This sentiment has been reinforced by UN review of requirements for Indonesian economic progress. Transformation is considered a risk almost impossible to drive through government ‘top down’ authority, due to the diverse and disparate nature of decentralised regional and local community governance. The need for consolidated, visible approaches to social development, environmental protection and community economic regeneration is already highlighted and present in community activities. Environmental context denotes consolidation and collaboration of business, community and governance activities that mutually build capacity and capability. Multiple public organization, international governance, non government organization and private sector stakeholders share activities and interact in the role of local governance - with low visibility ineffective relationship management and collaborative coordination of relevant development projects. Heterarchic or consolidated network management of purpose oriented activities underpin the ‘bottom up’ culture requirement to meet government authority drivers and achieve transformation in societal diversity. In democratic society, community engagement, responsiveness and cultural adoption is often achieved through support drivers from private enterprise partners and community non-government interests who develop interactive mechnanisms that refer, assist or partner government public sector activities. This paper describes strategy, context, architectural scope and high-level implications of facilitating infrastructure and platform to support the heterarchic concilience framework of interactive societal governance - enabled through web-based information technology, knowledge management and
