Replacing “poor quality” water pipes between Richmond and Mapua could cost ratepayers up to $12million, with another $5million needed to upgrade a wastewater system that has led to raw sewage spilling into the Mapua School grounds three times in the last eight months. The water pipeline to Mapua has been causing concern for a number of years with frequent breakages and last Thursday the Tasman District Council agreed to spend $200,000 on design work to upgrade the system. But that will only be the start with council engineers predicting a $12million bill to replace the dodgy pipes which are only 28 years old. Council engineering services chair Stu Bryant says breaks in the water network are a result of the types of pipe used by council. Stu says the PVC pipes were expected to have a life of 50 to 80 years when they were installed in 1989 but were subsequently found to be faulty and now council will have to pick up the bill. “It’s disappointing and the last thing we need,” Stu says. “We’ve tried to get some form of compensation

New water pipe to cost millions FROM PAGE 1 from the manufacturer but, apparently, that’s not possible so we are stuck with it.” Council utilities engineer Mike Schruer says the Mapua water supply network consists “mostly of Blue Brute PVC pipes” which are now know to perform poorly in terms of life expectancy. Mike says the pipes can’t handle the network’s operating pressures without risk of bursting and the problem is getting worse as the pipes get older. The pipe was sold by JM Manufacturing between 1997 and 2009 and has been the subject of legal battles following allegations that the company knowingly sold a substandard product. In one case in California, the court ruled that the company had lied about the quality of its PVC pipes.

Mike says one of the compounding problems is that the network between the Waimea Water Treatment Plant and the Pomona Rd Reservoir is mostly linear. That means that if a break occurs within this section there is no alternative supply route, and the scheme relies on the water stored in reservoirs. A break in the pipeline in May this year reduced the water sup-

ply to just one to two hours supply of water, he says. The inability of the pipes to handle higher operating pressures means the reservoirs can’t be quickly refilled. Breakages can also be difficult to locate because the pipeline goes through rural and forestry land, including Rabbit Island and Best Island, and are unlikely to be reported. A broken pipe within the Mapua Estuary can also take days

to repair as maintenance crews can only work at low tide when the pipes are above water level. Mapua’s ageing wastewater network will also need a $5million upgrade because it doesn’t have enough capacity. Mike says the wastewater network operates well during dry weather but becomes flooded with stormwater during high rainfall which sets off the network’s high level alarms.

There have been 175 high level alarms at six pump station sites between 2012 and 2016. Council has used tankers and pumps to lower high wastewater levels but there have still been four overflows during this period including two in the Mapua School grounds in the last eight months. Although upgrading Mapua’s water and wastewater networks will cost $17million, councillors unanimously supported the project, with Stu saying it was unacceptable to have wastewater overflowing into a school. Deputy mayor Tim King told council the work could not be deferred and that the $17million price tag put the cost of council’s contribution to the proposed Waimea Dam of around $25million into context. “We are in an infrastructure business and infrastructure costs a lot of money,” he says.

Rain hits Tasman

The stormy weather that hit Tasman district over the weekend saw 142.5mm of rain fall in Richmond in 48 hours, resulting in road closures, surface flooding and sewage overflows. The most affected areas in the district were Waimea West and Golden Downs that both experienced severe surface flooding. Golden Downs’ residents also had to contend with both lanes of Kerr Hill Rd being blocked on Saturday when a tree came down. On Sunday a slip on Stafford Dr in Ruby Bay closed the road until late Monday afternoon, and Paton Rd, Hope, was blocked temporarily due to surface flooding. Council utilities manager Mike Schruer says that surface flooding around the district also lead to “inflow to our wastewater networks”. The Beach Rd wastewater pump station was inundated with rain and stormwater, resulting in leakage of untreated sewage into the estuary. While the leak is not considered serious and will flush naturally, council advises that people should avoid taking any shellfish from, or entering, the estuary for two to three days. There was also a pump failure and heavy flows in Mapua that resulted in a minor wastewater overflow at Mapua School again. “This was quickly brought under control”, says Mike. “The area at the school was cleaned up and disinfected soon after the overflow stopped”. Council communications advisor Chris Choat says that the stormwater network generally performed well. The new Champion Rd culvert held up really well thanks to the recent upgrade whereas “a year ago it would have been an area of concern”. The brief dry periods throughout the weekend enabled the stormwater systems to catch up between deluges. “The grounds will still be sodden but we’re looking forward to a few days of clear weather to dry things out”, says Chris. All the district’s rivers flooded and people are advised not to enter rivers or beaches due to debris and turbidity. With further rain forecast this weekend, Nelson Tasman Civil Defence information manager Paul Shattock advises residents to take care when driving through surface water.

Local brewer Martin Townshend of Townshend Brewery is heading off to the UK in August, one of only 10 brewers selected worldwide to brew as part of JD Wetherspoon’s bi-annual International Real Ale Festival. Wetherspoon’s is a pub chain in the UK and Ireland, known for converting unconventional premises into pubs, that consists of nearly 1,000 outlets. First opened by Tim Martin in 1979, the company is named after one of Tim’s teachers when his family was living in New Zealand, who could not control his class and told Tim that he would never succeed in business. Martin is delighted to take up this unique learning opportunity organised by Wetherspoon’s. He had to submit three recipes and the one chosen was his Cathcarts XPA, which won silver at the Brewers Guild of NZ awards in 2013, and is named after “a tall, lanky ac-

Some of

the large breweries produce more in a day than I can produce in a year and a half ”, he says. Martin is heading to Hook Norton Brewery in Banbury, Oxfordshire, which started brewing in 1856. Hook Norton is a sixth generation

independent, family-owned ‘Victorian tower brewery’. While describing brewing as “back-breaking work that is 80% cleaning”, Martin says that this is part of the attraction of Hook Norton. Hook Norton doesn’t use any automated systems, rather they rouse the beer by hand, using a paddle. Like Martin, at every stage of the process they are close to their product. Prior to arriving in the UK the brewery sources all of the ingredients for Martin, including NZ hops. Once brewed, “Wetherspoon’s buys the lot and sells it at their various pubs, so it’s a great opportunity to showcase NZ beer”, says Martin. After operating as a oneman brewing band in Upper Moutere for over a decade, Martin is currently building a new brewery next to Toad Hall Cafe in Motueka. “Beer is 98% water and Motueka has some of the best water in the world”, says Martin. “We’re drawing straight from the source here”. Martin anticipates brewing to start in the new brewery later in July.

The British and Irish Lions tour is bringing back fond memories for one of oldest surviving players who battled the Lions when they made their first post-war tour of New Zealand and Australia. Retired Hope farmer Ted Eden, 91, played for the Nelson Marlborough Golden Bay Motueka Combined team against the 1950 Lions at Trafalgar Park on May 10, 1950. It was the Lions’ first game of their 29-match tour of New Zealand and Australia and the diminutive Waimea half back says it was a big occasion for the players and the town. “The Lions were here for a whole week before the game so there was plenty of excitement around the town,” Ted says. “We had dinner with the Lions in the Nelson Hotel and there were all these English journalists fol-

It was a big occasion but it didn’t worry me too much because I was just trying to concentrate on the game.” Although Ted says the Combined side contained a number of “very good Nelson players”, including Maori All Black Bill Taylor, Nick Gargiulo and Ian Leggatt, the Lions were too good, scoring two tries and six penalties to win 24-3.

“They had big forwards and we didn’t get much ball. I was lucky I could tackle alright because I had to do a fair bit of it. “But I thought we gave them a good go. You only got three points for a try back then but the score was still close enough.” Ted also says they faced an uphill battle after being reduced to just 14 men for most of the match. But unlike the All Blacks, who were down to 14 men after a player was sent off in last Saturday’s test, the Combined side lost their

player to injury. “We lost our flanker (K Lammas) with a broken leg. “You couldn’t replace players back in those days so, if someone went off injured, that was it.” Ted’s other enduring memory from the game was sprinting after speedy Lions winger Malcolm Thomas as he raced away for a try. Ted enjoyed a laugh when he learned afterwards that legendary radio commentator Winston McCarthy broadcast that “the only one chasing is Ted Eden with his little legs going like pistons”. Sixty-seven years later, Ted says he is thoroughly enjoying watching the Lions latest tour of New Zealand. “The Lions are a good side to watch and it certainly brings back memories. It’s also a bit sad though because I don’t think there are too many of that Combined side left now – it was such a long time ago.”

No-fuss opening for new Caltex Richmond Judene Edgar The new Caltex petrol station on the corner of Champion and Salisbury roads in Richmond opened without a fuss mid-morning on Monday. Owner Kyle Lightfoot, who also owns the Caltex in Bishopdale, says that “we wanted to make sure all the processes were working and staff were up to speed”, but says that “things have been ticking along nicely”. The new Caltex is the anchor tenant on the site, which was originally bought by Nelson

company Coman Holdings Limited off the Tasman District Council in 2015. The other retail space, expected to be a tenanted by a takeaway food outlet, is anticipated to open later this year. Stage two of the development, which will comprise two more retail spaces, is set to commence construction in October and be completed by March 2018. Although Kyle and Comans would not comment on discussions with prospective tenants, the Waimea Weekly understands that both Burger

Fuel and Subway have expressed an interest in leasing two of the retail spaces. The service station includes a car wash, an On the Spot convenience store and Lotto outlet. Kyle says, as there are no other convenience stores in the area, “it’s just like a corner dairy for the locals”. Kyle says that he has currently employed 10 staff members for the service station but will be looking to fill two additional part-time roles shortly. The service station will be open seven days a week from 6am to 11pm.

Tapawera Area School students are carving out a place in history as they prepare to celebrate the school’s 75th anniversary later this year. The school was originally opened in the Upper Motueka Valley in 1876 before moving next to the Plunket Rooms in Tapawera Village in 1902, and again to its present site in 1942. It will be celebrating its 75th anniversary on September 29-30 and a group of students is already busy carving a display of the district’s historic school houses to commemorate the occasion. Master carver Tim Wraight, who is helping the students, says “it’s an amazing project” that started with the students photographing all 11 of the district’s old school houses. Now they are carving those images onto 11 wooden plaques that will be mounted on a panel portraying the history of the schools. “We still have 11 school houses around the district and over the years they were all amalgamated into one school in Tapawera,” Tim says. “We got the wood for the carvings from one of the parents who actually lives in the old Golden Downs School, so that makes it very special.” Although Tim lives in Marahau, he has historic links with Tapawera through his great grandfather who built the Matariki Church. The Matariki School is one of the 11 schools portrayed by the carvers – the others are Woodstock, Tui, Korero, Wangapeka, Golden Downs, Tadmor, Stanley Brook, Sherry River, Motupiko and Kiwi. props and sets with his small truck. In addition to cooking, flowers, crafts, singing, and theatre, Rei also enjoyed the “business side” of the Institute. Meetings were run along strict lines, so when she first started, Volunteer Organisers came and taught members how to conduct a meeting following WI protocol. She went on to become a convenor, treasurer, secretary, and then Picton president for 15 years. As she pours over old newspaper clippings and copies of the WI’s ‘Home and Country’ magazine, she fondly remembers good friends and lots of laughs. Her favourite memories are rowing a waka out into Waikawa Bay, and helping local children read through the Institute’s ‘Come read with me’ programme. Nominated by the Picton Institute, Rei joined them for their monthly lunch on Tuesday. “The badge is theirs as well because you don’t do these things by yourself ”, she says humbly.

Tim first started working in the industry in the mid 1980s and bought Beggs Musicworks in 1995. He says the evolution of music has been remarkable.

If you think back to the 80s it was a lot of synths and electronica, before it was called electronica. It was a new exciting field. Now one of the

more popular music genres is folk. That stripped down true instrument, simple talent is back. And now our biggest sellers are guitar and drums. Whereas in the 80s if we sold a drum kit it was unusual.” Another big seller for Beggs is ukulele’s. Tim says the push to play them in

The difference between kids now and kids 30 years ago is that they can see how it’s done now. YouTube is probably the single biggest driver of freakishly talented kids because they can watch YouTube and

say ‘oh, is that’s how it’s done and try it’. “You get kids that come in and play and you just go ‘wow’. And there’s some genuinely talented kids. Nelson ‘breeding ground’ for obstacle course competitors Charles Anderson Nelson and Tasman are making a name for themselves as a hotbed for Obstacle Course racing with half of the country’s qualifying field for the world championships coming from the region. “It’s like a breeding ground for obstacle course racing,” says Colin Menzies of Obstacle Racing New Zealand. Obstacle course racing stalwarts Reid Carnegie and Ben Bolitho qualified for the world championships in Ontario, Canada, through the Wairua Warrior. The event, in Hira, gained accreditation as a qualifying event for the first time this year. However, there are other locals who also qualified for the world champs - Ethan Helli-

well, Sam Millison, Dawn Chalmers, Caitlin Fielder and Cameron Jones. “They have set the tone now,” Colin says. “In Nelson, the terrain is good and there are lots of hills. People enjoy it.” The world championships features 1500 competitors from about 50 countries. All will be climbing, swinging, crawling, carrying and dragging their way through the gruelling 15km and 3km courses. Colin says Reid is training for a podium spot at this year’s event. “He has a very good chance of making that a reality. I have been tracking his training data and he is right up there with top blokes in his division as far as pace goes.” Sam Millison had nev-

US-based football star returns for coaching University of North Carolina footballer Emily Jensen will be one of the guest coaches at a school holiday coaching programme at Jubilee Park. The former Waimea College and Richmond AFC player is returning to Nelson for the holidays and will join Steve Clark, Joey Turner and Tom Hickey on the coaching staff for the coaching clinic for boys

and girls aged seven to 16. The clinic is being organised by Richmond AFC. Emily, who is studying at University of North Carolina on a football scholarship, was a member of the New Zealand under-20 team that reached the quarterfinals of the 2014 FIFA Women’s World Cup in Canada. She is studying her Bachelor

of Arts, majoring in Communication Studies, while playing for university’s top football team in the Southern Conference competition. Rabbit run Hundreds of primary and intermediate school pupils raced around Rabbit Island during last Friday’s Nelson regional cross-country champs watched by almost as many enthusiastic parents and teachers. Although the intermediate runners recorded the fastest times, it was two primary schoolgirls who produced the most outstanding performances. Brightwater’s Makenna Holland blitzed the year five girls race, winning by a massive 33 seconds in 10min 43sec while Henley’s Shinaye Toms won the year six girls race by 31 seconds in 10min 19sec. Mapua’s Bryn Thurlow won the year six boys race while his older sister Izzy won the year eight girls race in 10min 8sec. Waimea Intermediate’s Daisy Brazendale won the year seven girls in 10min 28sec with schoolmate Matthew Bowen winning the year eight boys in 8min 50sec.

Rival Blue Diamonds unbeaten A revolving starting seven and sliding between grades hasn’t slowed Rival Blue Diamonds, whose latest win on Saturday kept their unbeaten netball season alive in the Nelson grade 3 netball competition. Rival topped Prices Pharmacy White 37-24 at Saxton Stadium on Saturday, continuing their dominance. Coach Annette Vercoe says a bad run of injuries last year meant they started this season in grade 4. “We were a wee bit frustrated to be in that grade to begin with, so we had a point to prove.” And prove it they did, going unbeaten in five games to earn promotion to grade 3. But the step

up in competition hasn’t slowed them, going unbeaten through four games, a draw against bottom-placed Richmond the only blemish. Annette says Laura Richards in attack and Alicia Davis in defence are the rocks of the team. “We haven’t had a consistent starting 7 with people away. We have a core of nine who adapt and play in different positions, depending on who’s available. Every time we play it’s a different seven. “But the girls have been pretty keen to do well this year. They’ve trained hard and that’s showing on the court.” She says the strength of the team is across the court.“We’re

through-court strong defensively, teams struggle to get flow on and score points against us quickly. Defensively we’re doing well.” This week Rival will play Wanderers on Fire, the final game of the second round. If they win, it's likely they will be promoted again to grade 2. Annette says that’s the goal. “We’re hoping to get up into grade 2 and be competitive at least, and we want to be there at the end of the year.” As for an unbeaten season? Annette says the players aren’t talking about it but it has been on her mind. “But I think we might be challenged if we go up a grade.”

Meet Dave – Nelson’s best super-sub Charles Anderson

He might be 71-years-old, missing a spleen, have a bad heart, a wonky shoulder, a problematic hernia and breathing problems, but there can be little doubt that Dave Palmer is the super-sub to end all super-subs. For 23 years Dave has been the man to call on if you are down a player - whether it be netball, cricket or soccer - Dave will be up for it. “I've had that many injuries and still come back for more. I'm a hard man to put down sometimes.” It was 1994 when he first wandered into Action Indoor Sports, which was then located on Pascoe St in Tahunanui. Back then he was a resident at Ngawhatu Psychiatric Hospital and discovered that the outdoor area at the sports complex was less than ideal. “There were cigarette butts everywhere. So then I offered to clean it up.” Which he did. Then he kept coming back. He started tidying up around the place, emptying the rubbish and cleaning the balls. Then he started playing. “To be honest, I think the sports that he follows have kept him alive,” says Vicki Collis, who manages Action Indoor Sports and has known Dave since the start. “He just loves it.” Most days Dave will visit Vicki and take her dog for a walk or do a bit of gardening. “I don’t like standing still,” Dave says. “I get bored.” Then he will come into the complex, now housed in Richmond, and wait for the evening games to start. Often a team will have been let down by a player, leaving them stranded and at risk of forfeiting. Never fear, Dave will put his hand up. “Just two weeks ago I was watching as he was standing out there in the soccer goal,” says Vicki. “I thought ‘oh my gosh, why are we letting this 71-year-old get bashed around’. But he stands his ground.” Two years ago Dave was competing in 10 pin bowling for the Masters Games and suffered some sort of heart problem. Most people would have headed straight to hospital. But Dave refused to leave until he had finished his game. It took him three hours extra but he got there.

in Australia before moving to Nelson. All that time though, he has been a sports fan. He has also competed in the New Zealand Special Olympics.

“I love sport. Everybody has got something they want to do full time. I haven’t got Sky Sport because it costs too much money, but cricket and

soccer are my thing.” Dave also coaches some indoor soccer teams though sometimes he says it's like “talking to a brick wall” because out of all the teams, he says, there are only about four people who really know the rules. “And I know the rules.” He can also be seen during the summer months doing the scoring for Stoke Nayland Cricket Club. Dave lives in an assisted living facility with three others and, despite being given a less than optimistic prognosis by doctors, he is still keen to keep playing. “I’ve been trying to take it easy. If I rush that’s when the trouble starts.” He says it still annoys him when the sports complex gets a bit messy, but with Dave on the job it is not likely to stay that way for long.

Waimea Old Boys secure third in play-offs Simon Bloomberg Waimea Old Boys are aiming for another top defensive effort when they play Stoke in their final round robin game in the Car Company Nelson Bays division one rugby competition on Saturday. Waimea recorded a 36-0 bonus point win against Kahurangi in Motueka on Saturday to secure a place in the semi-finals with just the final round to play. Although the result of Saturday’s game will not change the standings, coach Mark Milne says it will be critical for his team to maintain their momentum as they head into the play-offs. “I’m pleased we are back on track after a bit of a slump,” Mark says. “Now we need to make sure we get everything right against Stoke so we are ready for the following week.” Mark says they will be working on all aspects of their game lead-

ing into the clash with Stoke although there will be an emphasis on defence. Waimea defended superbly in the mud against Kahurangi and Mark says he wants to carry that into the play-offs. “It’s no secret that defence is critical in knock-out rugby so we need to keep improving in that area. “It’s important for us to defend well against Stoke and then continue that in the play-offs.” Mark says he was pleased to see his team perform well in the mud at Sports Park Motueka and is confident they can compete on what is likely to be a heavy track at Jubilee Park on Saturday. “It could be wet again but the conditions won’t bother us. together on court. “It’s a great group of guys, we’ve got a good culture within the team which is always a positive and they’re really focused on trying to get better. Most of the boys are bottom age so many of them will be able to play for this team next year as well, so it’s a really exciting group to go away with and see what we can do,” says Sam. From day one, Sam has encouraged the team to aim for the top so they’ll be going into this tournament with their eyes on first place. “I guess, for us, it’s just about going along, taking it one game at a time and seeing what we’re capable of. This is my first time coaching these boys so it’s going to be an exciting trip for me too and I’m really looking forward to it. So far, I’ve been impressed with all the boys and their maturity and how much they enjoy the game. We should be aiming to go in and do as well

The Tasman Under 17 basketball team will soon be taking to the court in Wellington’s ASB Sports Centre for the Aon Under 17 National Championships, and they’re feeling good about their chances. The competition is held from July 12 to 15 and will see 20 teams go headto-head to take out the title. For the Tasman team, the journey started back in April this year when a tournament was held featuring teams from Marlborough, West Coast, Buller and Nelson. From this tournament, the top 20 players were picked to trial for the team, that number was then cut down to 10 with two nontravellers. While the majority of the team is from Nelson College, Waimea College is also represented, with one player joining from Blenheim. They’ve been practicing and playing together since April and coach Sam Dempster says they’re working well

Four times a year the region works together to help rehome household goods – anything from chairs, books and clothing to left over-bits and pieces from building projects. It’s called Second-Hand Sunday – and everything is free. The goal is to reduce what goes to landfill by giving people a simple, easy way to recycle, re-use or re-home items by putting them at their the gate. How do I participate? If you have items to re-home, register on either Nelson City or Tasman Distict Council websites. On the day • Put your items out on your driveway or front lawn. • Attach the poster to your letterbox so people can see you are involved. • The event will take place rain or shine, and in the event of bad weather, it is up to the householder whether they put their items out or not. • Please don't put out food, dangerous goods like faulty electrical equipment, or chemicals.

Tasman parks become magical playgrounds After the success of Magical Park during Parks Week earlier this year, we’ve decided to offer the virtual reality playground in parks throughout the District until mid-2018. From 1 July, children and families can play Magical Park at six parks around the District. Where can I play? Magical Park is aimed at 6 – 11 year olds and will be available at the following parks:

• Mapua Recreation Reserve: November 2017 – February 2018 • Lord Rutherford Park, Brightwater: March – June 2018

Access to eastern half of Moturoa / Rabbit Island restricted Public access to the eastern half of Moturoa/Rabbit Island will be closed on Saturday 29 July while an organised game bird hunting event takes place. Fish and Game organise the hunts, which are permitted on a trial basis under the Moturoa/Rabbit Island Reserve Management Plan. The hunts are timed to coincide with low tide to avoid any effect on shore birds. No hunting is allowed within 100 metres of the high tide mark. We’re working with the Nelson SPCA to deliver subsidised neutering and microchipping for menacing dogs. The subsidy is funded by the Department of Internal Affairs. Eligible dogs will be neutered and microchipped at a nominated vet clinic for $25. Dog owners who wish to take advantage of this offer should contact the Nelson SPCA on 03 547 7171 to confirm whether your dog is eligible.
