Flood crisis to hit rates Five red stickered homes in Richmond have an uncertain future as they remain too dangerous for their owners to enter. The five are joined by more than 100 other homeowners in Nelson and Golden Bay that have had their houses declared too risky to enter after last week’s floods across the region. The two day storm caused more than 300 slips in both Nelson and Tasman and has left many roads closed. On Monday the rainfall was confirmed as the most intense in the history of urban New Zealand and a fresh state of emergency was declared this morning. The cleanup bill from the floods is expected to be in the tens of millions with ratepay-

ers expected to pay a slice of that. Richard says the cost to Tasman ratepayers will not be known for some time, until they have a better idea of costs, but it is expected to be significant. Central government will come to the party and help pay for some of the clean up though. The financial hurt will not end there, many businesses and home owners will be significantly out of pocket. And with just a week until the height of the tourism period in the district, visitor numbers could be affected, especially in Golden Bay. Tasman mayor Richard Kempthorne says tourists are still being warmly welcomed and, apart from damage to some roads, most wouldn’t see

Final touches added before Christmas rush There are only four days until Christmas, but when it comes to buying their tree, Waimea residents have been a lot more prepared in 2011. Eyebright co-owner Peter Owen says his store always sets a benchmark to better their products from the year before. One noticeable addition is the candy red artificial Christmas tree. But Peter admits it is the real Christmas trees that have been in huge demand this year. “What I’m finding is that people are now demanding a better quality outdoor Christmas tree,” he says. “So what we’re doing is aiming to produce a really bushy wellshaped tree. The days when people were happy with these tiny little things are gone.” Peter says he had a three page waiting list as early as the start of October, with hundreds eager to get their tree and decorations sorted. “It’s absolutely amazing. We had to tell them ‘look you’re too early. We’ll ring you when they’re ready’.” The weather had caused plenty of havoc to some Christmas events with Carols at Gardens of the World postponed one week, and the cancellation of many events scheduled for last weekend. All beaches throughout the region remain closed after test results show the water is still too dangerous to swim in, although Richard says they should be re-opened by Christmas Day. Tonight a special meeting will be held at Saxton Stadium for all home owners that have been red stickered due to the

danger they pose. The meeting will be attended by Richard, Nelson MP Nick Smith and Nelson mayor Aldo Miccio, along with geotechnical engineers and other officials. Ultimately, the future of all red stickered homes will be determined by engineers and EQC. In Nelson, Rocks Rd on State Highway 6 will remain closed indefinitely while the cliff above it is assessed. Around 30 homes above the road have been

red-stickered as testing has shown the ground has been moving. Residents are also being asked to conserve water after a 20 metre landslide has been found to threaten the Maitai Dam, main supplier of water to the region. Experts were working on the dam yesterday and that work is expected to continue today. For photos from the big flood see our four page liftout in the middle of this paper.

Season underway despite weather The berry season is finally underway, and local growers are hoping we’ve seen the last of the heavy rain. Daelyn’s Peter Cheyne says rain followed by humid conditions can cause mould, but there was no damage from last week’s flood. The berry season usually begins around December 10, but this year it was a little bit later. “The season seems to be generally a little bit later for most berries,” Peter says. Peter says Daelyn always remains a popular destination because of its proximity to Nelson and Richmond. “There are other berry farms around, but this is the closest.” Peter and his wife Jenny have ran the shop for the past six years.

Police urge parents to keep track of kids School’s out for summer and police in Nelson want to help parents keep track of their children and keep them safe. Nelson Police youth services supervisor Sergeant Karl Parfitt says that around this time police see an increase in the number of young people coming to their attention. During the school holidays, he says there is an increase in missing teen-

agers and children, although it is frequently established that these young people are not technically missing, they simply don’t want to go home and find it easy to stay with friends and acquaintances. Karl says parents should know where their kids are at night and if they don’t know where they are they must make some effort to locate them, or phoning the police for help.

Chloe Hall has plenty of evidence to prove she’s Tapawera Area School’s top student for 2011, and they’re all sitting on top of her fireplace. Chloe was named school dux, best all-round student, she picked up the athletics trophy for senior girls, the english award and most improved netball player. But it’s not the easiest thing to find room for all of the trophies and cups. “They’re all bunged on top of the fireplace at the moment,” she laughed. But Chloe was pretty stoked with her efforts, which also saw her claim a $5000 scholarship towards university studies. She is going to study a bachelor of physical education at Otago University and hopes to becme a P.E teacher one day. She wouldn’t even mind teaching in a school similar to TAS, acknowledging the opportunities the school has given her. Tapawera Area School principal Kelvin Woodley says Chloe stood out across the board. “There was athletic achievement, there was academic achievement, she was great socially, involved in stuff, a good leader and a good mentor to younger kids,” he says.

Lucky Lotto local puts rich in Richmond One Richmond family is now $8.1 million richer after they won Powerball, and Lotto First Divison an incredible ten times. Amber Smolenski, co-owner of Night N Day Richmond, where the winning ticket was bought, says the win is amazing because they not only won the $6m Powerball prize, they also won the first division prize 10 times collecting another $2,142,860. The winners, “a Nelson family,” did that by picking the same six numbers with 10 different Powerball numbers. This is the second time in the past four

months that Night N Day Richmond has sold a major winning ticket, although this is considerably the highest total they have ever sold. It is the 27th time they have sold a major prize. Amber believes it is the highest in the country for a “smaller store.” She says it was really exciting when they heard the news that the store had sold ten winning first division tickets. “I know that only one person won it, but for us it’s ten. We get ten trophies, ten boxes of giveaways. So it’s very very exciting,” she says. “Plus it’s our first Powerball [winner].”

She knew immediately that it had come from the one winner. The win has been hugely beneficial for the store with a huge demand of Lotto tickets being bought this week. Customers have also been trying to replicate the tactic of picking all the same numbers alongside each Powerball option, although Amber says it is a common thing for some Lotto regulars. Amber’s husband David was in the store the morning the local brought in their winning tickets. They were sworn to secracy about giving away any details other than it was a Nelson family.

Hundreds of toys donated for Christmas

More than 1000 underprivileged children will get their Christmas wish thanks to the help of the Richmond Mall and the generosity of the Tasman and Nelson community. Hundreds of toys were handed over to the Salvation Army on Tuesday morning, and Jill Knight, community ministry manager for Nelson Bays Salvation Army, says she doesn’t want any children going without toys this Christmas. Jill says the Salvation Army usually gets a lot of praise, but she believes it should be directed to the community that buys the toys for them to distribute. “It is very much appreciated throughout our community and without it, many kids would have nothing for Christmas.” The Salvation Army works alongside other agencies within the area to determine who really needs the presents. Jill says it is always a bit hard to get a complete record of how many toys were donated, but she expected it to be in the hundreds, so at least one toy could go into a households that otherwise wouldn’t be having presents on Christmas Day.

Rainbow ride for bibles

Getting bibles into the Pacific Islands is hard work – just ask a group of Richmond cyclists. In an effort to send up to 1000 bibles to various islands, people from Richmond and Nelson will cycle from St Arnaud to Hanmer Springs to raise money for the books in an event called Ride the Rainbow. Organiser Ross Borlase says the fun ride is held every two years and he would like to see as many people as possible sign up for the ride. “It’s good fun and everyone has a good time. We meet up at the halfway point

and have something to eat and enjoy each other’s company, but it is hard work as well, people wanting to come definitely need to train for it.” In 2010, the group raised just over $5000, all of it going to bibles for people in the Pacific. Ross says this is the fourth time they have held the ride and he is hoping for more entries than ever. “The more people there is, the better it is and luckily we get a lot come back after they’ve done it because they have such a great time.” To find out more about the ride or to sign up, give Ross a call on 544 7352.

Grower retires after berry good career

Nelson is the boysenberry capital of the world. The industry alone brings in around $13million to the local economy. But the boysenberry standards wouldn’t be where they are today if it wasn’t for Philip Field, who retired earlier this month, after 30 years as a grower. Philip, 65, says it was a “rush of blood to the head” that led to him growing boysenberries on his family dairy farm in 1979. “We could see the town milk industry wouldn’t last forever and it would die. If we didn’t do something else then we’d die with it,” he says. Philip was instrumental in setting up Berryfruit Export New Zealand LTD, and spent the first eight years as its chairman. A farmer/grower co-operative based in the Nelson region, Berryfruit New Zealand carries out the sales and marketing of boysenberries for some 25 growers, the majority of whom are in the Tasman area. Berryfruit Export New Zealand was established in 1989 to create a more stabilised platform that would provide a long-term and viable future for the boysenberry industry. Its formation afforded the growers to appeal to a wider market and provide customer confidence in the fruit. By 1991/92 the company was exporting 85 percent of boysenberries grown in New Zealand, and in 1992 it became a co-operative. “There was no SHOWERS structure, no quality SHOWERS insurance. Coming

from the dairy industry where you have rules and regulations about everything and this outfit had nothing. It was a mess. Everybody just did whatever they wanted.” Berryfruit New Zealand is now the largest marketer of boysenberries in the world. Its main business is the supply of fruit as ingredients for the food manufacturing industry, to markets such as northern Europe/UK, Japan, Australia, and USA. Four sheds are registered to the co-operative; Berryfields, Ranzau Horticulture, Wai-West and Daelyn. Each pack house has to have its own quality insurance programme. Philip says Nelson’s climate is the reason behind a successful boysenberry industry. But he has now retired all together, following a role as a director of the co-operative. A rare form of dementia was behind the retirement, which was announced last month. “I said last year that this would be my last time. Next AGM and I’m out of here. I’m out with a bucket list.” Philip couldn’t really describe his love for the berry. “They sort of just get to ya. It’s the same with most of the growers; they just become passionate about the things. People say ‘do you eat them?’ Well of course I eat them.” He says Berryfruit New Zealand is in safe hands without him. “Yeah, they’ll be alright. I have other things to do anyway. I have grand children in Perth to visit.”

John, a Waimea West farmer, also happens to be chairman of Air New Zealand, Solid Energy and is a director on several of New Zealand’s other largest corporations. Locally, he was inducted into the Nelson Tasman Chamber of Commerce Hall of Fame last month; an honour that he says surprised him. He describes it as “rather neat” and humbly says, “I was surprised because it did come out of the blue… and I was gratified because most of what I do is outside of Nelson.” John grew up in Waimea West and after attending Lincoln University to study agricultural science, returned to the family property. He and his wife Sally have been living there for over 35 years. “I wanted to be a farmer and I don’t regret doing it,” says John. John has led many organisations at regional, national and international levels. As well as being Chairman of Air New Zealand and Solid Energy, John is also a director of AMP limited and director of Rabo Bank, among others. John’s demanding schedule takes

him away from home at least three days a week as the majority of his business is conducted in Christchurch, Auckland or Sydney. But in the end he says that Nelson is home. John describes himself as pretty determined in most things. This determination helped especially during the 1992 kiwifruit crisis which he describes as the biggest challenge of his career. With his leadership they managed to “create a billion dollar industry out of the ashes of 1992”. As one of the top businessmen in Nelson, and nationally, John wisely advises that if you are prepared to accept challenges along the way it’s amazing what happens. “You can’t fake leadership, you gotta be genuine and you gotta be yourself. But that doesn’t mean you don’t learn things along the way.” He says one of the most important things he learnt is that people respond when you are prepared to commit yourself 100 per cent. John acknowledged that he, like everyone else, has made some mistakes over his career. Children’s Christmas Party

Dozens of excited children enjoyed a day to remember when Club Waimea hosted the Youth Christmas Party in their hall. Santa, along with one of his elves, made his jolly arrival mid afternoon, bearing a gift for each of the children. Games were played and the day concluded with a lolly scramble. A great time was had by all who came, make sure to come along next year.

Club receives tractor to assist with tree clearing The last of the large trees around the Caravan Park and camping ground have been removed. After weeks of waiting for the large chipper to be repaired, the Club instead attained a fire permit and burned them earlier this month. BMTT assisted greatly by donating

a tractor that allowed the Club to move the large trees to the old roadway, where they could be burnt in a manageable fashion. Club Waimea is grateful to BMTT for their invaluable help in loaning Club Waimea the tractor.

From the Club Waimea board, executive, management and staff, a very Merry Christmas and best wishes for the coming year. Holiday Opening Hours Christmas Day, December 25, the club is closed except for those attending the private Christmas Lunch. Homes near Hill St sustained severe damage with some unable to be occupied again. Sandbagging was needed to stop water entering the Cafe on Oxford and the Oxford St/Wensley Rd roundabout was also stacked high with sandbags. Nelson MP Nick Smith, says central government will come to the party with some of the costs with prime minister John Key saying on RadioLive on Monday that it would not be fair to make Nelson and Tasman pay for the entire clean up, just because the EQC piggy bank is low due to the Christchurch earthquakes. More than 100 homes across Nelson and Tasman have been given a red sticker, meaning they are unable to be occupied until they are cleared by officials. But Nelson mayor Aldo Miccio says he wants to get as many people back in their

The floods have had a huge impact on our region, whether they touched your life directly or not. The rain that caused them was record breaking and the financial cost will be huge. A mayoral fund, announced by Richard and Aldo, has been set up for people to donate towards the clean-up, especially for those who have been displaced from their homes. And the fun side of the deluge: Te Puni Pihema, 15, and TJ Harman, 16, decided to take advantage of the strong water flows into the top of Jimmy Lee Creek just down from Hill St. During the day most of the teenagers were great, taking heed of police warnings about potentially dangerous spots to stay away from swimming or surfing.

The show must go on as Murchison Transport continue to deliver stock during the rains. Bear in mind it was pretty much a normal rainfall south of Brightwater so a lot of truckers did get a bit of a surprise as they hit Brightwater and Richmond.

This was a bit scary. This is Reservoir Creek just down from the twin pipe outlets. This photo was taken at the height of the rain on the first day. While getting close to some houses, again it appears it did its job and took the water quickly out to the drains and to sea. You still would not have stood a chance if you got caught in its ferocious flow.

Even the grass was too wet. Josh Hennessy, Oliver Hughes, Daniel Hitchens and Travis Brett take advantage of the downpour behind the growing shed in Washbourn Gardens to surf on the soaked grass. Looks like fun doesn’t it?

Just behind him is the little fenced pond where we all sit and feed the ducks. Dozens of Richmond locals visited the gardens on Wednesday to check out the result of the flood. Pretty much the only flood damage we heard about with the Richmond Mall: Pizza Hut gets a flush out by the local brigade. Mall manager David Hill said that the Mall had come out of the storm reasonably unscathed.

Perched precariously about 7 feet off the edge of the hill this Hill St home which has been red stickered. The drop down was around 150 feet down.

Great Results for Club Waimea Indoor Bowls Indoor Bowls is due to start once more on February 13, 2012. Club Waimea hosted the New Zealand Women’s National Indoor Bowling Championships in July, with the Club’s team managing to take out two National Titles and the Club coming in overall as second in aggregate out of 43 competing Clubs. Welcome to our December Newsletter, Ho, Ho, Ho, Merry Christmas everyone. Hope you all have safe and happy holidays and that you make lots of happy memories with family and friends. As I write this we have had two days of heavy rain, flooding all over place, the school is closed for the day, there are lots of slips, people being evacuated, and so much water just lying around everywhere. Lets hope the rain clears off and we have many days of sun to help dry it all up. Our thoughts are with all of you who have been affected by this event. On a happier note, it is nearly Christmas and we have been busy getting ready to put a Christmas tree in our Village Green. Brian Reed Contracting have kindly offered to get a tree for us and as you read this the tree will be at the Village Green. The Rural Fire Brigade is going to help us with putting up the lights, we have purchased some extra this year. Are you putting up lights at your place? We know that some people have them up already. What else has been happening? We have our preferred option for the Cycle Trail on a map and will be taking this to the Cycle Trails Trust shortly. The mural is almost complete; hopefully later in January we will get the anti-graffitti paint on it. It is looking absolutely awesome. Thanks to everyone who has helped make this happen. It is a great asset for our community. It looks like we will have to replace another of the large flowerpots down by the shops. Someone has hit it with his or her vehicle and it has been busted. Wouldn’t it be great if who ever did this gave us a call and told us so we can sort it? They are not cheap pots, and people need to be responsible for their actions. Thanks to Brightwater Engineers workshop people who went down and administered first aid to the pot, keeping it going until we can get a replacement. To finish off for the year we want to say a big thank you to all in the community who have helped out through the year. This is what makes our community a great place to live. Our next Community Association meeting will be on February 7, 2012 at 7.30pm in the Brightwater School staffroom. Merry Christmas everyone. Your Community Association.

Guiding in Wakefield and Brightwater Good News for 2012 - Our Brownie Pack will be re-opening in February thanks to Pippin leader, Veronique Law, who will run the group after Pippins at Wakefield Scout Den, probably on a Thursday – this to be confirmed. The Pack will first take the girls coming up from the Pippin unit and then on a first come - first served basis from the schools/community but will remain small (10) until another coleader comes forward. Could this be you?!! Our Guide Unit at Brightwater Scout Den will have two new leaders, Mrs Josie Macdonald and Ms Sarah Arnold, from February. Dates and times are to be confirmed and sessions will continue to have a parent rota. Summer Flower Show The 2012 Summer Flower Show will be held at the Brightwater Hall on Saturday 4 February from 1pm to 4.30pm and Sunday 5 February from 9.30am to 4.30pm February. New Show Home at 5 Fairose Drive, Richmond On the Brightside Brightwater Community Newsletter Pamela 542 3414. The Summer Flower Show is organised by the Brightwater Horticultural Society Visit Post Impressions In the Old Post Office in Brightwater (43 Ellis St), something amazing is happening. The historic building now hosts a gallery called Post Impressions, run by Georgia Barber and James Brewer and there are pre-historic wonders on display. They have massive ammonites, Mammoth teeth, an awesome array of trilobites, a fossil turtle, dinosaur teeth and bones, a Cave Bear paw, a complete Psittacosaurus dinosaur and much more. Georgia and James have been trading in Brightwater for just over a year now and have recently expanded to include more specimens as well as local crafts. Georgia also screen prints on the premises - you can watch her work while perusing their collection of fossils! James has been in the rock business for most of his life, having fallen in love with all things prehistoric when he was growing up in South-West England. He has lived in New Zealand for the last ten years. The gallery has built up a loyal local following with young and old alike, and regular visitors all enjoy spending time among the ancient artefacts. Drawing particular interest is a Moroccan Heteromorph Ammonite, from the Jurassic period - 150 million years ago! It is a great place to bring the kids this Christmas Holiday! They are open from 10.30am - 5.30pm every weekday except Monday and 10.30am – 4pm on weekends. Closed Mondays. Brightwater Playcentre It has been another busy term at Brightwater Playcentre. Marie Greeks, the artist who has drawn the mural and put it on the huge wall, was there to supervise the children who enjoyed the experience very much. Marie Greeks and Pauline Coy have spent many hours working on the mural, undercoating, putting the sketch on the wall, and doing the painting. Carols by Glow-lite On a fine Saturday evening on December 10 the Brightwater Community came together for their annual Carols by Glow-lites at Snowdens bush. Carols by Glowlites is a well-run event organised by the Brightwater Fire Force, the school and the local church. Nelson Dawnbreakers Fishing Club Kingfish have moved right in closer with good catches being reported off the spat farms out in Tasman Bay. Delaware Bay is still fishing very well with lots of pannies on offer. Kenepuru is producing some nice snapper as well. Unfortunately though with all the recent heavy rain the fishing will be a lot slower and probably take a couple of weeks to get back to normal. Boating will be somewhat hazardous with a lot of floating debris so take extra care, especially from partially submerged objects. Tip this month: The big snapper have arrived in the bay and it’s time

to get out in the deeper water and target them. Most have been caught on long lines but some very good fish are being taken on rods. Use fresh small baits (Kahawai is best), plenty of salmon burley and the lightest gear you can get away with. The smaller kingfish are now arriving also along the Boulder Bank and spat farm so target them in the morning on an incoming tide with Rapala X-Rap 30 lures and you will have the best chance. Racing around the Redwood Valley karting track as a youngster Jason Richards dreamt of becoming a professional race car driver. He achieved his goal and became one of the best in Australasia before a cruel form of cancer took his life last Thursday. Jason, or Jace as he was known to his loyal Nelson fans, will go down as one of the greatest sportspeople to ever come out of Nelson. He was only 35 years-old. His best friend from the age of six says he will remember Jason above all, as a great guy who loved to talk and walked around with his trademark smile. “Everyone loved Jace, he used to have a paper run in Richmond and I remember it taking him an hour and a half because he stopped to talk to everyone. When I filled in for him it would take me 20 minutes,” says Tony Dyer. “That’s the way he was, he loved to chat with everyone.” Jason died in Melbourne surrounded by his wife and two children after a long battle with an aggressive form of stomach cancer. He earned even more plaudits during his battle for his infectious positive attitude, even racing while undergoing chemo-therapy. Tributes have been flowing from around the world since his passing and Tony says Jason’s death is a huge loss for him personally and the entire country. Earlier this year Tony – along with mates Nick Fowler and Brendan Gridley – hosted a Race4Jace fundraiser at Jason Richards was one of the legends of V8 Supercar racing ProKarts Tahunanui with in Australia but will be remembered locally for tearing up the money raised to help fight Kartsport Nelson track in his younger days. Jason grew up in Richmond, went to Richmond School, Waimea Intermediate and was a head boy at Waimea College. He was a national karting champion while still at school and moved onto racing Mini 7’s, Formula Ford and then V8’s before winning two national championships in New Zealand and signing on to race with the Australian V8 series. His career will be remembered for three runnerup titles at Bathurst, one year finishing three seconds behind the winner in a team with fellow Kiwi Greg Murphy. It is for those deeds he will be remembered across New Zealand and Australia but in his home town Tony says it will be his bubbly personality and nature. “Every time Jace came back he would go out to the kart track and talk to all the kids, he would remember their names and always have a chat with them. He loved doing that and it was great to see a true superstar remain so humble.” Tony says he has spoken with Jason’s parents, who travelled to Melbourne last Thursday, and

The only Garin College student to ever play in the ASB Youth league was the first player to get his hands on the trophy for 2011. Erik Panzer, a central defender for Nelson Suburbs, captained Canterbury United to a 2-1 extra-time victory over Waitakere United in Auckland on Saturday. Erik says he was delighted to cap off a stellar year which was kicked off by playing an instrumental role in, at the time, an unfamiliar defensive position. He has played most of his young career in the heart of the midfield. This year was the first time Erik had been selected to play in the Canterbury United youth team and he is also part of the Canterbury United ASB Premiership senior squad. The Draft Joint Waste Management and Minimisation Plan is now available for public consultation. Everyone is welcome to make a submission. Purpose The Nelson City Council and the Tasman District Council (the Councils) have a statutory responsibility to “promote effective and efficient waste minimisation” and, for this purpose, to “adopt a waste management and minimisation plan”. As required by the Waste Minimisation Act 2008 (WMA), the Councils carried out a waste assessment. The Councils each made a decision that a Joint Waste Management Plan be developed. Tasman District Council has prepared draft Plan changes to the Tasman Resource Management Plan for water metering and for managing fire risk for new rural dwellings.

Summary Water Metering The Council is proposing to amend the Tasman Resource Management Plan water metering requirements to ensure they are consistent with the national regulations. The draft Plan change is intended to ensure that Council meets its obligations to continue to require water meters for nearly all water takes, including those less than 5 litres per second. The Council will continue to manage manual water meter returns, but is developing electronic reporting and recording systems to allow both Council and water users to take advantage of improvements in technology. The Council is also intending to amend the rules for taking water from storage. Water takes from dams will generally be permitted, however the effects of the damming at all times of the year will be managed through the consent to dam water. Managing Fire Risk for New Rural Dwellings The current Tasman Resource Management Plan (TRMP) provisions for managing the risk of fire in rural dwellings are inadequate and inconsistent with best practice requirements specified by the NZ Fire Service. Current camlock coupling requirements do not meet the requirements of the NZ Fire Service for fire appliances used to fight rural structure fires. A number of options for managing fire risk have been considered by the Council. These allow new home owners some discretion to choose the most appropriate fire risk management system for new dwellings where there is no appropriate water reticulation service provided.

Availability of the Draft Plan Changes The draft Plan changes are available for public inspection at Council’s Richmond office, and Motueka, Takaka and Murchison service centres. They are also available on the Council website (www.tasman.govt.nz) under ‘Policy/Plans/Tasman Resource Management Plan (TRMP)/Draft Planning Proposals’. An online response form can be completed via the Public Consultation webpage under ‘Policy’.

Consideration of the Draft Plan Change Comments are invited on both draft Plan changes until 31 January 2012. Council will then consider all comments received and prepare and release a Proposed Plan Change to the Tasman Resource Management Plan in light of the public’s contribution.
