Second Time’s the Charm Darrell R. Crittendon

T

hey say the second time around is so much better than the first time. I wanted to experience this first hand in serving as your President again for the second time in eight years. As I was eight years ago, I am honored and committed to serving as the 2011 VRPS President. While I actually took office on January 1, 2011, we are off and running in many different areas that I think our members will be pleased with.

New trends, exciting sessions and a little bit of everything for everybody will be available. “Building Resources & Marketing Partnerships” - 2011 VRPS Management Conference Immediate past president, Lakita Frazier and her staff from the City of Suffolk’s Department of Parks & Recreation are putting the finishing touches on what will be a fun, educational and informative twoday learning experience which I am sure will keep you captivated and engaged. This is the first time a VRPS Management Conference will be hosted in the City of Suffolk.

I am extremely proud that after a 26-year hiatus, the VRPS Annual Conference returns to the City of Norfolk from September 17-20. For those of you who attended the last conference held in Norfolk in 1985, you will be shocked and amazed at how the City has changed and transformed into a vibrant area over the last 26 years. I’m grateful to our neighboring departments who are supporting this year’s conference with resources and staff support who are serving on the conference committee. Special thanks to Cindy Curtis, Michael Poplawski, Michael Nealer, Lakita Frazier, Jim Wilson, Mark Furlo, Margaret Thorne, John Carnifax and Brian Fuller. I would be remiss not to mention my staff, especially Deborah Morton, Assistant Director of the City of Norfolk’s Department of Recreation, Park’s & Open Space, who is serving as this year’s Conference Chair. My staff and I are excited, enthused and looking forward to providing you with a conference to be remembered for years to come. New trends, exciting sessions and a little bit of everything for everybody will be available. Past VRPS Presidents Nancy Ellis and Beth Wood Whitley serve as Co-Chairs of the Education Committee for this year’s Annual Conference. They are looking to shake things up a bit and try some new ideas for educational sessions. So if you have any great suggestions or ideas for edu-

cational sessions for this year’s conference please get them to Nancy and Beth. As we begin this journey together in 2011, let me provide you with my goals which I will need every member in the Society to help me to achieve: n An accessible and logistical approach to VRPS training opportunities n On-line training opportunities and the development of a VRPS catalogue of training nStudent membership recruitment through YouTube; explore ways for municipal departments near universities and colleges to develop and maintain presence there. n Membership Retention - reinstatement of a Membership/Ways & Means Committee which will be chaired by the VRPS Treasurer, Keith Rotzell. The committee will be comprised of myself, the VRPS Executive Director, Past VRPS President Cindy Messinger, a VRPS Foundation member, and our Lay Member Ed Hamilton. The goal of this committee will be membership retention, membership recruitment and the development of new revenue sources and streams for the Society. I’m excited about where this year will take VRPS. We have a professional Board of Directors and sound body of members who are ready to take VRPS to new heights in 2011. Looking forward to a great year, rekindling friendships, building new partnerships and embarking on new endeavors in 2011!

Effective Partnerships

S

uffolk Parks and Recreation has witnessed the effectiveness and power in community partnerships. This past October, the Southeastern Virginia Chapter of the Alzheimer’s Association hosted their 2010 Memory Walk, The Walk To End Alzheimer’s. The Memory Walk is the nation’s largest event to raise awareness and funding for Alzheimer care. The 2010 Western Tidewater Memory Walk was held at Constant’s Wharf Park & Marina and was the most successful event in the Southeastern Virginia Chapter’s history. While there are many community organizations that do great things, it is necessary for parks and recreation departments to be able to identify and understand how to maximize and utilize community organizations. Of course, the necessary give and take needed to make partnerships successful can be very challenging. Though, there are times when partnerships are seamless. A proper plan and process on how to handle and identify partnerships will equip a department and empower community partnerships. In recognition of the success and support of the Western Tidewater Memory Walk the Southeastern Virginia Chapter of the Alzheimer’s Association selected Suffolk Parks and Recreation and the City of Suffolk as the 2010 Volunteer Group of the Year.

News from 2011 VRPS Leadership Meeting

V

V R P S President Darrell Crittendon presented the 2011 Leadership Orientation on Wednesday, January 26 at Confederate Hills Recreation Center in Henrico County. Despite some challenging weather in the western and northern parts of the state, there was broad representation from all the sections and resource groups as well as some of the key committee leaders with over 40 people in attendance. Darrell, and Jim Stutts, Marlene Bresee and Bernadette Cornelius from the

Central Office provided information on the history, mission, operations, financial management, website features and future of the Society. In addition, Greg Sager, Foundation President, Beth Wood-Whitely, Strategic Plan Chair, and Art Thatcher, Legislative Chair all provided insight into their specific initiatives. Special thanks to Bob Charles of Virginia Playground Services for his generous sponsorship of the lunch for everyone. Also, thanks to Henrico County for hosting the team. Winter 2011

Reflecting on the SRG Accomplishments for 2010 By Daniel S. Ronquillo, CPRP, ADC

has again been a successful year for the Senior Resource Group, and we are currently developing plans for 2011, which will lead up to our one-day annual educational event, “The SRG Fall Conference, on Senior Programming, Therapeutic Recreation & Aging,” which will occur on Friday, November 4th, at Deep Run Recreation Center, in Henrico County.

The main focus and purpose of this new SRG standing committee will be to strengthen Virginia Senior Centers, through collaborative efforts with the National Institute of Senior Centers (NISC) and the National Council on Aging (NOCA). The SRG Board of Directors is excited to have formalized this relationship, which we feel will not only strengthen the Senior Resource Group, but VRPS as well.

Charles E. Hartsoe

Receives 2010 Pugsley Award

T

The American Academy for Parks and Recreation Administration presented the 2010 Cornelius Amory Pugsley Award to Virginia’s Charles E. Hartsoe, during their Annual Banquet in Minneapolis, MN, October 27, 2010. The Pugsley Award annually recognizes individuals who have:

1. Preserved, enhanced, or created park

values, which significantly enriched the lives of people.

2.

Reflect originality, intelligent selectivity, courageous decisions and actions, dedication to the public weal, sensitivity to the feelings and interests of all concerned, and a sound philosophy of public service.

3.

Significantly developed or refined techniques, which will advance the effectiveness of park programs.

4.

Given encouragement and inspiration to others. Dr. Hartsoe, of Richmond, is co-author, with Richard F. Knapp, of Play for America, The National Recreation Association, 1906 – 1965. This scholarly work documents the individuals and organizations that have played a major role in organizing and promoting the public recreation movement. He has served in a number of positions in public recreation and in academia. He is an aggressive advocate for citizen partic-

ipation in association and civic affairs. He has supported NRPA initiatives in education and training, public policy, and international collaboration and exchange. Dr. Hartsoe is a founding member and former president of the American Academy of Parks and Recreation Administration and was president of the Pennsylvania Recreation and Park Society. He was assistant executive director of the National Recreation Association during the creation of the National Recreation and Park Association, and administrative analyst for Philadelphia’s Department of Recreation. Dr. Hartsoe is Professor emeritus at Virginia Commonwealth University in Richmond. He also taught at Temple University, The Pennsylvania State University, and the University of Illinois. His peers and national leaders have recognized on several occasions his contributions to public parks and recreation. He earned a B.S. at Springfield College, Mass., and a M.S. and Ph.D. at the University of Illinois. Congratulations Charlie!

John H. Davis

Receives Ralph C. Wilson Award

T

he Ralph C. Wilson Award was established by the National Recreation and Park Association to honor Ralph C. Wilson – one of the Association’s most distinguished leaders – for his devotion to NRPA and his significant influence in shaping a strong citizen and professional national advocate organization. This award is presented to the person(s) who best exemplifies Ralph C. Wilson’s commitment to NRPA.

Director of the Northern Virginia Regional Park Authority where he served for three years. He then became the Executive Director of the National Recreation and Park Association. He served NRPA for nine years. During his tenure with NRPA John established numerous significant programs. In 1985 John worked closely with the family of Ralph Wilson to create the national Ralph C. Wilson Award.

The Ralph C. Wilson Award is presented annually to an individual whose longterm service and dedication to the National Recreation and Park Association’s boards, committees, regional councils, and volunteer initiatives have been exemplary and have advanced the cause of parks, recreation, and conservation.

After leaving NRPA John worked ten years with Hunter Knepshield working with modular park buildings, sports lighting, parks/sports equipment and playground systems.

This prestigious award was presented to John H. Davis at the NRPA Congress and Exposition, October 27, 2010. John entered the U. S. Navy after high school graduation. His first stint in the military was followed by his education pursuits and he graduated from Furman University. He entered the U. S. Army as athletic and recreation officer in

Alabama. During his service he was stationed in Korea as a commander of a tank company. After military service John became the Director of Parks and Recreation in Darlington, SC. He obtained his Masters Degree in Physical Education from Columbia University. After graduation he went back to the south and became Recreation Director in Dalton, GA followed by serving as the Executive Director of the Georgia Recreation Commission. In 1973 John became the

Selected for induction into the Salem-Roanoke Baseball Hall of Fame

Art Price, Director of Christiansburg Parks and Recreation was one of five area baseball players and contributors that have been selected for induction into the Salem-Roanoke Baseball Hall of Fame at the 20th annual Hall of Fame banquet on Sunday, February 13, 2011 at the Salem Civic Center.

Joining Price in this year’s induction class are Anthony Amos (Roanoke County), the late Harold Brown (Franklin County), Jerome (“Budgy”) Clark (Salem), and Sam Lazzaro (Salem).

In addition to working as Director of Christiansburg Parks and Recreation, he is an adjunct faculty member at Radford University with the Recreation, Parks and Tourism Department.

The Salem-Roanoke Baseball Hall of Fame is located at Salem’s Lewis Gale Field (where Salem Art is a native of Christiansburg and grew up participating in youth baseball,

football and basketball programs through the Kiwanis Club of Christiansburg. He graduated from Christiansburg High School in 1976 where he played baseball and football. During the summer months, he played in youth baseball leagues, American Legion and the Mountain View Baseball League.

Art is a “Certified Parks and Recreation Professional” (CPRP) through the National Recreation and Park Association (NRPA) and Virginia Recreation and Park Society (VRPS). Art has also been an Associate Scout with the Kansas City Royals. Art’s friend and former Baltimore Orioles great Al Bumbry calls him “Baseball Lover” which he surely is. Art and wife, Donita have three daughters, Hope, Maddie and Mary. They also have a seven month old granddaughter, Olivia and a grandson, Landon, due in early January. In addition, they have two beagles, Mae Mae and Mollie. Together, Art and Donita look forward to staying busy with their grandchildren, with Art especially looking forward to teaching them the great game of baseball.

Dr. Terry Morris

Abandoned by his family in Tupelo, Mississippi when he was about 14, Terry Morris was arrested for scrounging for food in a garbage can. With no one to call or take him in, he was sent to a group home where – for the first time in his life – someone told him he had opportunities ahead – if he was willing to work for them. Dr. Terry Morris has served as the national spokesperson for the Combined Federal Campaign (CFC) for a number of years. With more than 200 CFC campaigns throughout the country and internationally, CFC is the largest and most successful annual workplace charity campaign raising millions of dollars each year. Pledges made by Federal civilian, postal and military donors ensure monetary support to eligible non-profit organizations that provide health and human service benefits throughout the world. He has participated in several national CFC videos as well as public service announcements supporting philanthropy, community service and child advocacy. He has also been instrumental in several international campaigns supporting philanthropy in over 170 countries. National speaking engagements have included the White House, the Pentagon, the Federal Reserve, FBI, CIA, National Security 20

Dr. Morris is the Software Integrated Hazard Analysis Manager on NASA’s Constellation Program. With a B.S. in electrical engineering from Mississippi State University, an M.S. in electrical engineering from Old Dominion University, a George M. Low Fellowship at the Massachusetts Institute of Technology, and a Ph.D. in system engineering from the University of Virginia, he is currently pursuing a Certificate in Public Leadership at the Brookings Institute.
