Local firm holds key in Covid war THE HSE is pinning its hopes on technology developed in Waterford to guard against a new spike of Covid-19. An app developed by a company in Tramore will trace the recent contacts of anyone who tests positive for the virus. As well as contact tracing, the app, developed by the NearForm company at a cost of €850,000, can be used to make daily checks on symptoms. More than 200,000 people registered for the app within hours of its launch by the HSE. NearForm is a pioneering technology company based at Convent Hill in Tramore. It is a spinout of Waterford Institute of Technology and specialises in bringing cloud computing to large enterprises, and building versatile business platforms. It developed the app in conjunction with the HSE, the Department of Health and Science Foundation Ireland. If you test positive for Covid-19 and are using the app, the HSE will ask you to upload

HAPPY memories have boosted the funds of a Waterford GAA club and helped to make up for the cancellation of this year’s Féile competitions. They also entered the My Féile Memories video competition . The tournament had to be called off because of Covid-19 restrictions but John West is honouring it commitment to the video competition and

Blood Bike service is heading our way
A VOLUNTEER service delivering blood products and other crucial supplies to hospitals is being extended to Waterford. Volunteer motorcyclists and drivers will be delivering a free out of hours medical transport service to public hospitals, nursing homes and families across the South East. The Blood Bikes South East volunteers will be based in counties Waterford and Wexford and will link up in a relay delivery service with Blood Bikes South and Blood Bikes East. They will deliver blood products, samples, medical records, test results, urgent medicines, medical devices and breast milk for premature babies. “Our transport service will be run by a team of dedicated unpaid volunteers,” said volunteer Abraham Allen. “All our volunteers will be Garda vetted and carry photo ID. All our vehicles will be fully insured and kitted out with specialist equipment.”
Region ‘is ignored’ in share-out of State funds A SENIOR academic has described the Government’s progamme as “devastating” for the South East. Disappointment has been expressed at the failure to have a senior minister from the region appointed to the Cabinet, but Dr Ray Griffin said the problem went deeper. No capital projects have been committed to in the South East, said Dr Griffin, strategic management lecturer at Waterford Institute of Technology. “It also appears that existing political pledges to 24/7 cardiac care, the North Quays in Waterford and the South East airport are being walked back on,” Dr Griffin told the Irish Examiner. “Based on existing data we have for the 2020-2025 window, the 10% of the population who live in the South East will be lucky to get 1% of the significant capital programme currently envisaged or underway.” Although no senior minister was appointed from the region, Waterford’s Fianna Fáil TD Mary Butler has been made a Minister of State. She has been appointed a junior miniser in the Depatment of Health with responsibility for Mental Health and Older People. She said she saw the appoint-
ment as a “unique opportunity to affect meaningful change for some of the most vulnerable in our society”. Ms Butler had been Fianna Fáil spokesperson for Older People. She is the first female Waterford TD to have been appointed a minister. Marc O Cathasaigh, Waterford’s Green TD, said he had “some personal disappointment on the allocation of ministries” but was glad to see Ms Butler promoted. “The promotion of Mary Butler here in Waterford and my Green Party colleague Malcolm Noonan in Kilkenny to junior ministries has gone some way to redress the regional imbalance of Cabinet appointments,” he said. Waterford’s Sinn Féin TD, David Cullinane, has been appointed his party’s frontbench spokesperson on Health. In a statement after his appointment he reiterated his call for the full and urgent delivery of 24/7 emergency cardiac care for the South East. He said the Minister for Health, Stephen Donnelly, needs to set out a plan and a timetable to deliver this muchneeded service. Patients across the South East deserve action, said Mr Cullinane.
University challenge - time to go it alone
PRESSURE is mounting on Waterford Institute of Technology to press for university status without the co-operation of IT Carlow. Amalagamation of the institutes is a requirement for the formation of a Technological University of the South East. But delays have pompted calls for Waterford to go it alone. Now the Labour Party has called on Simon Harris, newly appointed Minister for Higher Education, to put a time limit on the amalgamtion project after which “Waterford Institute of Technology should be encouraged to go it alone and establish a Waterford University under the Universities Act 1997.” A statement, issued on behalf of Councillors Seamus Ryan,
John Pratt, Ger Barron, Thomas Phelan, and local area representative Michael Murphy, said the delay in establishing the university cannot be allowed to continue, “Waterford is Ireland’s only major city without a university,” said the councillors. “The lack of a university for the South East is of particular concern to all students, parents, and families who face unneeded financial stress in funding travel and accommodation.” The councillors said Cork and Tralee’s institutes had combined to form a technological university although their application was made two year’s after the Waterford/Carlow move. This added insult to injury, they said.

For the good of your wealth, stay home
I
f you fancy a threebedroom semi in south Dublin it will cost you €413,000. If you would prefer to live among the homes of Donegal, a mere €100,000 will get you much the same
house. Those are the average prices paid in the past three months, according to a study by the Real Estate Alliance. The further you go from the capital, the cheaper the prices get. The average cost of that semi in County Wicklow is €283,000, in County Kilkenny it is €207,000 and in County Waterford, €178,000. It is normal for house prices to be higher in a capital city but Ireland’s huge discrepancies are unusual. They reflect an extreme degree of centralisation, with the lion’s share of the economy centred on Dublin, sucking more than a quarter of the population into its urban sprawl. For decades governments have been trying to rebalance the country but decentralisation has proved stubbornly hard to achieve. Now, in a matter of months, the Covid pandemic may have succeeded where

governments failed . Thousands of people have been working from home and I don’t think they will be in a hurry to go back to the old ways. Home-working has its drawbacks. I’ve been doing it for years and I know. I miss the craic and the gossip and I have no doubt that the job goes more smoothly when there are colleagues on hand to discuss it. But when people weigh these drawbacks against a commute that takes hours out of their lives every day, it really is no contest. And that’s before they calculate the advantage of cutting their mortgage by half or even three-
quarters. In any case, some of these stay-home problems will sort themselves out. Many towns now have work hubs which provide good broadband and office facilities. I can see a future where and more people will work from one
of these hubs. It will get them out of the house and let them make and meet new friends. Bigger companies may even find it worthwhile to set up their own hubs in some regional towns. Workers will commute to
these hubs but it will be a short commute, nothing like the misery of travelling to Dublin on packed trains or congested motorways. Larger companies will also need to call regular staff meetings, for, while homeworking is practicable for many people, most have found remote conferencing to be a disaster, with loss of picture, loss of sound and colleagues talking across each other. So there will be a need to get together once a month, maybe once a week, and these meetings will have the scope to merge into social occasions - a different sort of get-together but convivial nevertheless. Home working can improve our lives and the towns we live in, including Dublin, which would benefit from having fewer people coming to work there every day. But there is another legacy of the Covid crisis which could do our towns a lot of harm. As shops re-opened, it was noticeable that some doors stayed shut and clear that some might never open again. The retail trade was already
in trouble. We have lost some big names recently : Oasis, Monsoon, Mothercare and Debenhams. And we have lost many smaller shops whose names are not known outside the localities they have served for generations. Figures from Britain show that while the value of clothing bought online has gone up by 46.4%, sales in shops have fallen by 50.2%. Online sales of household goods there are up by 38.1% but sales in shops are down by 45.4%. I can’t find comparable figures for Ireland but I have no reason to think that things are different here. There has been talk of the need to support our pubs, rally round our tourist trade and get out to cafés and restaurants. We also need to support our shops - real shops, that serve and employ real people. Without them, we won’t have cafés and restaurants or town centres as we know them. If the coronavirus kills them off it will have inflicted a sickness for which there can be no vaccine.
Water charges and homelessness
In April 2012 the Government confirmed households would be liable for over €800 million needed to establish a water company. This included interest payments on a loan from the National Pension Reserve Fund. It was described as the most significant decision taken in relation to a State utility since the establishment of the ESB. The contract to run the company was awarded to Bord Gáis Eireann and Irish Water would become a subsidiary. Irish Water would gradually become responsible for supplying all public water in the State, taking over the role previously performed by the 34 local authorities. Water charges were introduced in 2014 and the Commission for Energy Regulation advised water charges for a household of two adults and two children would cost an average of €278 per year. Me-

by making it available at certain times of the day. Sewerage disposal cannot be manged so easily and Irish Water has stopped allowing developers connect to the sewerage system in places where the infrastructure is at its limit. To try to maintain services, Irish Water has targeted developers who, apart from having to pay the usual connection charges for a new development, are being asked to undertake public realm works, sometimes miles from their own sites in order to remediate inadequate waste water pipelines. Focus Ireland tells us “the root cause of the homeless crisis in Ireland is the broken housing system.” This has arisen because of “the lack of social housing provision combined with private house building grinding to a halt.” Could the government see the link and make the connection?

Public patient faces ‘private’ bill for €1,000
A PATIENT who was being treated in a private hospital when it was under public control is facing a bill of more than €1, 000 to complete the important procedure. The charge has been described as “simply not acceptable” by former Waterford mayor John Pratt. The Labour councillor said he was “deeply concerned at a recent health case where a young patient receiving UVB treatment for severe eczema is now expected to pay approximately €1,000 to complete their treatment”. He explained that the patient had started the course in a private hospital under the Covid-19 deal. “This patient is halfway through their treatment and now cannot finish the other half until it is paid for,” he said. Cllr Pratt doubted if this was
an isolated case. “The new Minister for Health must ensure patients are treated fairly and not landed with huge bills,” he said. “I have written to the minister on this, and I am asking on him to intervene immediately.” In a separate development, Waterford’s Sinn Féin TD has criticised private hospitals for charging patients for Covid tests before they can start treatments. Mr Cullinane, who has been apoonted Sinn Féin’s health spokesperson. said the imposition of charges of between €75 and €250 was a disgrace. “All healthcare settings, including private hospitals, have a responsibility to keep people safe,” he said. “Reports of the imposition of charges for Covid testing is an act of bad faith by private hospitals. “These hospitals benefited
from a very lucrative deal with the state over the last few months. While all health care settings will incur costs to meet public health guidelines these costs should be absorbed by the hospitals and not passed on to patients. “Many families are forced to take out private health insurance not by choice but because they cannot depend on the public system. Imposing additional charges for Covid testing is appalling and must be reversed. To add insult to injury the costs may not be met by health insurers.” Mr Cullinane called on the Minister for Health, Stephen Donnelly, to intervene. He said patients should not have to pay these additional charges. “Costs of Covid testing should be borne by the hospitals and not passed on to patients and families,” he said.

A WATERFORD company is to sponsor ‘best turned out’ prizes at Tramore racecourse. FormaHoof will award €50 to the winning groom of 63 races scheduled until the end of 2020. It will also create a ‘best turned out’ stable league with a prize of €1,000 for the yard at the top. FormaHoof manufactures a mould system that repairs and protects a horse’s hoof. “Given our racing connections and the opening of our new global headquarters in Waterford, a partnership with Tramore racecourse is the perfect collaboration,” said chief executive Alexander Papantoniou. The company is also sponsoring races on July 25 and August 13. Owen Byrne, General Manager of Tramore Racecourse, said grooms are the backbone of this industry and it was good to see their hard work being recognised. “With an incentive of €1,000 to the yard with the most best turned out prizes in the year I am sure there will be even more effort put into the horse’s appearance,” he said.

A MAJOR expansion of shipping from the South East is being planned to help Irish exporters bypass the problems of Brexit. A new freight route is being opened from Waterford to Rotterdam and a blueprint has been unveiled for a €30m development of Rosslare Europort . The new route to Rotterdam will be operated by the HapagLloyd company and will also connect Waterford with the deep sea hub of Liverpool and open the door to many international routes. The new service will provide businesses in the South East with a cost-effective service and reduce their reliance on Dublin and Cork. “It adds to the options we can provide current and prospective customers moving containers to and from the UK, continental Europe and onwards globally,” said Frank Ronan, CEO of the Port of Waterford. In a related development, there are plans to create a new
Ballina-Waterford rail freight service under contract with Irish Rail Freight Services. Its main client is Ballina Beverages. The multi-national producer will transport its soft drinks concentrate to markets worldwide, from Waterford through Rotterdam. Meanwhile, planning permission is being sought for a major transformation of Rosslare Europort. The port authority, Iarnród Éireann, has revealed a strategic plan that will see more than €30m invested over the next five years. As well as direct development of the port, the plan calls for substantial investment in the surrounding area. Developments will include construction of the N25 Rosslare Europort Access Road by Wexford County Council, development of the Rosslare Europort Business Park by the Dutch company XELLZ and construction of permanent facilities to meet all customs and Brexit requirements.

Painted Lady in the Austrian Alps (Photo Justin Ivory) Walking in the Austrian Alps about a week or so ago I kept bumping into Painted Ladies everywhere. On arrival back in Ireland the same thing was happening here! Walks in the Wicklow Mountains and other locations had myself and my companions literally falling over Painted Ladies. Undoubtly the recent patch of hot, dry weather was a factor in the sudden abundance of these exotic beauties. Before we go any further let’s just clear one thing up – I’m talking about butterflies, specifically the Painted Lady Vanessa cardui. The Painted Lady is the most widely distributed butterfly species in the world. It inhabits every continent except Australia and Antarctica. Along with the Monarch, it is one of the best known long distance migrant butterfly species. It is continuously brooded and throughout the summer, if the conditions are right, each new generation migrates further and further north reaching the shores of Ireland. It does not have a hibernating stage and thus is only fully resident in warm climates. The Painted Ladies seen throughout Europe during the summer originate from North Africa, the Middle East, and central Asia . In good years tens of millions can end up in Ireland and the UK.

Females lay eggs singly, mainly on thistles and nettles, which are the favourite larval food plants of the Painted Lady. The caterpillar, as it grows, makes a tent from the leaves of the foodplant, stitching the leaves together with silk. It remains concealed in this tent until it emerges to complete its chrysalis life stage at another location.

RTÉ One are looking for participants for the new series of How To Be Good With Money. Financial Planner Eoin McGee returns to help households and individuals to get their finances in order. In this eight part series, Eoin will work with people who want to achieve short and long term goals by better managing their money. The current pandemic has created very significant unemployment and financial uncertainty. Now, more than ever, financial advice, planning and knowhow are vital.
Adventure Kids Wicklow is a kids trail running fun session where kids get to run, jump and have lots of fun in nature – far from iPads and TV screens. They’re located in Laragh, and you’ll find them at the St Kevins School Car Park, Brockagh. The adventure sessions are run every week by JuJu Jay – a playful trail running leader who’s not afraid to get in on all the fun. If the weather permits, river dips are a common feature and parents are encouraged to participate in each session as well.
