Wicklow is top of the rubbish pile By Jake Maxwell AFTER years of negative publicity around illegal dumping in the county, Wicklow has come out top of the pile as the highest performing council in the country for managing waste. The country’s waste management and illegal dumping problem was exposed by an undercover investigation this week by RTÉ Investigates. Wicklow County Council is ranked 1st of the 30 councils analysed - where 1 is ranked as the most active council for regulating and enforcing waste services per number of waste permits held in the local authority and 30 as the least active. Between 2015 and 2016 Wicklow spent €19.67 per per-
son on waste services, €2.45 more than the national average of €17.22. Wicklow conducted 6,174 non-routine inspections between 2014 and 2016, 4.5 times the average of 1,371. Overall Wicklow scored in the WRS ¿YH EHVW IRU WKUHH FDWHJRULHV we looked at. Last year, Wicklow County Council was ordered to remove everything from the site of the largest illegal dump discovered in the State to date. The High Court also ruled adjacent soil, which the council says has been contaminated by the illegal dumping, must also be removed. The council has estimated previously that the cost of removing all illegal waste from the site in Whitestown, near Baltinglass,
would be about €35m. 8QGHUFRYHU ¿OPLQJ E\ 57e Investigates exposed the massive amounts of waste being buried in illegal dumps and an industry policed by an extremely fragmented regulatory regime. We’ve long since gone down the route of treating waste as something that is charged for, but without putting in place a plan for what to do when these charges are too onerous on people. Disposing of waste legitimately needs to be incentivised. Grants or whatever it takes to keep people from using black market services. The countryside needs to be policed better so that illegal dumping is more likely to be prevented. Neighbourhoods need to get more involved, we can’t expect the Gardai or councils to do it all alone. Stronger penalties are needed not just for the perpetrators of illegal dumping but for those whose business or household generated the waste. Given the cost to the public purse of cleaning up illegal dumping, it would probably be cheaper on the taxpayer in the long run to give the kind of breaks I’m talking about.

Tips for buy Identify the models that hold their value One of the biggest concerns when buying a new car is how quickly it could potentially lose its value. It’s not surprising that the amount your car decreases in value throughout the years is typically the largest cost and should be taken into consideration. When you create your shortlist of cars, it’s a good idea to search through older models of that car to give you an idea of the price you expect your car to be worth in a couple of years time. Estimate running costs Make sure you have an indication of the running costs of the car you intend to purchase. This will mean no nasty surprises down the line. Consider all or some of the below: Purchase price of the car 3RWHQWLDO ¿QDQFH UHSD\PHQWV Fuel cost Motor tax Car insurance Servicing Haggle Haggling can be daunting, es-

Whether that’s a sat-nav or a roof rack, if you need an addon try not to pay extra for it. Another great way to leverage your buying power is to visit a number of car dealerships. ing new car
Ensure those extras are needed Make sure that any extras that you buy are needed – and most importantly worth the money. It’s very easy to get swept away in the heat of the sale and the novelty of a new car and add some features such as sat nav or cruise control when you’re purchasing a new car. All of these extras will certainly bump up the cost so you should be sure that you really need them. And
if so, can you get them cheaper elsewhere? To avoid adding unnecessary extras which increase the purchase price, it helps to create a list of all of the features that you’d like your new car to include. Swift Action Needed!
SINCE my youth I have been fascinated, mesmerised and beguiled by the Swift (Apus apus), watching hordes of them screaming overhead with scimitar shaped wings scything through the blue summer skies with the ease of a hot knife through butter. The Swift was also known as the Devil’s bird in medieval times, probably due to its mysterious lifestyle and screaming calls. The Irish name Gabhlån Gaoithe, which means Wind Catcher, really captures the essence of this bird. When you add to this their absolutely unique and amazing life histories what’s not to love about swifts? The Swift is the last of our summer visitors to arrive (early May) and the first to leave (early August). They winter in southern African, but that statement belays the whole truth. Swifts literally spend their lives on the wing. Once they leave the nest they typically will not land again for 2 to 3 years until they are ready to breed. They feed, sleep and even mate on the wing! Swifts can live up to 21 years and can travel 5 million km in that time!

TV SHOW of the week LORDS & LADLES RTÉ One, Sundays 6.30pm The Common Swift (Apus apus) Unfortunately the Swift is in trouble with populations suffering huge declines in the last 20 years mainly due to loss of nesting sites, less available food (flying insects) and climate change. As part of Swift Awareness Week , there was a Swift Talk and Walk in The Martello, Bray seafront on June 19 at 7.30pm. The event, led by Ricky Whelan of Birdwatch Ireland (hosted by Birdwatch Ireland Wicklow Branch, Swift Conservation Wicklow, Bray Tidy Towns and Irish Garden Birds) served as a launch for Swift projects in Bray and Rathdrum in the coming year. The hope is to identify suitable locations to erect Swift nestboxes. For further information on how to get involved with Swift projects contact Justin Ivory at swiftconservationwicklow@ gmail.com.
