ANNUAL HIGHLIGHTS
The right advocacy for every child Over the course of 39 years of service in San Diego County, Voices for Children has developed a tiered approach to advocacy that effectively serves the unique needs of every child in foster care. Stationed in every courtroom, VFC staff called Case Liaisons are present for hearings in every case that comes before San Diego’s dependency court. Case Liaisons capture real-time information about the complexity and severity of each child’s situation, complete a thorough needs assessment, and provide VFC’s matching team with background to help assign each child to the best CASA for their needs as rapidly as possible. On less urgent cases and when a CASA is not readily available, Case Liaisons themselves will serve as advocates for children. The core of our mission – our CASA program – matches children with trained volunteers who advocate for their best interests. During FY2018-2019, our team identified 1,853 children in San Diego County foster care who would benefit from a CASA. Thanks to 251 new community members who stepped up to serve as CASAs, along with the skill and care of our matching team, 1,760 of those children received a CASA by June 30, 2019. The remaining 93 who were on our waiting list for a CASA at the close of the fiscal year were continuously monitored by staff and received a CASA as soon as one was available. For cases that do not require an advocate – primarily due to pending adoptions or reunifications – our Case Assessment Program (CAP) team steps in. CAP is designed to

continuously monitor the case file of every child and, if a need arises, transfer the case to our matching team to assign a CASA as quickly as possible. By maintaining an active presence in courtrooms and partnering closely with the various professionals in the foster care system, Voices for Children staff and our CASA volunteers are able to best support the judges as they make difficult decisions for the children we serve. Our judges consistently tell us how valuable Case Liaisons and CASAs are to their process. In fact, in a survey conducted in April 2019, 100 percent of responding San Diego County dependency judges said they either strongly agree (80 percent) or agree (20 percent) that CASAs’ reports help them make more informed decisions about issues including a child’s placement, physical and mental health, education, and permanency plan. Serving Justice-Involved Youth VFC is extremely proud to have built, in less than two years, one of the largest programs, if not the largest, in the nation serving justiceinvolved and at-risk youth with CASA advocacy. After launching in April 2018, VFC’s Juvenile Justice CASA program has quickly gained favor among judges, attorneys, and overburdened local law enforcement agencies as well as child welfare stakeholders.During the program’s first two years, VFC assigned CASAs to nearly 80 children who have committed minor or nonviolent crimes, many of whom have suffered from years of documented abuse and trauma, including victims of commercial sexual exploitation of children (CSEC).
EZRA, JEREMIAH, AND CASA BRUCE CASA Bruce was originally matched with brothers Ezra and Jeremiah in June 2012, after their mother was arrested for using a controlled substance. Bruce advocated for Ezra and Jeremiah throughout their three years in foster care, and continued to maintain a relationship with the boys after they were reunified with their mother in 2015. Then, a year later, Jeremiah was airlifted to Rady Children’s Hospital after sustaining life-threatening injuries from a car crash when his mother drove over an embankment while intoxicated. The boys re-entered foster care, and Voices for Children reached out to CASA Bruce to ask if he would be willing to step in again to support the brothers. Even though he had already taken on another case, CASA Bruce generously agreed. Jeremiah was in a medically-induced coma for two months, and Bruce visited him regularly in the hospital and provided support for Ezra as he adjusted to his new foster home. Bruce advocated for the boys to be placed back with the same caregiver who had been interested in adopting them during their first time in the system. He helped to streamline communication between HHSA and the caregiver, and he tirelessly advocated for the medical and therapeutic needs of both brothers. With Bruce’s support and consistent presence, Ezra and Jeremiah found stability and were ultimately adopted two years later.

BY THE NUMBERS
The impactful results Over the fiscal year ending June 30, 2019, Voices for Children’s San Diego County program:
• Served all 3,628 children in San Diego County foster care • Advocated on behalf of 2,674 children • Reviewed and monitored the case files of 722 children • Advocated on behalf of 50 youth in the juvenile justice system (in addition to 14 who were in both foster care and juvenile justice systems) • From 1,212 community members, received more than 167,000 volunteer hours • Recruited, trained, and graduated 251 new CASA volunteers • Matched 483 new children with CASAs • Saw 166 children become adopted or receive permanent guardians and 193 reunify with their families • Held educational rights, and thus were responsible for educational decisions, for 271 children • Submitted 2,189 CASA court reports to judges

JORDAN AND CASA MARCUS Jordan entered foster care at two years old. In addition to his mother using drugs, Jordan had witnessed increasing domestic violence between his mother and her boyfriend. Following attempts by the court to help the mother reunify with her child, it was decided that it would be best for Jordan to move to Virginia to live with an aunt who was willing to care for him. Since Jordan was in a stable placement out of state, our Case Assessment team stepped in to monitor the case. The hope was for the boy’s aunt to eventually adopt him, but after three years, she was still not willing to move forward, leaving him in a state of uncertainty. In addition, when Jordan started school, there were consistent issues with enrollment and payment for activities between the child welfare agencies in San Diego and Virginia. His case needed more active support, so VFC assigned him a Case Liaison — a staff member who intakes and evaluates new cases and who provides advocacy on cases where a CASA is not needed due to situations such as pending adoptions or out-of-state placements. Then, Jordan’s aunt, who had been caring for him, unexpectedly passed away. He was immediately brought back to San Diego and placed in a foster home. Now local and with a very uncertain future, Jordan was quickly matched with a CASA volunteer. CASA Marcus began spending time with Jordan – playing football, helping him with homework, and enjoying sites around San Diego. When an uncle from Maryland stepped forward to care for Jordan, Marcus was able to observe their visits and reported to the court that it seemed to be a good option for placement. Once Jordan moved back to the East coast to live with his uncle, CASA Marcus stayed in touch, monitored his case, and even visited him when he made a business trip to Baltimore. Less than a year later, Jordan’s uncle officially adopted him and the boy is thriving in his new home.
