Richard Kempthorne has won a third term as Tasman’s mayor, fending off a strong challenge from Richmond councillor Kit Maling. The building was shaking, customers were fleeing out the door and a jackhammer crashed through the wall, but trade still continued at thepacific.net and the Hospice Shop – two Queen St retailers situated next to a demolition zone. “Patient” was the word one Network Tasman spokesperson described the remaining tenants left in its Queen St building which is now due to be renovated and structurally upgraded, just days after the 76 year old building next door was deconstructed. The renovations will not be completed until February next year, as it needs to be re-clad, re-glazed, and “generally tidied up”. South Island’s second fastest growing region Tasman is the second fastest growing region in the Southland, just behind Nelson, but overall still has more people living in it than our neighbours. The district’s census count grew by almost six percent to 47,157 in the seven years since the last census, according to figures released yesterday by Statistics New Zealand. By population, Tasman is the 12th largest of New Zealand’s
16 regional council areas, having grown by 2532 people. “Tasman continues to grow at about the same rate as New Zealand’s population overall, and like New Zealand it had slower growth than between 2001 and 2006,” says Government statistician Liz MacPherson. In comparison, Nelson, which is the 13th largest region, grew to 46,437, an increase of more than eight per cent. Nelson’s
census count grew faster than anywhere else in the South Island between 2006 and 2013, and was second to Auckland in New Zealand. While Marlborough has 43,416 people and is the 15th largest region. Auckland had a resident population count of 1.42 million, up about eight percent since 2006. Just over half of New Zealand’s population growth since the last census occurred in Auckland.

500 applied for Kmart jobs Kmart will be open until midnight every day of the week, in a move it believes will draw even more shoppers to Richmond. “There aren’t too many places open that late and we see that as an opportunity,” says zone manager Jason Picard, who hopes it will encourage other businesses to follow suit. “At our other stores we do about 35 per cent of our sales between 6pm and midnight and customers love it. We’re hoping some of our friends around here will extend their hours and join us. It could be a real

More than 50,000 lines of merchandise will arrive in the store during the next nine days as the official opening date of Thursday November 7 beckons – all of it coming through the port from various locations around the country and Australia. Kmart is part of the Gibbons development project which will also include The Warehouse, Couplands, Benge and Co, Columbus Coffee, Aki Sushi and one other yet to be announced retailer.

Villagers ‘buoyant’ as sale nears
Nelson Police recently ran a road policing operation to focus on checking whether people were complying with the conditions of their graduated driver’s licence. Anecdotally we are aware that a fair number of people who hold a restricted driver’s licence routinely breach the conditions of that licence by carrying passengers and driving outside the authorised hours. This complacency often comes from people getting their restricted licence and then doing nothing about progressing to a full licence - often for several years. The checks we did recently focussed on the area’s secondary schools to make sure those students driving to school on a restricted licence weren’t carrying passengers. This is something I would like to see parents take some ownership of as well. You can’t let your teenager on a restricted licence drive younger siblings around, regardless of how convenient that might be for you! A teenager with a vehicle is likely to get some pressure from their peers to give them a ride and they need your support and direction to ensure they don’t succumb to that pressure. For one, it is illegal and secondly your insurance will not be valid should they be involved in an accident. There are very good reasons graduated licences place certain conditions on the drivers and they’re all focused around safety. An inexperienced driver with a car full of mates is much more likely to be distracted or to show off and drive in an unsafe way. I would encourage anyone who is going through the licensing process to make an effort to progress to gaining a full licence. I am also asking all parents and guardians to take some responsibility for ensuring younger drivers do not break the law and put themselves and other road users at risk.
A buoyant mood has developed at Waimea Village as more and more residents come forward and agree to buy a share in the village, says the resident’s committee chairman. Jerry Rowland says now 140 of the 172 home owners have signed on to become shareholders of a new company that will own the village, up from the 100 that were confirmed last week. He says with nine homes owners still to indicate their intentions, that number could still rise. The latest figures were delivered to residents by the man behind the deal, Kit
Maling. He told residents at a meeting on Monday night that the high number of people keen to buy a 172nd share of the village off current owners Michael and Carolyn Wright means the deal to buy it is on track. Residents were told due diligence is underway and that is expected to take up to a fortnight. The deadline for the sale of the village is November 1. Kit told the Weekly the number of people who have signed on was hugely positive and he was looking forward to watching the residents take

Dissused railway tunnel reopened The longest disused railway tunnel in New Zealand will be opened up again for walkers on Sunday. Located near the top of the Spooner’s Range, the Spooner’s Railway Tunnel runs in a straight line for 1352m. It has only been used for guided tours and monthly walks over the summer since it closed in 1955 when the entire railway network shutdown in Nelson. The open day starts from 10am and goes until 2pm. Entry fee is $2 per person. Good torches and footwear are essential.

Spending on the rise Regional spending growth is again amongst the highest in the country with an increase of 7.3 per cent in September, according to eftpos provider Paymark. The figures released by Paymark show $73.1 million was spent in Nelson through the network, which processes 75 per cent of all eftpos transactions in New Zealand. That is up from $68.2 million in 2012. The latest figures indicate increased optimism amongst shoppers and bucks the trend of what can be a “fickle” time for
businesses, says Richmond Unlimited’s Kevin Gear. “The majority of businesses that we have relationships with are all busy and they’re pretty confident going forward,” he says. “It can be a little fickle but this year is certainly proving to be a winner and we’re looking forward to a great Christmas period.”
Nelson cadets win SI title Nelson’s Cadet Unit has returned home as champions of the South Island, determined to add a national crown to their haul next month. The Nelson unit competed in at Burnham Army Camp in Christchurch last week and took out the South Island title convincingly, winning six of the nine stages. They will return to Burnham in the first weekend of November for the national finals and are confident of winning the crown they claimed in 2010 and 2011. “We always think we’re going to win,” says Gareth Edwards who went away with the team as their manager. Three day event tests the cadets over a range of skills including first aid, navigation, standard army physical tests, radio work, initiative testing, leadership tasks and a lot of theory. “It’s very intense but they are pretty good and pretty much cleaned up on everything,” says Gareth.

Knitters help out Starship A group of Nelson women have been busy turning socks into monkeys and bears, and will send them to sick children at Starship Hospital hoping it will put a smile on their faces. Janet Neill, who is part of the Nelson Centre Women’s Institute, says the idea is not a new one and has been around since her grandmother’s day. “But it’s new to us and I think they got it off the internet somewhere and we went from there,” she says. “The idea appealed to us and I
know there’s a hospital here but the children at Starship are so ill.” Janet smiled when asked if the children would love the knitted monkeys which are made using one pair of socks and some nylon stuffing. The group of around six people met together for the first knitting session but then individuals completed them in their own time. “We got together at my place, had a cup of tea and made monkeys.” They will be sent to Auckland in the coming days.

They couldn’t be more excited about the move which is not only making life more convenient for their customers, but is giving the business visible street frontage and easier access. F CUS ON WAKEFIELD School pool to open for summer Lydia Visser The Wakefield School and community pool is reopening on November 3. Summer is on it’s way and with that comes the opening of our local Pool. We are lucky to have such an excellent facility and last season the pool proved popular once again with a wide range of people in the community. The original swimming pool was built in 1953 and was still in use when the Board of Trustees Chairperson, Mrs Adrienne Baigent called a public meeting in the school library in 1994 to gauge community support for building a new larger pool. In 1996 the Wakefield School & Com-
munity Swimming Pool Incorporated society was established. A committee with school and community representatives was formed to undertake the project. In 1997 after major fundraising the present two pool complex was constructed on the school’s playing field beside the boiler house. The cost of the pool was $160,000 with funds obtained from local fundraising, Community Trust Grant, Lotteries Commission and the Tasman District Council. In August 1998, David Crowe left a substantial bequest to roof and enclose the swimming pool. Eventually this was achieved with the structure being built in 2001 and opened in December of that year by Tim King, the Tasman District Council deputy mayor and Mr George Baigent, chairperson of the Wakefield School and Community Swimming Pool management board. The total cost of the structure was $210,170.60 with extra funding coming from the Tasman District Council’s reserve funds and additional fundraising by the society. This season the pool will open on Sunday November 3 with our annual ‘Wet and Wild’

A local Wakefield resident who has been a part of the school community for the past 6 years is offering swimming lessons to young people this summer. As a qualified swim instructor, Karyn Young is welcoming one and all to be swimming safe this summer. With experience in teaching children ranging from the age of six months, all the way through to swim squad levels, swimmers of all abilities are welcome. Karyn has a National Certificate in Recreation and Sport Swim Education and has also gained valuable experience in training and managing staff through prior employment. “Last year I successfully managed
my own swim school in the summer season out of the Wakefield Community School Pool, helping 60 local children develop their swimming abilities. The feedback from last year was positive so im pretty excited about giving it a go again this year.” The ‘Young swimmer Swim School’ run by Karyn will begin next month. The club came up with the idea as a unique way to fundraise for their club and proceeds will go straight back in to helping the club’s operations. Arnold says the club managed to fundraise more than $1000 from the garage sale and a crowd of over 100 came through steadily during the day. The garage sale was run in conjunction with their annual “Have a Go” day. • It’s October. Half way through in fact and time to hustle the bustle in the vege garden. I am not a good vege grower, so I have devised a cunning little plan. I only grow the veges that want to grow for me. • So here is my list: Tomatoes, beans potatoes, spinach and pumpkin. Carrots miss out because they need thinning, and I am too lazy to do that. But then, if a few radish seeds were included with the carrots, thinning may not be necessary. • Parsnip miss as well because we only use a very few. But here is a clever thought. Because parsnips are slow to germinate, how about sowing them together with carrots? You will definitely know where they are supposed to be anyway. The other method to try with parsnip seed is to make a drill where they are to grow, then before sowing the seed, pour some boiling water along the drill, sow the seed and lightly cover with soil, and hey presto, success! I tried it and it did work.

• Swedes go in the “Too Hard Basket” because of lack of space. But I like them so I might try growing them in a tub. Will keep you posted on the success or lack of, later. I don’t grow brassicas because of the white butterfly and we are not home long enough to treat the plants. I do grow them for winter use though, relying on the colder weather to keep the pests away. • But I am going to give capsicums a go. They will be in a tub and grow in the tunnel house. • I planted my potatoes a couple of weeks ago, using the layering method of damp paper, and pea straw. On our return home last week, I rushed to the potato patch to see how they were going. Nothing. So I peeled back a layer of paper, and there they were. Sprouting away beautifully. I might add that we are going to enjoy a nice meal or two of peas which have come up through the straw of their own free will. I don’t mind. • If you are new to growing veges, don’t panic. You will learn as you go along. Perhaps you should stick to my Easy as She Goes list. Should that read Easy as She Grows? • When we started a family, I panicked about caring for this new baby. A big ask indeed! I told Peter of my worries. “Don’t worry,” he said, “they will teach you in the hospital.” So I didn’t, and they didn’t either. Teach me, that is. We left the hospital with this brand new baby in our care. And do you know what? It was a matter of common sense. Just like gardening. • Had a quick whip around the garden last week. The viburnums are looking lovely, particularly the varieties with lacecap flowers like Mariesii and Grandiflorum. The wisterias are grown as standards and give an oriental effect, and the cornus or dogwoods are starting to do their thing and a treat to see. • If you are ever in Blenheim, and feel inclined to visit this garden that I talk about, we are in the phone book, and there is always someone there between 10am and 3pm 7 days. It is not pristine clean, and never will be, but entry is free, and if you don’t like it, you can always visit another garden more to your liking. See you later, Jill.

The most iconic race has been ditched from the Konica Minolta Cycle Festival – a move the Tasman Wheelers vice president says is “disappointing”. The Nelson City Criterium, which saw cyclists whizz around the church steps and city streets at high speeds, is the most notable omission from the 2013 event’s calendar. Organisers listed cost, logistics, the reliance on volunteers and the fact it was mainly for “elite” riders as reasons for its absence. “What we’re trying to do is getting a better mix of more community events with harder races, but making it more inclusive,” they said, hinting at a more participation-orientated festival. “Preferably we want to see an event at the top end of Trafalgar St and we don’t think this is gone. When we review the calendar I’m sure it’ll come up again but we need someone to put their hand up and the guys just have too much on.” Tasman Wheelers vice president Dean Fulton says logistically it was becoming increasingly more

As rugby posts come down and the cricket pitch rollers come out, Nelson’s sporting fields are starting to take shape for what could be the sport’s most exciting summer ever. Nelson Cricket has struggled in recent years on and off the pitch but a new golden age appears to have dawned with Saxton Oval the center of it and a new general manager helping to eek out its potential. Ed Shuttleworth has only been in the job for a little over a year. In that time he’s seen a 20 per cent increase in player numbers and a 40 per cent increase in young players. The BlackCaps have announced their first ever one day international to be played in Nelson, at Saxton Oval on January 4, and the organisers of Cricket World Cup handed the city three games for the sport’s top tournament. Ed says the future for the sport is indeed bright. “It’s an exciting time for the association. We are lucky to have world cup games considering other grounds across New Zealand
and Australia. We have done amazingly well to get there.” When he stepped into the job he says he had three main goals, to make the association financially stable, to grow the game locally and to attract international cricket. Given recent announcements you’d have to say he's ticked every box already. He says his first target was player numbers and attracting more players into the sport. For cricket fans the opportunity to watch international cricket in Nelson will be a huge moment. Ed says Nelson has the chance to make a statement with the hosting of this summer’s BlackCaps game on January 4. “We know we’ve got a great facility locally but it’s getting a window to show it. Getting world cup and getting international games mean a whole new set of people will be watching so we are on the radar now and we need to take full advantage of it.”

Athletics open night The Nelson Athletics season begins on Friday with a small meet followed by registration, a social, and movie night for secondary school aged athletes and up. The night kicks off at 5:30pm at Saxton Oval with the 100m, 400m, long jump, shot put, and javelin. Athletes are not required to participate.
From 6:30pm until 7pm athletes can register and/or enjoy food, drink, and the camaraderie of club mates in the Saxton Stadium Sports House. Athletics Nelson head coach Greg Lautenslager will go over the schedule and the exciting details for the 2013-14 season. For more information, call 923-2321.

Masters Games could return Nelson could host the South Island Masters Games again, but it won’t be until 2015 at the earliest. Reflecting on a busy two weeks of competitive and social sports, events manager Rita Merriman says Sport Tasman has already expressed interest at hosting the event again. Due to the 2013 tournament’s success, which saw 2400 people take part all together, she hoped Nelson would be a front runner to get it, with Christchurch still lacking in facilities following the earthquakes. “From Sport Tasman’s perspective, we’re definitely keen to manage the event again. We’ve already expressed interest,” says Rita. “It’s in Timaru next year and then it’s likely to come back in 2015. Saxton Field is a world class facility so it’s great we can have multiple codes participating at the same time and this event re-
ally showcases that. There are few places in the country that are equal to Saxton Field.” Football, netball, walk-run events and tennis were the most popular sports this year while touch rugby and volleyball also attracted plenty of interest. However, there were some sports that had very little participation. Rita believed that turning Saxton Field into a “games village” with a bar and marquee featuring live music centralised the event and created a better atmosphere. “Personally I thought the games village was the overall highlight just because it brought everyone together. People would come and meet and have a bite to eat and I think that was definitely a big improvement.” A review would be done in the coming weeks, discussing ways it could be improved in future Phillip Rollo years.

www.nelsonspeedway.co.nz Summer is just around the corner, so if you’ve seen a lot of speedway vehicles being transported around town with new sign writing it can only mean one thing – the season for speedway is about to begin. If you are a speedway fan, then be prepared for another season of thrilling Saturday nights spent at the Tahuna Beach Holiday Park Speedway. With pre-season laps under their belts, new and experienced drivers are rearing to go, and they won’t have to wait long with the season kicking off this Saturday night at 7pm. This year’s grand opening is being held
earlier in a similar format to last year’s event and will be followed by the Coca Cola fireworks display on November 2. This year’s superstock team race between arch rivals the Palmerston Panthers and our own Nelson Tigers will be hosted in Palmerston North on November 23. All the best to the drivers – the crowds who make the trip up will be cheering you on from the grandstand and there’ll be plenty of support from fans here at home. This year Nelson will play host to another round of the Sprintcar War of the Wings South Island series. There

This event is known as ‘the jewel in the speedway crown’ close of course to the New Zealand Superstock Championship which will be held in Hawkes Bay next year in January. After a stellar performance at the national champs, which was held here last season, expect youngsters Dale McKenzie (2NZ) and Thomas Stanaway (3NZ) to shine at the South Island Championship, and don’t forget the SI event was won by 5n Nick Fowler. With home advantage and incredible depth, there should be a few Nelson drivers on the podium. Nelson Speedway is also set to host the TQ Midget Grand Prix in the new year on January 11 with champions from all over the country descending on the local track. And yet again, Nelson has been given hosting rights for a national title with the Zumo NZ Streestock Championship on the weekend of the 24 to 25. Can we finally see a Nelson driver on the podium?
Nelson Speedway’s 2013-2014 season begins this weekend, with plenty more spills and thrills expected. Other major promotions for the upcoming season include the Classic Hits Demolition Derby, the Sturgeons Amusements King of the Clay, War of the Wings, South Island sidecar championship and Stock Shock events. There will be a number of support promotions planned to go alongside the main events to make sure fans of all speedway classes see their favourite thrills and spills
throughout the season. Speedway is fun for the whole family and it’s not all about the action happening on the track. With plenty of food and refreshments to be had, entertainment, spot prizes, a great atmosphere and well organised racing aimed at all ages, make the most of what Tahuna beach Holiday Park Speedway has to offer this season and support your local drivers.

History beckons for the Tasman Makos, who are now just one win away a spot in the ITM Cup Championship final – a feat the country’s newest provincial side has never achieved. Tasman will go into this weekend’s semi final as firm favourites, finishing top of the table on 36 points – a staggering 16 points ahead of fourth place Southland – and with the knowledge that they have beaten each of the three other semi finalists already this year. The Makos were already guaranteed top spot and a Blenheim semi before Sunday’s commanding 57-14 win over Manawatu, a game that saw Marty Banks break the record for the most points scored in a Makos season with 113. However, the result has ensured their huge wave of momentum will continue through to this weekend, having gone unbeaten for the past month. Although Tasman is clear favourites for the upcoming game, assistant coach Leon MacDonald is well aware that there is “no tomorrow” if they lose again this season. “Our goal at the start of the season was to win this competition and for the next two weeks this

Mapua parking changes
Nominations for Waimea Plains Freshwater and Land Advisory Group
Summary of Information Traffic Control Bylaw 2005 in force since 30 June 2005. Since that date the bylaw has been amended a number of times but a full review was never undertaken. The Local Government Act 2002 requires that a review of a bylaw and Section 156 applies requires a Special Consultative Procedure. The purpose of the Traffic Control Bylaw review is to allow the existing bylaw to remain in place while a more extensive review is completed in 2014; and to ensure that the enforcement of existing restrictions and the proposed additions is not affected. The addition to the bylaw is: Mapua Wharf Precinct – closed to vehicles for parking from 20 December to 7 February inclusive on an annual basis. Mapua Wharf Precinct – closed to vehicles for parking every Sunday. Mapua Wharf Precinct – closed to vehicles for parking every public holiday. The only exceptions to this addition are goods service vehicles and vehicles picking up or dropping their boats from the boat ramp. The purpose of this addition is for Tasman District Council to provide a pedestrian friendly environment during the busy tourist season and on Sundays when pedestrian and cycle traffic on the wharf precinct are high. At other times of the year, the wharf precinct is available for vehicle parking. The full Statement of Proposal is available for viewing during normal Council hours at the Council’s Richmond office and its Service Centres and libraries. The Statement of Proposal is also available on the Council website at www.tasman.govt.nz along with details on how to make a submission. Submissions should be received by 4.30 pm on Monday 28 October 2013.
Do you want to be involved in decision making for water quality management in the Waimea Plains? The Council is setting up an advisory group to enable greater involvement by the community and stakeholders in developing the water quality management provisions for Waimea water resources. Nominations for membership on the advisory group are being invited from people with a significant interest in water management in the Plains. The ten member advisory group will be made up of councillor and iwi representatives and eight members of the community. The purpose of the group will be to consider the existing and potential future water quality challenges in the Waimea Plains and develop solutions for managing the water quality effects of land use activities. Any recommendations from the advisory group will contribute to further development of policy and rules in the Tasman Resource Management Plan. The Council’s Environment and Planning Committee will select the Advisory Group members from the nominations received. A person seeking membership can be self-nominated or nominated by another person or organisation, however members will be appointed as individuals, not as organisation representatives. In considering membership of the group the Council will take into account the balance of interests required for: • the geographic spread of members, • knowledge of the range of water body uses and values, and • the ability of the applicants to work in a collaborative, consensus-seeking manner Further information and online application forms are available on Council’s website or application forms can be obtained from Council Office and Service Centres. Navigation Safety Bylaw:
The Psychoactive Substances Act 2013 established a new licensing system for psychoactive products, often referred to as ‘legal highs’, and persons who wish to manufacture or retail such products. The Act also allows councils to develop a Local Approved Products Policy to control the location, density and proximity of retailers of psychoactive substances. The Tasman District Council has opted to produce a Draft Local Approved Products Policy which proposes the following: (i) Premises licensed for the sale of approved psychoactive substances must be located within the central business zone, as defined in the Tasman Resource Management Plan, in Richmond, Motueka or Takaka. (ii) Premises licensed for the sale of approved psychoactive substances are not permitted within 100 metres of a kindergarten, early childhood centre, school, library, community centre, reserve, playground or place of worship. (iii) New licenses for the sale of approved psychoactive substances are not permitted from premises within 150 metres of an existing premises holding a licence (interim or full) to sell approved products. The full Statement of Proposal can be viewed during ordinary office hours at Council’s Richmond Office, Service Centres and libraries. It can also be viewed or copied from the Council’s website www.tasman.govt.nz All submissions on the proposal are to be in writing and posted or delivered to: The Administration Advisor, Tasman District Council, Private Bag 4, 189 Queen Street, Richmond 7031, or they may be emailed to info@tasman.govt.nz or faxed to 03 543 9524. Persons wishing to be heard in support of their written submission should note that the date proposed for oral submissions is 15 November 2013. Submissions can be made any time until 4.30 pm on Monday 4 November 2013.
Pursuant to the provisions contained in the Navigation Safety Bylaw, the Tasman District Council’s Harbourmaster has granted a temporary reservation of the Kaiteriteri water-ski area for a fireworks display between 8.00 pm on 22 October 2013 and 1.00 am on 23 October 2013. Also, a travelling exclusion zone of 100m (reduced from the statutory 200m) around the barge has been granted while it is flying a red swallow tailed flag, or showing a red all-round light, indicating that there are un-discharged explosives aboard. The barge may be loaded and unloaded in Stephens Bay or Tapu Bay. All other water users should keep well clear for their own safety. The effect of the temporary reservation will be to prevent other activities including boating, kayaking or swimming from occurring within that area for the time specified. Event marshalls have the authority to require other users to vacate these areas as required. People wishing to observe the display from boats must stay outside of what is usually the waterskiing area, and over 100m away from the barge. They should carry a fire extinguisher, cover exposed fuel tank vents, and show the correct navigation lights for their type of vessel. Conditions have been imposed on the event, which may be viewed at www.tasman.govt.nz/recreation/boating-fishing/special-events-and-activities
Temporary Reservation and speed-limit uplifting – Lake Rotoiti – 9 and 10 November 2013 The Rotoiti Power Boat Club will be conducting a high-speed power boat racing event at Kerr Bay, Lake Rotoiti between 8.00 am and 6.00 pm on Saturday 9 and Sunday 10 November 2013. Pursuant to powers provided to the Harbourmaster, the speed limits imposed by the Bylaw in relation to vessels within 50 metres of another vessel, or within 200 metres of shore or a structure are suspended for those vessels taking part and controlling the event. Also, exclusive use of Kerr Bay, Lake Rotoiti is provided for. Access to and from West Bay ramp is not restricted. Vessels wishing to transit through or enter the reserved area during the event may do so only after consulting with an event Marshall, and then may only do so when, and under such conditions that, the event organisers specify. Event communications will be using Channel 17 on Marine VHF radio. Other conditions have been imposed and may be viewed at www.tasman.govt.nz /recreation/boating-fishing/special-events-and-activities

Roading Notices New Roundabout in Richmond A new low cost roundabout is being installed at the intersection of Wensley Road and Queen Street, Richmond. Work began on the 15 October 2013 and will continue throughout the month. Motorists are advised that there may be some delays and are asked to be patient while construction takes place. Signage is in place for the partial road closure. Alternative routes, such as via Oxford Street and Talbot Street, are available. As part of the Richmond Town Centre Project, a more permanent roundabout is planned for construction in 2016.
