Warm welcome for ‘big piece of jigsaw’ as €400m project gets the green light
WATERFORD Chamber has welcomed the announcement by Waterford Council that they have granted planning for the €400m North Quays development. According to Gerald Hurley, CEO Waterford Chamber, “This is a very large piece of the jigsaw and it is an important milestone in progressing the development. “We are all aware that a vibrant city centre is key is economic growth and the development of our city and the North Quays will be an integral part of that. It will ensure modern riverside accommodation and Grade A office space catering for cutting edge businesses, which will all contribute significantly to attracting our young professionals back to Waterford.” He said that, with a catchment of 604,000 people within a one hour drive, the North Quays would be a catalyst for urban regeneration within the region, very much in line with the new

programme for Government. The delivery of the major commercial, retail and leisure development in Waterford City would deliver huge economic and social gains for the South East, Fine Gael Senator John Cummins said. “The decision to grant full planning permission for the North Quays SDZ Project came to fruition after four years of significant work and effort by the community, developers and other stakeholders in Waterford and the South East.” The development of the eight hectare site will deliver significant retail, hotel and conferencing facilities, prime city centre offices and 298 apartments. It will also be linked to the existing city centre via a public transportation bridge over the River Suir, with new access roads and a Transport hub which will create a modern interchange of public transportation including both rail and bus.

Inglot make up shut down INGLOT Make Up Ireland has announced that all its stand-alone stores in Ireland will not open after the lifting of Covid-19 restrictions. This includes the store in Waterford City Square Shopping Centre. The make-up chain, hugely popular with 15-35 year olds, said its product would be available in other stores. In a statement, the company said: “Unfortunately, due to the impact of Covid-19 and the immense challenges facing the retail sector, Inglot standalone stores will not reopen.
We would like to thank our retail team members for their valued service and commitment. The Inglot collection is on sale at www.inglot.ie and available to purchase at one of our many stockists nationwide.” The announcement was made in a Facebook posting. The statement also said that Inglot MUA Pro and Student Cards can be used online at www. inglot.ie. Gift vouchers purchased in store can be redeemed by emailing customerservice@
inglotireland.com. Meantime, a major expansion of supports for businesses impacted by Covid-19 will be of huge benefit to Waterford during the pandemic, Senator John Cummins said. A package worth €1 billion in liquidity measures has been made available to businesses. An additional €450m of lending will be provided through the Strategic Banking Corporation of Ireland (SBCI) for SMEs in all sectors including agrifood, which will provide liquidity for rms.
Below par: Council may shut its only golf course
THE future of Williamstown Golf Course is in doubt with the local authority considering carrying out a review of the course, and possibly converting part or all of it into a public park. Located on the outskirts of the city, the 130-acre grounds is owned by Waterford Council and is the only publicly owned golf club in the south east. Green Party Councillor Jody Power has said the course should remain as is. He says the course is still popular and believes a lot of people are opposed to the move. A motion on the issue is s cheduled for a Waterford Metropolitan meeting on Monday, July 20th from Councillor Mary Roche. Cllr Roche is requesting “that Waterford Forward Planning Unit will undertake an examination of the Municipal Golf Club with a view to establishing a Public Park and playground in the grounds”.
Pandemic’s ‘positive impact on homeless’ IMPROVED relationships between the Government and homeless/housing agencies has proven an unexpected but welcome development during the Covid-19 pandemic according to Pat Dennigan, Chief Executive of Focus Ireland. “The level of partnership that’s existed between various different agencies and organisations, like the Department (of Housing), local authorities and the HSE and charities such as ourselves, has been fantastic and has worked really well in keeping people safe during that time and we need to learn from that and continue that level of partnership into a non-lockdown environment,” he said, speaking at the presentation of PETE (Preparation for Education Training and Employment) awards to 17 graduates at its Parliament Street premises (pictured). “In recent months we’ve seen a fall in homelessness figures due to restrictions such as the Eviction Moratorium and a freeze on rents and in addition we’ve been working successfully with the State, local authorities and the HSE in that regard.” He said Focus Ireland had had a positive meeting with new Minister for Housing Darragh O’Brien about his plans for the
future and about how both parties could work better into the future to achieve the desired results. “I’m hopeful of really continued progress for both Waterford and the rest of the country in this regard.” Mr Dennigan said the emergency measures introduced at the outset of the lockdown “have had a tremendous effect, be it the moratorium on evictions of the rent freeze but also on the switchover of properties that were previously Air B&Bs into long-term housing, that’s all been really welcome”. He said: “I think the danger and the risk that we face now is that if we don’t manage the removal of those restrictions properly, we could very well see a surge in homelessness and we need to make sure that that doesn’t happen – and it’s a message we’ve been speaking about a little bit but also working with Minister O’Brien. That was one of the messages we’ve been emphasising with him; he’s very aware of it and he’s making plans to alleviate that.” “We mightn’t have Covid-19 behind us yet but we are nonetheless re-emerging. To see the life and energy coming back into an area like this in such a historic part of Waterford is fantastic,” he said.
Residents living in fear of arsonsists
A NUMBER of fires started maliciously in the Carrickpherish area of Waterford City is causing fear among the residents of Gracedieu and Carrickpherish. They have been subjected to fires started near their properties on a regular basis, sometimes several times in a week. The arson attacks come after a shooting outside Mount Suir estate, attacks on children and attacks on homes. Local Fianna Fail Councillor Eamon Quinlan said: “I have been liaising with locals for a long time who have had their windows smashed in, tyres on their cars slashed and now fires started adjacent to their homes on a regular basis. “While some appears to be random anti-social behaviour, it has been clear there is a con-
certed effort to target specific homes to drive out residents and then systematically move onto other homes. At one stage we had almost a dozen boarded up houses in Blackberry Fields estate. “I have dozens of transfer requests logged with myself alone from people looking to get out of the area as they feel it is just unsafe.” Estate agents said they had homes on their books for almost two years that they could not sell, despite a housing crisis. Cllr Quinlan said: “The council can continue to pay lip service to the idea that they want an expansion of private estates but who in their right mind is going to mortgage themselves up to the hilt to face local grief on an unparalleled scale?”

Lucky Jack - and we were lucky too
N
apoleon wished for lucky generals. It is also a useful attribute for football managers and Jack Charlton was a lucky manager. He was lucky to get the Ireland job, for a start. The contenders included former Liverpool boss Bob Paisley who had a much more distinguished record in club management. The decision rested with an unwieldy panel from the FAI. Paisley, who had lead Liverpool to three European Cups and six English league titles, had the support of most of the 19 members but, in the course of a bewildering process of votes and eliminations, at least one delegate changed allegiance and the job went to Charlton, who had a relatively unimpressive history of managing Middlesborough, Sheffield Wednesday, and Newcastle, where he quit after being booed by the fans. I was at Lansdowne Road for Big Jack’s first game in charge and it was a depressing affair. We lost 1-0 to Wales, somewhat
Michael Wolsey against the run of play; not that there was much play. Both sides had packed defences, their only plan of attack being to hoof long balls forward and hope someone might get on the end of one of them. I was dismayed but not surprised. It was what I had expected from a manager who boasted of his own days as a central defender: “I wasn’t very good at playing football, but I was very good at stopping other people playing football.” But Jack was lucky. He had inherited arguably the best Irish squad ever and decent results were bound to come. Charlton took over directly from Eoin Hand but, really, this was the team John Giles had
built, the team of Liam Brady, David O’Leary, Paul McGrath, Frank Stapleton, Kevin Moran, Mark Lawrenson and Ronnie Whelan. Giles was not a lucky manager. His Ireland sides came within an inch of qualifying for both the European Championship and World Cup finals but were denied by fluke results and bad decisions by referees.
The 1978 World Cup qualifiers were particularly cruel. A crucial match against Bulgaria ended in defeat after Ireland were denied an obvious penalty and had a perfectly good goal ruled offside. It was Bulgaria, appropriately, who made the reputation of Jack Charlton back in the European heats of 1987. In total defiance of the form book, they
lost to Scotland giving Ireland a qualification we had neither expected nor deserved. It was the Republic’s first appearance in the finals of a big competition and the team that Giles built went on to do great things, including a win over England. Lucky Jack came back in triumph to find himself a national hero. There was one aspect of his
career as Ireland manager for which Jack Charlton required no luck. His rapport with the Irish fans was genuine and sprang from the down-to-earth nature of the man with the flat cap and the Geordie accent, who liked pints and fishing and couldn’t remember names. Charlton didn’t have to work at that relationship. He liked what the fans liked. They spoke the same language, albeit in different accents. The fans never really warmed to John Giles, although most would concede he was a much finer footballer than Charlton. Pundits enthused over Giles’s tactical know-how and Eamon Dunphy elevated him to the heights of a soccer messiah. But for the fans it was no contest. They respected Giles but they loved the man in the cap who brought them success, celebrated with a Guinness, and declared: “Soccer is a man’s game, not an outing for mambypambies.” It was a match made in footballing heaven. Jack Charlton was lucky to have found the Republic of Ireland and we were lucky to have known Big Jack.
Politically Exposed Person
A Politically Exposed Person (PEP) is an individual who is or has been entrusted with a prominent public function. Many Politically Exposed Persons hold positions of influence and as a result carry a greater risk, if their influence is abused for the purpose of money laundering, corruption or bribery. In addition to that, any close business associates or family member of these people may also be deemed as being a risk and therefore could also be added to the PEP list. Examples of PEPs are: ·Senior official of a major political party ·Senior official in the executive, legislative, administrative, military, or judicial branch of a government ·Senior executive of a government owned commercial enterprise or corporation. ·Any individual known to be a personal or professional associate of a PEP ·An immediate family member

of a PEP; e.g. spouse, parents, siblings, children. The 4th Anti Money Laundering Directive (AMLD4) was transposed into Irish law on the 26th June 2017 in order to combat money laundering and terrorist financing. AMLD4 has broadened the scope to include domestic PEPs, rather than just foreign PEPs. The directive also brought enhanced vigilance, obliging financial brokers to review their customer registers to determine if Enhanced Due Diligence needs to be applied, i.e. reviewing the source of

customers’ wealth and funds. These enhanced measures also apply when taking on new customers. New and existing customers may not initially meet the definition of a PEP, but may subsequently become one during the course of a business relationship with the broker. Financial brokers have an obligation to undertake regular and on-going screening of their customer base and the customers’ beneficial owners (where relevant), to ensure that they have identified all PEPs. The frequency of PEP screening must be determined by the financial broker in line with their Business Risk Assessment. AML checks are essential in assisting financial services and other regulated firms to safeguard against white-collar crime such as money laundering, corruption or fraud. If these activities are not identified there can be serious consequences both for the business in question and Irish society.

Nailed it: Local jobs plan from hardware firms
AN extensive plan which could create large numbers of jobs in Waterford has been launched by Hardware Association Ireland (HAI). The plan, entitled ‘Rebuilding Our Future’, aims to kickstart the local economy in Waterford post-Covid by encouraging home retrofitting and renovations. The plan would be a major boost for local businesses, construction workers and tradespeople, especially in areas outside Dublin. It involves serious incentives and supports for making homes more energy efficient and will support existing local businesses and tradespeople by allowing homeowners to claim tax back on home renovation works. According to HAI Chief Executive Martin Markey, the plan will help Waterford bounce back post-Covid-19: “The
plan has a number of key recommendations that will be good for jobs and the economy in Waterford. “We need to get people back to work and create demand for sustainable jobs in areas outside Dublin. Our plan does just that and we need it now more than ever.’’ Mr Markey went on to say; ‘’Not only will this plan help homeowners save money on renovating and retrofitting their homes, it will support local businesses through this crisis and create sustainable jobs in Waterford for years to come. “It will also reduce our carbon emissions. In the coming weeks and months we will be engaging strongly with the Government and putting our case to them that the ‘Rebuilding Our Future’ plan is good for local jobs and local economies across Ireland. “It delivers a badly needed
shot in the arm for the economy and the construction sector across Ireland.’’ The four key pillars of plan are: * Re-introducing the Home Renovation Incentive Ccheme from 2020-2023 to encourage homeowners and landlords to renovate their properties. * Encouraging homeowners to retrofit by using the Home Renovation Incentive Scheme. * Providing incentives for first-time buyers by including second-hand homes in the Help to Buy Incentive Scheme. * Providing more incentives for training and upskilling employees in the sector. Hardware Association Ireland is the representative body for Irish hardware and DIY retailers, builders’ merchants, distributers and manufacturers. It represents over 400 members nationwide and 26,000 staff in the sector.

‘Urgent need to clear’ Covid-19 hit waiting list
Waterford party video goes viral in the UK
A VIDEO of Gardaí breaking up a house party in Waterford has been circulating on social media with the claim that it allegedly shows English police at a house in Leicester. The midlands city had been ordered into lockdown because of a sudden surge. Social media posts have suggested the house party is typical of the behaviour that caused the problem, In fact, the footage shows Gardaí breaking up a house party in Waterford. The truth has been revealed by a fact-check service operated by the Reuters news agency. Reuters reports: “Social media users have been sharing a video showing dozens of teenagers purportedly attending a house party in the English city of Leicester, which has seen a surge in coronavirus cases. “The post falsely claims that the video was filmed in the UK midlands city, where the government tightened lockdown rules on June 29 in response to the rise in cases. “The footage actually shows police breaking up a house party in Waterford.”

Blues score with Daryl
DARYL MURPHY is set to join his home-town club Waterford for the rest of the season. Fears had been raised about the future of the Blues under owner Lee Power during lockdown but the signing of Murphy, and the appointment of former Ireland international John Sheridan, shows he means business. Murphy — who won 33 caps for Ireland — recently turned 37 and is coming home to join his wife and children living in Waterford. He mapped out a successful cross-channel career after
leaving the Blues in 2005, featuring for Sunderland in the Premier League, and his 27 goals at Ipswich Town earned him the Championship Golden Boot in 2015. The veteran striker last lined out with League One strugglers Bolton Wanderers. A 12-point deduction meant relegation was always the likely outcome when Murphy signed last summer but he
played his part in fighting their battle by scoring eight times. Waterford won two of their four games before Covid-19 suspended fixtures in mid-March. Club owner Power has outlined his annoyance at the FAI’s decision to retain the system in which two top-flight clubs could be relegated at the end of a season cut in half.
WAITING list figures from the National Treatment Purchase Fund show the urgent need for a healthcare catch-up programme, according to Sinn Féin spokesperson on Health David Cullinane TD. “The latest figures show that up until the end of June, 84,223 patients were waiting for an appointment for inpatient or day case treatment. “A total 35,878 patients were waiting to receive an appointment for their GI Endoscopy, while a staggering 584,398 patients were waiting for a first hospital outpatient consultation. “Even more worrying is that 131,134 patients are waiting 18 months or more simply to see a consultant,” he said. “Covid-19 has exposed the deep crisis and lack of capacity in our acute hospital settings. There is also an urgent need for a roadmap to reopen all forms of healthcare. This must involve restarting all screening services, a catch-up programme for missed care, mental health
services, and a plan for each acute hospital.” “Longer term, there is a need for a fresh plan for healthcare. No more can we tolerate a recruitment and retention embargo for frontline staff or long delays for capital projects. No more can we tolerate long wait times due to Government inaction.” Deputy Cullinane said frontline staff had been tremendous in combating this virus and keeping patients safe. It was vital that in the short term we put in place a plan that is mindful of the pressures healthcare professionals are under as well as preparing for a potential second wave of Covid-19 or a winter surge. “Minister Stephen Donnelly needs to step up to the plate. We need to urgently see his plan and roadmap for reopening our healthcare system and how he plans addressing the issue of missed care due to Covid-19. I will be raising these matters in the Dáil next week directly with Minister Donnelly.”

Seabird Summer
book of the week
with Justin Ivory
Bramble flowers (Photo Justin Ivory) There’s nothing quite like visiting a rocky shoreline or offshore island in summer to experience the sights, sounds and smells of seabird colonies. If you have not done so yet, your window of opportunity is closing fast as in the next few weeks the colonies will empty as the birds head out to the open ocean for the winter. So what seabirds are you likely to see if you do make it to one of these seabird cities as they are sometimes known. Well, depending on the exact location, you can expect to see Puffin, Gannet, Razorbill, Guillemot, Black Guillemot, Kittiwake, Fulmar, Shag, Cormorant, Herring Gull and Great Black-backed Gull. Good locations on the East and Southeast coast are Howth, Bray and Wicklow Heads, and Ireland’s Eye, Dalkey Island and the Saltee Islands. Below is a rogue’s gallery of the usual suspects!

BUSINESS of the week
For people who have lived for centuries without ageing, the lead characters in Gina Prince-Bythewood’s action movie seem remarkably short of good anecdotes. A gang of soldiers (led by Charlize Theron) who keep coming back from the dead, they talk mainly about the pain of outliving their loved ones. This melancholy tone may impress fans of earnest fantasy drama, who also might not mind that the film, a Netflix release, often has the air of a television series. If, however, you’re just looking for an excuse to eat popcorn at home, you’ll want something with more flair and better action scenes.

In loving memory of Teresa Sheridan, late of 262 Larchville, who died on 12th July, 2003. A golden heart stopped beating, Hard working hands at rest, God broke our hearts to prove He only takes the best, They say that memories are golden, And maybe that is true, But I never wanted memories, I only wanted you, Your life was love & labour Your love for your family true, You did your best for all of us And I will always remember you. God saw you getting tired, When a cure was not to be, He closed his arms around you, And whispered “come with me”. The one who worked so hard for us, Is resting at Gods will, Two tired eyes are sleeping, Two willing hands are still. -From your loving husband Paddy He held your hand and whispered low, Come with me Teresa, it’s time to go, If tears could build a stairway And memories a lane, I’d walk right up to Heaven And bring you home again. For no one knows the heartache, That lies behind my smile, No one knows how many times, I’ve broken down and cried, I want to tell you something Mam, So there won’t be any doubt, You’re so wonderful to think about, But so hard to live without. Take care of her Lord as she takes her rest, For she was one of the best. -From your son Tony, daughter in law Anne-Marie and grandchildren Kate and Abbie. Tony, They say memories are golden, Well maybe that’s true, I never wanted memories, I only wanted you, A million times I’ve needed you, A million times I’ve cried, If love alone could have saved you, You never would have died, In life I loved you dearly, In death I love you still, In my heart you hold a place, No one can fill, If tears could build a stairway, And heartache make a lane, I’d walk the path to Heaven, And bring you back again, Your time on earth has ended, And nothing seems the same. - I miss you so much, your loving wife Mary xxxx Dad, You went from us so suddenly, You did not say goodbye, You left us here behind you, To grieve and wonder why, Our hearts are full of memories, With pride we speak your name, Though life goes on without you, It will never be the same, We hold you close within our
2nd Anniversary Margaret Dalton
Dad, There never comes a moment, That we don’t think of you, Or a day that passes, That your face is not in view, And when we’re feeling lonely, And tears come to our eyes, We think of you at peace now, And we know we should not cry, We try to hide the heartache, As you want us to, And when we shed a tear, No one knows but you. - From your son Ian and daughter-in-law Sue Dad, I hide the tears, When I speak your name, But the ache in my heart, Is still the same, Though I smile and seem carefree, No one misses you more than me, To me you were very special, What more is there to say, I only wish with all my heart, That you were here today. - From your daughter Aoife Grandad, What we’d give if we could say, “Hello Grandad”, in the same old way, To hear your voice, see you smile, To sit with you and chat awhile, So you who have your grandad, Cherish him with care, For you’ll never know the heartache, Till you see his vacant chair, - Love you so much, miss you, from your grandkids Chloe, Adam & Lauren Dylan

I never knew that day in July, That sorrow was so near, That God was going to take you, The Dad we loved so dear, Your pleasures were simple, And your wants were few, You did not deserve, What you went through, God saw you getting tired, And a cure was not to be, So He put His arms around you, And whispered come to me, A golden heart stopped beating, Hard working hands at rest, God broke our hearts to prove, He only takes the best, If memories bring us closer, Then we are never far apart, God has you in His keeping, While we have you in our hearts. - Always loved and sadly missed from son John, daughters Liz, Dolores, Marguerite and family, grandchildren and great grandchildren
