Done deal: all set for a new cath lab A SECOND catheterisation . laboratory could be operating at University Hospital Waterford (UHW) within the next 18 months following confirmation that a contract has been awarded for its construction. Tom O’Brien Construction will begin work at the site in May and construction is expected to take a year. The Waterford-based contractor has a track record of delivering healthcare projects across the region and has worked previously with UHW. “The appointment of this contractor, alongside the awarding of a contract for an equipment supplier, are both huge steps forward in the delivery of the second cath lab at UHW and is very positive news for Waterford and the South East,” said Fianna Fáil TD Mary Butler, the Minister of State with responsibility for Mental Health and Older People. “I am delighted to be in a position to confirm that we have reached another milestone in this long-fought battle for

a second Cath Lab at UHW” A catheterisation laboratory is important for the diagnosis and early treatment of heart problems and there has been a long-running campaign for a second cath lab at UHW and also to have emergency cardiac care available around the clock. Sinn Féin’s spokesperson on health, the Waterford TD David Cullinane, welcomed the announcement. “It is a shining example of what is possible when local and regional politicians work together,” he said.. He promised he would continue to campaign for full 24/7 emergency cardiac care . Fine Gael Senator John Cummins said he had received important confirmation that the second cath lab would have the same equipment as recently installed in UHW’s upgraded cath lab. TD slams ‘deliberate neglect’ of UHW

A TD has accused the HSE and senior civil servants of “deliberate and ongoing obstruction” of resources for University Hospital Waterford (UHW). Matt Shanahan (Ind) welcomed the announcement that a contract has been awarded for a second cath lab there. But he said the development had been delayed by “deliberate resistance and obstruction to expanding University Hospital Waterford”. In a statement, Mr Shanahan told Waterford Today: “The deliberate and ongoing obstruction to UHW resourcing by senior HSE and Department of Health management must come to an end. I will be personally asking An Taoiseach and his Office to provide future sureties in this regard. “UHW remains the most underfunded Model Four hospital in the country for the activity it generates and for the regional patient catchment it serves.” He said: “Government continues to shirk its responsibilities to see adequate resourcing be delivered at University Hospital Waterford.”

THIRD PARTY POLITICAL DONATIONS The provisions of the Local Elections [Disclosure of Donations and Expenditure] Act 1999 as amended in relation to third parties are designed to bring such person or persons within the political donation regime in operation at local government level. A third party that receives a monetary donation in excess of €100 is required to register with their local authority, to open a political donations account and to submit a financial statement with a certificate and statutory declaration to their local authority not later than March 31st in each year. A “third party” is defined in the legislation as any person, other than a political party registered in the Register of Political Parties under Part III of the Electoral Act 1992 or a candidate at an election, who accepts, in a particular year, a donation the value of which exceeds €100. Locking horns over deer cull call

FARMERS have called for a cull of wild deer in areas around Dungarvan and Ardmore. They are being supported by a local councillor who says increased numbers of Fallow and Sika deer are causing problems. “Farmer’s animals are out grazing and drinking out of the same water troughs as the deer – and there could be some of these deer infected with TB. That’s where the problem lies,” Cllr Pat Nugent told WLR. But the Association of Hunt Saboteurs says the call for a cull has no scientific basis . Its Campaigns Director, John Tierney, said that if deer numbers need to be controlled it should be done in a non-lethal manner. “The deer of west Waterford are part of our natural heritage,” he said. “Rather than using deer as live targets it would be more beneficial if a deer tourism industry was developed that would provide for deer watching activity.”

Last call for problem pub site: work to start soon WORK is expected to start soon on a housing development at the site of the former Flynn’s pub in Ferrybank. The site, which is owned by the City and County Council, has been a blot on the community, attracting vandals and drug dealers. Now Councillor Eamon Quinlan has revealed that a contractor will be on site “within weeks” to begin developing apartments. The Fianna Fáil councillor said the site had become a real source of tension between the community and the local authority. “By developing it into apartments we will be able to ease the pressure for homes in Ferrybank to allow locals get homes near schools, to rear families and support locally owned shops,” he said. The site of the once-popular local pub was sold to the council in 2018 when the licence was transferred to another premises. It had always been intended to develop apartments there but delay in starting the work left the site in a state of neglect. The council has spent thousands of euro securing the site after numerous break-ins. In one instance, sledgehammers were used to smash sections of the roof. After the most recent episode, a large fence was erected

but this created its own problems since it meant that part of the site could no longer be used as a public car park. It was criticised by local business leaders due to the loss of car parking spaces servicing Fountain Street. Cllr Quinlan said he had mixed feelings about the fence. “Personally I feel the fence takes too much of the car park,” he said. “Local businesses rely on this car park for their customers, especially older ones that need to drive rather than walk to get their shopping. I would hate to think we are making life harder for small locally owned businesses at a time that is already immensely challenging for them. “The up side is it knocked most of the anti social behaviour on the head and above all, as we redevelop the site, we can keep machinery and materials on site safely. This should speed up the development and allow us to return the entire area to local use quicker than many would have thought.” Cllr Quinlan said a surge in demand for housing in the Ferrybank area is expected as accessibility increases with the North Quays project and connecting pedestrian bridge .. Work on the site will get underway quickly to avoid a clash with the extensive development.

Hot spots: schools added to dinner list THE Hot School Meals Programme is being extended to three primary schools in Waterford: St Saviour’s NS, Presentation NS and St Stephen’s NS. Funding for the scheme has been increased by €5.5m which will allow 35,000 children to switch from a cold meal to a hot meals option. The three Waterford schools were among 189 schools chosen. because they do not have facilities for preparation of hot dinners on site. Senator John Cummins said the initiative would encourage school attendance when

schools are open, when schools are closed and when classes are held virtually. The extended programme will start next year and by then each school will have indentified a supplier . “Schools will be expected to provide a menu choice of at least two different meals per day plus a vegetarian/vegan option and an option that caters for students’ religious and cultural dietary requirements,” explained Senator Cummins. He also revealed that funding under the School Meals Programme will continue during the Easter holidays.

‘Dismay’ over curb on sites for Travellers A DECESION to oppose extra accomodate for Travellers at a site in Waterford city has divided political opinion. The Waterford Traveller Community Development Project (WTCDP) said it was “dismayed” by rejection of a plan for seven bays which would have accomodated 14 homes on the Carrickpherish group housing development. People Before Profit said the vote was “blatant electioneering “ and Waterford Council of Trade Unions (WCTU) said it was “appalled” by the decision. The WCTU said several councillors had voted against the policies of their own parties. Sixteen councillors voted against the proposal. They were drawn from Sinn Féin, Fianna Fáil, Fine Gael

and Independents Just two ciouncillors, from Labour and the Green Party, voted in favour. Bays at Carrickpherish were allocated to three extended Traveller familes in 2004 and the WTCDP said more accomodation was needed becaue these familes had “quite naturally” grown. But some councillors claimed caravans and chalets had been moved into the area without planning permission . Fianna Fáil councillor Eamon Quinlan said : “The area is not just seeing natural population growth. There were two homes there over a year ago - now there’s eight.” Úna Dunphy, of People Before Profit, issued a statement saying “a massive majority of councillors”

had indulged in “blatant electioneering”. “We need to follow best practice and constantly question whether we are achieving what we have set out to achieve,” she said. “This involves strong community buy-in and social inclusion at a level we are nowhere near yet. Our local government needs to listen to and understand all in our communities, and not just those who will bestow votes.” Karen Reilly, from WTCDP, called for implementation of a recommendation made by an expert group to remove Traveller accommodation from the power of local authorities. “This action by councillors makes the case to have responsibility for Traveller accommodation taken away from local councils,” she said.

A LOCAL pet supplies’ store has warned that summer will bring a very unwelcome guest for pet owners: fleas. These minute insects cause pain for pets when they bite and produce a skin irritant for many dogs and cats. If left untreated animals can suffer hair loss, discomfort and lethargy. “If your pet has a bad infestation of fleas, make an appointment to visit your

vet,” says Craig Power from Petmania Waterford. “Thankfully, in most cases, getting rid of fleas is reasonably straightforward. It will take a little work and our pet-care specialists are always on-hand to help.” Petmania says the simplest way to protect your dog or cat from getting fleas is to use a regular preventative treatment which can be applied to your pet’s coat once a month.

Trend is up Dedicated teacher but our rents inspired students take tumble RENTS have fallen sharply in Waterford at a time when they have been increasing across most of the country. In Waterford county, the average rent fell by 8.3% last year with the decline increasing to 13% in the final quarter, according to the latest Rent Index issued by the Residential Tenancies Board (RTB). In Waterford city the fall, year on year, was 11 % and 14.5% in the final quarter. Waterford was the only city to record a drop in average rent. Laois was the only other county to record a drop. The average rent in Waterford city stood at €714 at the end of last year. In the county the average rent stood at €773. The cost of renting a home in Ireland rose by 2.7% in 2020 to an average of €1,256 per month, according to the RTB. The rent index shows that for the October to December period of 2020, Dublin was the county with the highest standardised

average rent at €1,745 per month. The counties with the lowest monthly rents were Donegal and Leitrim (€626 per month). At the Local Electoral Area (LEA) level, the LEA with the highest standardised average rent was Stillorgan, in Dublin (€2,385 per month) and the lowest was Carndonagh, Co Donegal (€521 per month). IPAV, the Institute of Professional Auctioneers & Valuers, said the index showed it is much more expensive to rent a home than to service a mortgage on one. Pat Davitt, IPAV Chief Executive said the answer was to build more homes. “The minister should be prioritising getting rid of impediments to home building,” he said. The RTB Rent Index is based on actual rents paid on 19,287 private tenancies registered with the RTB, made up of homes new to the rental sector and renewals of existing tenancies.

PAT Dalton, who has passed away, was an inspirational teacher in the Mercy Secondary school for 37 years. Mr Dalton started work there in 1974. He soon earned the reputation of an inspiring maths teacher. Joy, good humour and dedication were the hallmarks of his classes. He became a member of senior management in the school. When Pat retired ten years ago, he volunteered to help the after-school club in Ballybeg. He enjoyed attending the weekly Irish comhra gatherings . Pat served as chairman of the Board Of Management of the Mercy Secondary school from 2012 to 2015. He was a keen golfer and enjoyed the good company of his colleagues in Waterford Golf Club. Pat grew up in Ferrybank, and lived in Kilmacow before moving to the Village, Ballygunner He is survived by his wife Etta,son Emmet and daughter Claire,grandchildren, brothers and sisters.

PROPOSED ONE-WAY SYSTEM – HENNESSY’S ROAD, WATERFORD The Council is considering a one-way system along a section of Hennessy’s road, as set out in the drawing below. This proposal would see Hennessy’s road, becoming one way from its junction with College street to its junction with Blakes lane. This proposal would improve traffic flow and provide space for a wider footpath and cycle lane while also addressing traffic safety concerns in the area, especially at the junction with Blake’s lane. Lockdown not working because the workmen are Michael Wolsey

H

ow does my garden grow? Rapidly, I am sorry to say. When last I wrote about it, I had achieved a notable victory in the trench warfare that passes for gardening at Chateau Wolsey. A slash and burn attack had left my foes in disarray. The brambles had retreated to the furthest borders of the battlefield, the creepers had crept under the hedges and the weeds - mere foot soldiers in the enemy ranks - were keeping their heads down for fear of a fresh assault. The evil empire was damaged but not defeated. Over Winter its forces regrouped and now they are reclaiming lost ground - a flower bed here, a pathway

there. They are advancing on the house in a Spring offensive. When last I did battle, I was assisted by two valiant allies. I number some oddities among my friends: anglers, golfers, vegetarians and even a supporter of Manchester United. These two are gardeners and they have fought my cause through many a campaign. Given a choice, they would take a more constructive, and more frequent, approach to my garden. But, since I insist on swift, direct action, they turn up once or twice a year , armed with all sorts of weapons for chopping and cutting. They relish the fight and make it clear that my ham-fisted assistance is neither helpful nor desired. So, although I speak about allied action, in truth my main contribution is to take them to the pub for a couple of thank-you pints when it’s all over. But this year I have a problem.

request and assured me I would have gardeners calling with quotes “within hours ... sometimes minutes”. Well, I waited minutes. And I waited hours. And days later I re-posted my plea for help. But nary the gardener did I hear from. What I did hear from was an-

other website whose operators, quite unsolicited, contacted me to offer a better service than the first one. They came up with the names of four gardening contractors, all quite near my home, and asked to which ones they should send my request. I suggested trying all four and, like the first company, they promised a near-instant response. That was days ago and I have not heard from a single gardener. I have made my own direct contact with a few contractors but they are all too busy to take the work. Some simply said ‘no’. Others offered me a date so far ahead that Spring would be well-sprung before they arrived. If I wait for them, the brambles and briars will have occupied my house. It was only then it occurred to me that other recent attempts at hiring trades people - in one case to repair a dishwasher, in another to do some plumbing -

had been equally unsuccessful. Once I gave it some thought, the reason for the problem became obvious. It was in front of my eyes all the time: every second house in the neighbourhood is having work done and all trades people are fully occupied. There are men up ladders on roofs, painters at work outside and in, gangs laying paths, blokes building walls and guys chopping trees. And we wonder why this lockdown has not been as effective as the others. It’s not working because half the country is paying no attention to it. The lockdown is not working because our workmen are. That is an observation, not a criticism. If I can persuade one of the gardening fraternity to break their schedule, they will be very welcome at my house. Failing that I may have to give my old pals a call and ask them to take a raincheck on the pints .

We may all have to restrict our movements due to Covid lockdown but for birds it is still business as usual and that means it is time for the annual spring migration. The first of our spring migrants turned up at Kilcoole, Co. Wicklow on Saturday 6th March and of course it was a Northern Wheatear (Oenanthe Oenanthe), always the first to arrive back. The entire world population of these smart looking, Robin sized birds, winters in sub-Saharan Africa in a strip from Senegal to Somalia. In early spring they all move to the northern hemisphere including Ireland. Males are usually first to arrive, closely followed by the females. Once landed they will quickly move inland to setup breeding territories. Many Northern Wheatears go to Iceland and Greenland to breed. Since spring arrives later at those more northerly locations, these birds leave the wintering grounds later and can be seen passing through Ireland in April. By that stage most of ‘our’ summer resident Wheatears have arrived and moved inland. These later birds are a sub-species often referred to as Greenland Wheatear. When Wheatears fly they have a very distinctive white rump and black T-shaped tail band. The name Wheatear derives from Norse/AngloSaxon which means ‘white arse’! Found in a variety of habitats including mountains, upland bogs, pastures with short vegetation and rocks, scree or stone walls and along rocky coasts, they like to build their nests in rabbit burrows, holes between rocks, and have a particular penchant for old drystone walls, which makes Wheatears particularly widespread in the west of Ireland. Wheatears lay clutches of 5-6 pale blue eggs and can have up to two broods in a season. Keep your eyes open for these lovely visitors along our coastlines in the coming weeks and then inland over the summer.
