The council is at the first stage of making a development plan for the city and county and is looking for public submissions. It has opened an online consultation portal on its website. The portal has all the relevant documents for the first stage of the process. They set out the the background and context to the Waterford Development Plan and specific areas for consideration, including suggestions on sustainable transport, economy, environment, employment and education. “IT’S a fantastic honour,” said John O’Shea when he accepted the award as Waterford’s Greatest Sporting Hero. The Manchester United and Ireland legend was voted simply the best by listeners of WLR. He was joined (picture) by his wife Yvonne, mother Mary and children Alfie, Ruby and Penny, when he accepted the beautiful Waterford Crystal trophy.
“I’ve always been proud to represent Waterford all around the world, especially when I know the depth of talent that Waterford has in such a variety of sports,” he said. “Just to be in the mix was a great honour and to come out on top is very special.” John has been capped for Ireland 118 times and played for Man United 393 times playing in all positions in the defensive line as well as in
midfield, averaging 45 games a season across ten years. Des Whelan, Managing Director of WLR, paid tribute to John for his outstanding list of achievements and honours throughout his career – but also for being such a great role model for the young people of Waterford and as an ambassador for the county. It’s time to call out the mobile litter louts
CALL out litter louts - that’s the message from Waterford City and County Council. The council has declared war on people who chuck plastic bottles and such things as empty coffee containers from their cars. It has joined foreces with councils in Carlow, Kilkenny and Wexford to stamp out the scourge in the South East. If you are with someone who throws litter from a car, call them out say the councils. “The National Litter Monitoring Survey reports that 64.4% of littering is caused by passing pedestrians and motorists,” said Ella Ryan, Environmental Awareness Officer for Waterford council. “It’s easy to blame the local take-aways or motorway service stations but it’s up to each individual to ensure that their litter is appropriately disposed of, and we hope that the Call Out Litter Louts campaign will encourage everybody in our communities to act and call out this filthy behaviour.”
WATERFORD could have a new international city on its doorstep if a Hong Kong businessman has his way. The bizarre story has been revealed by an English newspaper from documents released under freedom of information rules. It reported that Ivan Ko has been looking at potential sites, in Ireland and other countries, for a new international city, because of the unstable political situation created by mainland China’s takeover of Hong Kong . A site close to Waterford has been considered along with a site between Drogheda and Dundalk, one to the east of Galway city, a site to the north of Limerick city, one to the east of Cork city and one near Tralee. The Times of London reported that officials have been discussing the plan with the Victoria Harbour Group, an international charter city investment company, since December .According to the newspaper,, documents released under freedom of information reveal that a number of meetings took place in Ireland and Hong Kong about a 500 sq km area of land for the new city which would be home to tens of thousands of
Hong Kong residents. In December, Mr Ko wrote that he wanted to invite “relevant institutions, agencies, major corporations and/or brilliant talents and experts from Ireland” to get involved with the ‘Sim City’ project. Regional director in the Asia Pacific Unit of the Department of Foreign Affairs, Tim Mawe, wrote back: “Many thanks for your message and for the interesting conversation last week.” He added: “As regards Sim City, I note that you will be in touch with David and I again. At that point, we can see what to do next.” David Costello is Consul General for Ireland in Hong Kong. On January 9, Mr Ko emailed again, attaching a presentation explaining the project. “We would like to prepare the attached draft proposal for the consideration of your country,” he said. He added: “Over the last few months, we have formed a group of core members and a group of volunteers to work on various topics relating to this international charter city (ICC). I hope we you can bring this up to your President, the honorable Michael Higgin and his colleagues.”
Report puts county on pollution red list
A DISTRUBING risk of water pollution has been revealed in Waterford. The county is placed in a red zone with five others that have a poor record for fixing the problems which can arise when septic tanks are close to a well or a threat to drinking water in some other way. Of 28 such Domestic Waste Water Treatment Systems inspected in Waterford between 2013 and 2019. only a little over half (54%) were fixed. Although the number of defective sysems was not particularly high in Waterford, the rate of repair was one of the worst in the country. Green Party councillor Susan Gallagher, who lectures in Civil Engineering at Waterford
Institute of Technology, said she is concerned by the public health implications. “Infectious diseases caused by these organisms are especially serious for the elderly, the very young, pregnant people and those with decreased immunity,” she warned. Green Party TD Marc Ó Cathasaigh advised householders to maintain septic tanks by having them cleaned out regularly and making sure they are not leaking. He said grants are available to cover 85% of the costs of fixing the problem. “In the meantime, we would call on Waterford Council to expedite the process of remedying the issues identified in this report,” he said.

Would you clap hands for Linfield?
L
oyalist supporters of Linfield football club caused serious trouble in Dundalk during and after a European Cup match in 1979 . The rioting opened a wound in Irish soccer that hadn’t fully healed 25 years later when Shelbourne were drawn against Glentoran, Linfield’s arch rivals from equally loyalist east Belfast. Violence was feared and steps were taken to bus the Glentoran fans directly home from Tolka Park. On the night-desk of the Irish Independent we got word that some of the Belfast contingent had escaped the cordon and were drinking in a pub frequented by Shelbourne fans. We dispatched a reporter and photographer but they came back with the news that there was no trouble. Both sets of supporters were getting on well and the Shels’ fans were singing a song the Glens’ followers had taught them: “If you hate Linfield wankers clap your hands”. Michael Wolsey tentative plans for an all-Ireland football league but the goodwill shown by the Glentoran and Shelbourne supporters revived the prospect and the proposal has surfaced regularly ever since. The latest plan is the most hopeful I can recall, because it has the support of all the senior clubs in the League of Ireland and all but two of the clubs in its northern equivalent, the Irish League. Crucially, the clubs in favour include Linfield. Oddly, one of the two opposing the plan are Cliftonville, a north Belfast side with a mainly nationalist following who I would have expected to be all in favour of any league with a cross-border
element. But it is Linfield who matter most, since they are by some way the biggest and most influential club in Northern Ireland. They have a sad and woeful record of sectarianism, modelling themselves on Glasgow Rangers, with fans who wave the Union Jack as though it were the club flag and chant
about being ‘up to our knees in Fenian blood’. Fifty years ago, when I was growing up in Belfast, it was Linfield’s unofficial policy never to even have a Catholic on the team. That has all changed and Linfield most certainly have Catholics players, although I doubt if there are any Catholics among their supporters.
The ‘no taigs’ taboo had already been broken by 1994 when Pat Fenlon joined the club. Pat is Dubliner who has played and managed at Waterford, Shamrock Rovers, Shelbourne and Bohs. I know nothing about his religious beliefs, but it is safe to say he is not a Free Presbyterian. He became something of a hero at Windsor Park and was the star of an open-top bus ride along the Shankill Road after he scored goals which clinched a cup and league double for Linfield. “It was a fantastic dressing room and team to be part of,” he recalls. Fenlon, who is back with Linfield as their general manager, is interested in the new all-Ireland proposal. “It would be good to explore it,” he told an interviewer last week. “It is about discussion. Nobody gets hurt in a discussion.” Which, of course, could not be said of Linfield’s infamous visit to Dundalk in 1979. But the sides met two years ago and there was no trouble. Nobody can guarantee that meetings of clubs from north and south will always be peace-
ful but the same could be said of clashes between Shamrock Rovers and Bohemians or Drogheda and Dundalk. Always there will be slagging, sometimes it will be nasty and, occasionally, it will slide into lawlessness. If that happens, the forces of the law must intervene. An allIreland league does not threaten them with anything they can’t control. The league plan comes after three years of work by Kerry entrepreneur Kieran Lucid and a lengthy consultation process overseen by Dutch consultants, Hypercube. It has a complicated formula, with parallel leagues continuing to operate and the top sides then joining in a joint tournament. The FAI has given the plan its backing. The North’s IFA is being cautious but the northern clubs see it as a route to salvation for a domestic game that is dying on its feet. As Pat Fenlon says, it’s an idea that should be explored. For, as the Linfield motto (which is in Latin!) declares: Audaces Fortuna Juvat ... Fortune Favours the Bold.
Energy from waste – an investment opportunity Waste is not the most glamorous of technologies but the underlying economics in the UK are hugely compelling for investors. Call to open up vacant schools for new term
Races go closed-door to beat the virus hurdle
THE hugely popular August festival at Tramore racecourse is to be run behind closed doors. General Manager Owen Byrne said the board had taken the dificult dcecison based on government guidelines for Covid-19 restrictions. “I am disappointed to announce that our four-day festival will run behind closed doors in 2020,” he said. “With the festival just over three weeks away and, based on current Horse Racing Ireland and government health guidelines, we feel it is in the best interest of our customers health and safety to run without crowds this year.” The August festival is a big date in the social calendar with visitors from all over the country flocking to the seaside track. Last year it attracted record crowds with more than 21,000 spectators over the four days. Mr Byrne said they hoped to announce “several virtual events in the coming days that people can enjoy at home with friends or in the pubs and restaurants in Waterford and Tramore.”

Rail tourist boost heading our way on intercity special
WATERFORD is to be visited by holidaymakers travelling on a new deluxe train, coach and accommodation tour. The Emerald Pullman has enjoyed a big overseas following but has now changed its schedule to cater for Irish holidaymakers. Guests living outside Dublin can model their plan according to their preference,
joining the tour in Waterford, Cork, Limerick, Galway and Belfast. Guests boarding in Dublin can chose from segments of the tour. The seven-night, eight-day tour is on a private intercity train allocated by Iarnród Éireann to the Emerald Pullman service. The Waterford stop will
include a visit to Waterford Crystal and an overnight stay at the Granville Hotel. Emerald Pullman say the new tours are their response to the drop in overseas tourist numbers upon which their business normally relies and are aimed at providing something appealing to domestic travellers looking for a different home holiday.
COUNCILLORS in the Tramore area have been urged to ensure that there is sufficient space for children to return to the town’s schools in September. The call comes as one representative has compiled figures showing that Tramore is poorly served for schools in comprison to towns of similar size or smaller. People Before Profit (PBP) wants all education space in Tramore to be made ready to accommodate classes, with sufficient social distancing for both staff and students. “Tramore has two vacant schools which should be prepared immediately as suitable classrooms for September,” Úna Dunphy of PBP told Waterford Today. She pointed out that Tramore has two vacant schools - the CBS and Stella Maris - and said they should be prepared immediately as suitable classrooms. She called on six local councillors - Joe Kelly (Ind), Jim Griffin (SF),
Lola O’Sullivan (FG), Susan Gallagher (Greens), Eamon Quinlan (FF) and Joe Conway (Ind) - “to ensure that Tramore has a prompt reopening of schools with all physical space opened up where needed”. Cllr Conway, meanwhile, had produced figures showing that “Tramore is at the bottom of the pile when it comes to educational choice at second level”. He points out that Tramore, with a population, of 10,381, has just one secondlevel school, Ard Scoil na Mara, whereas Dungarvan (population 9,227) has four schools and New Ross (8,040) has five. Carrick on Suir, with a poplation of just 5,771, has three second level school. “There are at least three defunct educational sites in the town, but planners do not seem to look any further than the housing option for these,” Cllr Conway said in a statement. “It seems that the range of thinking cannot see past houses and, sadly, dereliction for Tramore,” he said.
Walls festival is under way, operating under a range of safety protocols, in line with Government guidelines on Covid-19 restrictions. Some atists have had to change their schedules. International headline artist, Case Maclaim, was due to arrive on July 22 from Germany to start on an exciting project - New Ross Walls - but changed his schedule and arrived last Friday. He is self-isolating for two weeks. He will then go to New Ross to
begin and complete just one of his three scheduled walls. He is using the time in quarantine to work on an exciting project, which will be available to see as a mobile installation later this summer.
Artist (15) on show at Tokyo world festival
WORK by a young Waterford artist is to go on display in Japan. The prize-winning artwork by Nadia Stefaniak (15) from Abbey Community College, Ferrybank, will go on exhibition at the 21st International High School Arts Festival in Tokyo from August 5. The work (pictured, right, with the artist) is entitled Colour Blast, an acrylic study which was a winning entry in last year’s Texaco Children’s Art Competition. The International High School Arts Festival is one of the most prestigious exhibitions to take place in Tokyo. Described as ‘a showcase for the world’s best young artistic talent’, it will feature some 400 artworks by students representing nations across the world. WALLS:

Last weekend half of the East Coast flocked to Bray to see the annual spectacle of the Bray Air Display. Well with the glorious weather we have had of late we are currently being treated to spectacular air displays anywhere there are a few flowers. These displays are more about beauty and grace rather than speed and power. Of course I am referring to our beautiful butterflies. Ireland has 32 resident and 3 common migrant butterfly species. Below is a selection of some that are on the wing at the moment. So take the time to go out and see these little beauties and even better report your sightings to the National Biodiversity Data Centre. Enjoy!

The new season of The Young Offenders which is based here in Cork, of course - is back and it is as bonkers as ever. The first episode aired on Friday night and saw Jock and Conor involved in a heist with a baby on board adding to the mayhem. Over the years we’ve seen the partners in crime jump into the River Lee, tell Roy Keane to F off and wee on their principal Barry Walsh aka PJ Gallagher. With the arrival of baby Star at the end of Season Two, fans were wondering will parenthood change Jock for the better.
A quiet comic drama about a woman going through a mid-thirties crisis while working as a nanny, Alex Thompson’s film could have built an entire story from formulas seen in other American indies. Instead it pays fresh attention to reality. Bridget, the well-adjusted but aimless protagonist (played by Kelly O’Sullivan, the film’s writer), has an abortion, and her feelings about this are a credible mixture. The film understands some of life’s particular challenges, and its awareness that these problems don’t have easy solutions is poignant, rather than being a glib cop-out.

This summer, a new exhibition in the Little Museum of Dublin celebrates Jack Charlton and the Irish soccer team that made it to the quarter-finals of the World Cup in 1990.
