Water warning as supply is hit HOUSEHOLDERS across a wide area of Waterford county have been asked to save water following a “technical issue” at a treatment plant. The plant services the Ballylaneen, Kill and Bonmahon Water Supply Scheme. Irish Water and Waterford City and County Council are asking customers in the Kill, Ballylaneen, Bunmahon, Ballyvadden, Kildwan, Ballinasissla, Annestown and Kilmurrin areas to conserve water. In a joint statement they say: “It is important to continue to follow the HSE guidance on hand washing at this time and while handwashing remains a priority, simple water conservation efforts can have a big impact on reducing demand on the supply. “Turning off the tap while brushing your teeth and shaving can save up to six litres of water per minute. Taking a shower instead of a bath, or using a watering can rather than a hose

A number of issues can arise when buildings are left un-used. These include leaks, blockages in pipes from fats, oils or greases; dead rodents in water tanks that can cause contamination and stagnant water in plumbing and cooling systems that can create serious health risks such as Legionnaires’ disease. Showtime ... the festivals will go on
TWO of Waterford’s most popular festivals are making plans to go ahead this year. The Imagine Arts Festival hopes to stage events at venues across the city from October 16 to 25 and the Waterford Walls team plans to move from the traditional weekend set-up and to spread the festival across 45 days, from the 15 July to 28 August. The Walls team has reorganised and restructured the festival to allow for any Covid-19 restrictions. Each artist will have five days to create an art piece. All social distancing recommendations and safety protocols will be adhered to, and their process will be documented and shared online in real time. Each artist wil arrive individually to paint their own wall and will be replaced by another artist once they have left the city. The Irish artists will begin to arrive in July, and international artists are scheduled to arrive in August during Phase Five of the Government’s recovery roadmap. However Waterford Walls is prepared for possible restrictions at this time, and has put in place a contingency plan where international
artists could arrive later once travel and quarantine restrictions have eased. The organiser’s of the 2020 Imagine Arts Festival are hard at work reimagining the layout and programme for their festival. Festival Manager Nora Boland said: “We are pllanning a festival with parameters of safety in order to ensure every possibility of the festival proceeding fully.” Imagine is putting out an open call for local performing
artists to send the festival team proposals for their works. The festival will be in a position to grant-aid three works for the 2020 programme. Suggestions and ideas are welcome to give a broad variety of the arts, including from theatre people, dancers, circus and multidisciplinary groups and ,of the three selected, one will be offered a commission for the 2021 festival. City is well suited for remote working
WATERFORD city is well suited to social distancing measures and remote working, a study has found. Dr Frank Crowley and Dr Justin Doran of UCC found that social distancing and remote work can best be conducted in the Greater Dublin region, Waterford and the other provincial city regions. It identifies the jobs most suited to social distancing as secretarial and related occupations, science, research, engineering and technology and customer service occupations. Those with the most potential for remote working include teaching, customer service, media and public service. Jobs with the least social distancing potential include gardaí, firefighters, transport and health professionals. Jobs with the least remote working potential include skilled agriculture and related trades. “The Government needs to consider carefully how local and regional policy settings could be redesigned,” said Dr Crowley.
Cash boost as small firms prepare for work return AS Waterford begins the gradual return to work, small businesses are being urgd to consider the Government’s €250m Restart Grant to help them with the costs associated with re-opening and re-employing workers . It is now open for applications through the Waterford City and County Council website. The grant will be available to businesses with a turnover of less than €5m and employing 50 people or less, which were closed or suffered at least a 25% reduction in turnover up to the end of June . Michael Walsh, Chief Executive of Waterford City and County Council welcomed the initiative and said that these grants will help local small businesses that were damaged by Covid-19 restrictions. Applications for the Restart Grant can be made via www. waterfordcouncil.ie and the closing date for receipt of applications is August 31. Waterford senator John
Cummins explained that the grants available range between €2,000 and €10,000. “Small businesses are the lifeblood of the local economy here in Waterford and they will be crucial to Ireland’s economic recovery,” said the Fine Gael senator. Bigger comanies have also been getting back to business, including Dawn Meats, which had closed its doors on March 18. It had redeployed workers to other parts of its business but they are now back at the Carrolls Cross plant, making burgers for McDonald’s restaurants which are starting to reopen across Europe Measures have been introduced to ensure social distancing and a safe production environment is maintained at all times. They include enhanced cleaning of contact surfaces and communal areas, installation of protective perspex screens and issuance of visors for use by staff.
‘Watershed’ for our cardiac health care A TD has said a pledge given by Taoiseach Varadkar “marks a watershed in South East cardiac care”. The Taoiseach was responding to Independent deputy Matt Shanahan who rasised in the Dáil the long-running issue of cath labs to conduct diagnostic procedures for heart problems in Waterford. The removal of a mobile cath lab from University Hospital Waterford (UHW) and servicing work on the main lab, has left the South East with only one fucntioning cath lab, at UPMC’s Whitfield Hospital Mr Shanahan spoke with the Taoiseach after the Dáil session and said Mr Varadkar appeared “bemused regarding the funding delay which appears to have significantly slowed progress on the project.” The Taoiseach said his understanding was that capital required had transferred from the Health Department to the HSE and it was his intention to follow up the position with the HSE.
“Today marks a watershed in South East cardiac care,” said Mr Shanahan. “For the first time we have a clear, unambiguous commitment from the Taoiseach and leader of Government, stated on the Dáil record, that our South East cardiac care service will finally receive the capital investment required to upgrade our existing facilities and to build the additional cath lab facility which is the key to delivering a future 24/7 cardiac care service in the South East.” The Department of Health,meanwhile, has outlined the timelines for the completion of refurbishment works to the existing cath lab at University Hospital Waterford and the publication of the tender for the second permanent cath lab. In correspondence sent to Senator John Cummins, in response to questions, Health Minister Simon Harris said the tender for a second lab would be issued in July and refurbishment of the existing lab should be finished by late July.

f we were to compile a European league of success in handling the Covid crisis there is no doubt that Germany would be up with the best and the UK down near the bottom. The German government moved swiftly to impose a disciplined lockdown whereas Britain’s leaders dithered and dallied, issuing confusing and often contradictory advice. But it wasn’t only the quality of leadership that made the difference. Germany’s health system was in good working order from the onset of the crisis. It wasn’t short of respirators or protective clothing. It wasn’t short-staffed and there was no danger of its intensive care wards being swamped. By contrast, Britain’s National Health Service, once the envy of the world, was creaking at its joints - the staff overworked and hospitals under-funded. So it surprises me when I hear people say that Ireland should follow the NHS model. It is a mantra repeated frequently when discussion turns
Michael Wolsey to what our health system should look like after the Corona crisis has passed. Certainly we should not go back to the system we had, which creaked even more than Britain’s. But if we are going to copy a model, surely we should look at one of the best, not one that has failed. And the German model has a practical advantage, in that its broad structures are not so very different from our own. It, too, mixes private and public health care, using the same staff and, in most cases, the same hospitals and clinics. The big difference is that all German residents must have
health insurance. For people earning less than €62,550 (not a bad annual salary, even by German standards) the insurance is
paid for by employers, employees and the government via tax concessions. The insurance is provided
by a number of not-for-profit ‘sickness funds’, strictly regulated to ensure value for money. If you earn more, you can top up your benefit with insurance bought from a private company. This will get hospital patients a private ward, probably a nicer ward, and their choice of doctor. It may also push them up the waiting list for elective treatment, although waiting lists in Germany are so short that this isn’t really an issue. Germans can also opt for entirely private treatment in facilities built and financed by private companies, but this is so expensive only the very wealthy choose to do it. Everyone else is in the same boat, although some are travelling in the first-class lounge. Everyone ends up getting the same level of care in the same hospital. If you can afford it - and choose to spend your money that way - you can have the deluxe package, but the difference won’t be huge. Since the money spent on the German health system comes from insurance funds, it is ring-
fenced and does not go up or down with the economy or at the whim of governments. This has allowed for steady, consistent investment in health, which is why the German system works so well. Sláintecare, the ten-year programme to which all Ireland’s main political parties have given nominal support, is committed to providing health insurance for everyone under a National Health Fund. It aims for a “single tier health system” but is vague about what that actually means and about what will happen to all the people who have made a lifetime investment in private health insurance and what will happen to health funding if they all withdraw from that insurance. Sláintecare seems intent on eliminating choice whereas the German system encourages it within clearly defined boundaries. It squares as well with Sláintecare as the British system does and is a better example to follow than that of our sadly ailing neighbour.
What is a vulnerable client?
On RTE Radio long ago, Frankie Byrne used to say “this may not be your problem now but it could be some day”. Many of you know people who might be ‘vulnerable’. A vulnerable client is defined as “someone who, due to their personal circumstances, is especially susceptible to detriment, particularly when a firm is not acting with appropriate levels of care”. There are four key drivers of vulnerability: Health – physical disability, severe or long term illness, hearing or visual impairments, poor mental health, low mental capacity, or cognitive disabilities. Life events – caring responsibilities, bereavement, income shock, relationship breakdown, non-standard requirements (ex-offenders, care leavers, refugees). Resilience – low or erratic income, over indebtedness, low savings, low emotional resilience, lack of support structure.

Green light for work on drainage at cemetery LONG awaited drainage work on a cemetery at Tramore is expected to start soon. The tender for work at St Declan’s Cemetery off the Estuary Road will be awarded to a contractor “within weeks”, said Councillor Eamon Quinlan. “We will insist on works commencing during the summer and to have everything completed this side of September,” promised the Fianna Fáil councillor. He explained: “The works will address the long-running issue of water logging in the graveyard, even within individual graves, which has caused great distress to local families.” The work will change the way rain water is drained from the site and create small paths running between graves . “I have been trying to pin down money for this project for literally years,” said Cllr Quinlan. “I was fearful that the collapse in income resulting from the Covid-19 pandemic would derail our plan but thankfully all issues have been resolved.”

Hospital wins in long run
THE acute mental health facility at University Hospital Waterford (UHW) has benefitted from an extraordinary fundraising drive by a Waterford athlete. Frank Quinlan, an experienced marathon runner and member of Waterford Athletic and Triathlon Clubs, ran 21 kilometres every day for 21 consecutive days, all within two kilometres of his home in Hillview. Through sponsorship he raised more than €14,000 for various causes involving
front line health care workers and the promotion of mental health and suicide prevention. Frank visited the Department of Psychiatry at UHW to meet team members and to donate €3,000 towards the programme of recovery and recreation for inpatients of the facility. SEVERAL new online scams have surfaced in Waterford as con merchants try to take advantage of the Corona-19 crisis. People have been offered face masks, gloves and hand sanitiser from dodgy or nonextistent companies. One scam even offers a cure for the virus. Another scam on the increase involves messages claiming to be from courier companies. Typically the intended victim will receive an email that claims they are due a package which couldn’t be delivered as “delivery address provided for this parcel is incomplete.” Victims are told they will have to pay for “scheduling a new delivery” and are asked to to submit credit or debit card details. Another scam involves ‘Microsoft quarantine’. It tells intended victims that several emails addressed to them are being withheld by “Microsoft quarantine”, due to an “internal mail error”. The victim is asked to
“review” the emails. To do that, they have to log into their Microsoft account, which is where the cybercriminals harvest their log-in details. A ‘Google quarantine’ variant of this scam has also been reported. Esset (Enjoy Safer Technology) Ireland advises everyone to ignore such emails. Do not click on the links or attachments they contain. Mark them as spam and warn your friends about them. Ireland South MEP Deirdre Clune said she was aware of increased scaming and it was important to be vigilant. “The advice is to never give out your account details unless you are absolutely certain it is to a trusted source,” she said. She pointed out that certain practices are prohibited in the EU, including falsely claiming a product can cure an illness or falsely claiming that it is in short supply. Any claim made by a trader that their product can cure an illness needs to be backed up by evidence.
A GLOBAL company is planning to expand its a base in Waterford and where it employs some 150 people. West Pharmaceutical Products has applied to Waterford City and County Council for an extension to the planning permission they were granted five years ago to build a campus at Knockhouse Lower just off Waterford’s Ring Road. The US pharma giant completed construction of the main campus in July 2018 and since then has been creating packaging components for insulin injector cartridges and other high-value packaging components. The existing facility covers 20,000 sq mt and the application is for 6,500 sq mts. A decision on the application is due from Waterford council by the middle of July. Another planning application
awaiting a decision from the council would turn an historic building into a major tourism accommodation venture . George and Philomena Horsom are seeking to create 24 new guest bedrooms at Barry’s Warehouse in the Tannery Building on the corner of Quay Street and Queen Street in Dungarvan. The owners have made an application for change of use to guest accomodation of the existing building which includes a restaurant, function room, kitchen and laundry room. The plans would see the creation of a reception area at ground floor level, and the transformation of the function and restaurant area into four ensuite guest rooms. A decision is also expected in July. It has emerged that Covid-19 restrictions have created a backlog of council planning
restrictions. But a Government order suspending all statutory planning periods, including periods of public consultation, has now been lifted. “What this means in effect is that the planning authority can recommence the issuing of decisions on planning applications,” council chief executive Michael Walsh told councillors in a briefing document. Waterford council currently has 191 planning applications in its system, delayed as a result of the temporary suspension, and these decisions are due over the next eight weeks. Councillors were told that the busiest period will be the week starting on 13 July in which 107 separate planning applications are due to be decided. This is almost five times the number of applications that were decided in the same week last year.

Cuckooflower (Photo Justin Ivory) One of my favourite flowers, the Cuckooflower (Cardamine pratensis) has been in bloom for the last few weeks and will be well into June. Bearing beautiful, delicate flowers consisting of four broad petals ranging from white to lilac or deep pink in colour, it is hard to imagine that this little beauty is a member of the cabbage (Brassicaceae) family! This little gem is widespread and can be found in marshes and damp meadows and pastures. It gains the name Cuckooflower from the fact that it flowers in April and May when the cuckoos arrive and are singing. It is also known as Lady’s Smock as apparently the flower resembles the smock dresses worn by milkmaids in times past.
Male Orange Tip (Photo Justin Ivory) Not only is the Cuckooflower an exquisite little beauty it also plays a very important role as the larval foodplant of one of my favourite butterflies – the Orange Tip (Anthocaris cardamines). One of the earlier butterflies on the wing, the handsome male with its unmistakable bright orange wingtips, is a real harbinger of spring. The female lacks the orange wingtips and can be mistaken for the Small White, but both sexes have a lovely mottled green underwing which distinguishes them from other species. Female Orange Tips lay their orange, bottle-shaped eggs on the underside of flower buds of mainly the Cuckooflower, but also other crucifers such as Honesty. On hatching the pale, blue-green caterpillars feed on the developing seedpods. After 3 to 4 weeks the caterpillar leaves the foodplant and finds a new location before forming a chrysalis (known as pupating) among dry vegetation. The chrysalis remains here for 10 months until next April when the new adult butterfly emerges.
