Liquor store not moving near school Ambrosia voted Phillip Rollo A neighbouring school has welcomed news that a liquor store is not moving into the Coupland’s Bakery site in Richmond. Rumours had been circulating in the area that Foodstuffs, who recently bought the Raeward Fresh brand, would be bringing one of its liquor stores, Henry’s, to the region. However, Foodstuffs South Island has stated that those rumours are completely untrue. Foodstuffs South Island general manager of property and retail Roger Davidson says that while the company is looking for opportunities to bring “better shopping experiences” to the Nelson region and is “continually assessing sites” in the region for potential new stores, there are no plans for any new stores in the near

future. The news was pleasing for Garin College deputy principal Denis Moriaty. “It’s not good modelling to have them anywhere near a school,” says Denis. “I know that it’s happened up north and there are issues to do with youth and underage drinking. To have it visible and a neighbour of any school is undesirable.” Denis firmly believed students over the age of 18 would not be purchasing alcohol during school time, however, it was the “culture” that a liquor store can bring with it at all times of the day that he disagreed with most. “I’m only observing parts of Auckland and so on, but it can attract undesirable behaviour and these days it’s not just the hotspot times on a Saturday or Friday night, it can be any time.” Coupland’s Bakery is situated on the corner of Champion Rd and Salisbury

Coupland’s Bakery regional manager Brent Hutchinson says the reason behind the move is partly because of uncertainty around the future of Raeward Fresh. Foodstuffs has since stated that the takeover will ensure no change whatsoever to staff and customers of Raeward Fresh. Denis says Garin College students shopped at Couplands Bakery before and after school, and with Year 13 students being allowed to leave school grounds in free periods and during the lunch break, both Raeward Fresh and Coupland’s Bakery had been a popular destination. He says Coupland’s Bakery and Raeward Fresh created their “own little community” for that area of Richmond.

Awards organiser Jeanette Swift of the Hospitality Association says the awards were a huge success. “We had a fabulous response from members of the public voting for their favourite hospitality places and people and it was nice to see a great spread across all sections.” Mishael says the fact that the awards were picked by members of the public made it extra special. “It makes it so sincere that way. It’s very real isn’t it? Over the course of the voting, customers had come in and said ‘we voted for you, we’ve sent our entry form off ’. Even that, I was really surprised with how many people would come and tell us.”

Man charged in Richmond death Phillip Rollo

A 55 year old Nelson man has been charged with the murder of Richmond woman Sharyn Wakefield-Foley. The man was remanded in custody to appear in the Nelson District Court on June 8, following a brief appearance in the Blenheim District Court on Monday. The man, who was granted name suppression, was arrested in Picton on Sunday. He was initially stopped by police in relation to a historic driving offense, police spokeswoman Barbara Dunn says. Sharyn, a 39 year old formerly of Murchison,

was murdered in her Salisbury Rd home last week. Her body was found by family members on Thursday night after she did not turn up for work at Enzafoods that day. There were no signs of a break in at the home. Because the inquiry is now before the court, police are unable shed light on any of the details relating to the murder, including how long it took until the body was found or how she was murdered. It is understood it was assault. “That will come out in the court process. The coroner will then say what she died of,� says Barbara. Barbara says police were unaware of how long she had been living in Richmond but confirmed she did have family in the area.

tal value of the properties based on values established in the current market climate. “As of September last year we valued it to what we thought it was worth, which was a fraction of the value of other industrial land sales,” he says. He knew of one 2.2 hectare property in that area selling for $2.65 million. The rates are “the same” anyone else in the country would pay if they lived in a mixed business zone. When the new property value is published, residents have a chance to challenge it. Only two residents did so, with one of them challenging the valuation deeming it was too low, says Don. Three rezoned properties without lifestyle blocks have not seen valuation hikes. Tasman District mayor Richard Kempthorne will meet with the residents of the affected area in the coming weeks.

Phone scammers can target anyone at anytime – just ask the Richmond Community Police who had one call them by mistake last week. Community constable Glen Lloyd Jones had just got off the phone to a lady reporting a phone scam when his phone rung again. This time it was an overseas call requesting to speak to the “main user” of his computer. “I kept telling them ‘you do realize you’ve called the police don’t you?’ But he just wanted to talk to my main repairer,” he says. Glen eventually hung up on the phone scammer but says the experience shows they can target anyone at random. The phone scammers are believed to be wanting credit card details from the victims, but Glen says there is absolutely no reason whatsoever that anyone would call you directly demanding this. “They’re really pushy and they make people think

they have to give their card over. It’s just the way they’re talking to you.” It is believed that the various phone scammers have strong Spanish or Indian accents. Phone scammers are not a new thing and in the past have used techniques pretending the receiver had won a competition. “We get it a lot. More people are coming forward and reporting it but I think that’s just because word is getting around.” Because the phone scammers are based overseas, it is “near impossible” to investigate as there is different jurisdiction in a foreign country. It is up to police to make people aware of such scams and Glen says the most important thing to remember is never give out your card details. If you do get a phone call from a phone scammer, just hang up. “Rule number one is you should never give your card details out.” Visit www.scamwatch.govt.nz for further information.

Council welcomes new CEO Phillip Rollo Incoming TDC chief executive Lindsay McKenzie must have had a nervous wait around the time of amalgamation wondering what job he’d arrive to. But even with the public voting against amalgamation, the highly regarded former Gisborne District Council CEO is keen to strengthen the ties with Nelson City Council and the Marlborough District Council. He was thrown in the deep end on his first day this week, as the council staff finalise decisions relating to the ten year plan. Lindsay will be running the rule over some of the

fine print but says his late arrival will excuse him from most of the decision making during the process. Born and raised in Invercargill, Lindsay was lured back to the South Island following a five year stint in Gisborne. Some of the challenges he highlights include building a stronger relationship with nearby councils. He says IT is one area that would benefit from having shared services, while other issues like traffic planning and regional economic development could also benefit across NCC and TDC. “The reason why amalgamation was contemplated in the first place still exists as issues to be dealt with,”

he says. “I know there’s a lot of collaboration that exists operationally between the two organisations but I think that probably needs to go beyond that.” Other issues include rates affordability, debt levels and operational levels from council staff. “We obviously took a huge hit at the end of 2011 with storm damage, so all of those repairs still have to be completed and paid for. Mother Nature has landed a few blows and they need to be the focus of our attention for next little while.” Lindsay says if amalgamation had gone ahead, it was likely he would have filled a transition management role.

Ranzau gets taste of trail Rosie Thomsen A costumed contingent of cyclists took to the Great Taste Cycle Trail from Jubilee Park to Ranzau School to celebrate the school’s pledge to buy 30 meters of the track. The inaugural Ride to Ranzau attracted hundreds of people, with many of the children joining in on the ride, as well as the bike and helmet decorating competitions. Tasman District mayor Richard Kempthorne was in charge of choosing the contest winners, saying “it was a very difficult decision, they all look so great.” Winners included Tres Aggio with his “jet bike” and Katie Hone with her brightly decorated helmet. Dave Sampson, principal of Ranzau School, brought about the initiative as a way to get the school involved with the community, saying the bike trail is a great thing for families to take advantage of and he is proud to help support it. Funds raised from the gold coin entry to the ride, as well as from cake stalls and activities on the day, went towards payment of the school’s own portion of the track.

“I’m absolutely thrilled with how the event went,” says Dave. “It was one of those unknowns, but we had plenty of bikes, plenty of people interacting, building a sense of community.” The event was open to anyone but was only advertised by word of mouth within the Hope community. As the trial run for the event, organisers wanted to ensure everything ran smoothly. Next year they intend to advertise more widely, hoping to bring in the interest of the wider Tasman community. The Nelson Tasman Cycle Trust was present on the day, with many attendees purchasing pieces of virtual track for themselves or as gifts for others. “Three point eight million dollars are still needed to complete the track, with two hundred and twelve kilometres still for sale,” says Fiona Newey. “The funding is crucial to ensure the completion of the trail.” The school received a certificate showing the piece they virtually own, and an additional $830 was raised for the Trust through purchases on the day.

I am appalled at the way Tasman District mayor Richard Kempthorne and the Tasman District Council are treating the residents of Lower Queen St and Headingly Lane who have had their properties rezoned and are now faced with such a massive rates rise. The TDC must honour their earlier undertaking that any development would not affect the resident’s rates. There is no good reason why a similar policy to the Gisborne District Council’s rates remission policy cannot be applied here, enabling rates to remain at the status quo until the land is sold. I urge the residents affected by Kempthorne and the council’s callous attitude to keep on fighting for a just outcome. And I challenge individual councillors to stand up to Kempthorne and the council’s bullyboy tactics, and help these residents. Trevor Gately, Richmond. I have always been a very happy resident living in the Tasman District. I have received courteous, fast service from the front line staff and they always were reasonable in their handlings of all matters. I have also been impressed with the council’s attempts to minimize our local rates by budgeting for the most essential services and deferring those in the wish list until more prosperous times. However, when I read about the plight of the people of Lower Queen St and Headingly Lane with such enormous rate rises I was shocked and dismayed that such rate rises could be justified in any way by council. Also, the fact that they were promised two years earlier by council staff that their rates would not be affected much, was also clearly a breach of their trust. It is neither fair nor just and no laws should support it. C Winslow, Richmond. The rezoning of the land from Rural 1 and Rural 2 to Mixed Business will benefit those who choose to sell and benefit from marked increase in the capital value of their property, however, we acknowledge there will be an adverse affect on those who wish to stay. It is really tough for them. As a result of the rezoning I am meeting with affected residents later this week to discuss and clarify the issues. It is unfortunate the first issue we will have to discuss is the ‘attitude’ wrongfully attributed to me that has clouded this important issue. To all those who suggested various rating policies; we are discussing such policies in the council and not just for this case. We need to balance the growth needs of the region and the impact on those already living here. It is not a new discussion around New Zealand’s council tables and we will incorporate the national learnings into any decisions we may make.

strate to the returned soldiers the ongoing respect that they receive. “The future generation really value what they’ve done. They’re really excited and interested to learn about what they’ve gone through,” says Penny. Each student wrote a piece, either from the perspective of one of the veterans or about Anzac Day and it’s importance. The works were compiled into a printed book, and each student presented their piece to the old friends and comrades who now call Richmond home. They presented the pair with flowers, sweets and signs.

Stage set for Rockquest final The stage is set for a new high school band to be crowed the winner of the Nelson Smokefreerockquest final. Following Friday night’s heats at the Theatre Royal, 12 acts have made it through to Saturday’s final. Last year’s SFRQ national champions The Peasants had won the Nelson final for the past two years and despite some of the members still being enrolled at Garin College, they have chosen not to enter under a new format and will instead perform as the guest band at a handful of the South Island regional finals. The Peasants’ success has undoubtedly encouraged a new wave of talent, with this year’s regional heats being the tightest yet. This year’s format returned to heats and finals being held on separate weekends. Last year the heats were im-

mediately before the final. Amongst this year’s finalists will be death core rockers from Motueka, solo musicians, all girl pop punk bands, last year’s runners up, a seven-piece group from three different schools, bands with members as young as 12 years old and one even features the younger sibling from the Peasants. Officially, the 2012 Nelson finalists are Paper City, Fire Without Permit, Hey August, Marley Richards, Buried In Blood, New Vinyl, Midnight’s Sun, Nearly Headless Nikk, The Black Spots, The Sound Engineers, Damn You Laurie and Speaking in Silence. The Nelson final is at the Theatre Royal this Saturday, starting at 7pm. Tickets are $20 and can be purchased from the Theatre.

A busy week at Fashion Island, with the incredibly successful high tea to raise donations for NZ Breast Cancer Trust, and then a weekend full of busy stores with families celebrating their mums, cafes bustling and stores stocked up on gift ideas. Welcome to our May Newsletter Has another month gone by already? We have had some lovely autumn weather, warm sunny days and cooler nights, long may it last. Have you checked out the new trees at the Village Green? Franks Trees has kindly donated two new trees and planted them in the Village Green recently. One is a Manchurian Pear and the other is a Magnolia. Both will be a great asset and we would like to thank Frank and Tracey from Franks Trees for this generous donation. Please go and have a look, and if you are in the market for a tree or two please support them. An update on the Cycle Trail – the bridge that will be put across the Wairoa River from Pughs Road is currently being built off site, and construction of the foundation work will be started soon. When you are out walking, go and have a look at this area to see the progress. We have been advised that the two lights in the underpass that were broken by vandals have now been replaced. It is disappointing that this kind of thing is happening in our village. What a fantastic turn out for the Anzac Service held in Lord Rutherford Road. It is great that Anzac Day is being celebrated by more and more people and that young people are a big part of this celebration. Our meeting was short and sweet as they sometimes are, but there will be some other projects coming up that we can all help with. Our next meeting will be on Tuesday 5 June at 7.30pm at Brightwater School Staffroom. At this meeting we will have Rose Biss and Sheilagh Nobel from Tasman District Council. They will be informing us of the process of the Strategic Review of Brightwater. So if you would like to know more about this process please feel welcome to attend our meeting. Also our Annual General Meeting will be held on 3 July, you are all welcome to this meeting too. See you there. Your Community Association

Members of the Waimea Area Quilt Guild celebrated their first birthday at last week’s meeting. Quilting enthusiasts eagerly await a taste of the birthday cake being cut by Sue Burrowes. Quilting Group celebrates anniversary Waimea Area Quilt Guild celebrated their first birthday last week and enjoyed a delicious supper to celebrate. Marilyn Gibbs and Sue Burrows are pictured cutting the cake, surrounded by fellow quilters. The groups consists of 18 quilters from across the whole rural area and Richmond and meet every second Thursday at 7.30pm at the Hope School Library. Their next meeting will be an AGM on Thursday 14 June. In July they will be meeting during the day on Saturday 14 July from 10am until 3.30pm. if anyone is interested in joining the group, or would like more information, please call Marilyn Gibbs on 541 8435. A Big Thank You from Brightwater Playcentre Brightwater Playcentre held their fundraising Quiz Night on Saturday night. Great fun was had by all and lots of people went home with fabulous prizes donated by local people and businesses. They managed to raise over $4000 with the quiz night and raffle combined. Performing a great rendition of their original song ‘Love and Inspiration,’ Fire Without Permit got

through to the regional finals being held this Saturday 19 May, at the Theatre Royal from 7pm. Jacob (rhythm guitar) and band members Jordan Harvey (lead Guitar), Rigel Blanchet (bass guitar) and Bowyne Blanchet (drums) have been together for two years with singer Hana Tava joining the band 3 months ago. The band was ‘pretty stoked’ to get through to the regional finals

Members Draw

Three chances to win!

The two divisions of the Members Draw have now both reached $1500, as none of the members drawn this month have been present at the club to show their membership card and claim the prize. On April 26, member No 288 was not present and missed out on the then $1300 prize, while member No 871 wasn’t able to present their membership card and claim the $1500. Member No 619 didn’t claim the $1400 prize on May 3, and member No 834 was also unable to claim the $1500. On May 10, members No 1466 and 731 were both absent from the club and unable to present their card, and missed out on $1500 apiece. This Thursday May 17 there will be three draws on offer. The two $1500 prizes will remain until the winner drawn presents their membership card on the night, and another draw will start at $500, rising by $100 increments each week. Remember, you have to be present to claim the prize, so make sure you bring your valid membership card down to the Club this Thursday night.

Thank you from Richmond-Waimea RSA The Anzacs were remembered with honour on Poppy Day, with $11,633 donated at the Richmond Waimea RSA. The Richmond service was the biggest yet, all of the services boasting an excellent turnout. A big thank-you to all who were involved, including the RSA members who manned the tables, the Waimea College orchestra and choir, the Richmond Highland Pipe Band, Barry Burgess and Club Waimea. Collection boxes were graciously accepted at local businesses to assist with the fundraising effort. All money received is used locally for the welfare support for Richmond-Waimea RSA, returned service people and dependants. TAB Draw

The TAB will again be giving away $1000 on June 3, the first Sunday next month. Punters on the day will have another chance to win, with every bet placed on a race before 5.30pm going into the draw for prize. Simply place your bet and hold onto all ticket stubs on the day, with the serial number of the winning ticket being displayed between 5.30pm and 6.30pm on the two big screens recently installed for punter’s viewing pleasure. The draw is only open to members, so get in quick to become a member so you can join in on the action. The past two draws have been a great success, come along the first Sunday in June to try your luck.

Ink’d ‘12 Great Sucess A crowd outside of the ordinary descended on Club Waimea as thousands gathered for the Ink’d ’12 Tattoo Show. The first year that the club hosted the event went off without a hitch, with expo organiser Brendon Benjamin praising Club Waimea for its facilities and assistance in running the event. “It’s just a good venue, with the stage, the licensed bar; it worked so well that Club Waimea want to

host the next one.” The less than traditional crowd, who came to celebrate tattoos, motorcycles, body jewellery and more, were “well behaved,” says club manager John Hewison. “Everyone was well mannered and well spoken; there was no bad language, no smoking in the foyer, it was absolutely well run. We had some reservations but the event widely exceeded our expectations.”

Darts

Club Waimea hosted the Area Darts Rep, pitting Nelson Marlborough area against Canterbury on Saturday the 21st. Three teams of eight, womens, mens and mixed, competed in a day enjoyed by all. Although the home men’s team claimed victory, the honours on the day were taken by Canterbury, who won by a 10 game margin. A big thanks goes to Nathan Della Bosca who set up the hall, organised the raffles as well as putting together an afternoon tea. His efforts were greatly appreciated by all involved. It was a great day and the visiting team were very complimentary of the event, the hosts and the venue.

An eight man Richmond Athletic was embarrased 8-0 in the first round of the ASB Chatham Cup, with first timers Wakefield also ending their 90 minutes of knock out football with a defeat. Queen St Pharmacy Richmond Athletic visited Saxton Field, bouyed by last year’s thrilling victory over AMI Nelson Suburbs. But the new look team were outclassed from the get-go with Nelson Suburbs scoring twice in the first seven minutes. The first was scored by former Richmond frontman Ben Wright. Nelson Suburbs scored only once more in the first half, but it was the second 45 minutes that killed off the game for Richmond. Goal keeper Dylan Kawana-Waugh was sent off for bringing down Jordan Swaney in the box, Bjorn Van Gin-

kel was given his marching orders for a second bookable offence and Glen Pearless made it three in the shed after swearing at the ref. The goals continued to pile on with Gagame Feni and Brandon Kay adding to the tallies. Meanwhile, you’d be forgiven for thinking that Wakefield had beaten FC Nelson on Saturday. Despite losing 2-0, the Nelson Pine Industries second division battlers played out of their skin and were in with a sniff for the entire 90 minutes against a club featuring the best players from two Nelson Pine Industries division one teams. Balloons and signage littered the town, as Wakefield were entered in New Zealand’s oldest football competition for the first time in the club’s history. Scoreboard error doesn’t add up Phillip Rollo

Waimea Old Boys president Duane Whiting is challenging a referee’s mistake that turned last weekend’s win into a draw. When James Lowe kicked the winning points on fulltime to seal only Waimea Old Boy’s second win of the Car Company division one season, he thought he had done exactly that. The referee confirmed the 32-30 victory and signed off the scorecard. But 15 minutes later the referee walked back into the changing rooms to notify the Waimea Old Boys playing staff that the game was actually a 32-32 draw and that

he had forgot to add two points from an earlier Wakatu Marist conversion. Trafalgar Park did not have a scoreboard operating so the players relied on the referee to confirm the score. Duane says that because of Waimea Old Boys’ placing near the bottom end of the table, the side was only after a victory and would not have taken the option for a shot at goal had they known it would only, at best, tie the game. Because of the tight nature of this year’s competition, Duane says the extra two points could be crucial come playoff time. The Waimea Old Boys bench had the same score as the referee, although the Marist bench did not. “I don’t see, personally, and I maybe wrong, but how he can make

that call at the end of the game and change his mind quite a bit of time after he was persuaded? “When the guys are confirming with the ref and he’s telling them the score is what they think the score is to win the game, he was the influential decision in the guys going for that kick at the end.” Tasman Rugby Union rugby operations manager Mike Kerrisk declined to comment on the issue, before hanging up the phone. Duane says the issue will be hot topic at the next Nelson Bays Rugby Union meeting and he hopes to see the result overturned again, to a 32-30 victory to the Waimea Old Boys.

Waimea Old Boys Women completed the first round undefeated courtesy of a tight 42-36 win over Marist on Saturday. There could be only one winner at the end of the day. That went to Waimea Womens after scoring a rampage of tries to come out with the victory. Two tries went to halfback Tash Kara while Aleisha Hart, Charna Thompson, winger Emma McCashin, and forward Kelly Stanford all dotting down a try each. Coach Brendan O’Connor was very impressed with the way WOB played and he also commended the way Marist played. WOB are now preparing for the second round of games with the other three women’s teams. Stoke have a few new secondary school girls joining the club, being their first time playing women’s rugby. Huia has a good intake of new players, five coming from Japan. Marist also has new players. Wanderers claim maximum points Phillip Rollo A rapant second spell saw Wanderers take full points in the first match of the Bayleys Tasman Trophy. Taylor’s Contracting Wanderers used the fixture against Awatere to rest some of its key players. While the 45-15

scoreline suggested one way traffic, it was actually the visiting Blenhiem side that struck the first points in the Pool B fixture. Awatere held a 8-0 lead throughout the majority of the first half, until the home side finally got some points on the board. Flanker Loa Windley and winger Riley Johnston scored

Wanderers’ first-half tries to help give them a 14-8 lead at the break. But once some of the big guns came into the paddock, Wanderers started to run away with the result. Jackson Harvey top scored with 20 points from the point. Alex Lean, Sione Holani and Richie Bolitho also scored.

The second division Wanderers side finally dropped points, although they still managed to keep their unbeaten streak alive, drawing 25-all with Stoke Bs at Greenmeadows on Saturday. Stoke Bs scored late in the game and a conversion on fulltime could have handed Wanderers their first loss of the season. But the Brightwater side are still sitting comfortably at the right end of the standings and are just two weeks away from a replay of last year’s final against the also unbeaten Murchison. A draw was probably a fair result in the washup with both teams trading tries throughout the entire 80

minutes. Number eight Stacey Lines increased his impressive season try tally to eight while prop Ethan Reuben was the game’s top performer. Team manager Kyle Paki Paki says the side has been trucking along superbly and was looking forward to the prospect of playing Murchison in two week’s time. “They’ll probably arrive here with a score to settle, they always do. It’s going to be a very big game for country that’s for sure,” says Kyle. Murchison have won all seven games and have a superior bonus point tally. Wanderers will make the bus trip to Takaka this weekend for their clash with Collingwood.

Grace does the job for Waimea Although Waimea Intermediate School 7A hit the ground running in their Junior Grade 2 game at Saxton Courts, against Broadgreen Intermediate School Pines they did not have it all its own way. Waimea jumped out to a 9–4 lead at the first break on the back of some great defensive work by Harriet Ogilvie at wing defence. Harriet applied pressure at the centre pass and was competent when bringing the ball through court. Broadgreen turned the tables in the second quarter as it adjusted its play against the sharp Waimea team. All the girls toiled on defence which created the turnover, and they worked hard to get the ball to their shooters who out scored Waimea 5–3. Grace Young made the move from goal attack to goal defence after

the major break where she made an immediate impact. Promoted Waimea 7B player Liberty Taylor took over the GA bib and she slotted into the team well. Broadgreen’s shooter Karmen Mau increased her work load through the mid court, displayed lovely movement in the circle and shot some great goals to be 14–16 in arrears with the final quarter to go. Grace returned to Waimea’s offensive circle to team up with Liberty to net some beautiful shots and claim the game 24–19. Waimea’s coach Karyn Stack said her girls had been training well, were learning together and were definitely improving at each outing. Defender, Shaan Fulton came in for special praise – she had an awesome game, where she gained numerous intercepts.

PUBLIC NOTICES Review of Representation Arrangements for the 2013 Local Elections On 22 March 2012 the Tasman District Council reviewed its representation arrangements, and resolved that the following proposal apply for the Council and its Community Boards for the elections to be held on 12 October 2013: Council Representation It is proposed that the Council will comprise 13 members elected from five wards, and the Mayor. The five wards reflect the following identified communities of interest: • Golden Bay Ward • Lakes/Murchison Ward • Motueka Ward • Richmond Ward • Moutere/Waimea Ward The population that each member will represent is as follows: Ward

• Reducing the number of members will compromise the rural voice and increase the population per member to almost 5,000; • There are four distinct communities of interest within the Golden Bay Ward; • There are significant distance and travel times within the ward and to Council headquarters; • Elected members are the eyes and ears of the community, and often the first point of contact for the wards ratepayers and residents. Moutere/Waimea Ward depart from Section 19V(2) of the Local Electoral Act 2001 for reasons of: • Exceeding the population formula by 264 is considered to be only minor departure from this section;

Reasons for Departing from 19V(2) Golden Bay Ward be treated as an isolated community for the following reasons: • The Local Government Commission deemed the Golden Bay Ward to be an isolated community in the 2006 Representation Review; • Isolated community requiring specific representation in order to provide effective representation; • Has a very clear geographic line that separates the Bay from the balance of the district; • Weather patterns can vary considerably from the rest of the district with heavy rain causing flooding that can isolate the Bay;

• the present system provides for fair and effective representation; • retaining the current ward boundaries may not comply with the population requirements in Section 19V(2) of the Local Electoral Act 2001; • reasons for the ward boundaries include: - There is currently legislation going through the Parliamentary process to amend the requirement for population to comply with the plus or minus 10 percent rule; and - In Council’s view the current ward boundaries reflect the existing communities of interest; and - The alternatives, such as that proposed by the Local Government Commission in the recent amalgamation proposal, does not necessarily meet the population requirements, but will split an existing community of interest. Community Board Representation It is proposed that two community boards will be elected. The two community boards would be:
