Water rations put in place Colin Williscroft Rain earlier this week will have no affect on water restrictions put in place by the Tasman District Council. The council’s Dry Weather Taskforce convenor, Dennis Bush-King, says the rain on Sunday night was barely enough to make a dent in soil moisture levels on the Waimea Plains and will have no impact on the restrictions, which began on Monday. The taskforce, which met last week, decided that continuing dry conditions and increased water demand will lead to falls in the Wairoa and Waimea river levels, so it made sense to move to stage one
rationing for urban users and most water users on the Waimea Plains. The stage one rationing, which means a cut in use by 20 per cent of consented water take levels, applies in the Upper Catchment, Reservoir, Waimea West, Delta, Golden Hills, and the Upper Confined Aquifer zones on the Waimea Plains. The Wai-iti zone is also affected by dry conditions but water began to be released from the Kainui Dam from last Friday. Dennis says users in the Lower Confined Aquifer, Hope Gravel and Motupiko zones will have another few days before rationing comes in.

Jump proves age is no barrier

Water rations put in place FROM PAGE 1 He says imposing stage one restrictions in those areas now is in line with the taskforce’s approach to managing river levels. “We could do with a good dose of 50mm of rain in the right place, but this does not look likely,” he says. “In light of this we have decided it is prudent to go to stage one now and preserve our water for as long as possible before we have to go to more restrictive rationing.” Water restrictions are nothing new for the district, as they have been put in place for nine of the past 10 years. However, Dennis says this
summer was one of the few where restrictions have not needed to be put in place before Christmas. The flipside of that was that they will likely stay in place longer this year, as weather forecasts predict warm, dry weather is set to stay for a while yet. The Waimea dam planned for the Lee Valley would remove the need for water restrictions in a similar situation in the future, he says, as it would provide a secure water supply. Watering restrictions are also in place for urban water users in Richmond, Mapua/Ruby
Bay, Brightwater, Wakefield and Hope, and their rural extensions. That means only handheld hosing of gardens every second day is permitted according to house numbers – i.e. if you have an even house number you can water on the even number calendar dates. Although the dry period began with full aquifers, Dennis says as crops start to mature the water demand will increase. Soil moisture levels are falling and were down to 23 per cent in Appleby, so the ground is starting to dry out, he said. The taskforce meets weekly so it can act relatively quickly.

Drivers going too fast and dust were the reasons Bateup Road was closed over the holiday period, despite plans to keep it open. Many residents were frustrated when Bateup Road in Richmond remained closed over Christmas and New Year,vv despite the council assuring residents that the road would be opened two ways between
December 21 and January 7. Tasman District Council project manager Graham Rimmer said the road was opened two ways on December 21 but had to be closed again on December 24. Graham said that “people were just driving too fast” along the gravel side of the road, damaging the work that had been done. Another factor that led to the road being closed over the Christmas break was dust. Graham said that several resi-
dents were unhappy with the amount of dust created by drivers travelling too fast along the road, which was gravel. The gravel was watered three times a day but that didn’t make much of a difference, he said. The council was concerned about the opening of the road further hindering the progress that had been made, so decided to keep the road closed. Construction is now back under way and expected to finish on time in March.

Tasman boaties have been pretty well behaved this summer, although there are still areas for improvement. The district, along with Nelson city, is one of 14 areas of the country that are part of Maritime New Zealand’s “No Excuses” campaign that began at Labour Weekend and will continue until March. The “No Excuses” patrol was in the Nelson/Tasman area last month. It has checked 266 boats in the Tasman area to date, with no infringements issued so far.
During last summer’s campaign two infringement notices were issued, one for excessive speed and another for not displaying a dive flag. There were also 18 warning notices given out for minor rule breaches. Tasman District Council harbourmaster Dan Cairney says the majority of boaties seen on the water were conscientious and following safe boating practices. However, all it takes is for one person to break the rules and there is the potential for tragedy. Maritime New Zealand research in 2018 showed that of the

Photo Supplied Although the Safer Boating Forum, a formal network of boating organisations, promotes the wearing of life-jackets, bylaws around the country vary as to what the legal requirements are.
The Tasman district bylaw states that boaties are not required to wear life-jackets at all times, but they must be on board and worn in situations of enhanced danger. In Nelson, all passen-
gers must wear a securely fitted life-jacket unless the person in charge of the boat gives express permission for life-jackets not to be worn, or conditions are such that there is no significant risk to

This was low compared with the national figure of 75 per cent, although the local sample size was small and so the result should be treated with some caution. However, last summer’s “No Excuses” campaign found that in Nelson/Tasman, only 53 per cent of boats had everyone wearing a life-jacket when they were legally required to, well below the national average of 85 per cent that summer. Dan recommended wearing a life-jacket. “We know that wearing your life-jacket is the single most important thing you can do to avoid drowning if you end up in the water unexpectedly. “We will continue to promote the wearing of life-jackets as we know they save lives.”

World’s biggest ketch in Nelson Staff reporter
A monster ketch belonging to a Norwegian billionaire is turning heads after it docked in Nelson on Tuesday. The ultra-luxury Aquijo boasts pools, a Turkish bath, a sauna and a crew of 17 to look after just 12 guests. Built in the Netherlands for an estimated $175 million two years ago, it is available during the European summer for charter through specialised agents. It is understood the ketch belongs to Kjell Inge Rokke, one of the richest men in Norway, who made his fortune through his business Aker which specialises in fishing, construction and engineering. Aquijo is the biggest sailing mega-yacht to come to New Zealand. At 86m long it is one of the world’s largest private sailing ketches, with a total sail area is 5000sqm - equivalent to that of half a rugby field. Yachting World says the sociable main deck includes the dining room and main saloon, linked to the outside deck by an inside-outside bar. “The yacht’s real showcase feature is the ‘beach club’ on the lower deck, which includes a Jacuzzi, sauna, hammam/Turkish bath, rainfall shower, and room for gym equipment, with an open walkway through to the transom swim platform.’’ There is a further whirlpool spa bath on the outer deck. Its co-skipper Luke Hoskins is orginially from Matakana and has been on the vessel since last year. He said that Aquijo was “an extraordinary yacht’’ which handled exceptionally under sail. “It’s impossible to describe the feeling when you first bear away and she powers up. Everybody who sails on her is amazed at how well she handles and how graceful she feels.” Since departing Europe in November last year, the vessel had covered more than 55,000km and experienced all kinds of conditions. “We sailed around Cape Horn in 50 knots and pretty big seas - albeit with only the staysail up as it was so windy,’’ he said. - With NZ Herald

Former Waimea student wins prestigious scholarship Colin Williscroft A love of marine life that began as a child visiting a Mapua aquarium has led to a scholarship for a former Waimea College student. Alice McCullough, who is completing a graduate diploma in marine science at Victoria University of Wellington, has been awarded the Theodore Rigg scholarship
by Nelson’s Cawthron Foundation. As part of the 10-week scholarship, Alice will be looking at the use of algae as feed in the aquaculture industry. "I see a real importance in applying my research and academic knowledge in marine biology and environmental studies to real world applications that can be used to improve New Zealand practices,”

Alice says. As part of her scholarship, she is working with a group of people with the aim of publishing an academic paper that will provide practical benefits to the aquaculture industry. “As a Nelson/Marlborough resident I am passionate about this project and seeing if algae can be used as a good source of feed for aquaculture purposes, an industry that is crucial to our region.” It’s a region she is pleased to be back living in for the duration of her scholarship. A former Mapua School pupil, Alice developed her interest in the marine world at an early age, visiting the Touch the Sea aquarium at every opportunity. During one visit
she got to watch a 3-metre long mako shark being dissected. That was the day she fell in love with marine biology, Alice says. Alice paid tribute to her teachers at college, especially those who taught her science-related subjects, as they helped foster a passion for biology that she still has today. Her message for students thinking about their own future is simple. “Just go and do what you want,” Alice says. “You can get there,” she says, adding that she did not think she was smart enough to ever win any type of scholarship, so if she can do it, others can too. As for Alice, her plan, once she has completed her undergraduate degree, is to go on and do a masters degree.

Search and Rescue on an electric roll

Nelson’s search and rescuers are joining the electric revolution with a brand-new e-bike that will aid them in their operations. The Hybrid bike was donated by local e-bike manufacture Frank Witowski, after he learned of the work that SAR does across the region. “These guys volunteer all their time. I thought ‘I’m only a little guy but how nice if I can do something for the community’.” At a recent ceremony, SAR’s Sherp Tucker said that he met Frank when he was introduced to him by his neighbour. Sherp asked Frank if he had ever thought about making bikes for search and rescue. Lower Queen Street blaze: Richmond, Appleby and Brightwater fire brigades were called to put out a fire on a large pile of logs at TNZ Growing Products on lower Queen St at about 6pm on Sunday, January 13. They were later joined by tankers from Mapua, Upper Moutere and Nelson. The site was monitored by a forestry fire crew and the Nelson fire station as could burn for several days.
Power cut again: Power was cut to approximately 2250 customers in Appleby, Mapua, Mahana, Upper Moutere and Ruby Bay just before 5pm on Monday when a sheet of iron being transported on a truck blew up into power lines. The incident occurred in Appleby near the corner of Swamp Rd and SH60. Contractors removed the sheet of iron from the lines, allowing power to be restored at 7.20pm. It was the third incidence of loss of supply to the Mapua area in the last six months as a result of vehiclerelated events on the Appleby straight. Network Tasman said it recognises that traffic volumes on this road have increased and that is affecting the security of the power lines on this roadway. It is planning to improve the situation by creating an alternative route of supply that bypasses this section of roadway.

Show in 99th year: Preparations are well under way for the Murchison A&P Show, which is being held at the Murchison Domain on Saturday, February 16. This year is the 99th year the show is being held and it promises to be another great day out. Toxic algae warning for Wai-iti and Waimea rivers The Tasman District Council has warned that toxic algae in the lower Wai-iti and Waimea rivers has now reached high enough levels to be considered a danger to dogs and anybody near slime or algae in rivers. “Toxic algae is natural and occurs during extended periods of low flow in rivers. The popular swimming sites on the Lee River and Roding River are not currently affected.” Dog owners and parents with
toddlers are advised to take extra care. Algae is usually only toxic if consumed by mouth. The council said anyone near those rivers should prevent their dog from scavenging or playing in or near the water. “If you, your dog or other animals are sick after being in or near an affected river, consult your vet and the council immediately.” The warning will be in place until further notice.

Summer movies make return to Washbourn Matt McCrorie The Summer movies Al Fresco are continuing again this summer, at several locations around Nelson including Washbourn Gardens in Richmond. The movies are a great chance to get outdoors and enjoy the summer weather, as well as a great way to watch some classic films brought to life on the big screen. The cost is only $2 for an adult, and $1 for a child. The Dawn Patrol (1938) is coming
to Washbourn Gardens on January 17, from 9-11 pm, as well as Oliver! (1968) on Thursday, January 24. Oliver! will also be presented with subtitles for the hearing impaired. Education grant helping women to succeed Matt McCrorie The Waimea chapter of Soroptimist International is offering an education grant of $3000 for women over 25, who live in the Nelson and Tasman region while they study, to go towards studying full time at a tertiary institute in 2019. Soroptimist International is a global volunteer service for women working for peace and to improve the lives of women and girls throughout the world. Soroptimist International has a consultative status at United Nations. The grant has been made every year since 2013. Education of women is one of the main focuses of the Waimea Soroptimists’ work since its inception in 1974. This grant has been the club’s main fund-raising focus for the past six years, says Diane Thomsen, the club’s secretary. It is part of the Soroptimist mission to increase access to education for girls and women. The 2016 education grant was
awarded to Kimberly Watt. Kimberly is now a registered nurse who is about to start a position as a district nurse. She did her final elective with the district nurse attached to Wakefield. Kimberly said that her experience studying was challenging, but that “my family have been on this journey with me and have supported me to get to where I am today.” “I feel humbled to have had the support of the wonderful women of the Waimea Soroptimist group who have kept in touch throughout the last couple of years.” The education grant helped Kimberly to purchase a laptop to help her with her studies. She is looking forward to joining the local district nursing team next week. Diane says that “it is success stories like this that make the fundraising to fund the grant so worthwhile for Soroptimist International Waimea members.” The closing date for applications for this grant is February 4.

With this application, everything is at their ngertips and staff have more time to interact with the residents. “Being a Ryman village we also offer a continuum of care in the village which means residents can move from independent townhouses and apartments through to assisted living in serviced apartments, resthome, hospital or specialist dementia care. We try to help our residents remain as independent as possible, and when appropriate, can even offer resthome care in a serviced apartment.” Special care unit coordinator Teresa Churchill is another great member of the team. Teresa had always wanted to nurse but after trying various jobs she chose to work as a care assistant at Ernest Rutherford, nine years ago.
While working in the village she studied for the New Zealand Certicate in Health and Wellbeing, advance support level 4, and also palliative care training. After successfully completing that, colleagues suggested she train for a Bachelor of Nursing. After graduating as a registered nurse, Teresa worked in the Ernest Rutherford hospital for three years. In November she was appointed as the special care unit coordinator. The unit is purpose built for dementia care and has 25 residents. With the small number of residents, the atmosphere is warm and friendly - like a family. “We look at their abilities, consider what they used to do and what activities they enjoyed and then in conjunction with family, develop a care plan to suit. “We have a lot of laughter
and happiness in the unit.” The residents enjoy a dedicated activities programme, which includes intellectual stimulation and social interaction. Family and friends are always welcomed and often join in the fun. “The residents look forward to music and singing,” says Teresa, “and I often end up dancing with them!” They also look forward to
the regular walking groups around the village gardens and van outings and they love it when children visit from the local schools. “It’s a really friendly place and it’s great to be on a team that get on so well. After all we are all working towards the same goal – happy and healthy residents. I love my job and working with the residents. They’re just fantastic!”

Ernest Rutherford Retirement Village’s clinical manager Jessie Tang radiates condence and friendliness; her smile lights up the resident’s faces as she says good morning on her walk around the care centre. That condence comes from years of experience nursing, rstly in London, and another 15 years working in aged care in the Nelson area. She “fell in love with New Zealand” after visiting on a holiday. On her arrival to live in New Zealand her rst job was in aged care and she loved it. “The elderly are very wise. Every individual has a lovely story to tell,” she says. After six months in the clinical manager role she says it was the right decision. “Ernest Rutherford is such a beautiful village. When I rst walked around the village and met the staff there was a great atmosphere – everyone said hello. There is a lot of support. It’s important in any company to have a good strong leadership team; to lead by example, and we’ve got that here. I can’t do this job alone. I have a very good team and excellent communication and support from all the management team. I also have the support of Ryman Healthcare with practical policies, continuing education and guidance. If you get the right staff, you get the right care and then we have happy residents. Clear communication with family, geriatricians and other allied health staff is also vital,” she says. Jessie is enthusiastic about the exclusive myRyman Care app which is accessible on a tablet in every resident’s room in the care centre. “I was blown away by this new system – it’s brilliant.” Everything was traditionally

The Richmond Library will begin extending their opening hours to open on a Sunday between 1 and 4pm from January 20 onwards. Libraries manager Glennis Coote says that the extended hours give more people a chance to get to the library, including
library members who don’t have the time to get there during the week. The idea to extend the hours came directly from library member feedback, carried out in a survey in 2017 in which users said that they wanted the library to extend their opening hours. The library has taken on two additional
staff members in order to help facilitate the new extended hours. There will be a special opening on the January 20 to celebrate the new opening hours. There will be lucky dips for kids, prizes and giveaways, and Richmond Mayor Richard Kempthorne will be there to welcome library members.

Junior doctors’ strike causes surgery delays Sara Hollyman Patients expecting to have non-urgent elective surgeries or scheduled outpatient appointments at Nelson Hospital over the past two days have more than likely been delayed. At 7am on Tuesday, a 48-hour nationwide strike began by Resident Medical Officers who are covered by the New Zealand Resident Doctors’ Association (NZRDA) collective employment agreement. Resident Medical Officers are registered medical practitioners who range in experience from first-year qualified doctors to those with more than 12 years’ experience. The doctors’ employment agreement expired nearly a year ago and NZRDA national president Dr Courtney Brown says after nearly a year of bargaining there are still significant claw-backs for resident doctors. “Whilst in 2018 most health workers gained improvements to terms and conditions of employment without facing claw-backs, the DHBs have taken a distinctly different approach to resident doctors. It feels like they are punishing us for our successful safer hours campaign.” NZRDA senior advocate David
Munro says they entered negotiations last week with District Health Boards which were some of the least productive he’s seen in his 30 years as an industrial advocate. “DHB’s were quite disrespectful of the resident doctors and the issues they are facing, so needless to say negotiations were unsuccessful.” David says some doctors around the country chose to get out and picket, although there were no known sites in Nelson, but others were using the time for some much-needed rest time. “Ironically, the strike is about the long hours and the fact that DHB’s haven’t been recruiting enough doctors to cover that work time. “Many RMO’s are using this time to rest and recuperate and spend time with family and friends.” A Nelson Marlborough Health spokesperson said last week that they did not know how many RMO’s would be participating in the strike, but contingency plans were being put in place to minimise disruption to the public during the planned strike. “Nelson Marlborough Health employs 96 RMOs; not all are NZRDA members – around 82 per cent are union members (ither of NZRDA or STONZ).”

No race day is complete without a fashion competition for best attire and Tasman didn’t hold back on Sunday at the annual Summer Festival Harness Racing at Richmond The competition saw everything from the classic Little Black Dress to greens, blues and the ultimately top fashion pick of a bright yellow and pink dress. The men’s category offered just as much variety, with a classic tweed suit winning out over the more flamboyant stripe
and shorts options. Emma Silke-French purchased her gorgeous yellow and pink dress online and made everything else work with it and judge Ange Leonard said she was definitely “the whole package”. “I think yellow was the colour this year, there was just something about it that was nice and vibrant.” Ange, along with fellow judges Yvonne Bowater and Claire Scott, took in the whole outfit right down to the shoes and the head pieces. Macca Springer was sitting down for a coffee with his parents when they bought up the
idea of entering the competition. He took out first place in the men’s category with his tweed suit from Nelson Tailors Menswear. “They sorted me out with an outfit. They put it together and I tried it on, and we all just thought ‘yip, that looks good’.” Ange says Macca’s outfit was something “very different” to what they’ve had on the podium in previous year. “I just loved his suit and the cheese cutter hat, it was very cool.” The winners took home a share of $3000 worth of prizes from local fashion stores.

Dominik Berghamer The summer is in full swing, and the water is heating up a little more every day. Usually, this time of the year is not particularly good for snapper fishing because the majority of them are still busy with spawning. But, apparently, a lot of them didn’t get the memo this year. The Dawnbreakers Fishing Club is still getting reports of good snapper catches, especially out of depths between 35 and 40 metres. Burley and patience appear to be the key to success. The kingies seem to like the warm water, and we are seeing catches from all over the bay. Classic hot spots are the spat farm, off the boulder bank and every rock with a bit of current around it. Just a few days ago, I was driving home along Rocks Road when, all of a sudden, the water exploded next to some stand-up paddle boarders near Fifeshire Rock. Obviously,

a large kingfish was after some early dinner. Trolling Rapalas and casting stick baits seems to be successful but many kingfish are bycatch when fishing for snapper. They are very curious fish, so the aggregation of small fish around the burley cage and the struggling fish being caught attract them like magnets. Make sure your gear can deal to one of these green torpedoes as well when hunting snapper! There have been a few rumours about tuna being caught at the 40m mark off Okiwi Bay but no confirmed catches yet, send us a picture if you get one! The sun is brutal at the moment, so when you go out make sure you take enough water, hats, sunblock and sunglasses. The Nelson Harness races were a success over the weekend, says organiser Kristie Hill. The races took place on both Friday and Sunday, with around 4500 people turning up over the two days. The weather was good, the crowds were good, and the betting was good too, says
Kristie. “We were busier in terms of people on the Sunday, but we found that we had more local businesses turn up on the Friday in the middle of the track”, she says. There were some good wins, too. Punters will be assessing the damage to their wallets after the annual Nelson Racing Festival saw a number of upsets at the weekend. Nelson's biggest racing festival attracts thousands to the Richmond Showgrounds. While Christchurch enjoyed the share of victories on day one, the hometown horses came storming back on day two to take out the Nelson Cup. Sunday saw the weekend’s iconic 2400m Nelson Pine Industries Nelson Cup race get underway just after 6.30pm. Dadndave nosed favourite Huey Lewis by .1 of a second in a thrilling marquee event as former Nelson trainer and driver Tim Trathen claimed the win. The three-year-old had a great run home after being in the middle of the field coming down the final straight to pocket his owner $7500. Tim says it was a big thrill to get the win in his hometown. “It was great for Dad [John Trathen] as a past president and a

he dug in.” Tim says he was aiming to place but even surprised himself to finish first. “I thought if he got a good run away, we might push for a place but to win it was just
unbelievable.” Tim says he always tries to come up for the Nelson festival as all his family are here as well as a heap of friends who all cheered him to the finish. He says Dadndave will hopefully be back in 2020 to defend the title. "My sister’s boy also won the fashion in the field, so it was a great day for the family.” The punters were out in droves to test their luck at the track as the annual festival got underway on Friday afternoon. Club president Kristie Hill says it was another fantastic festival. “We had plenty of quality horses, great crowds and fabulous weather.” She says about 4500 punters attended over the Friday and Saturday. Kristie says the festival was made more special with a local winner taking out the Nelson Cup. “Tim owns the horse with our patron John, who had never had a horse win before so it was a very popular result.” While the final figures were still being tallied, Kristie says they are on track to exceed the $117,000 spent on and off course at last year's summer races.

He says the more they can improve the players at the club the more the region will improve. “We are trying not to be narrowminded and want to bring players through to the play at the highest level which comes through club.” With player/coach Ben Wright stepping down, Suburbs has appointed another long-serving club member to the coaching ranks. Neil will assume the role with Steve as this will be the latter’s last year in charge of the senior side. “I’m only going to be here overseeing what Neil does, Neil will be taking the majority of training sessions and eventually I will get out of the way,” Steve says. “This will be my last season, so I will just be looking to help him out
as much as possible.” Neil will hang up his playing boots to take on the role and says he is relishing the challenge. He says, like he did as a player, he hopes to instil determination in his side. “I was always a fighter on the pitch, never the best player but I would do whatever it takes to win.” Suburbs will lose the key duo of Mat Todd Smith and Bertie Fish who are moving to Wellington, so Neil and Steve say there will be an element of rebuilding and looking to the future. “We have still got a lot of good players in Sam Ayers, James McClay, Ed Sillars, Jordan Yong and Corey Wilson.” Steve says the goal is to better its fourth placed MPL finish last season.

It was the Rees brothers Asher and Ethan who topped the points after the group stage but Ethan ran into trouble in the first final race ending his chances of a podium finish. The track was baking in the summer heat, a quick grade and some water was needed to keep the track in race condition as the finals got underway. There were some whoopsies in the final heats as the cars sprinted round the tight Nelson circuit. Local driver Alex Hill made up plenty of places in the first heat only to get caught in the second heat with a car flying across the top of his bonnet. The stock cars warmed their bumpers up and the final race proved the undoing for a returning Aaron Gray who was tipped up on his lid mid-race. The Youth Ministocks marched a procession to the tower following a few infringements on the track, there were many visiting driver’s making for some competitive racing. The meeting was one of the longest on record but the track held up and the winner was found after a huge week of racing for many of the travelling drivers. It was a successful meeting that had a huge crowd hoping for more events in the future. The NZ title is a few years away from returning here, hopefully the resource consent issues are sorted by then and the track can get on with the job of putting on the sort of spectacular show that the speedway club has become famous for over recent years.

The Stage One restrictions mean a sprinkler ban for urban areas. Urban residents and businesses may only water productive gardens on alternate days using handheld hosing. Those with even house numbers may water on even calendar dates, and those with odd house numbers may water on odd calendar days. Rural permit holders in the Upper Catchment, Reservoir, Waimea West, Delta, Golden Hills, and the Upper Confined Aquifer zones of the Waimea Plains are also required to cut their water use by 20% of their consented take. Please conserve water as much as possible. Only water your garden at cooler times of day and only if you absolutely need to. There are a lot of simple things you can do to save water and every drop you save helps sustain our water sources.

Proposed Age-Friendly Policy We want your views on our proposed Age-Friendly Policy, which will guide our planning to explicitly consider the needs of the growing number of older residents in our communities. Some freshwater pests are microscopic and can be spread by a single drop of water. Even if you can’t see the danger you could be spreading it.
