More rain needed Rain late last week and over the weekend has led the Tasman District Council to relax water restrictions in some areas - but it warns the showers were nowhere near enough to break the drought. Dry Weather Taskforce convenor Dennis BushKing says the Waimea area has moved back to State 3 restrictions, which means businesses connected to the reticulated supply no longer have to cut their water use by 25 per cent and permit holders’ cut in allocations is now 50 per cent rather than the 65 per cent it was a week ago. However, houses connected to the reticulated water network in Richmond, Hope, Brightwater, Mapua, Ruby Bay, Wakefield and rural extensions are still subject to an outdoor water use ban, except for watering fruit and vegetables using a bucket or watering can on alternate evenings. Between 20mm and 30mm of rain fell across the region on Thursday night and during the day on Friday, followed by drizzle on Saturday - well short of the 80mm widely believed to be enough to break the drought. Dennis says river levels have already started to drop back again, although groundwater levels have lifted because there has been less pumping taking place. “While we can relax the restrictions slightly, it’s important people realise we are still in a drought and water conservation remains very important.” More rain is forecast for later this week and Dennis says the taskforce will re-assess the restrictions

Council acting Engineering Services manager Dwayne Fletcher says the need to continue to conserve water is vital. “We are keeping the outdoor use ban in place for now because, while there is a small increase in the amount of water available for the reticulated supply, we believe the priority is to lift the business restrictions to ensure the economy can keep ticking over - that protects people’s jobs and livelihoods.” Dwayne told the crowd of about 170 people who attended the public meeting held in Richmond last week to explain the water restrictions that no one knows how long the drought is going
to last. It could be weeks or even months and, while it continues, the risk remains. The recent rain has allowed the council to re-open a small number of parks closed last month because of the fire risk. They include all of Rough and Rabbit islands, and tracks in the Kingsland Forest Park. While the rain did not break the drought, council reserves manager Richard Hollier says it lessened the fire risk in some areas to the extent the council can feel confident about people’s safety in some of the district’s parks. The openings will be reviewed this week and, depending on the weather, a decision will be made whether to provide more access, retain the restricted access or reinstate the closures.

Network Tasman introduces associate director programme Network Tasman has introduced an associate director programme and Robyn Wilson is the first person appointed to the role. Region’s economy performing: reports Two reports commissioned by the Nelson Regional Economic Development Agency show the Nelson Tasman region is doing well economically, with job numbers growing and unemployment dropping. The Quarterly Economic Report for the year ending December 2018, compiled by economists Infometrics every three months, shows the latest economic figures for the region compare well to national figures, Nelson Regional Economic Development Agency chief executive Mark Rawson says. In its Regional Economic Profile for Nelson-Tasman, Infometrics estimates Nelson Tasman’s economy grew by 2.8 per cent in the March 2018 year, slightly ahead of the 2.7 per cent estimate of national growth. In that report, Infometrics says “economic growth over recent years has been accompanied by strong job creation, which has been reflected in growth in most spending and investment indicators that we follow”. Mark says the Nelson Regional Development Agency has commissioned the regu-
lar reports from Infometrics to track a range of economic measures across the region and to get a better understanding of the local economy. “We are also trying to provide easy-to-access tools around this type of data to assist businesses with their investment decision-making.” The quarterly updates give regular measures of how different parts of the regional economy are performing, and the annual Regional Economic Profile gives an in-depth description of the economic structure and performance of the region. “It means we can target our efforts and see results - for example, our destination marketing wants to see highervalue visitors who spend more while they are in the region, and the figures indicate we are attracting those visitors,” Mark says. Infometrics’ recently-released Regional Economic Profile shows Nelson Tasman’s economy added 1237 jobs in the year to March 2018, taking total job numbers to 53,405. The sharpest increases were in the construction sector, accommodation and hospitality,

education, the primary sector, and professional services. Improving employment prospects have been reflected in the number of people receiving Jobseeker Support, which fell by an average of 1.0 per cent across 2018. The report says these “improving job prospects have increased the appeal of Nelson Tasman as a place to live”. Other growth indicators include house sale numbers, which were up 7.6 per cent in Nelson Tasman, compared to a national figure of 3.1 per cent. The number of commercial guest nights were down 1.9 per cent, but visitor spending was up 1.1 per cent to $663 million, reflecting the shift in the visitor markets towards the sharing economy, such as Airbnb, Mark says. The continued lift in visitor spend is healthy, given this is on top of significant doubledigit growth over the past three years, he says. Visitor spending filters into many areas of the economy, such as retail and hospitality. Consumer spending on electronic cards was up 3.1 per cent during the quarter.

New sunshine hours record Richmond and Appleby were the sunniest places in the country in January with 355 hours of sunshine, which is a new record for the month. Nationally it was the third warmest summer on record, the National Institute of Water and Atmospheric Research (NIWA) says, with above average sea temperatures around New Zealand’s coastline the main contributor to the summer average temperature of 17.9 degrees. In the Waimea area, summer was much drier, as well as warmer, than normal.
Appleby had a mean maximum air temperature of 23.9 degrees over the summer, 1.9 degrees above normal and the highest mean maximum there since records began in 1932. Appleby and Richmond received just a third of their normal rainfall this summer making it their 3rd- and 4th-driest summers on record, respectively, NIWA says. Appleby received 68mm of rain over the summer, 32 per cent of normal since records began in 1932, while Richmond received 71mm, 32 per cent since records began there in 1862.
Forest fire concert date shifted The date of the forest fire concert has been shifted to accommodate the different emergency services involved, as support for the event grows. The concert, featuring the Waratahs and up to four local bands including local duo Dust and Gold, will now be held on April 13 at the Richmond A&P Showgrounds, beginning at around 1pm. Organiser Steve Page says support for the event has been fantastic and he wants to thank everyone who has got behind it, including the Waratahs, who have been brilliant working in with the date change.
Entry for responders and immediate family members, along with volunteers, is free with a nominal charge for the public of $10 per adult and $5 per child. Responders and volunteers just need to let people know of their role during the fire, at the gate. People are encouraged to bring chairs and picnic blankets. There will be food vendors on site, or people can bring their own food. There will be plenty of free parking. All funds raised will go to the Mayoral Relief Fund to help compensate those who have been put under financial pressure because of the fire.

Hive health checks offered The Nelson Beekeepers Club wants to help beekeepers in the area to make sure their hives are healthy going into winter. Beekeeping can be tricky, and sometimes help and support can go a long way. The club, which meets every month at the Richmond Showgrounds, is offering a healthy hive check next month, which will give beekeepers an opportunity to have their hives inspected for free by experienced beekeepers. Open to anyone who has a bee-
hive in the Nelson-Tasman region, the aim is to check as many hives as possible over one weekend in April, with a focus on identifying American foul brood disease or its symptoms, varroa infestation and general colony conditions, including queenless hives or hives with too many drones. It will also be an opportunity to get rid of any old or unused beekeeping gear, which can be a source of disease. Club secretary Catherine Moisan says the checks are a good
way of troubleshooting any problems before winter and the experienced beekeepers performing them will provide advice and support to help manage hive condition. Those doing the checks are volunteering their time. She says it is the responsibility of all beekeepers to keep an eye on the health of hives. In normal circumstances the average person in Tasman uses about 250 litres of water per day. If you’re trying to reduce your water use at home or work, it helps to read your meter, and to have an idea how much water common household tasks use.
Water meters are usually located below ground level in a box near the road boundary of your section. They generally have a blue or black lid, labelled “water meter”. Reading the water meter is a simple task. You may need to lift the cap to see your meter reading. The black numbers record whole cubic metres, the red numbers record parts of a cubic metre (litres). Police lay arson charges A man is in custody and a woman on bail after they were arrested last week on arson charges following two fires in the Waimea area in the past fortnight. A 34-year-old man and a 24-year-old woman appeared in the Nelson District Court last Thursday after being arrested on Wednesday afternoon following the discovery of a fire on the side of the road between Pigeon Valley

The man has also been charged with arson in relation to a fire that started on the side of the Moutere Highway last week. That fire caused extensive damage to a wide area of pine forest and resulted in the
evacuation of local residents. The police investigation into both fires is ongoing. The arrests came after police were called when two people were seen acting suspiciously in a rural Upper Moutere forestry block, not far from the scene of last week’s fire. Pet kits ease uncertainty Some people in the Waimea area with pets found it was tough to remember everything they needed to take for themselves and their pet when they were evacuated during the recent forest fires and a Christchurch company reckon they have the answer. Project Sooty Paws is on a mission to breathe life back into the traditional emergency kit for people by creating something similar for pets. Company co-founder Juanita Farrell remembers her heavy emergency kit during the Christchurch earthquakes (and the thousands of aftershocks that followed) as being a large plastic tub, which she still has to this day. “It was so big I could have taken a bath in it. There is no way I could have evacuated carrying the tub and my dog Bailey. “I often used to sit there and think to myself ‘how could I have done this better?’” “If you are prepared, your pets have a much greater chance of survival” says Pauline Wright, company co- founder, and Cat Rescue Christchurch fosterer and volunteer. “When the Christchurch earthquake struck, I did not have an emergency kit. I remember running around the house preparing for evacuation and ended up with three suitcases for myself and my cat which was totally unrealistic as, outside the house, water and liquefaction were up to my knees, so I was only going to be able to evacuate with one bag thrown over my shoulders.” The emergency kits include things like a pet first aid kit, waterproof dry bag, water purification tablets, biodegradable poop bags, dog or cat toys, bowls and a document pouch.

The Nelson Branch of NZ China Friendship Society is hosting a group of two teachers and eight students from Liangyang Senior High School in Yangjiang, China, one of Nelson’s several sister cities. The group is set to arrive on Wednesday, March 13. The society, which has been operating for 60 years, aims to foster people-to-people links, through sister-cities, sister-schools, and friend-
ship associations. Its goal is to promote friendship by encouraging visits and exchanges of ideas, information, culture and trade between the two countries, and assists visiting students and new migrants from China requiring help to fit into New Zealand society. The Nelson/Tasman exchange is a yearly reciprocal exchange, and a group of students from schools in Nelson and Tasman travelled to Yangjiang in April 2018.
Six students, including some from Waimea College and Garin College, spent 10 days early last year immersing themselves in the Chinese culture in Yangjiang, a city in China’s southern Guangdong province which has a population of nearly 2.5 million. While there the students did activities such as lion dancing, martial arts, calligraphy and dumpling making. They spent time with the students of Liangyang Senior High School, sharing aspects of
their culture and learning how daily life differed between the two countries. This year’s group from Liangyang will visit several schools in the region, including Garin and Waimea colleges. The students will be hosted by local families. They will also tour the newly-opened Pic’s Peanut Butter World, visit Oaklands Farm, camp overnight at Whenua Iti Outdoors, and tour the Abel Tasman and Nelson Lakes national parks.

Region to boost tourism profile
The Nelson/Tasman region looks set to benefit from a campaign that will be viewed by people around the world, thanks to the reach of National Geographic. The Nelson Regional Development Agency pitched Nelson/Tasman as a region to be selected to take part in the Quest for Manaakitanga project, a collaboration with Tourism NZ and National Geographic International to produce stories, videos, artwork, and other content that tells the story about the people within our landscapes. Agency visitor destination manager Gisela Purcell says they are thrilled to see Nelson Tasman featuring strongly in the $1.6m partnership that will see more than 100 pieces of content leveraged across National Geographic Travel’s digital, social, and print channels. National Geographic’s reach alone connects with more than 300 million people around the world, she says. “These will be further amplified across Tourism New Zealand’s digital channels,” she says. Gisela says it is great for the whole
region to be seen in such highquality and positive coverage. This will contribute significantly to the attraction of high-value visitors to the region in shoulder seasons. Tourism New Zealand chief executive Stephen England-Hall says the campaign’s purpose is to target four of New Zealand’s most valuable visitor markets, USA, UK, Germany and Australia. Last year these markets contributed $5.3 billion of spending in New Zealand. The campaign will also target potential visitors in priority markets Brazil, Canada and India. The aim is to spread the benefits of tourism across the country and throughout the year – bringing more opportunity for businesses, investment and employment, and boosting overall productivity.

Disease prevention through diet and lifestyle choices is gaining an increasing amount of support, Wakefield doctor Wayne Hurlow says, which was illustrated last week by two sold-out screenings of the award-winning health documentary The Big Fat Lie, complemented by panel discussions, in Mapua and Nelson. Wayne was part of the panel at both venues, along with doctors Taisia Cech and Graham Evans, and the Ministry of Health’s former chief scientist, Professor John Potter. Wayne says that although modern medicine has come a long way and can achieve a lot when it comes to treating illness and disease, most of those diseases were preventable in the first place, including heart disease, diabetes, kidney disease and most forms of cancer. There is an ever-growing body of evidence showing the benefits of moving towards a plantbased, whole foods lifestyle in preventing disease and in some cases reversing chronic disease, he says. “I now view what I eat as taking me towards or away from the health I want to enjoy,” he says. There are a couple of good
reasons for a plant-based diet, Wayne says. Firstly, that plants are packed with nutrients that nature provides in a whole form, and secondly that they are the only natural source of fibre and

He says there is a misconception that by following a plantbased diet people will not get the protein they need. “That is not the case at all,” he says. “Here is a question I sometimes ask: ‘where does your meat get its protein from?’” Along with nutrition, Wayne says sleep, exercise, rest and building stronger relationships are all factors that improve overall health and contribute
to wellness. The response to the movie screening and discussion was exciting, he says. There is an increasing awareness of the benefits that changes to lifestyle and nutrition can bring, he says, with a lot of diseases heavily influenced by those. “It’s exciting to see the interest of people in wanting to make those changes. There is certainly a greater awareness that we can’t go on the way we have been.” Documentary-maker Grant Dixon, who is behind The Big Fat Lie, says there is a growing discussion among medical doctors and other health professionals about whole food, plant-based eating because the science around it is so strong. “I only wish they’d told me before I had my heart attack.” “There’s now a new paradigm that, if implemented, will revolutionise our health system, save the nation billions, give life back to tens of thousands, and turn around our appalling obesity, diabetic, heart disease and cancer rates. “Our most debilitating diseases can now not only be arrested, but in most cases reversed and cured.”

Older residents and their friends and families enjoying a previous year’s Positive Ageing Expo with its many interesting outdoor stalls and demonstrations at the Headingly Centre, Richmond. The popular Positive Ageing Expo returns on March 22nd, celebrating its 11th successive year since 2008. Taking place at the Headingly Centre between 10am and 3pm, the event is a great opportunity to come and have a go at an activity, ask questions of service providers and make connections with community groups. The expo has grown significantly over the past decade, now attracting more than 2000 people each year and has also been recognised with a Trustpower Community Award commendation. The Positive Ageing Expo is a collaboration with Tasman District Council, Nelson City Council, Positive Aging Forum,
Age Concern, Health Action and Ministry of Social Development. There will be over 80 stallholders this year, representing a broad range of groups and organisations and activities. “We are always adding new things to the event and this year we’ve got something a bit different – we have Tyson the therapeutic Clydesdale horse who will soothe your soul,” says Tasman District Council Community Partnerships Coordinator, Mike Tasman- Jones. “Tyson has a great rapport with older adults. We will also have the Nelson Ark dogs involved with the ‘Meet and Greet’ team. People who aren’t able to have pets of their own can

interact with these dogs, which is wonderful.” The Expo continues with the theme of the ‘Five Ways to Wellbeing,’ with its five elements: being active, learning, connecting with others, keeping our heads in the present and giving to others; generally being examples of how we can use daily activity to improve our well-being. “The aim is to raise awareness that activities that feel good are the things that feed our sense of well-being and should be incorporated into daily life,” says Mike. In keeping this theme, the expo organisers are encouraging those who want to ride their bike to the event to come

With the fire and drought creating exceptionally dry ground conditions in recent weeks, the new season’s start date for the Wanderers Rugby Club was up in the air. However, with the recent rain and more forecast, this has undoubtedly helped firm the decision to kickoff on March 16th,as planned. The club’s new Sports Director Marty Davis, who has only been in his role for a short while, was impressed by the premier team’s warm-up game at Motueka a few weeks ago. “They played really well, despite the restrictions such as ‘no contact’ due to the drought conditions on the ground – it was an impressive first hit out,” says Marty. “There’s been really good number for the 2nd di-
vision team as well. I watched them training too; they are an enthusiastic bunch which also look impressive.” Although the numbers for the premier team and division two are looking good, there is some concern over the number of disengaged teenagers in the region. “I’ve just come back from overseas where I worked in Luxembourg and was involved with starting up age grade rugby there. So I’m keen to start a team here and warmly welcome anyone in the teenage bracket. We just want people to get back and enjoy rugby and the coaching in order to participate, have fun and feel good. To that end we are looking at starting an under 18 – under 19 team and we’ll

get approval from the Tasman Rugby Union to get involved in the competition. It’s those who are not engaged in the schools we want to reach. They may not have played rugby for two to three years but still have a desire and an ability to play, and while there is an elite pathway that exists in the schools, it’s the others we want to encourage.” Marty says the Wanderers is a very staunch family-based club and its motivation is all about having the experience of playing rugby. “The greatest message we have is that people play again next year, that’s how we measure success.” The popular club has people showing an interest in playing from as far afield as Murchison and Motueka.

Rural road grading delayed due to fire risk
Rain allows slight relaxation of water restrictions Water restrictions were relaxed with immediate effect in some areas after rain over the weekend, but please be aware the showers were not enough to break the drought. The Waimea area moved back to Stage 3 restrictions on Monday 11 March. That means the 25% cut for businesses connected to the reticulated water networks is lifted, and permit holders face a reduced cut in allocations – now 50% rather than 65%. However, households connected to the reticulated water network in Richmond, Hope, Brightwater, Mapua, Ruby Bay, Wakefield and rural extensions, are still subject to an outdoor water use ban. The exception is watering fruit and vegetables using a bucket or watering can on alternate evenings, which is permitted.

Richmond Aquatic Centre lane pool to close for retiling From 25 March to 25 May 2019, the lane pool at the Richmond Aquatic Centre will be closed while tiles are removed and replaced. All the other pools at the centre will remain open. Several of the existing tiles on the lane pool are cracked or chipped and must be replaced to ensure the safety of everyone using the lane pool. We are looking at options for re-using the water in the lane pool when it is drained to allow for the tiling.

Swimmer making mark in US Sam McKenzie with Clara Foster, formerly of Nelson, who, like Sam, is in the first year of a swimming scholarship in the United States. It was a case of double success for the pair in Houston last week, with Sam’s Grand Canyon University team winning the Western Athletic Conference swimming men’s championship, while Clara’s Northern Arizona University team achieved the same feat in the women’s competition. Photo: Deb Schaffer. A former Waimea College swimmer is making a splash for his university in the United States. Earlier this month Sam McKenzie helped his Grand Canyon University men’s swimming and diving team win its first-ever Western Athletic Conference championship. Although it was the squad’s senior members who claimed most of the team’s medals, Sam, a freshman, did his bit, picking up a few medals of his own. He swam a leg in the 400m freestyle relay where his team finished third, and was also
part of the 800m relay team, which won gold. In individual events, Sam swam in the 50, 100 and 200m freestyle events, winning a bronze in the 200m. Eleven teams took part in the four-day event, which was held in Houston. Sam has competed in a number of swim meets since he arrived at Grand Canyon University in August last year, which has led to him travelling to Florida, Colorado, Iowa, North Carolina, California, Utah, Idaho, Texas and Ohio, along with Richmond, Virginia. Training is six mornings and two afternoons a week, as well
as two weight-room sessions a week. Sam, a former Tasman Swimming Club member, is on a scholarship at Grand Canyon University in Phoenix, Arizonia, which he says covers everything. “I am fortunate enough to have my swimming, books, housing, food, insurance and everything else paid for,” he says. “I am also provided with a huge amount of Nike gear many times throughout the year, as GCU is sponsored by Nike.” On top of that, technical swim suits and all travel is covered, along with a per diem.

Secondly, the Government needs to come to the aid of owners whose properties have been damaged by the wide fire breaks put through their pasture, fences and driveways. Fire and Emergency NZ did the right thing in creating the breaks to contain the Pigeon Valley blaze during this emergency. However, if the government damages someone’s property, they need to fix it. I have been raising this issue on behalf of property owners for over a month but have been ignored
by Government Ministers. The uncertainty is adding to affected property owner’s distress as these valley communities try to recover from the fires. The Government is providing hundreds of millions in foreign aid, tens of millions to Northland in politicized grants but is penny pinching in helping Nelson through the worst fires in New Zealand in over 60 years. The third issue is that we learn from this drought the importance of water storage. We only use 1% of the 10 trillion litres of water that falls and flows through Nelson and Tasman each year. Nelson Matters Nelson’s summer of fires and drought is hopefully at an end with this week’s rain. Three issues deserve comment in the aftermath. Firstly, my anger at those arrested for arson last week up the Sunrise Valley. We owe a huge thanks to the forestry contractors and Nelson Sun Club for helping police nab these scumbags. Committing arson in a community that has had thousands of people evacuated from their homes and hundreds putting their lives at risk fighting these fires is unforgiveable. It is worse than those burgling homes after Christchurch’s earthquakes in that it is further risking people’s

Nelson previously only had 100 million litres of storage up the Brook yet we have used ten times that, or one billion litres, from the Maitai over the past two months. We would have faced an awful water crisis without the Maitai Dam and insufficient for basic needs like showering, toilet flushing or firefighting. The Maitai Dam also enabled Nelson to assist neighbouring Tasman. The Maitai Dam cost of $10 million was completely paid off in 2005. Ratepayers today
just pay for its maintenance and it proves the merits of investing in long term infrastructure. Some people have advocated home water storage tanks as a better alternative than dams. This ignores the economics. Household tanks cost about $400 per 1,000 litres, the Maitai Dam cost equated to $2.50 per 1,000 litres back then. The Waimea Community Dam cost of $105 million equates to $8 per 1,000 litres. My thanks to Mayors and Councillors - past and present – who have made the hard decisions to fund water infrastructure. This drought has proved their worth. Advt.
