s you are aware, we will soon be hitting our first port call. You will certainly be getting a lot of training concerning liberty over the next couple of days. One, it is required and two, I want you to hear it from me directly. We are ambassadors of the United States and should always be on our best behavior. Singapore is a great city. I’ve been there six or seven times. It’s grown a lot since I was last there in 2005. It is a very clean city and their rules are very strict. You have probable seen NCIS Special Agent Porterfield’s brief on site TV and the Big-XO’s morning show discussing some of the rules and laws. There is zero tolerance for ‘buffoonery.’ You may have heard me talk about “the cloud of stupidity” in the ship’s indoctrination program (the point where alcohol consumption and rising blood alcohol level intersects with a corresponding decrease in judgment). What that means is that most liberty accidents involve alcohol. I don’t think I’ve ever heard of one that didn’t. So you need to be very smart if you are going to consume alcohol. Know your tolerance. Know your body and how it’s going to react to alcohol. Understand that when you start drinking it’s going to impact your judgment. What you would never do when you are sober, you may be tempted to try after you have had a few drinks—it may seem like a good idea when it really isn’t. That crosses the gamut of things in public that you shouldn’t do. It could potentially
go as far as a sexual assault or doing acts that you would never try if you were sober. So I need to make sure you all abide by my three tenets while we are in port. 1. The Buddy System. Make sure you don’t leave your buddy. If you do and something happens, it’s not going to be good for either of you. The expectation is that two people’s brains and judgment are better than one. That can probably be questioned if both people have been drinking too much alcohol. Therefore, one of you needs to be more sober than the other so one of you will have good judgment at all times. 2. Bystander Intervention. Most likely we will all be in the same part of town, so there will be other Sailors outside of your group that are going to see what’s going on. I expect each and everyone one of you to have the courage to step in and intervene if it looks like our shipmates are heading down the wrong path. Quite frankly, what we do in Singapore will have an effect on the rest of this deployment. We don’t want one or two individuals who are not responsible to leave an impression that Sailors from Carl Vinson don’t know how to behave. The power of media is that it only takes a tenth of one percent of our crew to ruin it for the rest of us. I’m certain that ninety-nine point nine percent of our crew will go out and do the right thing, and fully understands the importance of how we should conduct ourselves. 3. Shipmates taking care of Shipmates. I need everybody to watch out for each other. Seeing the world and port calls are an important part of why we all join the Navy. It is an important part of our mission — to show our multinational partners what America stands for. I want you to enjoy your time in port and to have fun, but let’s make sure we do it right, in the right spirit, and always watch out for one another. Make sure you experience all that Singapore has to offer, and depart Singapore with memories that will last a life time.

Night Safari The Night Safari experience is a guided tram ride that takes you across 7 geographical zones of the world and over 2,500 animals in their naturalistic night-time habitat. It is an after-dark wildlife adventure that is truly one-of-a-kind, surely not to be missed!!! Orchard Road Singapore’s answer to L.A.’s Rodeo Drive and Paris’ Champs-Elysées is Orchard Road. With tons of eateries and more than 300 retailers, the massive ION Orchard shopping complex is arguably the centerpiece of the street, so you’ll inevitably be lured inside by the designer names and stream of fashionable patrons. Marina Bay On Marina Bay, the Merlion Park hosts one of Singapore’s most recognizable monuments. The Merlion statue is the head of a lion with the body and tail of a fish, and the hybrid creature spouts water from its mouth and into the bay. The park’s true highlight is the panoramic view.

Places to See in Singapore Sentosa Amusement Parks, Beaches, Entertainment and Nightlife Sentosa is an entire island dedicated to fun. You want family-friendly amusement? Head to Universal Studios Singapore, stake your claim on two miles of sandy shore for some relaxing beach time, then swing a nine iron at the Sentosa Golf Club. Singapore Botanic Garden Open daily from 5 a.m. to midnight The Singapore Botanic Gardens is the epicenter of this natural, flowering splendor. Numerous attractions dot a map of the gardens. We advise that you simply wander through this gorgeous spectacle and unwind. Singapore Flyer Open 8:30 a.m. to 10:15 p.m. The Singapore Flyer offers visitors a 360 degree view of the urban landscape from Marina Bay. One complete rotation takes about thirty minutes. You can purchase tickets online and save yourself a few dollars and a wait at the ticket booth. Sungei Buloh Reserve Open 7:30 a.m. to 7 p.m. Monday – Saturday and 7 a.m. to 7 p.m. Sunday Here, you can walk through mangrove forests filled with crabs, reptiles, fish and several species of birds. You’ll catch sight of migratory birds, such as egrets and sandpipers. Singapore Zoo Open daily from 8:30 a.m. to 6 p.m. Here, you should venture to Primate Kingdom to spy an impressive variety of monkeys and exotic foliage. If you’re lucky, you might catch a show where trainers bring out crowdpleasing animals for a tutorial.
This week the Carl Vinson transited the waters near the Philippine islands of Leyte, Samar and Luzon and her crew took pause to recognize the Battle of Leyte Gulf fought in these same waters 23 - 26 October 1944 between combined U.S. and Australian forces and the Imperial Japanese Navy (IJN). The IJN mobilized nearly all of its remaining major naval vessels in an attempt to defeat the Allied invasion, but was repulsed by the U.S. Navy’s 3rd and 7th Fleets. The IJN failed to achieve its objective, suffered heavy losses and never sailed to battle in comparable force again. The battle is considered to be the largest naval battle of World War II where 2,800 U.S. military personnel and six American front line warships were lost.

Team Vinson, As we approach our first port visit, I can feel the excitement as well as the curiosity of crew members who have never been to Singapore. Aside from the tours we have sold, we have also put together a few tidbits of information you can use while out enjoying much need liberty. You can find this information and much more by going to the MWR page on the sharepoint. You can also find maps that will help you find your way around Singapore. For those looking for something to get their adrenaline going, and get into the Halloween festivities early, Universal Studios offers Halloween Horror Nights. At sunset, the park transforms into what looks like a scene of a scary
movie, with several haunted houses, rides, and horrific characters out to scare. Trust me; you won’t leave the park without releasing a few screams. Tickets for this event will be sold starting Tuesday for $57. To experience this event you must purchase a specific ticket for this event at the ticket office or the park. Hurry, they are going first. If you are looking for things to do or wondering what you should see while there, go to the MWR intranet site for Singapore and MRT maps, top 10 shopping locations on Orchard Road and a slide show full of things to see and do while in Singapore. emporarily assigned to S-7, Morale, Welfare and Recreation, Aviation Boatswain’s Mate (AW) Brittney Shuman is a native of Jacksonville, Fla. Shuman joined the Navy in March 2010 and reported to the Carl Vinson on July, 31 2010. Originally assigned to air departments V-3 division, Shuman’s current duties include working in the MWR Ticket Office, as well as training petty officer for the division. Her biggest accomplishment so far is being the first one in her family to join the military. “I am proud of making second class in less than four years,” said Shuman. “My success inspired my sister to join the military. She is currently serving in Aviano, Italy with the U.S. Air Force.” Carl Vinson Fun Boss Rebekah McKoy says that Shuman plays a pivotal role in the division.

he expression more of the same sometimes indicates depreciation in value. In this basketball video game, NBA 2K14 it means more engaging game play, characters whose ingame appearance is nearly indistinguishable from their flesh and blood inspiration and bright, vibrant arenas that provide a perfect canvas for the art of basketball. The game displays vivid visuals that lead the player to believe they are watching a real NBA game. If “it’s in the NBA”, it is in this game. The game takes the player through the opening cinematography complete with sponsored graphics and real commentary. The experience allows fans to lose themselves in the on-the-court action. The controls are easy to learn and intuitive. After playing a couple of games, a player can grasp the basics of game play. Almost any technique will work, from simple button mashing to sophisticated controller manipulation, and any style in between. Results may vary. No matter your skill or how alone you are after the mid-watch, NBA 2K14 is worthwhile entertainment. As a single player, the game offers the “My Player” mode which allows the gamer to create a player, experience them being drafted and control their rise to prominence. This game has value beyond playing solo. NBA2K14 gives the option of playing cooperatively, or going head-to-head. A co-op game requires communication and patience. But on the other hand, playing against someone will compel the gamer to communicate in trash talk and there can be no patience when somebody is showing you up on the court. NBA 2K14 leaves the player scratching their head as to how the game could possibly improve upon the game play experience. The only critiques that can be given are, nit picky to say the least. Occasionally, the announcers miss the action on the court and are heard talking about one play while they miss a subsequent play. Also if a player is fouled in the act of shooting he will almost automatically miss the shot, even if it is a simple lay-up this can be annoying. This game is a ‘must have’ for both casual gamers and battle-tested 2K sports veterans. When tensions mount in the workplace, there is no better way to hash out a beef than to take it to the hardwood.

ith Carl Vinson’s first port visit of the current deployment quickly approaching, The Voice sat down with Navy Criminal Investigative Services Special Agent Hanna Porterfield to shed light on a few things you should know about your conduct on liberty and Singaporean laws.

Q: What will be your primary responsibility while in Singapore? A: I will serve as a liaison between the command, Singapore’s Police Force and the U.S. Embassy. Q: What are some important things that the crew should know concerning Singapore’s criminal laws? A: There is no Status of Forces Agreement (SOFA) with Singapore. All misconduct incidents, even minor criminal acts get the highest level of attention and have significant political implications. Q: Who has jurisdiction over criminal acts committed? A: Singapore has jurisdiction on all criminal acts committed in the country. Q: Can you explain the term “outraging the modesty of a female?” A: It involves the unwanted touching of a female. -Groping -Putting an arm around a female -Accidental touching -Grabbing or taking a female’s hand to escort her to the dance floor Q: What about “insulting the modesty of a female?” A: Vulgar language or gestures directed at or made in the vicinity of a female. Q: What are a few other crimes that hold severe punishment? A: Vandalism holds a mandatory caning sentence.

A: Littering, jaywalking, spitting to include chewing tobacco in cans, bottles or cups and gum chewing on subway trains or buses. Q: What area or places are off limits to military personnel in Singapore? A: Geylang’s designated red light area, located at the even numbered roads from Lorong 2 to Lorong 40 and tattoo parlors. Q: Can police search bags without consent? A: Yes, they have the authority to search all bags and backpacks without consent. No warrant or probable cause is required in Singapore . Q: What should Sailors do if detained or arrested? A: Ensure someone contacts NCIS immediately. Be respectful and as cooperative as possible. Present your military ID and do not argue with the police. Q: Anything else that you would like to add? A: Everyone needs to understand that while we are in Singapore we have to abide by their laws and regulations. We are no longer in the United States and misconduct by Sailors is going to receive high levels of attention from the command and the host nation. Have fun, but be smart doing it.

arl Vinson is pulling in to some exotic ports, each with its own unique products that Sailors can’t find anywhere else. Everything from priceless souvenirs to foreign food or alcohol makes for promising trophies to bring home to friends and family. Although entirely legal in the United States, bringing alcohol back into the country proves problematic when travelling in a military sea vessel. That’s where Carl Vinson’s security department comes in to help Sailors get rare alcohol back home safely. “We have a space on board the
ship that is available for Sailors to store locally-purchased alcohol called the liquor locker,” said Master-at-Arms 1st Class (SW/ AW) Ryan Vanlandingham, security department’s leading petty officer. Vanlandingham added that Sailors can bring back up to one liter of foreign produced alcohol from port, duty-free, and store up to two additional liters, that will require you to pay a duty tax. “Everything will be logged and properly identified once it goes into storage,” Vanlandingham said. “Sailors will receive a ticket and a carbon copy will stay with the bottle.
“When we get back to San Diego, they will need to present their ticket to retrieve their alcohol.” However, alcohol as well as everything else Sailors want to bring back home must be cleared through U. S. Customs. “You’ll have to declare everything that you’ve bought outside of the country with your department’s trained customs agent.” Vanlandingham said. “They will help facilitate bringing anything back into the United States. Please be advised that our storeroom is very warm, so your wine and beer may not react well to the heat.”

ow that we are underway, it is a great time to revisit our overall finances and develop a plan to use possible extra monies to create healthier spending and saving habits. Here are seven steps to help you define success without the stress:
1. Know your current fiscal bearing. You cannot progress to the next level of success without first knowing and understanding what your current fiscal bearing is and what it means. It may or may not be favorable, so understanding this essential point ensures that you understand spending history and are motivated for the future. Start by conducting a comprehensive budget analysis with items such as net worth, income and expenses (current and projected), household debt ratios, interest rates paid, etc. Once you have completed this analysis, the act of adjusting your spending habits to what you earn and not above is of equal importance. There are a number of free resources, particularly in the military community (such as the Command Financial Specialist and Fleet and Family Support Centers), that will help in this analysis.
2. Communication is crucial. Always. A financial plan is only as good as the effort given to follow it, so acceptance and trust from both you and/or your spouse is a must when making money decisions. This is critical to the success of your financial undertakings, so if you can’t agree on every detail, especially spending habits, consider finding some middle ground to gain the support of your hesitant financial partner.
3. Make a plan to eliminate consumer debt. One of the greatest problems to financial independence is debt in the form of credit cards, personal loans, vehicle loans, student loans and other interest-carrying accounts. Creating a realistic plan to systematically erase each line item will truly be the platform for success. Start by limiting blind credit card swipes and use cash to cover simple transactions. Although some amount of debt is unavoidable for most Americans, such as a mortgage, the general rule of thumb is to ensure that any consumer debt will contribute to your growing net worth.
4. Expect the unexpected. It’s a fact that emergencies and the undesired will happen, whether it’s repairs on a vehicle, household appliances, etc. So being ready to shoulder the burden of these life events by maintaining a sufficient emergency fund of cash and other liquid assets is essential your financial success. Ensure that you have life, auto, health, home or renter’s insurance to protect your possessions against catastrophic loss. 5. Understand and verify what others say about

you. Your credit report documents how you have managed your financial relationships. However, it is not without fault, and incorrect entries and outdated information can impact your financial position. While credit reporting agencies must comply with regulations to ensure fair and accurate reporting, the burden to thoroughly verify items listed on a personal credit report is the responsibility of the consumer. If errors are found, follow the stated processes to correct faulty information. Resources, such as www.annualcreditreport.com and www.saveandinvest.org, are two that a military member has readily available.
6. Anticipate aging and retirement. Start saving now by taking advantage of available strategies such as the Thrift Savings Plan (both Traditional and Roth options) and the Savings Deposit Program. Also, keep in mind that a dollar today may not hold the same value in the future, so choosing investments that will outpace the rate of inflation is a crucial step. Retirement planning should begin when income is earned and balanced with the intent to secure a current, sufficient emergency fund. 7. Manage Expectations. The searching for and the maintaining of the balance of wants and needs perhaps is an even greater threat to financial stability. Vacations, holidays, birthdays, anniversaries and even prestige (i.e. Keeping up with the Joneses) can be very costly if not addressed up front, so be sure to communicate and plan with those with whom you share financial relationships. You are more likely to keep plans when you have committed to monetary limitations, expectations and goals. While there may be a learning curve to breaking old habits and establishing healthier ones, try not to let a few occasional slip-ups discourage you from your path. Remember the words of Nelson Mandela when he said, “It always seems impossible until it’s done.”

t is understood that with rank, qualifications and hard work come certain benefits. One of those benefits is the ability to request overnight liberty during port visits, while on deployment. As Team Vinson approaches its port visit in Singapore, Carl Vinson’s Command Master Chief (AW/SW) Marty Barnholtz explains the ship’s policy concerning over night liberty while in port. The Carl Vinson Deployment Liberty policy, CVN70INST 1050.3C, provides guidance concerning liberty expectations during overseas port visit and explains the ship’s Exceptional Sailor program for Sailors E-4 and below. “This program is a way to acknowledge and reward our top performers,” said Barnholtz. “Those who have proven themselves able to be responsible and trustworthy to their chain of command will have the privilege to have overnight liberty during port visits.” Stated in the policy: - Officers and Chief Petty Officers are afforded overnight liberty at department head discretion. - First and Second Class Petty Officers are afforded overnight liberty with an approved special request chit.

- Third Class Petty Officers and below are eligible for overnight liberty at department head discretion with a request chit, if approved under the Exceptional Sailor program. Sailors, E-1 through E-4, who have demonstrated personal maturity, responsibility and accountability must qualify for overnight liberty. department heads and department leading chief petty officers (DLCPO) are tasked to nominate their Sailors for this program. “Our Sailors’ chain of command should take the time to get to know them,” Barnholtz added. “The department head and leading chief petty officer will determine if that Sailor is worth their endorsement. As long as the Sailor is on track and doing the right things they will be highly considered for overnight liberty.” Barnholtz added once submissions are in, DLCPOs and he will conduct a review board. Results will then be sent up to the executive officer for review, with final approval left with the commanding officer. Sailors on authorized overnight liberty are required to call their departments once a day prior to 7:30 a.m. and to obey their liberty expiration time noted on their liberty card. The program is graded on a point system. For example, five points for having both warfare pins and two points for an excellent or better on the
recent physical fitness assessment. Once Sailors have obtained the required amount of points, their chain of command will determine them eligible. According to Barnholtz, there will be no exceptions to policy for new checkins. “The program is designed to reward those Sailors that have done the work and proved to be responsible,” he added. “Unfortunately, those E-4 and below Sailors that have just arrived on board will not be allowed over night liberty.” Ultimately the goal of the Exceptional Sailor Program is to acknowledge and reward those Sailors who are living up to the Navy’s core values. “My number one philosophy is, if you aren’t the lead dog, the view never changes,” said Barnholtz. “That means, I expect you to be the lead Sailor wherever you are and whatever it is that you are doing. “Do the right thing all the time, whether or not someone is watching,” explained Barnholtz. “If you are on liberty or on the ship, I expect all Sailors to do the right thing. Exceptional Sailors will go out and do what they are supposed to. They will have a plan and abide by that plan. When you have a plan and stick to it….things generally turn out alright,” he said.

Airman Vincent Browne’s performance as a maintenance technician and line coach was instrumental during the command’s recent small arms qualification. His actions contributed to the safe execution of the firing line and resulted in over 70 Sailors obtaining required prerequisites for watchstanding.
As work center production supervisor, Petty Officer Mapile was responsible for assisting the CASS work center in the repair of a faulty control/ navigation/identification test set. His leadership and swift troubleshooting saved the CASS Avionics work center more than 20 hours and restored the department’s capability to support COMNAV/ IFF repairable assemblies.
As a crew member of maintenance support branch, Aviation Boatswain’s Mate (Equipment) Airman Christian Gibbons performs maintenance on four steam catapults and five arresting gear engines and associated equipment. Gibbons was instrumental in the repack of arresting gear engine two main engine cyclinder and the overhaul and replacement of catapult number three waterbrake assembly. His efforts contributed to the safe launch and recovery of 2,000 fixed-winged aircraft and an impressive 98% equipment availability rate during the early stages of the deployment.

Informations System Technician Seaman William Kelley spent 30 off duty hours troubleshooting Carl Vinson’s user’s inability to access Career Tools Afloat. He worked extensively with a shore side contractor via defense connect online sessions updating java and running batch files to resolve the issue during Valiant Shield. His efforts greatly increased bandwidth utilization by one gigabyte, preventing Carl Vinson from entering extended web user group hours. As NIAPS administrator, he was the key liaison in the SKED 3.2 database transfer, and TSIMS software upgrade, which installed new user functionality features and 12 security patches. Serving as command information technology procurement representative, he processed ten Navy “IT” expenditure request upwards of $21,000 directly in accordance with Echelon II Chief Information Officer guidelines.
Seaman Christine Monique Walker, from Ovieda, Fla., maintains a positive attitude and excellent work ethic in all assigned tasks until completion. She quickly trained and qualified more than three Sailors in underway watch stations on board Carl Vinson since Aug. 22. As forecastle team member, she was instrumental in the upkeep and preservation of the ship’s ceremonial forecastle which received high praise from the upper chain of command and distinguished visitors. Additonally, she is one of the go-to Sailors while temporarily assigned to Carl Vinson’s Tiger Team.
Intelligence Specialist 3rd Class Hailey McKean has performed her duties in an exemplary fashion, providing indications and warning and intelligence updates to warfare commanders during the Under Sea Warfare Exercise and contributed to the search efforts for our fallen comrade. She managed all SNOOPIE Team and Visual Information cameras, issuing over 60 surface search contact cameras to CVW 17.
Valiant Shield Units Conduct Antisubmarine Warfare Training

hips and aircraft participating in Valiant Shield 2014 conducted large-scale joint antisubmarine warfare training exercises in the Marianas Island Range Complex Sept. 18, contributing to the multiservice cooperative and collaborative focus of the present day exercise execution. “When Valiant Shield was conceived in 2006, it was predominately a high-end antisubmarine warfare (ASW) threat environment,” said Lt. Cmdr. Patrick Chapman, DESRON 15 Valiant Shield 2014 lead planner. “Although it has evolved over time into a very complex joint exercise, ASW has always been a key component and that remains true this year.” Pacific Command units participating in the exercise include Carrier Strike Group (CSG) 1 aboard USS Carl Vinson (CVN 70) with embarked Carrier Air Wing (CVW) 17; CSG 5 aboard USS George Washington (CVN 73) with embarked CVW 5; Military Sealift Command logistics ships from Commander, Task Force (CTF) 73; and units from Commander, Task Force 72 and 74. two carrier strike groups are joined by 19 surface ships and more than 100 additional U.S. Navy, Air Force, and Marine Corps aircraft. The Valiant Shield ASW training was beneficial to the surface ships because it provided the opportunity to hunt live submarines in a complex joint environment, said Chapman, delivering a more realistic training. Similar to previous training events such as composite training unit exercises, deployable group systems integration testing, and joint task force exercises, Valiant Shield is designed to test every warfare area and enhance the strike group’s ability to operate in simulated hostile and dynamic environments. “We are trying to deter any submarines from getting close to the carrier,” said Lt. Joseph Lucido, submarines operations officer for Commander, Destroyer Squadron 1 aboard Carl Vinson. “We do that by coordinating air and surface support. We rely heavily on our strike group to provide close in support.” Commander, Destroyer Squadron 1 is embarked aboard USS Carl Vinson and is deployed as part of the Carl Vinson Carrier Strike Group. Lucido added that the exercise ensures that staffs and ships of the carrier strike group are familiar with integrated command and control. “Getting to exercise the process of command and control is vital,” said Lucido. “From the newest seaman
to the admiral; they all play a role in successfully locating and targeting enemy vessels.” The ability to operate decisively as a joint force allows the U.S. to develop regional and global power projection capabilities that provide a full range of options to succeed in defense of its interests. “First and foremost the carrier strike group is about presence, which gives both assurance to our partners and allies and deterrence to any adversary action,” said Rear Adm. Mark Montgomery, commander, Task Force 70, under which both Carl Vinson and George Washington strike groups are operating. “Multiservice cooperation and collaboration enhances regional security, stability and prosperity,” said Montgomery. “Exercise Valiant Shield combines a series of vignettes to test our operational and tactical capabilities against high-end adversaries along with operations that allow us to asses and improve interoperability between joint forces.” Valiant Shield is a U.S.-only exercise integrating an estimated 18,000 Navy, Air Force, Army and Marine Corps personnel, more than 200 aircraft and 19 surface ships, offering real-world joint operational experience to develop capabilities that provide a full range of options to defend U.S. interests and those of its allies and partners.
