C

arl Vinson has initiated a new policy designed to improve the Internet quality without affecting mission objectives by organizing Vinson and Carrier Air Wing 17 Sailors into Web User Groups (WUG). Chief Information Systems Technician (SW/AW) Ronnie Stowers, Combat Systems’ CS3/Automated Data Processing (ADP) Division leading chief petty officer, explained that web user groups are designed to limit the number of people on the Internet at one time. “We do that because the more people there are on the Internet, the worse it performs because we only have a certain amount of bandwidth,” he said. “If you have 4,000 people all trying to get on the Internet at once, you’re not going to get to any website. WUGs limit those numbers and make the experience better when you are able to actually get on the Internet.” In order to achieve the most efficient Internet use policy, Carl Vinson employed a system based on the expertise of Dr. John Bentrup and Dr. Samuel Zenobia from the Center for Naval Analysis. Bentrup and Zenobia were aboard Vinson

from Nov. 30 to Dec. 8 to research and analyze bandwidth use. They studied bandwidth use reports and compiled the numbers to devise a practical solution. By incorporating data from Bentrup and Zenobia, Vinson’s new Internet policy puts Sailors into WUGs based upon their rank and the first letter of their last name. Unlike Vinson’s last WestPac deployment, which employed fixed Internet times, Sailors’ unlimited access to the Internet will change depending on the day of the week. “It’s a revolving window; every day is different,” Stowers said. “Sailors’ access windows roll back one 2-hour time slot each day.” Basically, Stowers explained, if your WUG had unlimited access from 1800-2000 on Monday, that access would shift back to 1600-1800 on Tuesday, 1400-1600 on Wednesday, and so on. “Now you have to pay attention to the day of the week it is and what group you’re in,” he said.
