Virus rains on our big parade WATERFORD’S St Patrick’s Day parade has been wiped out by the coronavirus. The city’s plans to go green on March 17 were given the red light after the Government decided to cancel the Dublin parade. The council issued a brief statement saying the decision had been made following a risk assesment. Mayor John Pratt said: “While I am disappointed to be making this decision to cancel, I believe it is the right decision and one which is made in the best interests of our people and visitors.” Two towns in Waterford county had already cancelled their parades. Tramore also cancelled and all others are expected to follow the example set by Dungarvan and Cappoquin. The Covid-19 virus has also taken a toll on public services in Waterford. Strict visitor

Film stars shining brightly A GROUP of young film makers from Waterford has won an award in the regional Young Filmmaker of the Year contest. The Sway Project’s film will now be in line for Young Filmmaker of the Year Award to be announced on March 25 and will be screened at Fresh International Film Festival in Limerick from March 23

to 28. The group, aged 15 to 17, won for their film about the value of friendship called ‘Long Story Short’. CLEANING staff at University Hospital Waterford are returning to work. The 125 employees of the Momentum company had been on strike since February 25 in a dispute over changes to working conditions. The action was called off at a general meeting of Unite union members working for Momentum. Unite Regional Officer Tony Kelly said talks with the company, brokered by the Workplace Relations Commission, had reached a resolution. He said: “Those developments included issues that were central to the dispute itself in relation to our members being taken out of areas that they have worked in for a long number of years. Momentum have now rowed back on that and are going to return those workers to their place of work.” Momentum took over the cleaning contract last September and introduced changes in working patterns for many of the staff.

REPRESENTATIVES of Waterford’s industry, commerce, education and local government have come together to map a strategy for the city and county. Some 50 leaders of these strands of Waterford life met to initiate a marketing and promotional campaign. The initiative flows from a collaboration between Waterford Chamber, Waterford Institute of Technology, and Waterford City and County Council and is the first united effort of this sort. Over the past six months, the council, chamber and college have analysed opportunities for Waterford’s development until 2040. This research will guide the joint effort to develop Waterford as a population centre and economic driver, as outlined in the National Planning Framework Project Ireland 2040 and the National Development Plan 2018-2022. “It’s about getting the message right and having an ambitious outlook for our city,” said Waterford Chamber CEO

Gerald Hurley. “Up until now, there has been conflicting economic baseline data for Waterford. This is the firsttime we have come together at a local level to obtain detailed and credible research and data that everyone can use to showcase Waterford as a city of opportunity.”

THE importance of cycling and walking is highlighted in the latest round of government funding for outdoor recreational schemes. Waterford City and County Council is to receive just under €350,000 for schemes which include a pilgrim trail, a coastal walk and cycling trails. Among them are: St Declan’s Way: Continued development and completion of this long distance pilgrim trail here in Waterford to include interpretative signage, trail brochure and minor works, in advance of its official opening in 2020. Abbeyside Coastal Walk: Upgrade and development of a coastal spur off the Waterford Greenway at Abbeyside, Dungarvan. There is also funding for the Dungarvan Campervan Parking area and Enhancement of Waterford Greenway Play Trail. The Greenway and other developments have led to an

increase in demand for formal facilities to cater for camper vans. In 2019 such a facility was approved and this funding will allow its development at Rignasillogue. Waterford Greenway itself will also see the improvement and addition of a number of play areas. Anne Valley Walk : A number of trail improvement works are planned for the enhancement of the walk which is one of the most popular recreational trails in Waterford. There is funding for the continued development of the EuroVelo 1 road cycling trails from Youghal Bridge to Passage East (including Waterford Greenway). EuroVelo is a network of 16 long distance cycle routes connecting and uniting the whole European continent. There is also funding for the upgrade and improvement of the Waterford Cycling Trails, a network of five scenic trails

RETAIL: Waterford Chamber, AIB Bank and Waterford Council, as part of Local Enterprise Week, hosted a meeting to take a fresh look at retailing in Waterford. Alan Makim, Head of Retail and Franchising with AIB, provided insights into consumer spending nationally and in Waterford. He revealed that, while 16% of retail spending is online in general only 3% of spending on groceries goes online. This is in contrast to the online spend in the clothing sector where 26% of the national spend goes through online channels with the online clothing spend in Waterford slightly higher at 29%..

Famous food festival expects 35,000 visitors

MORE than 35,000 visitors are expected to attend West Waterford Festival of Food which announced its programme last week. The 2020 theme, for what is one of Ireland’s biggest foodie

festivals, is what it means to be sustainably Irish. The festival will run from 16 to 19 April and tickets for all events will be on sale from 18 March at www. westwaterfordfestivaloffood.

THE unveiling of a blue plaque and the opening of a new exhibition were among the events marking International Women’s Day in Waterford. The exhibition, which runs until March 27 at the Central Library, marks 25 years of the Waterford Women’s Centre and honours some local women who made major contributions to society over the years. Among them were Margaret Daly and her daughters Mai

and Debbie, who ran what was locally called the ‘poor man’s café, on the city’s Arundel Lane . A blue plaque was unveiled there to honour the work they did for the city’s poor, helping to feed and shelter the unemployed and homeless and those employed on a casual basis on the nearby docks with no guarantee of enough money to live on. ommission President Ursula Von der Leyen has set out her ambition for the EU to be the global leader in the fight against climate change. Sustainability will be hardwired into everything the EU does to ensure it reaches its self-imposed objective of climate neutrality by 2050. In practice this means major overhauls to existing legislation and developing innovative, forward-thinking measures to tackle the climate emergency. ‘Sustainable’ industrial, transport and energy strategies, amongst other sectors, will be the key to the EU achieving its goal. This transformation will need financing on a massive scale which is why the Commission is also prioritising the integration of environmental, social and governance (ESG) factors into the EU’s financial regulations rulebook. The initial proposals set out in the Green Deal and 2020 Work Programme, sets the pace and scene for a vast amount of legislative work to be carried out by the European

Business with roots and a school branch office

A BUSINESS selling tree saplings with biodegradable packaging will represent Waterford in the National Student Enterprise Final. It is called Rooted Solution and is the brainchild of a group of students from St. Augustine’s College in Dungarvan. They were senior award winners of the Waterford Student Enterprise Programme which started in September with 1,000

students from 15 schools in Waterford city and county. They created, developed, branded, and promoted their businesses. Finally, 120 students from 12 schools competed in the Waterford Student Enterprise Final last week. The national finals will take place on May 1 in Croke Park where the Waterford students will be taking on 34 other businesses, the best of the rest of the country.

The judging panels take numerous factors into account, such as business reporting, innovation, market research, risk management and finances. The competition is coordinated by the Local Enterprise Office

ith news that the Coronavirus has reached Ireland it seems we have joined the ranks of countries across the world to which Covid 19 has claimed. In comparison to other countries we don’t really have that many people who have been contaminated by the Coronavirus but given it’s virulency there can be no cause for complacency. Such is the seriousness with which this new virus is being taken that updates on the numbers infected in the country and the measures being taken to deal with it’s spread are being given every day by the HSE. It seems the only country that is dealing with the virus is China where it first appeared and although it took some time for them to swing into action, they now seem to have a handle on containing and treating the virus. Although face masks seem to be the popular image of people trying to stop the disease it appears that they don’t particularly help with the spread of the disease and hand washing is the most effective method identified so far. With a fatality rate of 2-3% the Coronavirus is about 10 times more deadly than the Winter ‘flu and from what health analysts seem to be able to say so far, appears to affect the elderly far more than the young. In fact there hasn’t been one fatality amongst young people in China who have contracted the virus and even then young people don’t seem to get the virus in the same numbers as older people. What the Coronavirus has shown most starkly is the manner in which panic is easily spread amongst people, even on a global level. The implications of the Coronavirus are going to be severe if it gains much more traction in Ireland and Europe. China’s economy, one of the biggest in the world, has already suffered a lot and here in Ireland large companies are already planning ahead in terms of what they can do if their workforces have to stay at home. It is estimated that it will be at least a year before a working anti-virus for Covid 19 will be found, what happens in the meantime no one really knows except that the Coronavirus will be with us for some time yet.

Council wins court case over rent-aid refusal

A COUPLE have lost a legal action they hoped would oblige Waterford Council to continue to give them Housing Assistance Payments (HAP). The council stopped the payments because the landlord, who is based in the United States, did not carry out repairs it regarded as essential. Ms Justice Niamh Hyland, in the High Court, said the “apparent indifference of the landlord” was a striking feature of the case. He not only ignored requests from the council but seemed indifferent to the fact that his tenants had stopped paying rent. The judge ruled that the council had the power to issue a prohibition notice preventing the re-letting of the property until works are done. But she

said it was unlikely that this would have the “desired effect” of forcing work to be done given the landlord’s “history of indifference to the steps the council took”. The judge said the council accepted it could not require the couple to leave the house. She said the council had good reason to stop the HAP because of the condition of the house. If it continued to make the payments, it might have to bear responsibility should a tenant be injured, she said. The court heard that, under HAP, a total of €575 per month was paid to the landlord towards rent for the house in Dungarvan, with the couple contributing €240 per month. The couple moved into the house in June 2017. A number of problems were identified

including a leak from the attic, no fire alarms and a bathroom window which needed to be repaired. The council gave the landlord until October 2017 to have the work done but a year later the property was found to have “substantially deteriorated”. The council advised the couple to move out of the house by the end of January 2019 when it said HAP would cease. The couple stayed in the house but stopped paying the rent directly to the landlord. Instead they put their share into a bank account for payment if the problems are resolved. The couple have two children and are on disability benefit. The judge hoped they would be able to obtain a suitable property for which HAP could be paid.

WHEN it comes to pulling a sickie, Waterford is in a league of its own. Either that or we are in very bad health. For the city has the highest staff sickness rate in Ireland, according to people management software provider BrightHR. The research puts Cork and Galway in second and third places respectively. “This year’s data has given us a real insight into the nation’s absence and lateness habits. One surprising discovery was that Waterford was the city with the highest sickness absence rate, followed by Cork and Galway in second and third place,” says HR expert and BrightHR CEO Alan Price. BrightHR has collated all the statistics on work attendance last year. It found that the average time Irish staff turned up late to work was 50 minutes. That was the worst of five countries surveyed, although Australia was a mere minute better. In Britain, 34 minutes was the average time of

lateness. For unexplained reasons. Mike and Emma were the names of the male and female employees most likely to take a sick day. January 7 was the most popular day to call in sick. An unexpected result was that Thursday, not Monday, turned out to be the day when most employees were late to work. “Unsurprisingly, sickness skyrocketed in January,” said Mr Price. “Whether employees were suffering from a winter cold, the January blues or recovering from a festive period of overindulgence will remain unknown. “And if you have an employee called Mike or Emma, there’s some bad news - these were the two names that had the most days off sick in 2019. “In terms of annual leave, June 27, 2019, was one of the most popular days to book off aside from Christmas as temperatures exceeded 28 degrees Celsius in some areas.”

Marathon helps make dreams come true THE nominated charity for this year’s WLR Waterford Viking Marathon is MakeA-Wish Ireland, the organisation that aims to make dreams come true for chidren wth life-threatening illnesses. Race day is Saturday June 20. Training for many is well underway and registration is open for the Full, Half, Quarter and Relay Marathons. The ISPCC, meanwhile, is calling on women in Waterford to help make a difference in the lives of children by signing up to take part in this year’s VHI Women’s Mini Marathon in aid of Childline. The annual 10km charity road race will take place in Dublin at 2pm on Sunday 31 May. It is the largest women’s event of its kind in the world. Few wildlife spectacles are as widely known and celebrated down through the ages as the seemingly random, erratic, eccentric and downright bizarre behaviour of hares in springtime! This strangest of sights has captured our imaginations so much as to give rise to that familiar expression “mad as a March hare” and was the basis for Lewis Carroll’s character the March hare in Alice’s Adventures in Wonderland. Yet, despite its place in common folklore, few people witness this weird and wonderful behaviour and even less understand the real reasons for it. Male and female hares are known as Jack and Jill. The Jacks become ready to mate in early January but it is usually March before the majority of Jills are receptive (ready to mate). As a Jill comes into “heat” she can often end up being relentlessly pursued by a posse of Jack suitors. The Jacks, full of the joys of spring, so to speak, will tear around in frenzied circles, pawing at the Jill. For a long time the boxing behaviour of hares was erroneously attributed to the Jacks fighting over the females. The truth is that the Jills when fed-up of the advances of an over-zealous jack, will stand up on her hind legs and “box” the Jack with her forepaws. The male usually reciprocates, resulting in the “mad March hare” boxing bout behaviour. While hares breed from March to September, the peak activity is in March and April. Hares, which are normally mainly nocturnal, are more active at dawn and dusk now. Dawn is not too early at this time of year. These factors along with the fact that a lot of the fields where the action takes place are newly ploughed and still bare, means the hares are more visible to us in March, giving rise to the already mentioned familiar expression.

Stellar cast for Five Year Plan Nicola Spendlove’s powerful new play, presented by Waterford’s Stagemad Theatre Company comes to Garter Lane, March 19th and 20th. Directed by Ben Quinlan with a hugely talented cast of Emma Lemon, Grannie Kavanagh and Abi McCormack will astound and confound in a night of theatre that has huge relevance to the people of Waterford. Five Year Plan follows a group of three friends, Sarah being the main character. Each scene meets the group five years on from the last scene. We see two of the characters, Hannah and Roisin, mature and move on with their lives. We see Sarah stay the same, and the audience watches her turn from the ‘queen bee’ of the group to somebody immature and selfish, with an unhealthy relationship with alcohol. The main theme the play explores is addiction - is someone an addict if they are functional? At what point do we stop calling someone a party

girl and start calling them an addict? At what point do friends have to walk away so that the addict can save themselves? Director Ben Quinlan is no stranger to Waterford audiences with his work for Little Red Kettle on many shows. Nicola Spendlove is an award-

I dreamed I was walking along the beach with the Lord, And across the sky flashed scenes from my life. For each scene I noticed two sets of footprints in the sand; One belonged to me, and the other to the Lord. When the last scene of my life flashed before us, I looked back at the footprints in the sand. I noticed that many times along the path of my life, There was only one set of footprints. I also noticed that it happened at the very lowest and saddest times in my life, This really bothered me, and I questioned the Lord about it. “Lord, you said that once I decided to follow you, You would walk with me all the way; But I have noticed that during the most troublesome times in my life, There is only one set of footprints. I don’t understand why in times when I needed you the most, you should leave me.
