Blight of empty shops One-in-five commercial units is vacant THE number of empty shops and offices has increased in Co Carlow with more than one in five commercial properties now lying vacant in one town. The increase, revealed in a new survey, is small but will nevertheless come as a disappointment to Carlow County Council which had hoped to see a halt to the vacancies that are blighting urban centres. Carlow’s commercial vacancy rate has increased by 0.4 percentage points to 13.8% in the twelve months to the end of 2019, according to the latest GeoView Commercial Vacancy Rates Report published by GeoDirectory. In total, 16 counties recorded increases in their commercial vacancy rate, with a decrease occurring in only six counties. In Carlow, Bagenalstown was the town with the highest commercial vacancy rate of 21.4%., meaning that more than one in five commercial premises is lying vacant. Tullow was the

town with the lowest vacancy rate at 14.9%. Edenderry in Co. Offaly, at 29.1%, was the town with the highest commercial vacancy rate in the country. The GeoView Commercial Property Report also highlights the developing trends in commercial property usage over the past decade. There has been a significant rise in the number of gyms in urban areas. From a total of just 311 gyms in 2010, the national figure stood at 831 by the end of 2019, representing a 167% increase. In the last ten years there has been a 58% increase in the number of cafés in main urban areas, while there has only been a 3.1% increase in the number of bars in the same areas over the same period. The number of commercial properties offering beauty/ men’s grooming services has also increased notably, rising by 22%.

Switch could cut 10 years off mortgage

THE Competition and Consumer Protection Commission (CCPC) is encouraging householders in Carlow to consider switchng morggage provider. It advses them to consult its online comparison tools and stepby-step guide, to ensure they are getting the best interest rates on the market. The advice conincides with a report that says many home owners in Carlow could shave ten years off their home repayments by switching . The average Irish homeowner is needlessly paying around €3,480 in extra mortgage repayments per year by not switching lenders, the doddl mortgage switching index has found. The spread between the highest and lowest interest rates available on the market has now

grown to 2.25% or €290 per month for an average private dwelling house mortgage. This large spread means monthly repayment savings of up to 27% are possible for homeowners who switch their mortgage The highest rate of repayment on the average 25 year mortgage at the end of 2019 was €1,346, while mortgage holders on the lowest rate were paying €1,056 per month. The Index is based on the average mortgage drawn down for new lending in both the firsttime buyer and second-hand mover markets at the end of 2019, currently €242,175. The doddl Index looks at the total number of switcher transactions per quarter as a percentage of all home loan transactions, excluding Buy To Let

Hospital puts a halt to urology clinics WATERFORD’S hospital is not accepting new referrals from GPs for urology out-patient services. The hospital provides these services for patients in Co Carlow and several other counties. The six-month freeze has been blamed on lack of capacity. “I contacted hospital management and they confirmed this decision is down to a lack of capacity,” said Sinn Féin TD David Cullinane. University Hospital Waterford (UHW) announced the move in a letter to GPs in counties Carlow, Wexford, Tipperary and Kilkenny as well as Waterford. It said that the move was to allow it to deal with the number of patients already on the

waiting list to see a urologist. Urology deals with surgical and medical diseases of the male and female urinary-tracts and the male reproductive organs The letter sent to GPs said: “Given the increasing demand for urology services in University Hospital Waterford, the current capacity constraints and the risks associated with delays in access to care and treatment, University Hospital Waterford will not accept any new out-patient referrals for a six-month period effective 1st March 2020.” The hospital said rapid access prostate referrals would continue to be accepted as normal. Mr Cullinane said the problem of capacity at UHW had arisen “time and again”.

Call of the wild can lead to work

YOUNG people in Carlow are being offered the chance of a wilderness adventure. If they are not in education or full-time employment they are being given the opportunity to spend seven days in the Irish wilderness, while learning skills which will help them return to studies or the labour market. FOLM (From Outdoors to Labour Market), which is being rolled out in Ireland by Limerick Institute of Technology and is also being developed in Poland and Spain, is a pioneering outdoor learning initiative. The programme is free and open to young people, aged between 18 and 29 years old, who are not in employment or education. After seven days in the wilderness, participants begin work with a coach who helps them to return to education, training or employment. SAORVIEW frequencies in Carlow are changing on March 4. Many customers won’t notice any difference but some will need to take action to ensure their service continues. A simple rescan of the Saorview box or TV should solve any issues. A small number of customers will need to take further action and should contact Saorview if a channel rescan doesn’t work.

The move, which affects many other parts of the country also, follows a decision by the EU. Some of the TV broadcast spectrum that is used by Saorview is being reallocated for other purposes. “Most Saorview customers will experience perfect continuity of service,” said Saorview’s Jim Higgins. “Some customers will need to do a simple channel rescan, while a small number of

customers may need to take further action. Farmers ‘are not the enemy’

CAP funding for farmers must not be cut, an MEP has insisted. “Farmers are not the enemy,” said Fianna Fáil MEP for Ireland South Billy Kelleher following a debate on the EU’s Farm to Fork Strategy that forms part of the wider European Green Deal. “Change is coming but we can bring people, including the farming community, with us,” he said. “It’s the only way to protect rural communities and our planet.”. Mr Kelleher, a member of the centrist Renew Europe Group, made the comments as a member of ENVI committee which deals with the climate change emergency but also as a practising farmer himself. “Farmers are the custodians of the land. It is, and always has been, in their interests to protect and enhance the land they own. No farmer I know wants to see the land go to rack and ruin. “Farmers can and want to be part of the solution, but common sense is needed. CAP funding cannot be cut for farmers.”

Asthma inhaler overuse warning A DISTURBING rate of inhaler overuse has been detected among asthma sufferer in Carlow. The county emerges as worst in a survey of reliever inhaler overuse conducted for the Asthma Society . There is an overuse rate here of 56%. The next most serious rate of oversue was detected in neighboring Waterford and in Limerick, each with a rate of 53%. Reliever inhalers, which most people will recognise as the blue inhalers, if over-used, are strongly linked with severe asthma exacerbations and asthma related deaths. The research was conducted by hmR Ireland . It found that seven in ten are using more than three reliever inhalers a year, putting them at risk of an asthma attack or some form of asthma exacerbation. In the year after diagnosis, 30% of children aged 0-17 are overusing their reliever inhaler In the year after diagnosis, 60% of people aged 50 or over are overusing their reliever inhaler Sarah O’Connor, CEO of the Asthma Society of Ireland, said: “The hmR research re-

vealed that a huge proportion of people in all age groups are overusing their reliever inhalers in every county throughout Ireland, putting them at risk of an asthma severe exacerbation or asthma related death. “If you are using your reliever inhaler several times each week, you are over-reliant on it and your asthma is not controlled. The exception to this is people with asthma who participate in sport/exercise, where it is still recommended you use your reliever inhaler prior to warming up before exercising.” The Asthma Society is calling on all people who are overreliant on their reliever inhaler to act now to get their asthma under control. Hotel owners are fearful of future CONFIDENCE has slipped among hotel and guesthouse owners in Carlow and throughout the South East. A survey conducted for the Irish Hotels Federation found that business sentiment had fallen for the second year. Just one third of hotel and guest house owners reported a positive outlook, compared to 40% this time last year. Hoteliers’ concerns about the high costs of doing business include what Colm Neville, Chair of the South East branch of the Irish Hotels Federation, described as ‘hidden’ costs. “Local authority rates, for example, are the single biggest cost that tourism businesses have no control over,”

he said. “Hotels are making a disproportionate contribution to local authority funding with many hoteliers levied rates of up to €3,000 per bedroom while the average local authority rates equate to €1,500 per room. “A shake-up of local government funding is long overdue. We are calling on the incoming government to ensure a fairer distribution of the rates burden right across the country. Hotels are willing to pay fair and reasonable rates but recent commercial revisions have led to excessive increases in many cases.” Most hoteliers, according to the survey, are planning refurbishment projects for their existing guestrooms.

‘They paved paradise And put up a parking lot..’ So sang Joni Mitchell in her hit Big Yellow Taxi 50 years ago. 50 years on and here we are in the middle of a Biodiversity and Climate crisis that will at best significantly adversely affect life for all species on the planet and at worst threaten the very survival of humankind. Even though urgent and immediate action on a local, national and global scale is needed more than ever, what are they planning to spend our tax euros on in Co. Wicklow? A so-called coastal ‘green’way from Greystones to Wicklow Town that will see an existing, well-used natural trail running through an area rich in wildlife with magnificent vistas of mountains and sea, tarmacked and suburbanised. An area protected under EU law (it is a designated SAC and SPA) for its unique habitats and biodiversity, already visited and walked by thousands of people annually, (for not just decades but probably centuries). They want to throng this very special place with 250,000 visitors annually and fill it with human noise and activity. Destroying the very reason people go there in the first place for peace and quiet, to get away from it all and enjoy nature.

Why is this needless vandalism of nature even happening? The financial selfinterests of a few business people in Wicklow Town with some populist and dubious PR around human recreational activities appears to this writer to be the primary motivations. This is symptomatic of the lack of a long-term sustainable approach to all our activities in favour of short-sighted, human-centric, short-term benefits for a minority with a long-term negative impact for the majority, future generations and other species that has been played out locally, nationally and globally over the last few decades. It beggar’s belief that this sort of thinking and project is still being given credence and funding. We owe it to ourselves, our children, future generations and other species to do better than this.
