Child safety services fail, admits Tusla CHILD protection and welfare services in the Carlow, Kilkenny and South Tipperary area failed to notify Gardaí about every allegation of suspected abuse and neglect received, according to a new report by the Health Information and Quality Authority (HIQA). Tusla, the State’s Child and Family Agency, has acknowledged the publication of the report which stated: “The system in place for ensuring that all allegations of suspected DEXVH ZHUH QRWL¿HG E\ VRFLDO workers to An Garda Síochána also required improvement and there were examples where QRWL¿FDWLRQV KDG QRW EHHQ VHQW as required,” the report said. This is one of many criticisms made in the report which comers after an announced inspection in January last. The report also noted that

that cases awaiting allocation following allegations of physical abuse against children did not have adequate safety plans and or children were not seen by social workers. Children on the waiting list for assessment, who were the subject of repeat referrals to the service, were not always prioritised for allocation to a social worker. “There was an under reporting of allegations of abuse from the child protection and welfare service to An Garda Siochana,” said the report. Inspectors reviewed 29 cases of physical abuse, sexual abuse and/or neglect. In eight of the 29 cases reviewed, or 27%, there was no evidence of this QRWL¿FDWLRQ RQ ¿OH DQG WKUHH of these cases were escalated during inspection due to potential risk to children.

Injury rules O’Brien out of World Cup CARLOW’S Sean O’Brien has been ruled out of the Rugby World Cup as he is set to undergo hip surgery that will keep him out of contention for six months. A statement from Leinster read: “Back row Seán O’Brien, who lifted the PRO14 trophy on Saturday last [against Glasgow Warriors] in Celtic Park on behalf of the 57 Leinster players that competed over

the 23 game domestic season, will undergo surgery in the next few weeks for a hip injury. As a result he will be ruled out of action for up to six months. “As a result he has been ruled out of the Rugby World Cup in Japan. “Everyone at Leinster Rugby wishes Seán the very best of luck with his recovery and of course with his move to London Irish later in the year.”

THE mother of murdered Ciara Campbell, who was stabbed more than 27 times by her ex-boyfriend, has said she is devastated after the Irish Prison Service informed her that her daughter’s killer was getting day release for the second time. In a post on Facebook, Paidi Campbell, from Carlow, said: “We got some very bad and seriously disturbing news from the IPS. “As most of you know our daughter Ciara’s murderer Gordon Molloy is up for his second parole attempt after serving just over 11 years of a life sentence. You may remember he was given a day out last year after 10 years to visit his family.” Molloy, of Ballickmoyer, Laois, received a life sentence in July 2009 after he brutally slayed the 22-year-old mother at her home in Ardmore Gardens, Carlow in 2007. Now, for the second time in under a year Molloy is again being given a day out, to visit his family.

Up to 65% of premises now have high-speed broadband

THE number of homes with high-speed broadband in Carlow has risen by 4% during WKH ODVW ÂżYH \HDUV DFFRUGLQJ WR ÂżJXUHV UHOHDVHG DW WKH ZHHNHQG SeĂĄn Canney, Minister of State at the Department of Rural and Community Development, said: “The status of broadband in Carlow is that today 65% of premises have access to highspeed broadband, compared with 61% in 2015.â€? A total of 18,052 or 28% of Carlow premises will receive high-speed broadband under the new State intervention. Deputy Canney said: “Since April 2017, Eir has provided high-speed broadband to 1,980 premises in Carlow. “When Eir’s deployment is complete, the company will have provided high-speed broadband to 3,942 premises in Carlow. “The national broadband plan investment in providing highspeed broadband in Carlow over the duration of the plan will be approximately â‚Ź29m.â€?

The father and daughter, with Chloe’s coaches from the Tullow Amateur Boxing Club and Carlow Muay Thai, told of how Chloe had travelled to the National Stadium in Dublin and had completed the weigh-in, only to be told right before her ¿JKW WKDW VKH ZDV GLVTXDOL¿HG because she also takes part in Muay Thai. Chloe was not allowed to box on the basis of an Amateur Irish Boxing Association rule which disallows competitors to be involved in any other

Cuckooflower (Photo Justin Ivory) ONE of my favourite flowers, the Cuckooflower (Cardamine pratensis) has been in bloom for the last few weeks and will be well into June. Bearing beautiful, delicate flowers consisting of four broad petals ranging from white to lilac or deep pink in colour, it is hard to imagine that this little beauty is a member of the cabbage (Brassicaceae) family! This little gem is widespread and can be found in marshes and damp meadows and pastures. It gains the name Cuckooflower from the fact that it flowers in April and May when the cuckoos arrive and are singing. It is also known as Lady’s Smock as apparently the flower resembles the smock dresses worn by milkmaids in times past.

Male Orange Tip (Photo Justin Ivory) Not only is the Cuckooflower an exquisite little beauty it also plays a very important role as the larval foodplant of one of my favourite butterflies – the Orange Tip (Anthocaris cardamines). One of the earlier butterflies on the wing, the handsome male with its unmistakable bright orange wingtips, is a real harbinger of spring. The female lacks the orange wingtips and can be mistaken for the Small White, but both sexes have a lovely mottled green underwing which distinguishes them from other species. Female Orange Tips lay their orange, bottle-shaped eggs on the underside of flower buds of mainly the Cuckooflower, but also other crucifers such as Honesty. On hatching the pale, blue-green caterpillars feed on the developing seedpods. After 3 to 4 weeks the caterpillar leaves the foodplant and finds a new location before forming a chrysalis (known as pupating) among dry vegetation. The chrysalis remains here for 10 months until next April when the new adult butterfly emerges.

Louise Theroux examines gun crime and racial tensions in the US city, where the homicide rate is 12 times the national average and the police are frequently regarded with distrust. He follows the police department’s homicide officers as they investigate a shooting, spends time with a family that has lost a loved one to gun crime, and meets a former gang leader who has become a social activist dedicated to finding solutions to her city’s problems.
