Car club admits mistake Emily Beaumont The Nelson Car Club has admitted they made a mistake with their paperwork for the MRF Mainland Series 2018 car rally race, which resulted in them incorrectly setting out their course on Saturday, July 14, and racing on unpermitted stretches of public roads. Tasman District Council’s community relations manager Chris Choat says rally organisers have been “very apologetic” and have ensured council they will make contact with each affected resident to apologise for the inconvenience. “In terms of the on-the-ground event preparation and management, they followed normal practice with letter drops to affected properties, race safety procedures and traffic management including warning tape across entrances and safety car reconnaissance, so we are satisfied that the risk to road users was limited,” says Chris. Prior to July 14’s rally, the car club had a clean record in running a number of events on the region’s roads without incident. Future applications for road closures for car club events will now be subject to additional conditions where the council will monitor the event start and end, at an additional cost to organisers, until the council are satisfied the car club are following the rules.

A new power company is available in the region and the CEO Lester Binns and general manager Riki-Lee Newport are passionate about delivering the best possible service for their customers. Lester and Riki-Lee have been collaborating for the last two years on a wholesale power provider and have recently launched their product, Power Direct, to the public. The wholesale market, New Zealand Electricity Market (NZEM), is where power generators sell their power to retailers like Power Direct. “A couple of years ago we saw there was a gap in the market for the choice of power companies,” says Lester, “the Nelson Tasman

area is the lowest power switching region in the country, only 13% of the population here check to see what their competition are offering.” Operating in Nelson and servicing the Nelson Tasman region, Lester says things are gearing up and they hope to be available nation-wide in about six months. “The main thing we want to do is be different from other power companies, and the thing that makes us different is our wholesale prices.” Unlike some other companies, who charge at an inflated flat rate, Power Direct charge the ‘spot’ price for power - which gives the consumer more control over the price they are paying. Riki-Lee says people in the region can generally shy away from switching their providers, but with Power Direct it is a straightforward process, “we are battling

the sense of it being difficult to switch over providers, but all people have to do is jump online and fill out a simple form, we do the rest.” To offer customers access to the wholesale market, Power Direct supplies houses that have smart meters, this is so they can easily track the half hourly usage data. With Power Direct’s recently launched app the customer can see exactly when power consumption is at its peak in their household. “With our app you can see exactly what power you are using and at what times,” say Riki-Lee, “it’s actually quite addictive. Special student missed by all

Emily Beaumont As students returned to Waimea College for the third term there was a noticeable void - the absence of special education student Falco Jim Gale Atkinson who passed away unexpectedly on the last day of the second term. “He was definitely a special child. Even though he was one who didn’t speak, the expression in his eyes and on his face spoke a thousand words,” says Ed Book, assistant head of department of Special Education. Falco was born with severe cerebral palsy nearly 14 years ago, the condition robbing him of speech and only enabling limited movement. Attending Waimea College for two years following his primary schooling at Motueka South School, Falco’s caregiver and teacher aide of seven years, Sharleen Calteaux-Brown, says Falco had “such a humorous side to him” and it was while at Waimea College that he came out of his shell. “When we started at Waimea College I believe Falco’s whole attitude to life changed, he laughed and smiled almost every day while there.” Embarking on numerous opportunities, Sharleen and Ed say it was the pool where Falco was happiest, evident by the “smiles and full-on laughter”.

Launching out of airplanes is second nature to Richmond’s 17,000 jump veteran Stu Bean, but to do so in front of a crowd of 250,000 at what is largely regarded as the world’s most famous airshow, was nothing short of “spectacular”. Oshkosh is a premier aviation event and a fantasy world cometrue for aviation geeks, many of the world’s best airshow performers can be seen in action at the annual event in the United States’ Wisconsin that began in 1953. “It was an awesome event, thousands of people there and thousands of planes. There’s just a massive amount of static displays, everything from home-builts to the latest military aircraft including a B-52 bomber,” says Stu. The highly-experienced skydiver together with his fellow kiwi skydiving mate, Anthony Oakly, has a 15-year track record of being involved in big-way skydives on

Bowel cancer screening to begin After more than a year in the planning, Nelson Marlborough Health (NMH) is one week away from launching the National Bowel Screening Programme in the region. Over the next two years approximately 18,600 people aged 60 – 74 will be invited to participate in the programme, with the first invitation letters due to be sent on August, 14.

The programme aims to save lives through detecting pre-cancerous polyps, or finding bowel cancer at an early stage when it can often be successfully treated. New Zealand has one of the highest rates of bowel cancer in the developed world and the Nelson Marlborough region has the fourth highest rate in the country. It also has the lowest bowel cancer mortality rate of 18.1 per 100,000

people (Ministry of Health data, 2016) – an indicator that, if detected and treated early, bowel cancer is not always fatal. NMH General Manager of Clinical Services, Lexie O’Shea, says that, with the fourth highest rate of bowel cancer nationwide, the introduction of the bowel screening programme is particularly important for Nelson Marlborough residents and communities.

“It is especially important for Maori people, because while Maori people have lower rates of bowel cancer, they are more likely to die of bowel cancer than nonMaori. “This is often because they are diagnosed with bowel cancer at a more advanced stage than nonMaori, so we are asking people to encourage their whanau – their matua and kaumatua – to do the

test when it comes to them in the post,” says Lexie. “The screening test will save lives and support our families, whānau and communities to be healthy for longer. “I urge everyone eligible to take the test.” NMH is the second DHB in the South Island to roll out the programme, following Southern DHB’s launch in July.

Jewel thief pleads not guilty

The man accused of stealing hundreds of thousands of dollars worth of jewellery from across the Nelson Bays area has pleaded not guilty to the charges laid against him. Christopher Payne, 38, was due to appear in the Nelson District Court on Monday, July 30, but has pleaded not guilty to the charges and has opted to face trial by jury later in the year. He was arrested in May and charged in connection with 19 burglaries around the region. He

appeared before the courts earlier in July charged with multiple counts of burglary, theft of a motor vehicle, possession of utensils for methamphetamine and breach of release conditions. He will next appear before the courts on October 11.

Primary schools plan strike action

Primary Schools around the country are planning to strike for a full day on Wednesday, August 15, in the first industrial action by primary teachers and principals since 1994. New Zealand Educational Institute (NZEI) had asked for a 16 percent payrise over two years, among other claims to improve staffing and workloads it says have contributed to a national teacher shortage.

The Nelson, Marlborough, West Coast police have received reports of a person pressuring elderly people to have their windows cleaned in the Richmond/Stoke area. If someone comes to your door offering services you didn’t ask for, the police are advising against letting them into your house. If you feel like they are pressuring you into something you don’t really want, phone the police. The public is being urged to look out for their elderly neighbours.

Tourism spend on the rise

Tourists are providing a huge boost to the local economy. Tourism spend for Tasman is estimated to be $332 million for the year to June 2018,

up 13 percent compared with the year to June 2017. Of this tourism spend in the year to June 2018, international visitors spent $157 million (up 36 percent compared with the year to June 2017), and domestic tourists spent $175 million (down two percent) in that period. This is up 20 percent compared with the month of June 2017.

Van versus truck on Appleby Highway

St John ambulance transported a man in his 40s to Nelson Hospital in serious condition following a collision between a van and a truck on the Appleby highway intersection with Pugh Rd, on August 1 around 5pm.

Police disappointed by drink drivers The message from police is clear: “Don’t drive distracted, buckle up, watch your speed, and never drive under the influence of drugs or alcohol.” This comes after a four-day operation that took place in Nelson two weeks ago where the Tasman Traffic Alcohol Group conducted checkpoints in Nelson City, Richmond and Motueka between Wednesday and Saturday nights. Police processed 16 drivers for excess breath alcohol. Eleven of these drivers returned a reading exceeding 400mcg of alcohol, which leaves them facing court action and a mandatory loss of licence for at least six months. The others received a $200 fine and 50 demerit points. Team leader of Tasman Road Policing Group senior sergeant Grant Andrews says it’s alarming to see people behave this way. “This sort of behaviour puts all road users at risk, not just the drivers, people need to plan ahead and not drive if they’re going out for a few drinks,” he says. Many studies show that the risk of being involved in a crash increases as a driver’s blood alcohol level increases.

Katy loses cancer battle Kate Russell After more than a three-year battle, former Nelson woman Katy Cobb has lost her battle to cervical cancer. The 33-year-old, who was living in Australia, passed away on Sunday, July 29, at Logan Hospital in Queensland. Katy was first diagnosed with cancer in March 2015 after experiencing symptoms for several weeks. Her intuition told her it was something severe, and sure enough she had a 5cm tumour on her cervix. After undergoing an aggressive combination of chemotherapy and radiation, the cancer remained, and she explored hyperthermia treatment in Germany. Katy’s Nelson friends and family rallied behind her to raise money for the treatment. Katy’s journey was documented through a Facebook page

Retired piano’s sweet sounds may live on from PAGE 1 Emily Beaumont While its life as a complete piano has come to an end, Andy Wallace hopes an artist will give the strings and soundboard a chance to live on. Andy’s late brother Stephen Sowman did the sign-writing on the street piano four years ago and it spent a year on the street outside the Sprig and Fern inviting one and all to play. The lid read - Don’t just stand there, play me! And once open had - Life is a song, love is the lyric. The piano’s weight and the inconvenience of wheeling it in and out every day sped it toward retirement, and while Andy is salvaging her brother’s impressive artwork, the piano’s internal condition may allow it to make sweet music for a while longer yet. “It’s a good opportunity for someone, so instead of wrecking it completely hopefully someone will make the most of the inside’s tip-top condition,” says Andy. “It sounds like a harp.” A donation to the Nelson Hospice can secure the immaculate strings and soundboard for anybody looking for a project. He’s a publisher, poet, world traveller, fluent in French, has a technical background in industrial insurance and now Richmond’s man of many talents, Peter Lynch, is producing quirky local-based videos on Facebook. “The fickle side of Facebook made me dig deeper. It’s a major eye-opener to see such a huge database of business advertising platforms,” says Peter. Embarking on a “Be Social” course at NMIT through the Nelson Business Trust, Peter says he intends to reach worldwide standards of business media. “The business arm of Facebook, I believe, is unknown to those who use it privately.” Establishing Television Tasman, Peter shoots videos of up to a minute and on various subjects, including documenting Richmond’s Queen St upgrade. While it remains a hobby, Peter says “it’s taken me to the cusp of wanting to explore more and the reporting aspect”. It’s a perfect fit for his “insatiable appetite for creativity” that has also seen Peter plant 500 garlic cloves as a tribute to his late father. Calling it Frank and Peter’s NZ Organic Seed Garlic, Peter says it “gives Dad another run”. There’s never a dull moment for the eternal optimist who says, “it’s all about having fun.”

Doug has been nominated by Wakefield constable Jamie White, for the commitment and work he has put into the community over the years. “He does a massive amount of volunteer work for the community, mainly for the Wakefield Bush Restoration Society,” says Jamie, “Doug does a lot of work for the parks and has done countless hours of volunteer work over the years.” Doug has been the president of the Wakefield Bush Restoration Society since its inception in 2000, they are a voluntary group that are passionate about protecting the bush at Edward Baigent Memorial Domain and Faulkner Bush. “We have turned the land around from weed-ridden bits of land to well-regarded walking tracks in the area,” says Doug, “I felt someone had to stand

up and do something. It is not just me, there is a team of us out there. We are trying to establish something special for Wakefield. We are trying to protect the area for the future, for long after I am gone.” Doug who has worked as a meat inspector for 46 years, says preserving the bush is ‘bloody hard work’, “we have a huge list of jobs planned over the next five years.” Jamie says the work Doug and his team do is invaluable, “the village of Wakefield owes him a lot when it comes to Faulkner Bush and walks, and Baigent reserve areas.” Both Jamie, and Doug’s wife EvieJoy, describe him as a modest man. “he is very respectful of the people and the bush,” says Evie-Joy, “he always puts others forward before himself. Charge stations join network Network Tasman’s three public electric vehicle (EV) charging stations in Nelson City, Richmond and Takaka will join the nationwide ChargeNet NZ network on 1 August, 2018. For the past two years, use of the charging stations has been free while the company assessed demand and supported early adoption of EV technology in the region. From 1 August, Network Tasman will introduce a charge of 25c per kWh plus 25c per minute of charging time. “Introducing pricing for the fast-charging stations will cover the cost of the service and ensure that other providers can viably invest in further charging infrastructure,” says Network Tasman CEO Oliver Kearney. “We have received positive feedback on the changes from EV users but with only a limited number of chargers currently available, in combination with these being free, customers have experienced significant congestion and wait times. The changes will ensure that the units are used as efficiently as possible.” EV owners will be able to pay either through the ChargeNet.nz phone app or by creating an account and purchasing an RFID fob via the Charge.Net.nz website. The ChargeNet NZ phone app and website displays the location, availability and operational status of chargers nationally, allowing EV users to plan their route and see the state of their vehicle charge in progress. Vehicle owners will be able to pop away while their vehicles are charging and be notified by text when the charging session is finished, or if there has been an interruption to the session. EV ownership is high in the Nelson Tasman region; the number of EVs in the area has almost tripled in the last year and in terms of ownership levels per head of population, Nelson Tasman is second only to Auckland. “The Tasman region is one of the most active regions in the country in terms of embracing electric vehicles, and we are keen to support electric vehicle owners through linking them in to our ever-expanding nationwide network of chargers,” said Nick Smith, Chief Operating Officer of ChargeNet NZ. EV ownership seems likely to continue its rapid growth as a greater variety of car models become available, with increased battery capacity and range. Network Tasman is taking a proactive approach by carrying out a study to gauge the impact of EV charging on peak network loads. The study will help inform the company’s future asset management planning for the region.

Steam park and craft fair combine for dynamic event Higgins Heritage Park and Steam Museum is adding a new dynamic to its yearly ‘On Steam’ day, on January 2. The park has stepped forward and offered the Wakefield Craft Fair organisers a new venue, and in combining the two events, will now be hosting the new Steam Park Fair. The judges liked that they could go on any of his sites and see that same consistency.” Aaron says the biggest thrill of winning was being able to use it to recognise the efforts of his team, which is made up of a dozen painters and an office administrator. “It’s for them really. They work bloody hard and keep our standards up, so it really does reflect on them. I go through every home before we hand it over, so I keep a really close eye on what we do and the guys don’t give me much to do, the standard is really high and this award highlights that.” He says the company has made a big effort to implement systems that makes each house as efficient as possible while ensuring the highest quality. Aaron says they're far from finished either, as he eyes up next year's awards already. "It's been a three to four year process for us to get here but we're not done yet. We want to keep striving and keep trying to be as good as we can. "I'd also really like to thank Master Painters for putting these awards on, it's a great way to recognise the hard work that our painters put in and the results we get."

Just 12 years after its inception, the Tasman Mako have already established themselves as provincial powerhouses on the New Zealand domestic rugby scene. The pride of the Tasman region, the 2017 premiership runners-up will look to end the Canterbury dynasty and claim their first ever Mitre 10 Cup title this year. The Mako earned promotion to the premiership after defeating Hawke’s Bay in the 2014 championship final. The side has since made the top four of the top tier competition every season, making the grand final in 2016 and '17. Mako manager Martyn Vercoe says the team will again be a force in the NPC.

we just want to do the province proud.” Martyn says he is confident the side can go one better than their premiership final loss in 2017. In the decider last year Canterbury thumped Tasman 35-13 in Christchurch, clinching the Red and Blacks’ 14th national title. Tasman will play all their six premiership rivals, plus championship teams Southland, Manawatu, Otago and Hawke’s Bay this season. With a home game scheduled against Ranfurly Shield holders Taranaki, Tasman will have to wait another year for a tilt at the Log of Wood, unless results go their way. There is also a new coaching line-up for the Makos, with two new, but familiar, faces joining head coach Leon MacDonald and attack coach Andrew Goodman as part of the coaching crew. Former Mako captain Shane Christie comes on board as forward and defence coach, along with former All Black Clarke Dermody who will be the new set piece coach. Dermody, who played three times for the All Blacks in 2006, 44 games for the Highlanders and on 89 occasions for Southland, has been the Highlanders’ set piece coach for the past three years. Despite decent defence, rugby boys lose Waimea Combined Schools lost 25-12 when they hosted Timaru Boys High School in the last home game of the season on Saturday. Waimea’s defence was relentless throughout the game through big tackles coming from Danny Barham and Seth Brown, playing in this 25th game. But when it came to having the ball to throw around and attack with, they let themselves down with poor deci-

sion making and basic handling errors. It wasn’t until after half time when a strike move from Waimea Combined put winger Duncan Drysdale (Garin College) under the posts, the try converted by Jake Jenner. Waimea looked like scoring whenever they had the ball but last passes let them down. But with 10 minutes to go and trailing by 18-7, Duncan Drysdale

crossed over again in the corner to put it at 18-12. Timaru were quick to hit back, showing their size in the backs when winger went under the posts to put the game out of reach for a tired Waimea. Off the restart, hooker and captain Jake Goeddert plucked the ball out of the air and took off towards the Timaru line, carving off 20 metres through the Timaru

Nelson Matters There are many signs the New Zealand economy is weakening after years of stellar growth. This trend should worry us all. It means fewer jobs, lower living standards and less revenue for Government to provide healthcare, education and superannuation. Business confidence in New Zealand has plummeted to the lowest level in ten years, while Australia’s is at a ten year high. The OECD that includes the 35 developed countries in the world like the US, UK, Canada, Japan etc has us falling from second best last year to second

worst now. We have pulled into the slow lane with 33 countries passing us. Businesses lacking confidence do not employ or invest. There were 10,000 new jobs being created per month in 2016 and 2017. It has dropped 60% to now 4,000 per month. Unemployment had been consistently dropping for years but it is now going up again. Nelson unemployment was 2.2% when National left office but is now at 4.7%. Trouble is also brewing in our productive industries. Farmer’s confidence has fallen 66% and

horticulturalists by even more. We have seen four large building companies nationally go broke in the last month, putting hundreds out of work and creditors further down the line, out of pocket. These economic woes are in turn seeing a return of the brain drain. We had 30,000 kiwis leave for Australia a year back in 2008, with most being our best and brightest. Last year it reversed with a nett gain for New Zealand of 1,000. This year’s figures show the tide turning back and kiwis leaving again. These economic troubles are the

Heading off to the hospital after the game, Jake has had a bad twist to his knee and is more than likely out for the remainder of Waimea’s season. Waimea ended up losing the game 25-12. The Nelson Giants’ season is over Jonty Dine The Nelson Giants franchise was knocked out of the NBLafter losing the semi-final 98-93 to the Southland Sharks in Wellington. Head coach Jamie Pearlman was disappointed not to be making a grand final appearance. “That’s finals basketball, we always knew we would make a run at it, but the Sharks just played more disciplined basketball than us.” Jamie says while it has been a huge turnaround from the franchises four-win season in 2017, they still wanted to achieve more. “You’re never satisfied, this group was good enough and should have been a finals team.” Nelson trailed for the entire match, Southland stretching their advantage to ten in the second and fourth quarters. The Giants found themselves on the wrong side of the officials, conceding 24 fouls in a fierce and physical contest. Finn Delany and Conor Morgan had a blockbusting battle at the top of the point scoring charts, Finn finishing on top with 26 to Morgan’s 25.

Plethora of football goals It was goals galore on Saturday, August 4, with teams from Richmond Athletic AFC being involved in games that saw 70 goals being scored. And that included two senior games with over ten in each, after they went to extra time and penalties due to the knock out competition. The Fresh Choice Richmond 1st team were unlucky to eventually lose 4–3 to FC Nelson in a penalty shoot-out after the regular game and extra time finished 4 each. However, the 4th Div Tasman Auto Electrics Bogans managed to secure their win over FC Nelson 4–3 on penalties after their match ended 2–2. Elsewhere, the Fresh Choice 2nd Div Hornbills were too strong for Tahuna, Thompson Daly Chartered Accountants Thistle beat Mapua, Global Wings Travel Colts had a narrow win over Motueka, the Sprig and Fern Stags went down to Wakefield, About Beauty at Monaco Swans had a great win against Waimea College, and the Hothouse Foxes unfortunately defaulted to Nelson College for Girls. The squash season is far from over and Waimea Squash club is preparing for some important upcoming tournaments. Next weekend the club will host the regional C Grade Superchamps competiton. Reduced speed limit for Appleby Highway We're working with the New Zealand Transport Agency on proposals to lower the speed limit on the Appleby Highway and some adjoining local roads to improve safety. Tasman Resource Management Plan changes We’re proposing a range of changes to planning rules in the Tasman Resource Management Plan. The Proposed Plan Changes are open for submissions until 4.00 pm, Monday 13 August 2018. Change 67: Waimea Water Management Technical Amendments This change proposes to make mainly technical amendments to a number of existing provisions concerning Waimea Plains water management. These amendments affect provisions for managing the transitional decisions concerning the proposed Waimea Community Dam. Change 68: Omnibus Amendments This change carries out a number of minor amendments to outdated text, the correction of errors or anomalies, or simple adjustments to improve clarity of jurisdiction, interpretation or enforcement. Others relate to zoning and overlay changes that correct errors or anomalies that have generally been created through other changes to the TRMP; or through sale, subdivision, or development of the affected land. The change also includes a proposal to rezone part of the Conservation zone at Brightwater. Variation 1 to Change 60: Rural 1 and 2 Zone Subdivision Amendments This Variation corrects an inconsistency in the subdivision activity cascade in the Rural 1 Zone. Variation 2 to Change 60: Rural Land Use Amendments This Variation adjusts and clarifies the use of one or more buildings for residential activity and the management of business activity in the Rural Residential zone. Following Environment Court consent orders that settle appeals, it also provides for subsequential amendments to other rural zones for intensive poultry farming setbacks and management of heavy vehicles in rural zones. Public Forum guidelines There may be a large number of people attending the Full Council meeting in the Richmond Council Chamber on Thursday 9 August. To manage the numbers in the venue and allow people the right to speak in the public forum - while still ensuring the formal business on the agenda can be carried out - we ask that everyone planning to attend be aware of and follow these guidelines. • If you wish to speak in the Public Forum section of the meeting, please register your intention by Wednesday 8 August. You can do this by emailing kate.redgrove@ tasman.govt.nz or hannah.simpson@tasman.govt.nz, or phone 543 8400. • A maximum of 30 minutes will be allocated specifically for those wishing to speak in opposition to the Waimea Community Dam project, a maximum of 30 minutes for those wishing to speak in favour and a maximum of 30 minutes for other topics. (The Mayor is exercising his discretion under Standing Orders as Chair to allow an extended Public Forum under the circumstances.) • Each speaker has a maximum of five minutes. • The usual limit on the number of people from a single organisation who may speak will apply – that is, no more than two speakers from any one organisation. • Normal practice for Public Forum is that speakers may have their say, but it is not a forum for councillors to question speakers. However, if there are matters of clarification the Mayor has the discretion to allow questions. • We can accommodate a maximum of 50 people in the Council Chamber. Volleyball Te Totara Teams to Queensland On August 8, forty young volleyballers from the Tasman region will be preparing to leave their mark on the game as they make the trek across the ditch to battle the best Queensland Schools have to offer, in the 2018 Queensland Senior Schools Cup. Ten staff of coaches and managers will be supporting their teams’ aspirations to return successful. Four teams of U19 and U17 boys and girls will compete

in their relevant age categories. In 2017 Nelson Bays Volleyball initiated a programme of volleyball skills development for all players wishing to take part, as a pathway to develop their skills and knowledge of volleyball and improve their selection opportunities to represent the province at National and International events. The programme has been aptly branded Te Totara and has received considerable

support from the volleyball, and wider, community. The teams first ventured to participate in the Queensland Schools Cup with an U19 boys’ and U19 girls’ team in 2017 – competing in the U20 Honours Grade. The girls finished in 8th place and the boy’s team unpredictably came home with the gold medal and U20 Boys Honours Champions title. A memorable experience for young athletes to play against the

top Queensland schools. Year 13 Waimea College student Harriet Ogilvie co-captained last year’s tournament team and says, “it was so much fun, it was amazing, and such a great experience. They play a different game in Australia, they play so much faster, we have been training for that though.” This year four teams are competing in the cup and have been training weekly since April. The province is well represented this

year with players selected from many of the Top of the South schools. All players selected for Te Totara teams will also be representing their schools, proudly wearing their school crest on their playing kits, and travelling in their schools “number ones”. Head coach of the programme, Josh Ovsenek, believes that, “this a great way to honour your school as you also represent your region.”
