MARK YOUR CALENDARS SPRING CURBSIDE YARD MATERIAL AND BRUSH PICK UP SCHEDULED TO BEGIN THE WEEK OF MAY 2ND

The Village has updated its yard material pick up process in order to give residents more accurate information regarding when the service will be provided. Please see the insert for the map and schedule identifying when pick up will occur in your neighborhood. In addition, the Village will update progress of the pick up process on the Village’s website: westonwi.gov, and on social media sites: Facebook and NextDoor.

Yard Materials (grass, leaves, pine needles, etc.) shall be kept separate from brush as two different pieces of equipment are used for these processes. Material shall be kept at least 5 feet away from power poles, mailboxes, fire hydrants, etc. in order for staff to be able to reach it.

There will be only one trip through the Village and material must be out to the roadside by 7AM on the scheduled day of pick up. Any material that is placed out after the scheduled pick up day will not be picked up.

2016 WESTON SPRING BULK-ITEM DROP-OFF

The annual Bulk-Item Drop-Off will occur May 19th – May 21st, and will be held at Advanced Disposal Services, located at 5509 Fuller Street. Items accepted include: Non-Metal Items, Furniture, Carpeting, Scrap Lumber, Mattresses, and Glass Windows.

Please be aware that only residents of single-family homes up to 4-unit apartments, on one tax parcel, are eligible to take part in this drop-off event. If you have any questions, please contact Valerie at (715) 359-6114. ___________________________ Please know, Advanced Disposal offers a fenced-in recycling center, open year-round, for Weston Residents to drop off their excess recyclables in designated dumpsters. If you have accumulated scrap metal to get rid of, they accept that at their recycling center, year-round as well.

VILLAGE WIDE RUMMAGE SALE The Village of Weston will be having its annual Rummage Sale on Friday, May 6th and Saturday, May 7th.

The Village will be doing a map as to where the sales are located, and can be picked up at the Municipal Center or found on the Village’s website at www.westonwi.gov/2016/ RummageSaleMap

FARMER’S MARKET TO OPEN MAY 7TH The Village of Weston Farmer’s Market will kick off its 11th season on May 7th. The Farmer’s Market which changed venues last season, is located at the Weston Market Place on the corner of Camp Phillips Road and Schofield Avenue next to Dunkin’ Donuts. The Market offers a variety of items including fresh fruits and vegetables, plants, flowers, crafts, homemade bakery, coffee, eggs rolls, gyros, kettle corn and so much more. There will also be a variety of entertainment throughout the season.

The market is open Tuesday’s and Saturday’s, through October 29th, from 8 a.m. until sold out. Be sure to stop down and continue to help make our market season a success.

PUBLIC WORKS EQUIPMENT AT THE FARMER’S MARKET MAY 21ST In conjunction with National Public Works, the Village of Weston will have staff and equipment at the Farmer’s Market for residents to meet and see the staff and equipment that maintains the Village’s infrastructure.

WESTON AQUATIC CENTER SWIM LESSONS The Weston Aquatic Center will be offering swim lessons during the 2016 swim season. Swim lessons will be offered during three sessions. Each session runs two weeks with an additional third week available for make-up classes. Classes will run from 10:00 to 10:50 a.m. Sessions are as follows (Session 1: June 13th to June 24th), (Session 2: July 5th to July 18th) and (Session 3: July 25th to August 5th). Level 1 through Level 5 is available.

Cost for classes are $15.00 for Weston residents and $20.00 for non-residents. All skill levels taught are equal to Red Cross requirements. Resident registration began Monday, April 18th and non-resident registration began Monday, May 2nd. Preregistration is required. Registrations will be accepted at the Weston Municipal Center, 5500 Schofield Avenue through June 3rd or at the Aquatic Center starting June 4th.

The Weston Aquatic Center will open for the season on Saturday, June 4th, 2016 at 11:00 a.m. Due to school being in session on June 6th, 7th and 8th the Aquatic Center will not open till 3:00 p.m. on those dates. Normal operating hours will resume on Thursday, June 9th and we will be open every day from 11:00 a.m. to 7:45 p.m. throughout the rest of the season.

The Village of Weston is currently accepting applications for Lifeguards for the 2016 season. These seasonal positions will run from approximately May 31st through August 29th.

TEEN SWIM/DANCE NIGHTS The Weston Aquatic Center will be offering Teen Swim and Dance Nights on June 24th and August 12th. Teen nights will run from run from 7:00 p.m. to 10:00 p.m. All 7th through 12th grade students are welcome to attend. Admission will be $2.00 per person. AQUATIC CENTER CONCESSION STAND TO HAVE NEW OPERATORS IN 2016 The Weston Aquatic Center Concession Stand will have new operators in 2016.

The Village received two proposals in late 2015 from individuals interested in operating the concession stand, and in January of 2016 the Village approved offering the operator agreement to Steve and Janessa Cronin.

Steve and Janessa are both from the area and currently live in Weston. They both have prior food service knowledge and Steve has extensive knowledge of the current operation at the Aquatic Center as he was employed for 8 years by the previous operators.

Steve is also a full-time Firefighter/ Paramedic and Janessa is a daycare professional.

The Village looks forward to working with Steve and Janessa to continue the successful operation of the Weston Aquatic Center Concession stand.

WESTON AQUATIC CENTER JUNIOR LIFEGUARD PROGRAM

By Bradley Mroczenski, Aquatic Center Manager New in 2016 will be the Weston Aquatic Center Junior Lifeguard Program! The goal for this program will be to increase interest in lifeguarding. This program is designed for youth ages 11-15 years old and begin on July 5th and run through July 22nd. There will also be 3 to 5 job shadowing opportunities following the program. The program consists of two levels. Varsity, which will run from 10:00AM to 10:50AM and Junior Varsity, which will run 11:00AM to 11:50AM. Level will be determined on age and swimming ability. Cost for the program will be $15 for Weston residents and $20 for non-residents. Participants will experience Emergency Response Training, Aquatics Leadership, Stronger Swimming Skills and fast track a future summer job. PARK RESERVATIONS The Village of Weston is currently accepting reservations for park shelters for 2016.

Shelters are available from May through October of each year for reservations. The Village of Weston has shelters available for rental at Kennedy, Sandhill Meadow, Robinwood, Kellyland, Machmueller and two shelters available at Yellowbanks Park.

Each park has restrooms, water, electricity and facilities for play and sports. Visit the Weston Municipal Center, 5500 Schofield Avenue between 8:00AM and 4:30PM to make your reservations or call 359-9988 with questions regarding these parks.

NEWS ABOUT OUR TEAM Sharon Jaeger After twenty-three years of dedicated service, and being elected to the Town of Weston Board of Supervisors, twice; and subsequently being elected to the Village of Weston Board of Trustees for 10 consecutive terms, Sharon Jaeger resigned from the Board this past November. While on the Board, she served on a variety of committees, but her favorite project was chairing the Parks and Recreation Committee, as her passion was always with growing and expanding the parks and recreation opportunities here in the village.

Public service was a family affair for the Jaeger family, with Sharon’s husband Ed also serving as a Town of Weston Supervisor prior to Sharon. After he decided to not seek reelection, Sharon decided to get involved. Yet, her passion for public service was uniquely her own. She was very active in many village park and recreation projects including the Weston Aquatic Center, and the Eau Claire River Trail, as well as more recent projects such as our recent update to the Comprehensive Outdoor Recreation Plan, the Eau Claire River water trail and public access at the Ross Avenue bridge, and the acquisition of new park lands in the southeast neighborhood of the Village.

Her leadership was twice recognized with special recognitions during her years of service. The Village of Weston honored Sharon by naming the Jaeger Prairie (adjacent to the Eau Claire River Trail) after her. In 2009, she was recognized as the Elected Official of the Year by the Wisconsin Parks and Recreation Association.

When asked about what kept her involved for so many terms, she talks about the camaraderie amongst village officials, how much she enjoyed being involved, and her excitement over seeing things accomplished in the community. She strongly encourages more members of the community to get involved. When you next see Sharon in the community, be sure to thank her for her many years of service to the Village.

David Phelps

Roman Maguire

The Village has hired David Phelps as a new Municipal Maintenance Worker in the Parks, Recreation, and Forestry Department. The position had been vacant since 2013 due to budget constraints, but was able to have its funding restored in fy2016. Prior to working for the Village, David was the Branch Manager of the Aspirus Branch of the YMCA in Weston, and comes to the Village with many years of experience working with recreation and park facilities during his career with the YMCA. David and his wife, Noel, have 3 daughters and live in the Town of Weston.

When you see David working in the community, please congratulate him on his hire and welcome him to the Village of Weston.

The Village has hired Roman Maguire to the newly created position of Assistant Building Inspector / Code Enforcement Officer. He was hired to help expand the capacity and responsiveness of the Planning and Development department as the Village continues to see increased applications and development in the community as the local economy has recovered from the Great Recession. Prior to moving into the Kellyland neighborhood of the Village, the Maguire’s were living in the Fox Valley. Roman and his wife, Alice, have 2 sons and a dog named Zeke. When you see Roman working in the community, please congratulate him on his hire and welcome him to the Village of Weston.

UPCOMING PROJECTS VILLAGE TO INSTALL LED STREET LIGHTS

Karen Schmutzler Karen was recognized by the Board of Trustees this April for her service, again, as a Village Trustee to fill a temporary vacancy on the Board for the past six months. With several candidates interested in Trustee positions this term, President Ermeling wanted to find an experienced person to serve in a temporary capacity who would not seek re-election for the office for the 2016-2018 term and thus having an edge in this spring’s contested election.

Karen was her first choice!

Karen retired from the Village in 1999, after serving 19 years as the Deputy Clerk/Treasurer for the Town of Weston and then the Village of Weston, following incorporation. After retirement, she ran and was elected to the Board of Trustees, and was subsequently re-elected to several terms. A resident of the community since 1968, Karen had a long-standing interest in local government having prior worked for the Marathon County Clerk before her employment with the Town/Village.

When interviewing Karen, she talked about her pride in helping people realize that they are part of the community and her efforts to have people take ownership and interest in their local government. She wants people to know that they should not be fearful, and that the Village of Weston local government is not an impenetrable group of people, but that any citizen can start getting involved and learning more about the operations of this agency and how it works.

When you next see Karen in the community, be sure to thank her for her many years of service to the Village.

The Village of Weston received a $75,000 grant from the Wisconsin State Energy Office earlier this year to replace Village owned street lights with LED fixtures. These new fixtures will be installed along the main commercial corridors in the Village of Weston, primarily along Schofield Avenue from Normandy Street to Birch Street and around the Ministry Saint Clare’s Hospital Complex.

COST SAVINGS These new LED Streetlights will reduce the annual energy costs for Village owned street lights by 40%, approximately $14,000. The total cost of for the LED lights is $117,655 for the replacement of 393 Streetlights, which currently are mostly 150 Watt Fixtures. The new fixtures will use 91 Watts of energy. As mentioned, the grant covers $75,000 leaving $42,655 as the cost to the Village. Three years after installation, these light fixtures will have paid for themselves and continue to save the Village money for the duration of their lives. The projected lifespan of the fixtures is 20 years which will save the Village $240,000 over their lifespan, at current energy costs. Additionally, current fixtures burn out every 4-5 years and the Village will save money in maintenance costs by not having to replace bulbs as frequently.

IMPROVED VISIBILITY AND SAFETY In addition to cost savings, the new lights will improve visibility for drivers and pedestrians. The LED Streetlights will emit a white light which improves color recognition and can appear brighter than the yellow light from the current sodium lights. The LED Streetlights will provide more uniform lighting along the roadway which will reduce the amount of dark spots on the road.

Installation of these new LED Streetlights will begin in the middle of May and installation should be completed by early June.

NOTE: Streetlights in residential areas are owned by Wisconsin Public Service and not the Village of Weston. WPS is also working on replacing current streetlights with LED lights, however a timeframe has not been set yet for those replacements in the Village.

SPRING ROAD RECONSTRUCTION – RIVER ROAD By: Keith Donner, Director of Public Works.

The Town of Ringle will be starting construction on River Road with a tentative start date of May 9th. There will be detour signs posted when the construction starts. Construction will likely impact Weston residents who have children enrolled at Riverside Elementary School. Please watch for updates on our social media sites. Now that the construction season is in full swing, we want to take the time to remind you that building permits are required for many home improvement projects you may be looking to complete at your residence in the Village/Town of Weston. If you are looking to add a fence, yard shed, swimming pool, or an in-ground irrigation system to your property this summer, you will first need to get a building permit from the Planning and Development Department before you commence with construction.

Permits are also required to re-roof, finish basements and add on to existing buildings.

With the recent zoning ordinance recodification, it is important that you do some research on your home improvement project prior to talking to contractors and/or buying materials as some of the regulations have also changed. If you are not sure if a building permit is needed for your home improvement project, please feel free to call the Village Municipal Center, at (715) 359-6114, and a Village staff member will assist you in determining if your home improvement project requires a building permit. Building permit applications can be easily filled out on our computer kiosk at the Village Municipal Center, during normal business hours, 8:00 a.m. to 4:30 p.m., Monday – Friday, or can be accessed on the Village’s website 24 hours a day, 7 days a week at www.westonwi.gov/ApplicationsPermits. Many of our permit applications are fillable pdf forms which make it very easy to complete applications and send them to staff over email.

Once you have completed your applicable building permit application and have the building plans and other information required for the permit, please call the Village Municipal Center, at (715) 359-6114 to schedule an appointment with Department Staff, for submittal and discussion of your application and plans, and to obtain your permit. The Building Inspection team is also available for Walk-ins Monday through Thursday from 8-9am or 3:30 – 4:30pm.

It is however best to call and make an appointment to be sure you will have time to meet with an inspector. Please also note that most building permits are valid for no more than two years so please plan your projects accordingly. Permit-related questions can be directed to the Planning and Development Department via email at plandev@westonwi.gov or by calling (715) 359-6114 and requesting to speak to a staff member.

TARP STRUCTURES As a reminder tarp like structures held up by metal poles are considered a non-complying structure and are not allowed on a permanent basis. According to the State of Wisconsin and Village of Weston Building codes, private detached garages and/or sheds must be able to withstand a roof snow load of 40 pounds per square foot minimum), be totally enclosed, match the siding of the house as close as possible, and comply with the necessary setbacks.

Parking of Vehicles - As a reminder, all motor vehicles that are parked outside need to be parked on an all-weather surface such as blacktop, concrete or paving blocks. They cannot be parked on the grass. This would include vehicles that are for sale. Inoperable or unlicensed vehicles need to be parked in a garage.

Campers, boats, and trailers, may be parked on the lawn next to your garage or driveway. Also, no more then 2 recreational vehicles (including trailers) are allowed to be parked on a property that is zoned residential.

Lawn Mowing – Our weed ordinance makes it mandatory that you mow your lawns to stop the spread of noxious or invasive weeds. This includes mowing around your boats, campers, trailers, etc. Failure to mow your lawn will result in the Village mowing it for you at a rate of approximately $85 hour plus a $75 fine. Lawns also need to be installed within 1 year of occupancy.

Property Maintenance - In accordance to the Village Ordinance, Chapter 50 - Nuisances, it shall be the duty of any person owning or controlling any premises, to maintain such a premises in a reasonable clean and orderly manner. It shall be in violation to abandon, neglect or disregard the condition or appearance of any premises. This would include but not be limited to trash, refuse, debris, motor vehicle parts, and construction material.

The exterior of the premises shall be maintained so that the appearance of the premises and structures shall not constitute a blighting factor.

FOR YOUR INFORMATION WESTON-SCHOFIELD ZIP CODE By: Scott Mayer, Acting Manager of Post Office Operations, USPS The Postal Service ZIP Code system was created and designed to provide an efficient postal distribution and delivery network. The Postal Service implements new ZIP Codes for operational purposes to accommodate growth. ZIP Code boundaries are determined by operational factors, such as population growth, mail volume, delivery-area size, geographic location and topography. This does not always match municipal territorial boundaries. In fact, it is quite common for municipalities to share the same ZIP Code.

Weston and Schofield have always shared a ZIP Code due to the number of delivery addresses assigned in those areas and their close proximity to one another. It would be inefficient for the Postal Service to establish a new Post Office and a new ZIP code in every newly incorporated municipality. The Postal Service’s national distribution network is based on the first three numbers of a ZIP Code. As a result, there are a limited number of mathematical combinations available for new ZIP codes.

While the Weston-Schofield Post Office accepts all the mail for the area, the Postal Service recognizes the use of either Schofield or Weston with the 54476 ZIP Code. This does provide greater flexibility; however, many organizations use address It would be inefficient for the Postal databases for their mailings. This is a practical solution that can alleviate much of the confusion associated with mailers and address databases.

2016 OPEN BOOK & BOARD OF REVIEW The Village of Weston 2016 assessment roll will be open for public inspection June 6 thru June 10 at the Weston Municipal Center (5500 Schofield Avenue) during regular business hours: 8:00 A.M. to 4:30 P.M. The Assessor will be available to assist property owners with their inquiries on Wednesday, June 8 from 8:00 A.M. to 12:00 P.M. and 1:00 to 4:30 P.M. The Board of Review will meet on Tuesday, June 14 from 4:00 to 6:00 P.M. at the Weston Municipal Center. All objections must be filed no later than Friday, June 10 by 4:30 P.M. Appearance before the Board of Review will be by appointment only. Appointments can be made with the Village Assessor by calling 877-687-3445.

VILLAGE UNVEILING NEW WEB-MAPPING TOOL

The intent of the tool is to offer additional spatial information to Village residents and businesses. To access the tool, users can locate it on the Weston website homepage or by just going to www.westonwi.gov/mapping.

With this tool, a user will be able to click on their property and determine: •

The elementary school their children should attend
