ADMINISTRATOR’S UPDATE VILLAGE OF WESTON CELEBRATES 20 YEARS AS AN INCORPORATED MUNICIPALITY By: Daniel Guild, Administrator Twenty years ago, on a Monday afternoon in March, Town of Weston Chairman, Vilas Machmueller, Town of Weston Supervisor, Fred Schuster, and Town of Weston Clerk, Barb Ermeling, all drove down to Madison for a special signing ceremony, which created the Village of Weston as the newest incorporated municipal Village. Those incorporation papers are still displayed in our Board Room at the Municipal Center, and serve as a reminder at every public meeting to those of us currently working for the Village of Weston to consider how far we have progressed as a community.

While the Town of Weston, itself, had been settled by American expansionists and European immigrants for over 100 years, the history and identity of the Village of Weston is relatively recent. During the years prior to incorporation, the Town of Weston was involved in several contentious lawsuits with the Village of Rothschild over repeated annexations of territory and tax base from the Town of Weston, including the area which is currently the Cedar Creek Mall. Responding to this situation, the Town’s leaders wanted to protect Weston’s borders, protect the community’s tax base, and protect the community’s identity from further annexations and loss of land. Following a successful community referendum, the State of Wisconsin certified the newly created Village of Weston on March 11, 1996.

Though twenty years is a short chapter for any community in the history of Marathon County, our leaders accomplished so much. Following their drive to Madison, former Town leaders Vilas Machmueller, Fred Schuster, and Barb Ermeling all continued to serve as elected leaders of the Village, with each one (including Loren White) having served as Village President over the past 20 years.

Despite theirs and other Trustees high hopes for what we could build here, no one suspected that in a few short years, the Village of Weston would be the second largest community in Marathon County; one of the top 5 fastest growing suburbs in the state during the housing boom; a regional hub for medical services; an industrial and manufacturing center after the groundbreaking of the Business and Technology Park in 1998; and a popular alternative for retail, commerce and shopping.

These investments, among others, have added an impressive $850 million worth of assessed value to the Village.

In celebration of our twentieth anniversary, we recently released a new logo on social media and our website. Local businesses will be given the opportunity to display special anniversary clings on their windows showing their pride for doing business here in the Village. Our newsletter will feature articles, recognitions, and awards that we are receiving from across the state as we celebrate what we have accomplished these past twenty years, as well what we hope to accomplish, with your help, over the next twenty years.

VILLAGE NEWS VILLAGE OF WESTON BEGINS PLANS TO REPLACE 60-YEAR OLD MUNICIPAL CENTER

“Over the past four years, the Village has been aggressively paying down its debts, and we have successfully avoided the need for additional borrowing and debt financing,” stated Administrator Daniel Guild. “In fy2016, Weston will have the lowest debt percentage in our entire history as a Village. Our decreasing debt, the need to replace and repair these facilities, and competitive interest rates have all converged to make this an ideal time to consider tackling these facility repairs over the next several years, preferably before 2020.”

Plans for debt issuances and project initiation will be designed to align with, and follow, the end of other Village borrowing notes.

IT MAY CREATE ECONOMIC GROWTH, GALLUP STUDY SAYS By: Daniel Guild, Administrator The Village of Weston has partnered with the University of Wisconsin - Oshkosh Department of Public Administration to replicate this study and survey Village residents’ attachment to our community.

Will you help us out by completing our short survey?

A Gallup-Knight Foundation study finds unexpected factors cause people to love where they live; suggests new approaches to improving communities.

A recent Gallup study of 26 U.S. cities found that peoples’ love and passion for their community may be a leading indicator for local economic growth. The 26 cities in the survey with the highest levels of resident love and passion for their community, or resident attachment, also had the highest rates of Gross Domestic Product (GDP) growth over time.

The survey is available online at www.westonwi.gov/SOTC2016. Paper copies of the survey are available by request, or are available for pick-up at the Weston Municipal Center. The Soul of the Community survey explores the connection between local economic growth and peoples’ emotional bond to a place. Three years of survey data clearly show a significant positive link between resident attachment and local GDP growth.

Three community qualities: 1) social offerings; 2) openness; and 3) beauty – have consistently emerged as the leading drivers for community attachment over the study’s three years of research. They beat out other possible drivers such as perceptions of local economy, leadership, and safety across all of the 26 cities included in the Knight Soul of the Community survey.

Surprisingly, social offerings, openness and beauty were far more important than peoples’ perceptions of the economy, jobs, or basic services in creating a lasting emotional bond between people and their community.

SPRING ELECTION IS TUESDAY, APRIL 5 ALL POLLS OPEN FROM 7:00 A.M. TO 8:00 P.M. If you are a registered Wisconsin Voter, you can download the Application for Absentee Ballot at gab.wi.gov/voters/absentee. Just complete the form and mail it to the Village Clerk, 5500 Schofield Avenue, Weston, WI 54476. You may also request an absentee ballot by email at clerks@westonwi.gov or by faxing to (715) 359-6117. Requests for an absentee ballot must be received by the Village Clerk no later than 5:00 p.m. on Thursday, March 31.

In-Person absentee voting hours at the Weston Municipal Center is as follows: • 8:00 a.m. to 4:30 p.m. on Monday, March 21 to Thursday, March 31.

• 8:00 a.m. to 5:00 p.m. on Friday, April 1.

If you are not already registered to vote, if you have moved or had a name change, save time by registering to vote prior to Election Day. Registering before Election Day will speed up the process for you. When registering, you must show proof of residence: a current and valid State of Wisconsin Driver’s License or State ID card, a real estate tax bill, a gas, electric, or telephone service statement (utility bill), bank statement, paycheck or paystub, etc. You may register by mail up to 20 days before the election. You can start your voter registration form online at myvote.wi.gov. Your form must be printed and mailed or delivered to the Village Clerk. You must always provide a proof of residence document when registering. You may also register in-person at the Weston Municipal Center up until Friday, April 1.

BRINGS PRIVATE SOCIAL NETWORKS TO A NEIGHBORHOOD NEAR YOU By: Heather Meliska, Village Relations Specialist.

Social networks such as Facebook and Google+ are great for staying connected with family, friends and coworkers, but sharing and communicating with practically anyone in the digital realm has alienated us from most of the flesh-and-blood beings we see every day—our neighbors. How well do you know your neighbors?

After the verification process, users have access to the tools available— neighborhood directory, map, events, marketplace, local service recommendations, nearby resources, etc. and members get to choose what information is displayed on their profiles.

You can (but are not required to) reveal your email addresses, home and work phone numbers, and exact street address. If you want, you could just list your street name.

A mere 43 percent of Americans know some or all of their neighbors’ names, while the remaining 57 percent know only a few neighbors by name—or none at all. We want Weston to be different than the average suburb, and so far 647 families here in the Village agree with us. These social pioneers are helping this statistic change with the Village’s new social networking site called Nextdoor that’s rolling out Village-wide, and is helping to bridge the distance between the physical community around us in the digital age.

Nextdoor provides free and private neighborhood websites that make it easy for locals to connect to one another to get help on anything in their area. You could get tips on decent repairmen, ask about road closures, find out what time the park closes, discover a great babysitter, give away a few old movies, locate a lost pet—maybe even borrow a ladder from someone. It’s the best way to stay up to date on anything going on in your area.

If you want to join our local community online, just visit Nextdoor.com and input your email address and physical address to connect to one of the 11 active neighborhoods here in the Village - and rest assured, it’s safe. Finance Director John was recognized and honored by the Government Finance Officers Association, with its Certificate of Achievement for Excellence in Financial Reporting, for Weston’s Comprehensive Annual Financial Report, for fiscal year ended 2014. This is the Village of Weston’s 12th consecutive year receiving this award since John became the Village’s Finance Director in 2000.

Aquatic Center Manager Brad has successfully completed the Red Cross Lifeguard Instructor Course, through the Woodson YMCA. He is now able to train and Red Cross certify Aquatic Center and Village employees in Cardiopulmonary Resuscitation (CPR), Automated External Defibrillator (AED), Lifeguarding, First Aid, and Bloodborne Pathogens.

Chief Sparks was selected

by Wisconsin Senator Ron Johnson to be one of four public safety professionals to testify before the Committee of Homeland Security and Governmental Affairs, at a hearing entitled “Frontline Response to Terrorism in America”. Others selected from throughout the county to testify with him include, Police Commissioner Bill Bratton from New York City Police Department, Police Commissioner Edward Davis from Boston Police Department, and the State of California Homeland Security Director.

Jenna is a relatively new resident of the Village and a recent graduate from Northcentral Technical College with a degree in Accounting.

Jenna has been hired as the new Finance Support Specialist, in the Weston Finance Department, under the leadership of Finance Director, John Jacobs.

Utility Maintenance Worker Trevor is originally from Wisconsin Rapids and has recently graduated from University of Wisconsin – Stevens Point with a degree in Water Resource Management and Hydrology. He joins the Village Utility Team as a Utility Maintenance Worker under the leadership of Utility Foreman, John Borth and Public Works Director, Keith Donner.

Deputy Finance Director After a long and successful career working for the United Way of Marathon County, Donna has been hired to be the next Deputy Finance Director at the Village, under the leadership of Finance Director, John Jacobs.

Michael has been selected by the American Public Works Association to be one of only sixteen public works professionals from throughout the country for participating in the 2015/16 Emerging Leaders Academy program.

This is a year-long program which provides leadership and management training.

TRUSTEES ADOPT RESOLUTION IN SUPPORT OF COUNTY-WIDE UNIFORM ADDRESSING By: Jennifer Higgins, Planning & Development Director.

Marathon County provides central E911 dispatch services for all 62 of its cities, villages and towns. The current E911 response system was built in the 1980’s, on multiple address grids, with an assumption that all calls to dispatch would come from landline phones. In the 1990’s a consolidated dispatch center was created to share costs of staffing, technology, coverage, and to provide consistent service through the County. The County staff began to find issues with using the multiple address grids, which consisted of duplicate addresses, different street names for the same stretch of road depending on which town you lived in, and addresses out of order. Many addresses were updated in the late 1990’s to make sense out in the real world, but it didn’t fix the issue that there could be a 1205 Washington Street in two nearby communities which share fire and EMS services. Currently, there are over 60,000 addresses countywide, located in 62 municipalities, using 10 different addressing grids and numbering systems.

Village leaders and staff are aware of address numbering and street naming issues within our community and neighboring communities, which could impede our own local E911 emergency response efforts in an emergency situation where locational information is not relayed properly. 2016 WESTON SPRING BULK-ITEM DROP-OFF

The annual Bulk-Item Drop-Off will occur May 19th – May 21st, and will be held at Advanced Disposal Services, located at 5509 Fuller Street. Items accepted include: Non-Metal Items, Furniture, Carpeting, Scrap Lumber, Mattresses, and Glass Windows.

Please be aware that only residents of single-family homes up to 4-unit apartments, on one tax parcel, are eligible to take part in this drop-off event. If you have any questions, please contact Valerie at (715) 359-6114. ___________________________ Please know, Advanced Disposal offers a fenced-in recycling center, open year-round, for Weston Residents to drop off their excess recyclables in designated dumpsters. If you have accumulated scrap metal to get rid of, they accept that at their recycling center, yearround as well.

Diggers Hotline can be contacted by dialing 811 from any land line or cell phone or online at www.diggershotline.com. Please plan ahead as it takes 3 business days (not including the day the request is made) for all utilities to be located. There is no cost to a homeowner to contact Diggers Hotline. Diggers Hotline will notify all utility companies with buried facilities, (water, sewer, gas, electric, telephone, cable, etc.) of your intentions to dig in a specific area. It is recommended that homeowners mark the exact areas to be dug prior to calling to clarify what needs to be marked once the locator shows up.
