C
arl Vinson has initiated a new policy designed to improve the Internet quality without affecting mission objectives by organizing Vinson and Carrier Air Wing 17 Sailors into Web User Groups (WUG). Chief Information Systems Technician (SW/AW) Ronnie Stowers, Combat Systems’ CS3/Automated Data Processing (ADP) Division leading chief petty officer, explained that web user groups are designed to limit the number of people on the Internet at one time. “We do that because the more people there are on the Internet, the worse it performs because we only have a certain amount of bandwidth,” he said. “If you have 4,000 people all trying to get on the Internet at once, you’re not going to get to any website. WUGs limit those numbers and make the experience better when you are able to actually get on the Internet.” In order to achieve the most efficient Internet use policy, Carl Vinson employed a system based on the expertise of Dr. John Bentrup and Dr. Samuel Zenobia from the Center for Naval Analysis. Bentrup and Zenobia were aboard Vinson
from Nov. 30 to Dec. 8 to research and analyze bandwidth use. They studied bandwidth use reports and compiled the numbers to devise a practical solution. By incorporating data from Bentrup and Zenobia, Vinson’s new Internet policy puts Sailors into WUGs based upon their rank and the first letter of their last name. Unlike Vinson’s last WestPac deployment, which employed fixed Internet times, Sailors’ unlimited access to the Internet will change depending on the day of the week. “It’s a revolving window; every day is different,” Stowers said. “Sailors’ access windows roll back one 2-hour time slot each day.” Basically, Stowers explained, if your WUG had unlimited access from 1800-2000 on Monday, that access would shift back to 1600-1800 on Tuesday, 1400-1600 on Wednesday, and so on. “Now you have to pay attention to the day of the week it is and what group you’re in,” he said. CO’s Suggestion Box Sir, During Clean-Ex today there were many shipmates, especially officers, walking on the passageway secured for cleaning. Can we please have help with this so they will listen and we can clean without stopping every 2 seconds? on Navy Core Values A NOTE FROM

P
eople often ask me what it’s like to be a chaplain. I tell them that my job is essentially to provide assistance and support to the command at all levels in my role as a Naval officer, a staff officer, and a clergyman. They will often ask me to share the text from a prayer I’ve given, the evening prayer at tattoo, an invocation, a benediction, grace before meals, or something from another event. They felt as though the prayer touched their personal experience, reflected their day, or captured something that they were trying to work through. Usually, when they get to see the prayer in the written form, it becomes apparent that the Navy core values are a source of inspiration I use for prayers I offer in the context of Navy ministry. Honor, courage and commitment have a foundation in spiritual values, social values, and personal values. They provide us with a moral compass, ethics, and a sense of purpose. When we consider the core values as individual traits, we see them pointing

the way to the service of our nation, our Navy, and a higher power as we understand it. When we consider the core values as a united group of three traits, we see them as a blueprint for Sailor success and as a plan for developing personal integrity. When we look at the core values, it becomes obvious why the Navy chose them, and why chaplains promote them. In the coming weeks we will reflect
on other items of interest that can strengthen our spirits and lead us to personal and professional excellence. Make the most of the deployment, and let’s remember the core values in everything we do as the Gold Eagle/ Team Quicksand community afloat. Feel free to participate in any of the worship services, classes, or events hosted by your chaplains and Religious Programs Specialists. It’s our privilege to serve you.

The National Anthem
Many customs and ceremonies are associated with the national ensign. One that you will have some familiarity with is showing respect during the playing of the national anthem. Just as you would stand during the playing of “The Star-Spangled Banner” before a ball game, all naval personnel show similar respect whenever the national anthem is played. This is accomplished by standing at attention and facing the national ensign if it can be seen, or facing in the direction of the music if the ensign is not in sight. If in uniform and covered, salute from the sounding of the first note to the last. If you are uncovered, in uniform, it is customary to stand at attention during the playing of the anthem. If you are wearing civilian clothes or athletic gear, stop and face the colors at attention. If you are a man wearing a hat in civilian clothes, remove it with
your right hand and hold it at the left shoulder with the right hand over the heart throughout the ceremony. If you are not wearing a hat, salute by holding your right hand over your heart. If you are a woman in civilian clothes, with or without a hat, stand at attention and place your right hand over your heart. If you are a passenger in a boat, stand at attention if that is practical. Obviously, safety takes precedence over ceremony, so if you are seated and it will be unsafe for you stand, remain seated at attention throughout the ceremony. The boat officer or coxswain will salute for all aboard. Drivers of motor vehicles pull over and stop if traffic safety permits. Sit at attention but do not salute. The same marks of respect prescribed during the playing of the national anthem are shown during the playing of a foreign national anthem.

The Engineering Officer of the Watch (EOOW) is the most senior Reactor/Engineering watch station. The EOOW is overall responsible for the operation of the propulsion plants and all engineering systems onboard. Stands watch in Central Control. The EOOW reports to the OOD and to the Reactor Officer (RO).
F/A-18 is a supersonic, singleseat twin-engine jet designed as a multi-mission fighterattack aircraft. It can carry up to 17,000 lbs of armament, including Sparrow III and Sidewinder missiles, on nine stations.
