The CSAS scheme promotes a safer, more secure environment for businesses, visitors and residents within Victoria in reducing local crime and anti-social behaviour.
The multiple benefits of the scheme in Victoria: Community Safety Accreditation Scheme (CSAS) is a nationally recognised scheme approved by the Home Office that accredits security professionals with limited security powers under the Police Reform Act 2002. Westminster’s first CSAS team was introduced and sponsored by Victoria Business Improvement District to improve community safety and confidence in the heart of the business district. Accredited police powers exclusive to Victoria
The advantages CSAS brings to Victoria
1. To request a name and address for Fixed Penalty Notices and offences that cause injury, alarm and distress to another person, or damage or loss of another’s property
• S tandardisation of training and vetting procedures for security & community safety patrols.
2. To request the name and address of a person who has committed an offence of begging 3. To request the name and address of a person acting in an anti-social manner 4. To request a person to stop drinking in a designated public place & to confiscate & dispose of alcohol being consumed within a designated public place 5. To confiscate alcohol from a person under the age of 18 years 6. To confiscate cigarettes and tobacco products from a person under the age of 16 years 7. To stop pedal cycles where the accredited person has reason to believe that a person has committed the offence of riding on the footpath
• Improved communication between the police and external organisations, providing a more formal framework for non-police community safety patrols to operate within. •A n increase in the detection and prevention of crime and antisocial behaviour. • P rovision of a highly visible community safety reassurance patrol which demonstrates to the public that national recognised standards have been achieved.
In Victoria, accredited security staff wear a highly visible uniform and are identifiable by the following: • Photo ID card detailing their powers. • National badge to be worn on outer clothing and displayed at all times. Accredited persons are NOT employed by the police and the police are NOT directly involved in the accredited person’s roles or day-to-day activities, but by working closely together they can jointly address issues important to the local community. They are NOT a private police force.
Offences • A person commits an offence if they fail to comply with any authorised request from an accredited person, or fail to provide their name and address when required. • It is an offence to assault, obstruct or impersonate an accredited person. • It is an offence to impersonate an accredited person with intent to deceive. • It is an offence for an accredited person to make any statement or do an act calculated to suggest or to falsely state that they have powers, which exceed those conferred on them by the scheme.
