GOVERNMENT AND THOSE WORKING IN URBAN PLANNING DEPARTMENTS? We’re closely involved with the Stad.Academie, a temporary initiative to develop new approaches and ideas on how we can give form to the metropolitan region together. In conjunction with the city of Maastricht, cultural institutions and other partners, we hold traditional organizational functions to the light. It appears that the new reality calls for a different set of functions for the role of all of those involved in programming or design the city. More fundamen-

tally, we have to reinvent how we can financially sustain our cities now that ground exploitation has become obsolete. ANY FURTHER PLANS? We continue to raise social community issues at various levels of scale: the city addressed as a metaphor and a reality. From urban agriculture, to the European Union's common agricultural policy. From designing a productive future, to educational strategies. I’m a great admirer of the work of the architect Cedric Price; in my opinion, one of the 20th century’s greatest minds. He made a plea for ‘non-planning’ and stretched architecture’s definition. At Bureau Europa, we show that architecture is not just about stone buildings, but also about oral history, or food. From the outside, many don’t realize that architecture and urbanism are also about the opportunities of vacant buildings, the temporary use of empty space and many other approaches. IS IT GOODBYE TO THE 20TH CENTURY, AND A DEPARTURE FROM THE PHILOSOPHY OF SOCIAL ENGINEERING? Yes, but I’m wary of the bottom-up as a new utopia. It doesn’t work without large structures. It’s a process whereby bottom-up and top-down repeatedly meet. A search that shows no end, and is the heartbeat of the new reality.

HENRI DE FROMANTIOU – ROYAL ILLUSIONS On 6 March 2015, the week before the start of TEFAF, the Bonnefantenmuseum is opening its doors to the very first retrospective of Henri de Fromantiou. ALDO ROSSI – THE WINDOW OF THE POET On the occasion of the 20th anniversary of Aldo Rossi’s museum building in Maastricht in 2015, the Bonnefantenmuseum will stage a travelling exhibition on the interesting ‘Opera Grafica’ of the multi-facetted architect and artist Aldo Rossi.

The Bonnefantenmuseum has a collection of old masters and a collection of modern and contemporary art. The old masters on display include works by mediaeval sculptor Jan van Steffeswert, and early Netherlandish and Italian paintings. The modern and contemporary art collections consist of artworks by internationally renowned artists, with a historically grown focus on movements such as Concept Art, Minimal Art and Arte Povera. The spectacular museum building was designed by Aldo Rossi. The museum also offers various guided tours and activities for children.

CIAP is an independent association for contemporary art. CIAP was founded in 1976 and its operating methods are very comparable to the German model of the Kunstverein, a model that is not well known in Flanders. CIAP aims to respond to the local art scene in a 2-way direction, on the one hand by presenting from within the local context towards a larger (eu)regional public and on the other hand by boosting the local artists, art-professionals and public by showing innovative international artistic developments.

KOEN VANMECHELEN – THIS IS NOT A CHICKEN The Belgian artist Koen Vanmechelen (1965) is an internationally renowned, conceptual artist. His groundbreaking work deals with biocultural diversity and identity. Over the past decade, Vanmechelen has collaborated with scientists from different disciplines. BETYE SAAR The American artist Betye Saar (Los Angeles, 1926) is among the most prominent artists of her generation. Since the 1960s she has gained a reputation for feminist work that reflects on African American identity, spirituality and the connectedness between different cultures. This retrospective is Betye Saar’s first museum solo in Europe. The artist has structured a probing exhibition which features older and more recent pieces, works on paper, sculptures, and a number of specially-constructed installations. Saar’s work, which covers six decades, is displayed according to three central themes: nostalgia and memory; mysticism and ritual; and political and racial representation.

De Domijnen was created in January 2015. Consolidated into De Domijnen at this point are: City theatre Sittard-Geleen, BiblioNova, Museum Het Domein and the Euregionaal Historisch Centrum. De Domijnen 03 is a relative young museum for contemporary art and urban history and archaeology. The ikob – Museum of Contemporary Art in Eupen is located in the Germanspeaking part of Belgium, close to the German and the Dutch border. Its program focuses on emerging and leading contemporary art through the constitution of a significant collection (in progress) and temporary exhibitions (in dialogue). Set up in 1979, La Châtaigneraie occupies a small manor house (1830-1840) bordered by age-old chestnut trees. Exhibitions range from a retrospective of a historical nature through to the most contemporary expression, passing trough all the techniques. In this way, La Châtaigneraie confirms its vocation as a place for promoting artists as well as the wish to create a place for meetings and awareness. The Centre publishes historical works and monographs.

PAPER IS PART OF THE PICTURE. EUROPÄISCHE KÜNSTLERPAPIERE VON ALBRECHT DÜRER BIS GERHARD RICHTER In celebrating 625 years of German paper production, as well as the 25th anniversary of the Papiermuseum Düren, the year 2015 marks the opening of a very special exhibition that showcases 160 print and graphic works, spanning across 600 years of art history and delving into the aesthetic, artistic, and historical significance of paper. An international experts’ symposium is planned from 18th to 21st March in conjunction with the exhibition, along with a supporting programme featuring talks, film screenings and workshops.

Within these various exhibitions, artists undertake experiments with paper, creating a transition from 2-dimensionality to 3-dimensionality. These experiments take many forms, varying from collages to paper-based spacial representations.
Founded in 1905, the Leopold-Hoesch-Museum and its new extension, completed in 2010 by the architect Peter Kulka, features collections of modern works, including examples of ZERO and Concrete Art from the Hubertus Schoeller Foundation and contemporary positions from the Günter Peill Foundation. United under a dual museum concept, the Leopold-Hoesch-Museum and the Papiermuseum Düren have formed a globally-oriented platform for showcasing contemporary art in the 21st century and the cultural history of paper in form of interdisciplinary exhibitions.

LE SOUFFLEUR. SCHÜRMANN MEETS LUDWIG Wilhelm Schürmann was invited to curate an exhibition with the Ludwig collection in mind. Where Peter and Irene Ludwig say “Jeff Koons”, Gaby and Wilhelm Schürmann answer “Mike Kelley” or “Christopher Williams”. The major currents in art followed by the Ludwigs were counteracted by the Schürmanns who were drawn to context-oriented positions informed by Institutional Critique and political art.

Born in 1976 in Gdansk and today one of the most successful Polish artists of her generation, Olowska studied at the School of the Art Institute of Chicago and the Academy of Fine Arts, Gdansk.

INTIMACY & CHAMBRES D’AMIS Feeling the touch of someone we love. Showing secret desire. Cherishing a safe family environment. Intimacy is a basic need for our battered nerves and exhausted bodies. Yet it is very hard to come by and perhaps even harder to create. This exhibition deals with artists who explore, create, and question intimate spaces. Marres organises a Chambres d'Amis as a corollary to the exhibition. Six artists will create work for private residences in Maastricht’s city centre. With work by, among others, Tacita Dean, Emily Jacir, Keetje Mans, Petra Stavast, and Roy Villevoye.

Marres is a house for contemporary culture in Maastricht. Marres initiates and shows a variety of contemporary artistic practices with a strong emphasis on the senses. It works with visual artists, perfume makers, composers, herbalists, memory experts and cooks. In Marres, artists sing the landscape, draw taste, let us feel music, and touch our minds. In addition to exhibition spaces, Marres offers its visitors also a restaurant (Marres Kitchen) and a lush garden.

NAK Neuer Aachener Kunstverein is one of the youngest institutions of it’s kind in Germany; a private non-profit association for contemporary art in the tradition of the German Kunstverein model. NAK was founded in 1986 as a late echo of the 1964 Fluxus festival, with Joseph Beuys and Wolf Vostell as center protagonists at the local university in Aachen. The spirit of this moment has since been source of commitment to contemporary art.

OÉT D’R SJTUB The Dutch mining history is up to imagination as almost all physical traces were wiped out. The 3rd generation after the mines - internationally working artists from this region as Melanie Bonajo, Su Tomesen, Sandro Setola, Chaim van Luit, Danae Moons and Roger Cremers - shake down the dust in this group show about the future of yesterday, about old and new nostalgica. Young fashion designers from Southern Limburg will create a monthly new clothing collection together with a group of youngsters from the initiative 100% Heerlen on behalf of the project MIJNshop & MIJNcollectie (‘MINEshop & MINEcollection’). Their inspiration: the old miners clothing and various immigrant cultures of the mining area. The result is a clothing line as a second skin for the city of Heerlen. MIJNshop & MIJNcollectie is an initiative of SCHUNCK* and the Year of the Mines M2015 in cooperation with FASHIONCLASH and 100%Heerlen.

AAD DE HAAS IN DE MIJNSTREEK AND SOCIAL REBEL → Using paintings, drawings and sketches, various editions of the Carnival newspaper, Et Leureske, and festive decorations, In de Mijnstreek paints a picture of De Haas’ time in South Limburg. ‘Social Rebel’ shows a more critical Aad de Haas, who, in the Krities Krijt magazine, shared his candid opinions on the mine closures.

A modern public library and music school also rank amongst the amenities at SCHUNCK*, both working in modern-day fashion to promote reading enjoyment and musical learning. SCHUNCK* is housed in the historic Glaspaleis, the “glass palace” built by architect Frits Peutz in 1935.

KONSTANTIN GRCIC – PANORAMA Konstantin Grcic is one of the most influential designers of our time. Many of his creations, eg. Chair_One or the Mayday lamp, are widely acclaimed as design classics. For Panorama, Grcic has developed several large-scale installations rendering his personal visions for life in the future. The exhibition is the result of a close collaboration between Grcic, the Vitra Design Museum and Z33.

CURATOR PROJECT: GRAPHIC PRINT MEDIA After the interesting experimental All the Knives (Any printed story on request) exhibition by curator Åbäke in 2012, the Frans Masereel Centrum and Z33 are now launching a second curator project about graphic print media. With an international ‘open call for curatorial proposals’ the Frans Masereel Centrum and Z33 want to broaden the network of curators and stimulate innovative curatorial strategies and concepts in the graphic field.

Z33 is a house for contemporary art. Z33 creates projects and exhibitions which encourage the visitor to take a different look at everyday life. It is a unique laboratory and a meeting space for experiments and innovation that makes ground breaking exhibitions featuring contemporary art and design. Z33 does not have its own collection, but has a permanent exhibition offer. You can visit Z33 in the beguinage of Hasselt. Z33 also develops projects with art in public space and curates projects for external organisations. For each exhibition, Z33 develops a tailored program for families, teachers, teenagers and children, aimed at individuals as well as groups.

The association of thirteen institutions in the MeuseRhine Region is therefore as contemporary as the art they present. Within a radius of 100 km, the border region of Belgium, the Netherlands and Germany offers a large diversity of exhibitions and events many of which can be visited in one day. The venues each have a very individual approach and present art in the most appealing way: direct and inspirational, reflective and in a special atmosphere. This brochure wants to increase the awareness of what this region has to offer in terms of visual arts. It is published twice per year and gives an overview of exhibitions and events.
