Two New Databases Added to KNOWLEDGE INDEX

arch comes in like a lion with two additions to the Reference Section of KNOWLEDGE INDEX. MARQUIS WHO'S WHO will tell you all you want to know about the movers and shakers in the United States, Canada, and Mexico, and IRS TAXINFO contains many words to the wise at this important season.

New Billing Option for KNOWLEDGE INDEX cademic institutions and public libraries can now benefit from a new billing option for KNOWLEDGE INDEX. In response to many requests, DIALOG is making available monthly invoice billing to institutions that wish to support students and patrons in doing their own online searching on a KNOWLEDGE INDEX account. Invoice billing will make it possible for libraries and universities to offer KNOWLEDGE INDEX as part of a program of user education or through public access terminals provided in the library.

A special set of Terms and Conditions for KNOWLEDGE INDEX apply to institutional billing. At present, ORDER KI will not be available under this type of agreement. Institutions can request multiple passwords, to be billed under the same invoice. The charge for each additional password is S25, which will include the KNOWLEDGE INDEX self-instructional manual. The two hours of free time provided with the standard KNOWLEDGE INDEX sign-up will not be available. A wall poster listing the databases and basic commands for KNOWLEDGE INDEX will be provided to all institutional accounts, for display at patron search stations. Credit card billing continues to be the standard billing mechanism for KNOWLEDGE INDEX personal users. But if vou are among the public or academic librarians who have been waiting eagerly for the opportunity to make online searching experience available to vour students ot patrons, wait no more! Contact the DIALOG Marketing Department for a User Agreement and more details about this exciting new capability. •

IRS TAXINFO IRS TAXINFO comes just in time to help U.S. residents cope with that inevitable annual chore, filing the Federal income tax return. REFR3 contains the complete text of 71 IRS publications, as well as key chapters from Tour Federal Income Tax. Publications include Tax Benefits for Older Americans, Business Use of Tour Home, Tax Shelters, Deductions for a Married Couple When Both Work, Highlights of the 1984 Tax Changes, and many more. You can use REFR3 to find the information you need to complete your tax return without standing in line at your local IRS distribution center to get printed copies of these publications. Each citation is a section from one of the IRS publications, on a particular topic; there are approximately 8,500 citations in the database at present. Examples are included to make the IRS regulations clear. The database is produced by the U.S. Internal Revenue Service and will be replaced annually with publications applicable to the current tax year; data for tax year 1984 is currendy included. Send it RUSH!

S

everal KNOWLEDGE INDEX users have called our Customer Service line recently to ask how they can request RUSH delivery when they order copies of documents through ORDER KI. It's easy: after entering ORDER KI vou have 30 characters in which to add special instructions about your order, so you can enter ORDER KI PLEASE RUSH and get the message across. (Caution: be sure to leave a space after KI.) Be prepared to pav for RUSH service, however; the supplier will add a surcharge to the usual ORDER KI charge. You may also use the 30-character space to specify a time limit on vour order, a cost limit, or even a language limit (e.g., ENGLISH ONLY).

Technical Tips Computer User Oroups W h a t A r e They?

U

ser groups are groups of individuals who own the same kind of computer, or use online databases, or are interested in the overall concept of computers and their relationship to society. Groups like this exist all over the world. There are many reasons for joining a user group. User groups offer a variety of services and intangible benefits to their members. Among them:

Peer s u p p o r t The need for contact and discussion with others is intense in an area as complex and fast-changing as microcomputers, databases, and telecommunications. In a user group you can talk to people as diverse as the president of a major microcomputer company or someone who is just preparing to buy his first computer. Expect to pass along tips that you have learned and to ask questions about things vou don't understand. The diversity of the user group membership makes it likely that there will be someone else whose interests closelv match vour own.

Should You Join? C o m p u t e r Bulletin B o a r d s Electronic bulletin boards give you another use for your computer or terminal and your modem: tap into your local club's messages, download a program or two, send a bit of electronic mail to another club member, and log off. They are often free, by the way. If you are interested in this aspect of clubs, be sure to ask if your club has a bulletin board or if they know of any in the area. There is also at least one book on the market which lists hundreds of bulletin boards and their telephone numbers (Mike Cane's The Computer Phone Book).

Club newsletters can be a source of much valuable information! C l u b n e w s l e t t e r or m a g a z i n e

Public d o m a i n s o f t w a r e Almost all user groups trade public domain software. The mechanics vary, but you can expect to be able to get several hundred programs free of charge, just for the cost of the disks and the time to make the copies (more about this in die next section).

Some clubs publish a newsletter (or several, given enough special interest groups). This can be a source of more dian just a listing of the time and date of the next meeting-it can also provide you with: • Software and hardware reviews-Just like any other magazine, except that the reviewers are people you know. • Announcements of equipment wanted or for sale-A rather specialized want ad service.

Need a customized program? A fellow club member may be willing - and able — to write it for you! Consulting services Many user groups have such a broad range of experience in their membership that some members may actually make their living by consulting or working in the area of computers and programming. These individuals may, for a modest fee, be willing to diagnose your individual problem, write that extra driver for you—whatever project you have in mind.

CI asses Many groups offer classes in the use of microcomputers, microcomputer languages, and microcomputer programs. Often these classes are more high-powered than those at local colleges, so don't discount their quality because of their informality.

• Articles discussing the current issues of the day, as seen from the perspective of a microcomputer or online service user.

Discounts on c o m p u t e r equipment and software Like any other buying group, user groups often will work out discount deals for their members with local vendors of hardware and software. This is often a way, too, of discovering which dealers emphasize customer support and which do not.

Advance notice of new features Many companies in the computer business like to show their products to a knowledgeable audience before they put them on the market. Sometimes this means a chance at becoming a beta tester for a new product, other times it means that you hear about something a few days before you read about it in your PC magazines. Either way, it can add a little excitement. Computer user groups are often listed in magazines like Byte and PC Magazine. One of the best listings we've seen is in Computer Shopper (P.O. Box F, Titusville, FL 32781; subscriptions to this monthly tabloid are $15 per year). Or call the Customer Services number of your computer manufacturer to see if there is a user group for your machine in your area. D

Public Domain Software and Freeware

P

ublic domain software is software that you can copy without needing to pav royalties to its creator. Freeware is usually defined as software that you can get for free, but for which a donation is asked. PC-Talk is an example of freeware.

Should you use public domain or freeware software? That depends on a number of things. The primary services you expect from a commercial software company are:

• Debugged, reliable software. • Support (even if for a fee) for that software. Telephone support is more desirable, and toll-free support is most desirable. • Stability. One assumes that a commercial company will still be around a year or two from now, when, for example, the new modems come on the market and you just need a patch to allow the software to take advantage of them.

What about public domain software? Does it meet these criteria? Are these things important to vou? If you usually snoop around in the innards of the programs vou currently use, or write little routines in BASIC or DOS to make your life easier, you may be a candidate for public domain software. Why? Because you may have to get along without the services you expect from commercial companies: toll-free customer support is never available (although you may live in the same city as the person who wrote the routine), and the company that creates the software may not be around tomorrow. Clean, debugged software, on the other hand, is often found in the public domain. Ask your fellow user group members for recommendations. Inexpensive or free software may also lack some of the features of the big, expensive programs; your Freebie-Calc may not be as powerful as some of the commercial products. But you may find that it has the ONE feature that you really desire, and it may also be easier to use than a program with lots of features that you don't need. If all you write with your word processor are letters and simple documents, why bother with expensive routines that create indexes and footnotes for you?

Where does one find public domain software? User groups are the first, easiest, and cheapest source. For example, the Houston Area League of PC Users maintains a library of public domain software for the IBM Personal Computer which it sells for $2 a disk. (For a list of tides, send a selfaddressed, stamped envelope to Nelson Ford, HAL-PC Librarian, c/o The Public Library, P.O. Box 61565, Houston, TX 77208.) Another way to find public domain software is through one of the many organizations that advertise in computer magazines, selling hundreds of public domain programs for very reasonable sums. And, of course, friends are always trading programs. No matter how you do it, public domain software is a good deal if you are careful to choose something that you are certain is trustworthy.

In s u m m a r y Don't rule out public domain software, but don't jump in and convert your entire business to an unproven program either. Evaluate it as you would any other piece of software, carefully, and with your own needs in mind. •

Since 1969 Congress has enacted a series of income tax laws designed to halt the growth of abusive tax shelters. The Tax Reform Act of 1984 includes several such provisions. Some of these provisions are briefly discussed below. 1) REGISTRATION OF TAX SHELTERS. Generally the organizers of certain tax shelters must register the shelter with the Internal Revenue Service. The Service will then assign the tax shelter a registration number. If you are an investor in the tax shelter, the tax shelter will provide you with its registration number and you will be required to include the number on your income tax return if you claim any deductions, losses, credits, or other tax benefits or report any income relating to the tax shelter. You must attach Form 8271, INVESTOR REPORTING OF TAX SHELTER REGISTRATION NUMBER, to your return to report this number. If you do not include the registration number on your return, you will be subject to a penalty of $50 for each such failure unless the failure is due to a reasonable cause. 2) LISTS OF INVESTORS. Organizers and sellers of any potentially abusive tax shelter must maintain a list identifying each investor. The list must be available for inspection by the Internal Revenue Service and the information required to be included on the list generally must be retained for 7 years. 3) APPRAISALS OF DONATED PROPERTY. Generally, beginning in 1985 if the value of property you donate exceeds $5,000 ($10,000 in the case of privately traded stock), you must get a written "qualified" appraisal of the property's fair market value and attach an appraisal summary to your income tax return. The appraisal must be done by a "qualified" appraiser who is not the taxpayer, a party to a transaction in which the taxpayer acquired the property, the donee, or an employee or related party of any of the preceding persons. For more information see Publication 561, DETERMINING THE VALUE OF DONATED PROPERTY. 4) INCREASED INTEREST RATE FOR TAX SHELTER TRANSACTIONS. Any interest that accrues after December 31, 1984, which is related to the portion of an underpayment attributable to a tax motivated transaction, will be imposed at a rate of 120% of the normal rate if such portion exceeds $1,000. For example, if the normal interest rate for deficiencies is 11% then for purposes of this provision the rate will be 13.2%. 5) INTEREST ON PENALTIES. If you are assessed a penalty for overvaluation of property or substantial understatement of tax (as discussed un der PENALTIES below), interest will be imposed on the amount of the penalty from the due date of the return (including any extensions) to the date of payment of the penalty. This provision applies to interest accrued after July 18, 1984, but not to penalties for which notice and demand was made before such date. Prior to this change interest was imposed from the date of the notice and demand to the date of payment, if the penalty was not paid within 10 days from the date of the notice and demand.

Since the full text is searchable, words may appear in widely separated parts of the text rather than in the same context. When possible, it is preferable to search for phrases such as INCOME AVERAGING or RENTAL PROPERTY rather than individual words joined with connectors. • Subject Terms. The U.S. Federal Government has a language of its own, and it is well to consider "governmentese" when searching. For example, FIND ELDERLY currently retrieves 150 citations, but adding the term OLDER AMERICAN? increases retrieval to 346 items. • Variant Forms of Words. Since the IRS publications contained in IRS TAXINFO frequently use words in the plural, the use of the wildcard ? is recommended to retrieve these forms, e.g., FIND BUSINESS? to retrieve business, businesses, businessman, etc.

Searching Non-Subject Concepts If you locate a useful citation and wish to search for the entire publication from which it came, the PN= prefix can be used to search on the Publication Number. For example, FIND PN=554 retrieves the complete text of the IRS publication "Tax Benefits for Older Americans."

DISPLAYing Results The Short format in IRS TAXINFO contains the publication title and section headers ("article" titles and subtitles). The Medium format contains the publication title and section headers, publication number, date of publication, and the applicable tax year.
